In the beginning of the 110th meeting of SEAC, which was held on 01.10.2015 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, one case was discussed under 'Miscellaneous' section. Three applicants were requested to make their presentation before the committee. All the three applicants appeared before the SEAC for technical presentation on their respective project proposal. Four cases were placed for reconsideration.

SESSION I

A. Miscellaneous Section :­

1. Letter from the SEIAA, West Bengal vide No. 2386/EN/T­II­1/077/2012 dated 18.09.2015 enclosing the minutes of SEIAA meeting held on 22.07.2015 regarding processing of EC application.

After careful consideration of the submission and detailed discussion, the committee recommended that the project proponent should submit the following:­ 1. Land related documents/Mutation certificate of the project site.

2. Proposed Residential Complex by M/s. Deepesh Shoppers Pvt. Ltd. & Others at Mouza – Mankundu, 55, Khan Road, PO & PS – Bhadreshwar, Dist – Hooghly, West Bengal, in the 110th Meeting of the State Level Expert Appraisal Committee, West Bengal.

Activity:

This is a proposal for Residential Complex comprising of Phase I for 4 blocks of G+8 storied building. Total no. of flats 212. In Phase II 17 blocks will be constructed out of which 14 blocks is G+8 storied and 3 blocks will be G+7 storied building and total no. of flats will be 912 along with club and community facilities.

Micro climatic effect to be submitted as per the guidelines. 2. Authenticated land documents regarding size of the water body. 3. Copy of the sanctioned building plan for phase I. 3. Proposed Residential building and renovation of Heritage Building by M/s. Vamscorp () Pvt. Ltd. at 7, Ho Chi Minh Sarani, Borough – VII, Ward ­ 63, Kolkata – 700 071, West Bengal. Activity:

This is a proposal for one Residential Building comprising of 1 (B+G+30) storied block & one Heritage (Retail) (G+2) block. Total no. of flats 38.

After careful consideration of the submission and detailed discussion, the committee recommended that the project proponent should submit the following:­ 1. Environmental Management Plan should be prepared in accordance with the MoEF O.M dated 04.08.2009, 30.09.2011 and 05.10.2011. 2. Car parking area & location of covered car parking should be submitted. 3. Location & dimensional design details of STP should be submitted. It has been decided that the case shall be further considered only after submission of the necessary in­ formation/documents.

1. Proposed Residential Complex by M/s. Bikas Chandra Sinha & Ors. at 59 B.T Road, P.S­Chitpur, Ward no. 4 under KMC, Kolkata – 700 002, West Bengal. Activity: This is a proposal for construction of a Residential Complex having 159 flats (1 block of B+G+21 storied having two towers connected at basement, Gr. & 1st floor level) with club and community facilities. Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 88th meeting held on 28.06.2014. Now the unit has submitted the copy of the building plan for the proposed project on 22.09.2015. The modified features of the proposed project are as follows: ­

Navin Space Housing Ltd. at Holding No. 176, Badu Road, , Ward No. 11 of Madhyamgram Municipality, PS – Madhyamgram, Dist – North 24 Parganas, West Bengal. Activity: This is a proposal for construction of a residential complex comprising of two residential blocks along with club and retail facilities. The proposed project will be developed in two phases. Phase I will be constructed up to G+3 storied including Club and community facilities( total built up area will be 15077.24 sqm. and total no. of flats will be 114).In phase II, both blocks will be vertically expanded to G+7 storied. Total no. of flats in both phases will be 266. Total built up area including both the phases will be 29943.41 sqm. Chronology of the event: Salient features of the proposed project are –

The unit presented their proposal before SEAC on 104th SEAC meeting held on 06.06.2015. The State Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 104th SEAC meeting and subsequent response submitted on 28.07.2015 from the unit is given below :­

Recommendations / Directions of the Committee dated 24.06.2015 Response of the Proponent dated 28.07.2015 1. Sanctioned building plan for phase I. 2. Location of the existing plants. 3. STP proposal has been submitted based on aerobic technology Submitted reply. however location of STP shown under internal road area. Necessary clarification in this regard to be submitted. 4. Present status of the proposed project along with dated photographs.

