FY 2020 Borough Budget Consultations

AGENDA ITEM 1 : General Agency Funding Discussion The purpose of holding the Borough Budget Consultations is to provide Community Boards with important information to assist in drafting their statement of District Needs and Budget Priorities for the upcoming fiscal year. As you know, Community Board Members are volunteers who may not be familiar with the budget process and how agencies’ programs are funded. At the same time, Community Board members are very knowledgeable about local service needs.

This year’s agendas have three sections: I. Agencies begin the consultation with a presentation of their goals, funding decision process, and highlights of their funding needs.

II. Then, the agenda continues with Community Boards asking about specific program funding.

III. Lastly, the agendas include Boards’ requests on district-specific budget questions. We request that the agency respond in writing, but have any further discussions on these items with the Community Boards outside of the consultation. For the first section, please present on the four topics below for 10-15 minutes at the beginning of our Consultation. Also, please provide written responses or even a PowerPoint presentation that we can use to fully and accurately educate our Board Members. 1. What are your priorities and operational goals for FY19 and projected priorities and operational goals for FY20?

2. What are the current proposed FY19 and FY20 service and operational goals and proposed funding?

3. Which programs is the agency adding, dropping, or changing for FY19 and projected for FY20?

4. What are your benchmarks for new and existing programs and what are your benchmarks/key performance indicators for measuring success?

AGENCY RESPONSE: DYCD’s FY19 budget is $872 million. This is a 153% increase over our budget in FY13. In that time, we have increased service levels for COMPASS afterschool programs, Beacon and Cornerstone community centers, runaway and homeless youth programs, and almost every other service area. Our current projection for the FY20 budget is $717M. That decrease is attributable to funds that are added to the budget on a one-year at a time basis, including City Council discretionary funds and initiatives, and certain state and federal revenues. Our programs are operated by a network of qualified community-based organizations who are awarded contracts through the City’s mandated procurement process, generally in response to Requests for Proposals.

MEETING NOTES: COMMENTS: We don't include federal funds or discretionary funds. There have been several press conferences on runaway youth. We will have up to 753 beds. We will begin serving ages 21 to 24 since the state has allowed it as of last year. There are some general initiatives funded by Council, but most Council funding is through member items. Funding from Council typically designates the organizations that will receive it so we just monitor the funds. That is why you see the decrease from year to year. Most of our funding is baselined so we don't have to rely on anything for core operational programs. FOLLOW-UP: AGENDA ITEM 2 : Private Funding Shortfalls Due To Federal Tax Law Changes The recently adopted federal tax law makes significant changes to the availability and utility of many itemized tax deductions which may affect the availability and utility of tax deductions for charitable contributions on which many service organizations, non-governmental organizations, and faith-based groups rely for some or all of their funding.

To what extent and in what manner has DYCD modified or taken into consideration these potential changes in parallel organization or partner funding in formulating its FY20 budget?

AGENCY RESPONSE: It is too early to determine the effects of the federal tax law changes on donations received by nonprofit organizations. The changes took effect at the start of 2018, and many charitable donations are made at the end of the calendar year.

However, DYCD contracts do not include any matching fund requirement. Funded programs are not expected to use private funds to provide DYCD services.

AGENDA ITEM 3 : Budget Shortfalls Due To Changes in the Federal Budget The prospect of dramatic changes in funding available for social services programming at the federal level on which the DYCD budget relies remains an on-going concern.

-- What DYCD programs are most dependent on federal funding streams?

-- What contingency plans or other means of closing funding shortages has DYCD considered or implemented in the event that the federal budget eliminates some or all of such funding?

-- For how long a period can the same or equivalent level of service be maintained in the event of significant federal funding shortfalls?

-- What changes or new initiatives have been undertaken in the last year in response to or concerning the impact of the federal budget on DYCD’s ability to deliver the programs and services it is called to provide?

