I. IMPLEMENTATION OF DA’S MCs and AOs a. Updates on Food Passes (Cumulative Number)

PFDA continuously issues Food Passes to fish transport vehicles to ensure unhampered food security pursuant to RA 11469. As of June 30, 2020, PFDA issued a total of 1,668 food passes which were also submitted to the Department of Agriculture (Table 1-Breakdown of Food Passes per Regional Fish Ports (RFPs)).

b. Updates on IATF-EID IDs(Cumulative number) As part of the “Innovative Business as Usual” operational policy, PFDA also maintains a skeletal workforce at the Central Office and all its RFPs. As of June 30, 2020, the Department Agriculture (DA) and Department of Information and Communications Technology (DICT) approved 298 RapidPass IDs/QR Codes for PFDA skeletal workforce. In addition, a total of 251 RapidPass applications for port clients/fish traders that supply fish in the National Capital Region have also been approved (Table 2- Inventory of Approved RapidPass IDs/QR Codes for PFDA Skeletal Workforce and RFP Clients/Fish Traders.

KADIWA ni Ani at Kita PFDA has also been actively participating in the DA’s “Kadiwa ni Ani at Kita” events through its banner Corporate Social Responsibility (CSR) Project “isDA ON THE GO ni Ani at Kita”. The CSR Project is implemented by PFDA in partnership with the NFPC-based private fishing companies (i.e. Fishing Mongers, Inc., LYRS Maritime Enterprises and Frabelle Fishing Corp.)

Project isDA ON THE GO in Ani at Kita, as of June 30, 2020, has sold 54,459.00 kilograms of fish and fishery products at affordable prices, that benefitted 850,922 individuals or 193,393 families/households.

In relation to this, PFDA continues to operate its PFDA hotline number 1525 to accommodate all relevant inquiries and concerns for the project.

III. OTHER DA COVID-19 FOOD RESILIENCY TASK FORCE ACTIVITIES CONDUCTED

a. Quarantine Activities

PFDA Central Office and all RFPs strictly maintain and enforce prevention protocols against the spread of the Severe Acute Respiratory Syndrome coronavirus 2 (SARS-CoV-2), responsible for the coronavirus disease (COVID-19), as follows:

1. compliance with ID and passes; 2. thermal scanning; 3. provision of alcohol, sanitizer, and face mask for frontline employees; 4. observance of physical distancing; 5. footbath and hand washing stations for all incoming clients at various strategic locations; and 6. installation of misting and sanitation tents in RFPs. 7. conduct of regular disinfection of the RFPs and the Central Office.

b. Other Monitoring Activities

1. Regular monitoring of volume of fish unloading in all PFDA’s operated and managed regional fish ports including fish distribution which are consistently submitted daily.

As of June 30, 2020, PFDA has facilitated the unloading of 206,307.9 MT of fish since March 23, 2020 or a daily average of 2,063.1 MT.

HIGHLIGHTS OF ACCOMPLISHMENT REPORT As of September 30, 2020

Hereunder are the highlights of our Agency’s accomplishments for the period January to September 2020:

A. ON THE OPERATION OF THE FISH PORTS AND OTHER FISHERY POST-HARVEST FACILITIES

Pursuant to its mandate, PFDA sustained the operation of the nine (9) Regional Fish Ports (RFPs) namely, the Navotas, Iloilo, Zamboanga, Camaligan, Lucena, Sual, Davao, General Santos, and Bulan Fish Ports. The fish port located in Tacloban, Leyte is under joint management by PFDA and LGU.

As of September 30, 2020, the total volume of fish unloaded at the regional fish port complexes maintained by PFDA reached a total of 446,065 metric tons (mt). General Santos and Navotas Fish Port Complexes were the two (2) biggest contributors to fish unloadings. Of the total, 48% was handled by General Santos Fish Port Complex (GSFPC), 37%3by Navotas Fish Port Complex (NFPC), while the remaining 15%1was contributed by the other seven (7) regional fish ports. The total number of fishing and non-fishing vessel arrivals reached 62,752.