The reply of the project proponent dated 28.07.2015 was considered in the 107th SEAC meeting held on 18.08.2015. After careful consideration of the submission and detailed discussion, the committee noted that project proponent has not submitted the details of STP as advised during the presentation. SEAC therefore recommended through letter dated 11.09.2015 that, project proponent should submit site specific hydraulic drawing of STP clearly showing the centre line in respect of ground level. The project proponent submitted their reply on 22.09.2015 mentioning the details of STP showing the Layout and Section along with hydraulic levels with respect to ground surface. The STP is located under the open parking area and will be accessed by removing the surface gratings and using aluminium ladder.

Activity: This is a proposal for construction of a residential complex comprising of six (G+11) residential towers, one (G+3) club and community block and one (B+G+7) multi­level car parking block having total built up area 83775.28 sqm. over a land area of 32309.57 sqm. total number of residential flats will be 544. The State Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 106th SEAC meeting and subsequent response submitted on 29.09.2015 from the unit is given below :­ Recommendations / Directions of the Committee dated 19.08.2015 Response of the Proponent dated 29.09.2015 1. Trees to be planted based on exclusive tree plantation area. 2. Location of STP along with details of STP as discussed during the meeting to be submitted. 3. Detailed proposal to be submitted regarding disposal of in­organic Submitted reply. MSW alongwith facilities available with the local Panchayet. 4. Present status of the proposed project along with dated photograph of the site. 5. Details of soft area (porous)/ open parking area to be provided.

Name of the Environmental Consultant is Partha Protim Datta. The case was put up for reconsideration in the 110th SEAC meeting held on 01.10.2015. SEAC scrutinized the documents submitted by the unit in the meeting. After careful consideration of the submission and detailed discussion, the committee recommended that the project proponent should submit detailed traffic movement plan and provision for approach road from the main road to the project site.

4. Proposed construction of 2nd campus of Chittaranjan National Cancer Institute by M/s. Chittaranjan National Cancer Institute (CNCI) at Premises No. 02­0321, Plot DJ/01, Action Area – 1D, New Town, Rajarhat, Kolkata, West Bengal. Activity: This is a proposal for construction of the 2nd campus of M/s Chittaranjan National Cancer Institute (CNCI) on a land area of 40470.32 sqm. having total built­up area 46144 sqm. and having total number of beds ­ 476 with the following configuration: Main Hospital – (B+G+8), Night Shelter – (G+7), Nursing Hostel – (G+9), Resident Hostel – (G+9), Type II Residents – (G+9), Type IV MS Residence – (G+9), ESS – (G+1), Director Residence – (G+1) and Gate Complex.

The unit presented their proposal before SEAC on 103rd SEAC meeting held on 05.05.2015. The State Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 103rd SEAC meeting and subsequent response submitted on 27.07.2015 from the unit is given below :­

Recommendations / Directions of the Committee dated Response of the Proponent 13.05.2015 dated 27.07.2015 1. Gridded Master plan of the proposed project with detailed landuse classification, infrastructural services etc. and proper area statement (clearly mentioning Ground Coverage, Paved Area, exclusive tree plantation Area etc.) should be submitted in larger format. The tree plantation area at least 20% should be clearly specified. The total paved area should not exceed 25% of land area. 2. Details of ETP & STP to be submitted.

3. Detailed proposal for treatment & disposal of radioactive materials and concurrence from AERB in this regard. Submitted reply. 4. Proposal to prevent Hospital acquired infection (HAI) from air conditioning. 5. Specific proposal on rain water harvesting as per SEAC, WB guidelines should be provided. 6. Details of emergency plans including precaution and safety measures to be submitted as per the indicative guidelines for high rise buildings. 7. Provide details on the likely effects of the building activity in altering the micro­climatic conditions as per the indicative guidelines for high rise buildings

The reply of the project proponent dated 27.07.2015 was considered in the 107th SEAC meeting held on 18.08.2015 and committee noted that the submission are gross anomalies as well as technical inconsistency regarding water usage and overall water balance diagram. However the committee requested the proponent to submit the same at the earliest. The unit submit their reply on 20.09.2015. Name of Environmental Consultant is M/s. Envision Enviro Engineers Private Limited. The case was put up for reconsideration in the 110th SEAC meeting held on 01.10.2015. After careful consideration of the documents submitted by the unit, SEAC recommended stipulated conditions for environmental clearance for the proposed project.