AGENCY RESPONSE: DYCD’s major federal funding streams are the Community Services Block Grant and Community Development Block Grant, both of which were proposed for elimination in the FFY19 President’s budget proposal, and the Workforce Innovation and Opportunity Act, which was proposed for a 42% cut. However, Congress rejected those recommendations last year, and is likely to reject them again this year. Current drafts of appropriations bills do not include cuts for these programs. We are carefully monitoring the budget process to ensure we have the ability to accommodate any changes to federal funding streams. Only 15% of DYCD’s FY18 budget was from Federal funding sources.

MEETING NOTES: COMMENTS: Congress agreed upon funding - level funding for next year and 10m more. We are still waiting on CDBG. FOLLOW-UP: AGENDA ITEM 4 : Immigration Impacts To what extent has the federal “zero tolerance” initiative, including the forced separation of children from their families, affected any DYCD programs or services?

-- To what extent has demand or need for DYCD services been impacted by the federal “zero tolerance” immigration enforcement policies?

-- What additional funding is required to meet these needs?

-- Will DYCD need to change or add new programs or services to address the needs of displaced children per these policies?

-- Has DYCD requested additional funds from the federal government or any other source to address these needs?

AGENCY RESPONSE: The Mayor and his Administration are deeply invested in protecting the well-being of children who were separated at the border by the Trump Administration’s inhumane policies and practices. The Mayor’s goal is for all the separated kids to be reunited with their families and loved ones. The most recent estimate is that fewer than 60 separated children are currently living in City. The Mayor’s Office is in contact with the Department of Health and Human Services, federally-funded foster care providers in , and legal services providers locally and nationally to better understand separated children are currently in our city and to understand how best the City can help these families.

New York City is providing a range of critical services for separated children, including mental health services and recreational activities. Additionally, the City is offering free additional immigration legal help to these children and potential sponsors.

MEETING NOTES: COMMENTS: The information I have provided is from MOIA. DYCD serves immigrant populations, but increased enforcement has not increased demand for our services. FOLLOW-UP:

AGENDA ITEM 5 : Minimum Wage Increase Please update us on the budget impacts to DYCD (or its partner agencies and service providers) of the sequential increase in the minimum wage.

-- Is additional funding needed to meet the new salary requirements?

-- Are DYCD or its partner agencies and service providers changing the nature of positions it funds (e.g. from full-time to part-time or other status) as a result of the new minimum wage requirements?

AGENCY RESPONSE: Participants in DYCD’s workforce development programs receive minimum wage at their job placements and internships. The programs with the largest budgets are the Summer Youth Employment Program; Work, Learn, Grow; and the Young Adult Internship Program. The next minimum wage increase will take effect on January 1. The wage for employers with 11 or more employees will increase from $13.00 to $15.00. DYCD has not changed the status of positions in response to this increase. We have not changed contract terms to allow providers to change any required full-time positions to part-time.

MEETING NOTES: COMMENTS: We have been budgeting for this for several years. The state has promised to increase their commitment for SYEP so that slots remain constant. FOLLOW-UP:

AGENDA ITEM 6 : Training and Staff Development Funding Please update us on the impact of changes to the City Budget as adopted for the FY18 budget to include separate funding for staff professional development and training, enhanced parent engagement, and program service coordination.

-- Does DYCD see a need for further funding increases for these needs?

AGENCY RESPONSE: Although DYCD includes staff development and training in our own budget, citywide programs for staff development and training are coordinated through the Department of Citywide Administrative Services. For questions about overall budget changes for staff development, DCAS is the appropriate entity.

MEETING NOTES: COMMENTS: CTC provides training for contractors. There is no new line for staff training at DYCD. I think that DCAS may have more funding. We also have in house training and capacity building for DYCD and providers. FOLLOW-UP:

AGENDA ITEM 7 : Ideas for New Programs Please update us on DYCD’s efforts to support or encourage service providers to develop new programs or adapt existing programs based on the observations and evaluations of the staff of the service providers?

