Indonesia's Economic Crisis: Contagion and Fundamentals
The Developing Economies, XL-2 (June 2002): 135–51 INDONESIA’S ECONOMIC CRISIS: CONTAGION AND FUNDAMENTALS REINY IRIANA FREDRIK SJÖHOLM The severe and unanticipated economic downturn in Indonesia mirrored the regional economic fallout following the 1997 financial crisis. Although it is likely that the crisis in neighboring countries had an adverse impact on Indonesia, the issue has so far re- ceived little attention. This paper examines whether contagion from the economic crisis in Thailand triggered the crisis in Indonesia. Evidence of such a contagion is revealed, and the contagion was possibly exacerbated by increasing imbalances in the Indonesian economy. The paper also examines the channels through which the economic difficul- ties of Thailand might have been transmitted to Indonesia. Investors’ behavior, rather than real links, is identified as one important channel for the contagion. I. INTRODUCTION NDONESIA was the far worst affected economy in the Asian crisis, with the sever ity of its crisis coming as a surprise to many observers. In fact, very few pre I dicted the crisis in Indonesia even after the devaluation of the Thai baht in July 1997.1 On the contrary, it was widely argued that the crisis would pass without much effect because of Indonesia’s sound macroeconomic fundamentals. Indone- sia enjoyed the highest economic growth in Southeast Asia, low inflation, a relatively modest current account deficit, rapid export growth and growing interna- tional currency reserves. In retrospect, it seems clear that such views were errone- ous. This raises the question of why the crisis in Indonesia was so severe and, according to several observers, far more severe than can be attributed to macroeco- nomic imbalances.2 One factor that might have been important for the Indonesian crisis is contagion from other countries. -

According to some observers, Bangladesh is becoming a new Asian Tiger as it is the fastest growing economy in the continent. East Asian miracle has left a lot of lessons which are favorable for Bangladesh to become the next Asian Tiger. This paper has tried to review the East Asian miracle and explore lessons from this miracle for other developing countries, especially for Bangladesh. The main purpose of this paper is to find out the way by which Bangladesh can become an Asian Tiger, beside it focused on its challenges to be an Asian Tiger and how it can overcome them? Data were collected from different research papers, articles, journals, reports of different national and international organizations, websites and newspapers related to this topic for analyzing problems. It is founded that Bangladesh is in the right economic track but corruption and weak institutions are the main problems need to be solved and it is possible for Bangladesh to be an Asian Tiger. -

6.3 Dilemmas of a South-East Asian immigration country: Malaysia As one of the emerging second-wave ‘tiger economies’, Malaysia has enjoyed very rapid economic growth. This has led to a migration transition: although some Malaysians still go abroad for work, immigration has grown sharply. Entries include highly-skilled expatriates from many countries, refugees from troubled areas of Southeast Asia, but the great majority are labour migrants – many of them irregular – from Indonesia, Bangladesh, the Philippines and Thailand. Malaysian policies have fluctuated considerably, depending on a range of economic and political factors. Today, Malaysia is estimated to have (after Singapore) the second-largest share foreign share in its labour force of any Asian country - 12 per cent (ILO, 2007: 39). Malaysia is a multi-ethnic, middle-income country. Its complex ethnic balance is a result of colonial labour import for the tin mines and rubber plantations. In 2005 the population of 26 million was made up of 62 per cent Malays, 24 per cent Chinese, 7 per cent Indians and 6 per cent non-citizens (UNDP, 2007). Successful economic management has led to rapid economic growth and industrialization since the 1980s, making Malaysia intro a ‘second-wave tiger economy’ with severe labour shortages, especially in the plantation sector. Malaysia made the ‘migration transition’ from mainly labour export to mainly labour import in the mid-1980s, relatively early in its development process. Lim attributes this to two special factors: the multi-ethnic population, which facilitated rapid reactivation of historical migration networks; and the open export-oriented economy, with high rates of foreign investment (Lim, 1996). -

CHAPTER 1 – INTRODUCTION 1.1 Background North Korea (also known as the Democratic People’s Republic of Korea, DPRK) is one of the world’s last remaining communist countries. The Juche ideology created by Kim Il-Sung, preserved by his son, Kim Jong-Il, makes it one of the most isolated countries. DPRK’s insistence on self-sufficiency since the 1950s has seen their neighbours, South Korea (also known as Republic of Korea, ROK), over take them in terms of gross national income (GNI) and per capita income, as well as become one of the world’s leading technologically advanced countries. Production efficiency in the factories declined due to a lack of work incentives, agricultural fields remained barren due to shortage of fertilizers, and the transport distribution system collapsed due to decrepit infrastructure. Their closest ally, China, is beginning to be exasperated by DPRK’s constant threats of developing nuclear weapons in exchange for humanitarian aid and economic incentives. The health of Kim Jong-Il remains a great concern for those countries that follow with great interest with the developments in the Korean Peninsula. Countries, including China, and the United States of America (USA), ROK, Japan, and Russia all have important stakes should DPRK collapse suddenly. The top echelon of this anarchical hierarchy is only concerned about political survival and economic gains. This can be seen by the occasional announcements of foreign investments in strategic parts of DPRK using special economic zones (SEZs) such as Kaesong and Rajin-Sonbong. The former being part of the unsuccessful ‘Sunshine Policy’ signed with the late ROK 1 President, Kim Dae-Jung. -

More specifically, it investigates the development of territorial linkages between North Korea and northeast China, scrutinizing the political-economic conditions that underlie these bilateral relations. My central thesis is that the recent changes in political-economic relations between these two countries have resulted not from a unilateral economic movement on the part of China – a ‘colonization’ – but instead through the mutual articulation of two processes: on one hand, North Korea’s deployment of territorial strategies to leverage its regional capacities and, on the other, China’s geo-economic approach to enhancing security in the border region. I contend that the discourse of China’s colonization of North Korea that has been constructed and disseminated by South Koreans reveals that both liberals and conservatives in South Korea desire North Korea as a sort of colony, albeit in different forms. This argument unfolds in three parts. First, in Chapter 2, I begin with a theoretical elaboration of geopolitical economy in the production of territory. Here I examine two different dialectical interactions which are deeply entangled with the production of state territory—the dialectics between geopolitical and geoeconomic logics of power and between territorial practices and representations of territory. -

Yonho Kim ABOUT THE AUTHOR Yonho Kim is a Staff Reporter for Voice of America’s Korea Service where he covers the North Korean economy, North Korea’s illicit activities, and economic sanctions against North Korea. He has been with VOA since 2008, covering a number of important developments in both US-DPRK and US-ROK relations. He has received a “Superior Accomplishment Award,” from the East Asia Pacific Division Director of the VOA. Prior to joining VOA, Mr. Kim was a broadcaster for Radio Free Asia’s Korea Service, focused on developments in and around North Korea and US-ROK alliance issues. He has also served as a columnist for The Pressian, reporting on developments on the Korean peninsula. From 2001-03, Mr. Kim was the Assistant Director of The Atlantic Council’s Program on Korea in Transition, where he conducted in-depth research on South Korean domestic politics and oversaw program outreach to US government and media interested in foreign policy. Mr. Kim has worked for Intellibridge Corporation as a freelance consultant and for the Hyundai Oil Refinery Co. Ltd. as a Foreign Exchange Dealer. From 1995-98, he was a researcher at the Hyundai Economic Research Institute in Seoul, focused on the international economy and foreign investment strategies. Mr. Kim holds a B.A. and M.A. in International Relations from Seoul National University and an M.A. in International Relations and International Economics from the Paul H.
