Accomplishments: • Developed, directed and coordinated this new organization and private-public funding partnership to create a revitalized Sioux Falls’ downtown business district as sole staff member of the DDC reporting to a volunteer board of directors of 11 key downtown business CEOs. • Secured new projects including the construction of office buildings (Western Surety and IBM), retail, restaurant, housing, parking ramp and quality of life amenities for what had been a stagnant development effort to revitalize “Block 11” of the urban renewal district.

• Downtown Development Corporation volunteer President, C.P. “Buck” Moore stated that the DDC “… in partnership with the city of Sioux Falls moved closer to assuring the continued revitalization of the central business district. Participated as a team member drafting state legislative proposals to create a new formula for state-aid to K-12 education and 30 percent property tax relief. § An Act to ratify the Uniform Sales and Use Tax Administration Act, to implement the uniform and simplified features proposed by the Streamlined Sales Tax Project, and to declare an emergency. Sponsored Major Legislative Initiatives to: § Increase the cigarette excise tax and to impose a tax on other tobacco products.
