An OPPORTUNITY ON A ROYAL SCALE

INTRODUCTION

Annapolis Royal Regional Academy (ARRA) is prominently The Annapolis Valley Regional School Board (AVRSB), located at 590 St. George Street on a 3.2 acre lot that has facing budget pressures as well as declining enrolments been in continuous use as a school site since 1883. Now at ARRA and at Annapolis West Education Centre (AWEC), the present-day junior high school in Annapolis Royal the nearby senior high school, decided to close one (Grades 6, 7 and 8), it was originally built as the Town’s school and renovate the other to allow it to serve as both Grade Primary to Grade 12 institution. the junior and senior high school in the Town. Although the decision was unpopular, the Board chose AWEC as the The ARRA building has a footprint of about 25,000 square school to be renovated and ARRA was slated for closure. feet and contains an estimated 71,000 square feet of The construction work to renovate the AWEC building finished space on three floors. The centre block was began in late July of 2013 and completion is targeted for constructed in 1939, with later additions (the gym on the autumn of 2014. The anticipated timing for the merger the left and additional classrooms on the right) added in of the two school populations is either September 1, 2014, 1958. Major upgrades and renovations were completed or January 1, 2015, depending on actual construction in 1990. Well maintained throughout its life, the school is progress, at which point the ARRA property will become an elegant Beaux-Arts structure, and its iconic design and surplus to the needs of the Regional School Board and placement make it an important part of the charm and available for alternative use. character of Annapolis Royal, a 400 year old town famous for its heritage buildings. The property is not currently registered under the Heritage Property Act but the historical significance of ARRA and its aesthetic features make preservation of the building’s defining elements important to the Town and the community at large. REQUEST FOR PROPOSALS

In compliance with regulatory guidelines, the ARRA Task Force intends to participate in a Request for Proposals (RFP) process that invites proposals from parties interested in the repurposing of the ARRA property. In the meantime, the Task Force, with the full co-operation of School Board officials, is pleased to be able to arrange periodic viewings of the property in order to increase awareness of the pending opportunity and give interested parties a first-hand look at the building’s features.

During the school review processes that preceded finalization of the School Board’s decision to close ARRA, a community group known as the Friends of Annapolis Royal Regional Academy (FARRA) came together to consider and investigate future opportunities for the productive utilization of the ARRA property. In March of this year an ARRA Task Force, consisting of three individuals who were active in FARRA, along with representatives from the Town and County Councils, was established as a sub-committee of the Town’s Marketing and Economic Development Committee (MEDC).

This information package has been prepared to provide basic particulars about the ARRA property repurposing opportunity in advance of the issuance of a formal RFP document. All information presented in this information package is believed to be representative but is not warranted. An online version of this package is available at 5 http://annapolisroyal.com 6

WELCOME TO TIMELESS ANNAPOLIS ROYAL

“Annapolis Royal Historic District was designated a national historic site of Canada in 1994 because it possessed a distinctive sense of both history and place by virtue of its strategic siting, its role as a colonial capital and commercial centre and its association with the historical themes of early Acadian settlement, all of which are represented physically through its evolved townsite plan, surviving fortifications and waterfront installations. The historic district contains an extensive catalogue of Maritime and Canadian architectural styles of the 18th, 19th and early 20th centuries and the townsite, its buildings, sites and open spaces retain an excellent degree of integrity with few inharmonious intrusions.”