AGENCY RESPONSE: Our evaluation and monitoring system is part of a continuous quality improvement process. Areas of improvement or growth are identified and providers are connected to capacity building resources for support. Resources range from workshops to customized consultations for providers organizations in need of support as they implement changes. We encourage organizations to expand to new program models when they closely aligned with a providers current program focus. For example, foster care agencies have explored opportunities to become part of our Runaway and Homeless Youth portfolio and arts organizations funded by the Department of Cultural Affairs have become service providers for SONYC (Schools Out NYC).

MEETING NOTES: COMMENTS: Evaluation is constant. We evaluate programs and program models. We conduct focus groups. FOLLOW-UP: AGENDA ITEM 8 : Literacy Programs - Youth and Adult Please update us on DYCD programs to support or encourage programs to increase literacy rates and/or reading/writing proficiency among the populations served by such programs, including both youth and adult literacy programs.

What funding is available and what funding is needed to make these programs effective?

AGENCY RESPONSE: DYCD funds literacy programs for adults, adolescents, and young adults, including High School Equivalency preparation and English for Speakers of Other Languages. In FY19, adult literacy programs are funded at $16.1M and Young Adult Literacy is funded at $3.4M.

MEETING NOTES: COMMENTS: It is hard to estimate the full need because CUNY and others provide literacy as well. All of our enrollment is done at the provider level. We don't require providers to keep waiting lists, but I will see if they do. FOLLOW-UP:

AGENDA ITEM 9 : Impact of Online Data Resources Please update us on the actual impacts and benefits of using data made available from the recent on-line system to assess neighborhood and hyper-local needs, programmatic needs, and the need for enhanced or modified investment in the programs currently funded by DYCD, or any other practical impacts or effects of the new system

AGENCY RESPONSE: DYCD is the process of implementing the new Participant Tracking System. The system in will be introduced to DYCD programs in stages, with the full implementation expected in 2020. The new system will have a geospatial component that allows DYCD staff members, community-based organizations, and the general public to visualize service provision and agency-wide trends. This reporting mechanism will enable users to hone in on DYCD service statistics (programs implemented, contract valuation, program participation rates, spending, etc.) by different geographical catchments (Community District, School District, Borough, etc.) and compare the service statistics with community need indicators from external sources (such as poverty rates, school performance, demographic characteristics, etc.). The new system will also enhance DYCD’s ability to collect and analyze data. Subsequently, we will be able to ask participants about needed programs, services, and resources on a regular basis and segment these needs by the aforementioned geographical catchments.

AGENDA ITEM 10 : Parent Engagement Please update us on efforts to address parent engagement as a component of service youth through programs run through DYCD? -- What programs and supports are in place or contemplated for encouraging reading or writing at home?

-- What companion programs for parents are offered in conjunction with programming by funded service-providers?

-- to what extent is funding for enhancing parent engagement at ACS-funded providers of early childhood programs and services included in the budget for FY18 and later years?

-- to what extent is funding for intra- and inter-program coordination of the scope and assortment of services available to meet children's needs included in the budget for FY18 and beyond?

AGENCY RESPONSE: DYCD considers an organization’s approach to and experience with parent engagement as part of the proposal evaluation process of a new RFP. The amount of weight given to that question depends on the program model.

DYCD has released a family engagement framework called Circles of Support. It was launched with a symposium that was well-attended by DYCD funded providers from across our portfolio of program models. It includes an online toolkit, and we continue to refresh its content. Our focus for FY19 will be on adding resources and examples of best practices serving immigrant families.

AGENDA ITEM 12 : Programs for NYCHA Residents Please update us on any changes or enhancements to the Cornerstone program addressing the needs of NYCHA residents.

Please describe any additional programs in place to address the specific needs of NYCHA youth.

Please include what funding is necessary to fully implement these programs.

