24 January 2020

Dear ,

ATISN 13688 – Correspondence referencing the “Carbon Emissions of the Senedd” and “companies that produce the largest amount of greenhouse emissisons in ”.

Thank you for your request which I received on 15 January 2020. You asked for:

 A report on how much Carbon Emissions the Senedd produced in the last year between January 1st 2018- January 1st 2019, measured in tonnes and percentage.  A report showing the companies that produce the largest amount of greenhouse emissions in Wales from January 1st 2019 - January 1st 2020, measured in tonnes and also in percentage.

In respect of your first question, we do not hold the information you have requested. The Senedd (National Assembly for Wales) is an entirely separate body to Welsh Government. You may wish to contact the Assembly Commission. Details on how to contact the Senedd can be found here: https://www.assembly.wales/en/help/contact-the-assembly/Pages/contact-the- assembly.aspx

With regard your second question, whilst I am not able to answer your precise request, I am able to assist you in understanding the largest greenhouse gas emission sites in Wales.

We do not collate information on our largest emitters by company but rather on a site by site basis through the reporting requirements of the EU Emissions Trading Scheme, for which Natural Resources Wales are the environmental regulator in Wales. This data is not available for 2019 calendar year as the legislation does not require businesses to report until the end of March 2020, following which there is a period of time for Natural Resources Wales and the other UK regulators to carry out their regulatory functions and to collate the data at a national level.

The information for 2018, on a site by site basis is publicly available and can be interrogated in the EU Transaction Log directly, choosing the “operator Holding Accounts” option. https://ec.europa.eu/clima/ets/oha.do?form=oha&languageCode=en&account.registr yCodes=GB&accountHolder=&installationIdentifier=&installationName=&permitIdenti fier=&mainActivityType=-1&search=Search&searchType=oha¤tSortSettings

The transaction log can be difficult to interrogate and therefore, as an appendix to this letter I have summarised the Welsh installations from 2018 in the log.

For future reference, Natural Resources Wales as the regulators would be better placed to respond to this FOI.

If you are dissatisfied with the Welsh Government’s handling of your request, you can ask for an internal review within 40 working days of the date of this response. Requests for an internal review should be addressed to the Welsh Government’s Freedom of Information Officer at:

Information Rights Unit, Welsh Government, Cathays Park, , CF10 3NQ or Email: [email protected]

Please remember to quote the ATISN reference number above.

You also have the right to complain to the Information Commissioner. The Information Commissioner can be contacted at:

Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

However, please note the Commissioner will not normally investigate a complaint until it has been through our own internal review process.

Yours sincerely
