Heathrow Airport TfL Rail fares from 20 May 2018 I
Executive Summary:
TfLRailserviceswilltake over the allstations train servicefrom Paddington to HeathrowAirporton 20 May2018 (this serviceis currently branded as HeathrowConnect.) Thisdecisionform proposes revised fares for this servicefor the Mayor’sapproval,whichwillsupport the Mayor’scommitmentto deliveringa more affordable transport service by freezing Transport for London (TfL)fares until 2020 and protecting allTfLfare concessions. It is proposed that from 20 May,the fares to Heathrowon the former Heathrow Connect servicewillbe integrated with those on the rest of the TfLLondon railnetwork and includedin TfL’sprocessof fare capping. Standard zonalfares willcontinue to apply forjourneys between Paddington and Hayes& Harlington,with specialsinglefares applyingfor journeysto and from HeathrowAirport.Allfares willbe cheaper or in-linewith the current standard fares charged for Heathrow Connect, with some off—peak fares falling by 25 per cent or more. Forexample, usingthe newTfLRailservice,a PAYGjourney from Heathrowto Zone 1 willcost El 2.10 peak and £10.10 off-peak. Today,the cost of using Heathrow Connect is El2.70.
Travelcards,Oyster PAYGand Contactless,the one-day and seven-day PAYGcaps and allTfL concessions, includingthe Freedom Pass, willbecome validfor travel.
Fortravelcards and dailyand weeklycapping, Heathrowwillbe designated as ‘Zone6’, meaningthat pay as you go customers travellingto and from the Airportfrom within Zones 1-6 usingTfLRailserviceswill never pay morethan the dailycap of £12.50. Thiswillallowvisitorsto Londonfrom Heathrowwho travel on TfLRailservicesinto Zone 1 to use TfL’sservicesaround Londonfor the rest of the day for as little as 40p. Heathrow Expressserviceswillcontinue as normalwith pay as you go with Oyster and Contactless planned to be introduced later this year. Allfares willcontinue to be set directlyby Heathrow Expressand remainoutside the fare zones and Travelcardsystem.

1.13 Becausethe TfLRailserviceto Heathrowwilloffer both Oyster PAYGand Contactless, printed tickets willbecome lightlyused, as on the Underground and the Overgroundtoday.
1.14 Bearingthis in mind, it is proposed to leavethe new TfLRailprinted ticket fares unchanged from the current Heathrow Connectfare where standard zonal fares already apply, for example,the fare from Paddington to Hayesand Harlington. Newspecial printed ticket fares willapplyfor TfLRailjourneys to and from HeathrowAirport. Allfares willbe cheaper or in-linewith the fares charged by Heathrow Connect. Forexample:
• Fortravel to the Heathrowtrain stations from Zone 1 or TfLstations beyond Zone 1, the TfL Railpeak printed ticket fare to/from Heathrowwillbe £14.70. The off-peak fare willbe £12.60; this is lop belowthe Zone 1-6 off-peak Travelcardpricewhichis £12.70. Travellingby Heathrow Connecttoday costs over £15.
• Fortravel to the Heathrowtrain stations from Paddington, the IlL Railprinted ticket fare from Heathrowwillbe £10.30, matching the current HeathrowConnect fare. Fortravel to Heathrow train stations from stations short of Zone 1, printed ticket fares willalso be less than by the current HeathrowConnect service. Byway of example,the printed ticket singlefare between Heathrow and Hanwellwillbe £6.80, lop lessthan the £6.90 fare today.

1.16 The proposed fares and ticketing arrangements aimto set a balance between charging relatively commercialsingle fares for visitorsand business userstravellingto the airport while providingfull integration with the TfLstructure of Travelcards,caps and concessions.
1.17 The public position adopted by the Crossrailproject team has alwaysbeen that specialfares would applyto Heathrow and that that these special fares would be “comparable”to those on the current HeathrowConnect service. This position has been generallyaccepted by stakeholders given the very significantservice improvementsbeing provided.

The inclusionof the Heathrow train stations in the Londonzone fare system and the extension of PAYGshould reduce barriersto travel for lowincome Londonersand providea real-terms reduction in fares.
3.10 LGBTLondoners tend to be younger and have reported hate crimeas a concern for them. Men form the greater part of the LGBTcommunity,which is in contrast to the general population. The proposals have no specific implicationsfor the LGBTcommunity.
3.11 Manyof those who comprisethe seven groups above are likelyto benefit from free travel concessionsor discounted fares. Allcurrent concessionaryfare schemes are being extended to the Heathrowtrain stations in order to make publictransport accessibleto people who face barriersto publictransport use.