AGENCY RESPONSE: DYCD’s Cornerstone programs are located in NYCHA developments. Although services are available to nonresidents, our contracts require that at least 51% participants from each center are NYCHA residents. Additionally, some SYEP providers are located in NYCHA developments, and for the past two summers we were able to provide jobs to youth living in public housing developments that are part of the Mayor’s Action Plan for Neighborhood Safety.

MEETING NOTES: COMMENTS: We are fully funded. I am not sure if there could be more Cornerstone programs. We are limited by physical spaces - some are not large enough and others are not in condition or meet specifications. We need DDC or NYCHA to address capital spaces. FOLLOW-UP: Any NYCHA space that needed improvement in order to open?

AGENDA ITEM 13 : Impact of Funding Eliminations Please identify any DYCD programs or funding streams being eliminated or repurposed, and for each describe how the needs or the populations formerly served by those programs or funding streams are expected to be met in FY19 and later years.

AGENCY RESPONSE: DYCD’s budget for FY19 does not include the elimination or repurposing of any funding streams.

AGENCY RESPONSE: The FY19 COMPASS budget is $335M. $160M of that is allocated to the SONYC middle school program. Beacon programs are budgeted at $63M and Cornerstone programs are budgeted at $45M.

MEETING NOTES: COMMENTS: Compass is not in every elementary school. We target based on need and resources in a given area and capacity. ZIP code or more narrow basis of analysis. FOLLOW-UP: AGENDA ITEM 15 : Summer Youth Employment Has the record number of SYEP placements in 2018 effectively exhausted the pool of potential employers to participate in the program?

AGENCY RESPONSE: Although worksite development becomes more difficult as the number of youth in need of placement increases, DYCD does not believe the potential employer pool has been exhausted. DYCD actively engages our partners in the private, non-profit and governmental sectors to continually strive to develop new and exciting opportunities for SYEP youth. To that end, we appreciate any assistance the community boards are willing to provide in identifying a successful approach.

MEETING NOTES: COMMENTS: More worksites would mean more diverse placements, but not fewer students. Funding limits placements. Some students turn down placements. We won't know what the upper limit is until we get there. FOLLOW-UP:

AGENDA ITEM 16 : Capital Projects Does DYCD currently contemplate the need for capital projects to support or enhance its work? If so, please provide a list and details, or a description of the needs sought to be addressed.

AGENCY RESPONSE: DYCD works closely with the Department of Education and the New York City Housing Authority to locate programs with their facilities. The agency supports capital investments in the buildings that house our programs, but DYCD is not the appropriate entity to manage capital projects.

AGENDA ITEM 17 : Recommended Priorities for CB Advocacy What expense or capital needs would DYCD recommend that Community Boards advocate be funded or expanded?

AGENCY RESPONSE: DYCD does not have a capital budget for center construction or renovation and therefore has no capital budget priorities. We are grateful that our expense budget has more than doubled since the start of the de Blasio administration, allowing us to greatly increase capacity for afterschool programs, youth employment, runaway and homeless youth programs, and other agency priorities. We appreciate the continued support of Community Boards that have advocated for increasing youth and community services MEETING NOTES: COMMENTS: There is room for expansion of afterschool and SYEP.

AGENDA ITEM 18 : District-Specific Questions 1. Will the decision by the West Side YMCA to sell the Grosvenor House facility at Amsterdam Avenue at West 105th Street impact the delivery or availability of programs and services through DYCD to youth in that community? -- Has any provision been made for meeting those needs in other DYCD-funded (or other) programs or facilities?

2. The new Morton Street School is expanding its middle school, but there is no coordinate increase in the capacity of its afterschool programs to accommodate the increased enrollment. At present there are 100 spaces available for an anticipated 1,000 students. -- what funding is needed to provide for this increase in anticipated participation? -- how can the needs of the additional students be met?

AGENCY RESPONSE: 1. A significant majority of participants attending the center based program attend a school that hosts a COMPASS program and have the opportunity to enroll at that location. 2. The adopted budget included funding for an additional 100 seats in the afterschool program at the Morton Street School.
