It has a total population of about 1,533,0001 and is comprised of three tehsils: Jampur, Rajanpur and Rojahn. In addition, a tribal area (the so-called “de-excluded area”) lies in the Suleman range. Being close to the river bed, the eastern part of the district (Katcha zone) is frequently hit by flooding from the Indus River due to heavy monsoon rains in July/August and snow melt in the Himalayas. This riverine flooding inundates a large part of the low lying areas along the river belt in all three Tehsils (sub-districts), namely Jampur, Rajanpur and Rojhan. The western part of the district (locally called Parched) is frequently affected by flash floods which develop in the Suleiman mountain ranges. Both these hazards bring heavy losses in the two areas that cover roughly about 80% of the area and about 60% of the population, damaging houses made of mud, land and crops, livestock and other property. The lands in the Western (Pachadh) area are relatively steep and this tends to facilitate flash- flooding from torrential rains in the Suleiman range in July/August (or in some cases February/ March). Flash floods in the Pachadh zone are considered more serious than the riverine floods both by the district officials/NGOs as well as by the communities. If modest, the flash-floods can be harnessed for the benefit of crop cultivation, however, in case of the frequent severe flashfloods, communities face heavy losses of standing crops, livestock, houses which are usually made of mud, and other physical infrastructure. 1 2008 projection derived from 1998 census. HELP Foundation _Flood 2015 Situation Report-02 2- SITUATION OF FLOOD 2015: 2.1. River Flood: Due to heavy rains in the northern part of Pakistan cause water level rise in river Indus, which start to develop flooding in the suburb areas of the river banks. In Rajanpur the rise in Indus River started from 16 July 2015 and start damages of livelihood (Standing Crops) of the riverine areas from 18th July 2015. Approx maximum discharge 5, 63,932 cusec is reported which is continuously rising; All the 5 rivers of the Pakistan are joining together at Kot Mithan in District Rajanpur due to which pressure of all the 5 Rivers become maximum in the areas of Rajanpur. 2.2. Flash Flood: Flash flood is another hazard developed from the mountains range of Koh-e-Suleman from the west side of Rajanpur. Partially Rains started in the mountains areas from the second week of July 2015. On 18-19 July 2015 heavy rains fall on Suleman range which developed a high level flash flood in Pachadh Areas of Rajanpur which is continuous up till now. Maximum 46,855 cusec water reported to cross the Dara Kaha Sultan and 26,900 Cusec crossed the Dara Chachar. This rain water also fall in Indus River at Raikh Bagh Wala and Basti Leghari. 2.3. Severity of Situation: The DCO/ Chairman DDMA has declared emergency in the District Rajanpur vide 4128-A/DRA dated 16th July 2015, The situation in Rajanpur is getting serious day by day, high flood is expected in Indus River in Rajanpur in the first week of August 2015, 100% kacha area is in flood, Mud Houses, standing Crops and other sources of livelihoods has been damaged. Rains are continuous on Koh-e- Suleman which are producing Flash Flood; peoples from the flood affected areas are displacing to safer places, if the situation remain the same for more 1 week then it will become out of control causing a large number of displacement, Food insecurity, WASH & health Issues and settlement of IDPs in relief camps. Pak Army has been called by the District Government for assistance in relief activities. Major Crops Affected Crops at large scale have been damaged in both the riverine as well as in flash flood areas; Agriculture is the major source of income in these areas not only for the farmers but for farm labour also. It will affect the overall business in district Rajanpur in the coming days. Following is the detail of major crops which have been damaged. 1- Sugarcane 2- Cotton 3- Mungbean 4- Fodders HELP Foundation _Flood 2015 Situation Report-02 FLOOD SITUATION IN RJANAPUR HELP Foundation _Flood 2015 Situation Report-02 4- EMERGENCY FLOOD RESPONSE 2015 4.1 Response by the Government: The District Government Rajanpur is high alert. The DCO had declared flood emergency in the district. All the line departments have established their flood affectee’s facilitation camps at the flood bunds, Rescue 1122 boats have been mobilized at various points for the evacuation purpose, flood relief camps are in process to establish in government schools, 10 camps have been established; Revenue department is registering the IDPs, Medical Camps have been established almost in both the areas of flash flood as well as riverine areas. Flood information & complaint centre has been established in the civil defence office Rajanpur. 4.2 List of Relief Camps District Government Rajanpur has established relief camps at the following sites. Medical Services Drinking Water Cooked Food Fodder for Livestock Tents Child Friendly Space Veterinary Services HELP Foundation _Flood 2015 Situation Report-02 4.4 Response by the NGOs: The local NGOs has started the response in their respective areas in coordination with District Government Rajanpur, some are observing the situation to plan the response accordingly. The international NGOs who have their offices in Rajanpur are planning to response in their respective field areas. District Government has issued a request letter to all the NGOs working in Rajanpur for joining hands with the district government to cope any critical situation which is expected to develop in the first week of August 2015. Organization Cooked Food + NFIs at Tibi Solgi HELP Foundation _Flood 2015 Situation Report-02 5 Response by the HELP Foundation: HELP Foundation has started its response from 1st July 2015 with Radio Messages for monsoon preparedness; from 16th of July 2015 on early warning and evacuation started from 20th July 2015. The major services which are being delivered by HF are as under: 1- Radio Messages for preparedness 2- Established Flood Information Centre at HF office. 3- Dissemination of Flood Information/ warning (Early Warning) 4- Evacuation through Boats 5- Facilitated the District Govt for the establishment of flood Monitoring Camp at Kot Mithan 6- Technical Support for the establishment of Tent Village at Kot Mithan.

Rajan Pur district is badly affected by these flash floods. In Rajan Pur flood water came from Kah Sultan and Shacher torrent (rivulet). This flood water hit the different union councils of Rajan Pur. Hundreds of houses damaged fully and partially and inhabitants sitting under open sky. The displaced people have sought shelter in streets and other public buildings in and around their chaks (villages). Thus, there is an urgent need for non food items (NFIs) including mattresses, mosquito nets, Kitchen utensils, fuel for daily cooking and hygiene kits. Yearly food stock is almost completely washed away, while livestock has suffered considerable loss. Thus affected people facing critical condition and will suffer economically for at least one whole year as their current crop is damaged at large scale. According to affectees this flood is larger than the one, some 40 years ago. 1. Women who have been denied social rights including the right to education are also often denied the right to decide in matters relating to their marriage and divorce, are more easily abused in the family and community and are more likely to be deprived of the right to legal redress. Often abuses are compounded; poor girls and women are trafficked and subject to forced marriage, forced prostitution or exploitative work situations such as bonded labour. In all of these situations they are likely to be mentally, physically and sexually abused, again without having the wherewithal to obtain justice.1 Since publishing its 1999 report, Pakistan: Violence against women in the name of honour2, Amnesty International has found that while few positive changes have taken place in the area of women’s rights, the state in Pakistan still by and large fails to provide adequate protection for women against abuses in the custody of the state and in the family and the community. In fact, the number of victims of violence appears to rise.
