Despite distinguishable references to Aalto’s previous works, and in addition to the project’s systematic role in projecting an iconic image for Banque Sabbag, the reading of Sabbag Center is predominantly dictated by its scale and inscription within a larger cluster of modern buildings, and by its use as a significant social reference within oral histories about Beirut. This paper argues that the Sabbag Center largely contributed to the understanding of local economic and political context of the time – Lebanon’s modern history – and should therefore be addressed as such. The local significance of the building is legitimate reason to preserve the site. In the absence of any governmental initiative to protect modern heritage, Fransabank SAL, the private financial institution that presently inhabits the Sabbag Center, is in a position to actively safeguard the complex as part of an important area. fig.1 Sabbag Center, Alvar Aalto and Alfred Roth, 1967–1970 Beirut Local Context and Hamra Street Development Beirut flourished in the 1930’s.

The directory aims to promote interaction and active partnerships among key development organisations in civil society, including NGOs, trade unions, faith-based organizations, indigenous peoples movements, foundations and research centres. In creating opportunities for dialogue with governments and private sector, civil society organizations are helping to amplify the voices of the poorest people in the decisions that affect their lives, improve development effectiveness and sustainability and hold governments and policymakers publicly accountable. In particular, the directory is intended to provide a comprehensive source of reference for development practitioners, researchers, donor employees, and policymakers who are committed to good governance, sustainable development and poverty reduction, through: the

  • The Reconstruction of Downtown Beirut in Post-Civil War Lebanon
LONDON SCHOOL OF ECONOMICS AND POLITICAL SCIENCE Actually Existing Neoliberalism: The reconstruction of Downtown Beirut in post-civil war Lebanon Hadi Makarem A thesis submitted to the Department of International Relations of the London School of Economics and Political Science for the degree of Doctor of Philosophy in International Relations London, September 2014 1 Declaration I certify that the thesis I have presented for examination for the MPhil/PhD degree of the London School of Economics and Political Science is solely my own work other than where I have clearly indicated that it is the work of others (in which case the extent of any work carried out jointly by me and any other person is clearly identified in it). The copyright of this thesis rests with the author. Quotation from it is permitted, provided that full acknowledgement is made. This thesis may not be reproduced without prior written consent of the author. I warrant that this authorisation does not, to the best of my belief, infringe the rights of any third party. Statement of use of third party for editorial help I can confirm that my thesis was proofread for conventions of language, spelling and grammar by Grove Proofreading & Editorial Services. 2 Abstract This thesis assesses neoliberal urban developments in post-civil war Lebanon. It does so by focusing on the reconstruction of Downtown Beirut, which contributed towards: firstly, increasing a public debt that was burdening the country at the time; and secondly, reproducing sectarian divisions in Lebanese politics and society. To explain this outcome, this thesis analyses the policies of specific agents who were involved in, and in control of, the reconstruction process.