Insofar as processing activity is concerned, 2,465 mt of fishery products were processed in the refrigeration facilities of General Santos, Zamboanga, and Camaligan Fish Ports. Moreover, the total volume of ice produced at Zamboanga, Davao, General Santos, and Camaligan Fish Ports was recorded at 22,953 mt.

As of date, PFDA constructed one hundred thirty-five (135) fish ports nationwide. Of this total, one hundred twenty-five (125) fish ports have been turned-over to Local Government Units (LGUs) and eight (8) fish ports are for turn-over.

In line with the government’s privatization scheme, PFDA continued to lease out four (4) ice plants and cold storages to the private sector located in the provinces of , Negros Occidental, Sultan Kudarat, and Surigao del Norte.

The review of the Feasibility Study (FS) for the expansion and improvement of GSFPC prepared by the Joint Venture of PRIMEX, INC. and EDCOP under the NEDA FS Fund was completed by the PFDA on September 12, 2020.

A. DAILY FISH UNLOADING – REGIONAL FISH PORTS

I. Brief Description

The Philippine Fisheries Development Authority’s (PFDA) Regional Fish Ports (RFP) Program involves the provision and operation of fish port complexes in strategic fish landing centers nationwide. These fish ports are equipped with facilities such as breakwater, landing quay, market halls, refrigeration and processing facilities, slipway, and related facilities.

In particular, the program addresses the needs of the commercial fishing boat operators, municipal fishermen, and fish processors/exporters, among others.

To date, the PFDA has a total of nine (9) fish RFPS all over the Philippines (Navotas City, Metro Manila; Sual, Pangasinan; Lucena City, Quezon Province; Bulan, Sorsogon; Camaligan, Camarines Sur; Iloilo City, Iloilo Province; Davao City, Davao del Sur; Zamboanga City, Zamboanga del Sur; and General Santos City, South Cotabato) under this program.

The intended beneficiaries are the fisher folks, fish brokers/consignacion, fishing boat/vessel operators, and fish buyers/traders/viajeros.

RPFs offer the following facilities and services:

• Landing facilities - pier, fish unloading; • Market facilities - fish trading; • Processing facilities - fish processing; • Refrigeration facilities - cold storage, freezers and ice plants; and • Auxiliary Facilities - Fuel depots, Ship Repair yards, Fishing Supplies Shops, Fishing Net Repair Areas, and food stalls

Despite the COVID19 Pandemic, all PFDA Regional Fish Ports continued its business as usual but in innovative manner or “innovative business as usual” to ensure that fish supply would not be hampered while safety health protocols were implemented. Thus, as of September 30, 2020, the PFDA ports had unloaded a total of 338,290.79 MT of fish since March 23, 2020.

B. isDA ON THE GO

I. Brief Description

isDA ON THE GO ni Ani at Kita is the banner Corporate Social Responsibility (CSR) Project of the Philippine Fisheries Development Authority (PFDA). The CSR Project is implemented by PFDA in partnership with the Navotas Fish Port Complex (NFPC)- based private sector fishing companies like Fishing Mongers, Inc., LYRS Marine Enterprises and Frabelle Fishing Corp.

isDA ON THE GO ni Ani at Kita operation comes in three (3) modalities, to wit:

• Retailing market – 22 branches of Waltermart outlets located in North EDSA, Taguig, Makati, Pasay, Paranaque, Antipolo, Tagaytay, Bulacan, Tarlac, Pampanga, Nueva Ecija, Laguna and Batangas,

• KADIWA Partnership – tie-up with KADIWA on Wheels of the DA (ATI & PCA Offices as well as several local communities in Quezon and Navotas Cities ), and

• Private Retailers / Direct Sales - to reach out to more beneficiaries, the PFDA is pursuing further expansion of the Project by utilizing other modalities

III. Impact of Activity to Food Security

isDA ON THE GO ni Ani at Kita, as of September 30, 2020 has sold 84,632.60 kilograms of fish & fishery products at affordable prices. This is translated to P 14,232,886.00 total of sales. The project served more than 304,000 households amid the pandemic.
