Former Sun Devil pitcher Jeff Mousser enters his third season on the baseball staff in 2007. As a graduate manager, Mousser is heavily involved in the day-to-day adminis- tration of the baseball program and helps direct Coach Murphy's Cleats All Nine Baseball Academy. As a former ASU stu- fdent-athlete, Mousser is also involved in various alumni outreach programs. Pursuant to NCAA compliance guidelines, the graduate manager position is a non- coaching position. Mousser started his collegiate baseball career at BYU, where he spent three sea- sons. His freshman season with the Cougars saw him go 3-0, and earn a MWC Pitcher of the Week honor. During his sophomore campaign, Mousser was 9-4 with a 4.88 ERA for the Mountain West Conference Champs. He earned Second Team All-MWC honors. He went 5-7 during his third season in Provo and decided to transfer to Arizona State for his senior season. Mousser went 6-4 with a 3.94 ERA during his only season in Tempe, earning an All-Pac-10 Honorable Mention. Prior to 1973, there were no restrictions on scholarship money, but from 1973-1976, 19 was the limit, later dropping to 13 in 1976. In 1993, the NCAA established the current limit of 11.7 that remains in place today. Several states around the nation have in-state financial aid programs that Arizona does not offer. Schools in Georgia, Louisiana, South Carolina, Florida, Nevada and Tennessee have financial aid programs that award all students meeting set aca- demic criteria out of high school in-state tuition and stipends that do not count against the 11.7 baseball scholarship limit. The scholarships are available for any student enrolling in the school and are issued through the state government, not the specific insti- tution.
