EXECUTIVE SUMMARY

This is the fourth Telford & Wrekin Annual Monitoring Report (AMR). The key challenges and opportunities are summarised.

The contextual characteristics of the borough are reported in the Community Strategy’s State of the Borough Report, which is also available on the council web site.

This monitoring report includes the Department for Communities and Local Government (DCLG) new National Core Output Indicators published in July 2008. The report also focuses on the Strategic Housing Land Assessment published in December 2008, and explains how this is to be carried forward and updated each year.

Housing completions this year have been very adversely affected by the national deterioration in the housing market. It is likely that these conditions will prevail into 2008/9 and beyond. Allowance has been made in the housing trajectory to reflect this, and the council is working to ensure that once the market conditions begin to recover, housing completions can quickly make up the resulting shortfall against targets. Meeting the targets will be a challenge.

The Local Development Scheme (LDS) has been effective from 3rd August 2007. The AMR contains a section on Local Development Scheme (LDS) with implementation presented as a summary Gantt chart. This shows that progress towards achieving the timetable and milestones for the preparation of documents set out in the Local Development Scheme is not on schedule.

The Council’s Local Development Scheme (LDS) of August 2007 put in place a programme for preparation of LDF documents. This AMR contains a section on LDS implementation. Whilst the Core Strategy has been completed on schedule, preparing a whole suite of documents to supersede the Wrekin Local Plan has proved an extremely challenging process and slippage has occurred against schedule. Detailed progress against the timetable and milestones set out in 2007 for the preparation of documents is shown.

The appendices include site progress details of residential and employment sites in support of the aggregate data listed in the Housing and Business National Core Indicators. The employment sites include detail for the previous reporting year to April 2007 since this was not included with the previous year’s report.

1 INTRODUCTION

The Planning and Compulsory Purchase Act 2004 requires Local Planning Authorities to monitor matters that may affect the planning and development of their areas. As set out in Section 13 of the Act, Regulation 5 and PPS12 (paragraph 4.8), they are required to keep under review the following matters:

the principal physical, economic, social and environmental characteristics of their area; the principal purposes for which land is used in the area; the size, composition and distribution of the population of the area; the communications, transport system and traffic of the area (including accessibility by transport); and any other considerations which may be expected to affect those matters.

The Annual Monitoring Report reports on the Local Authority area including the three Local Development Framework sub-areas of Telford, Newport and the Rural Area. The AMR presents a spatial portrait of the Borough and its sub-areas, and identifies the accessibility issues arising that need to be addressed by the LDF.

Monitoring Framework

Following feedback from GOWM and the Inspectors Report on the Core Strategy, the indicators are under review. The framework is also developing, and any further significant effects on the social, environmental and economic objectives of the implementation of policies will be tested by the indicators defined as more Development Plan Documents are produced. The monitoring processes and data will be adjusted as any gaps are identified.

2 CHALLENGES AND OPPORTUNITIES

The challenges most important to the Borough’s future spatial development are:

• To include a greater mix of uses including space for offices and leisure uses in Telford town centre. • To focus for a mix of uses in Telford’s District Centres to improve their viability and vitality, and reduce the need to travel. • To encourage more employment in Newport, in particular in small scale commercial units with associated infrastructure. • To ensure that people in the rural area have access to rural employment that reflects local circumstances. • Newport has a shortage of open space, it is important to recognise that land on the edge of the town is often not accessible; • Telford’s Green Network should provide linkages to different parts of the town rather than providing a barrier to movement because of lack of access and safety fears; • To provide for the unmet need for affordable housing, reflecting the different needs across the Borough. • To realise the RSS’s vision for the Borough, which is likely to involve delivering 26,500 dwellings by 2026. • To diversify the economic base away from reliance on traditional low skilled manufacturing and increase high value manufacturing and high technology industries.

The Issues and opportunities that arise include:

• Substantial development is proposed as part of the emerging RSS. • The Borough has substantial areas of employment land. • Mixed use development on Brownfield sites should be promoted. • The shortage of affordable housing is a key challenge for the Borough. The 2005 Housing Needs Survey showed that 62.6% (1,533) of households in housing need were unable to afford an entry level property on the open market. • There is a need to positively address the small pockets of deprivation which exist within certain wards within the Borough. • Home working should be encouraged, with increased use of telecommunications; • Need greater emphasis on energy efficiency, for example greater education and guidance. • To protect the high quality of the natural and historic environments whilst accommodating the required growth in a sustainable way. Developments should include habitat creation as well as recreational open spaces; • Need to sustain continued vitality of the Borough’s rural communities. • Brownfield sites should be developed before Greenfield sites; • Higher density development is most appropriate in existing centres; • Need to build on local distinctiveness and vitality. • Secure regeneration and transformation of the town centre from a shopping mall attached to an office park to a modern and distinct centre offering a range of facilities and services to meet the needs of a growing population. • Regeneration of new town housing estates in south Telford where the deterioration of the physical and environmental fabric has led to market failure.

3 LOCAL DEVELOPMENT SCHEME IMPLEMENTATION

The Council is preparing a Local Development Framework (LDF). This is the Corporate spatial plan, setting out policies and proposals for future development in the Borough.

The LDF comprises a range of documents. Firstly there are Development Plan Documents (DPDs). These contain the Council’s planning policies, have statutory status and are subject to independent examination. They will progressively replace the policies of the Wrekin Local Plan. To support the policies in DPDs there are also Supplementary Planning Documents (SPD).These are not subject to independent examination and contain more detailed guidance.

The Core Strategy DPD is the overarching policy document that sets out the vision, objectives and strategy for the LDF to which all other LDF documents must conform. Preparation of a Core Strategy began in 2004 and, following examination, this document was adopted by the Council in December 2007.

Subsequent DPDs are now under preparation covering land allocations, Central Telford and a wider suite of policies.

There is also a requirement to prepare a Statement of Community Involvement (SCI). The SCI addresses community and stakeholder engagement in both the preparation of the LDF and in the Council’s development control functions such as planning applications tree preservation orders and conservation area consents for example. Whilst not part of the formal development plan, this is subject to independent examination and following examination, the SCI was formally adopted on 8 May 2006.

All Local Development Documents are subject to the requirements of Strategic Environmental Appraisal / Sustainability. To meet these requirements a Scoping Report has been prepared to establish a methodology, process and the baseline information required to undertake an appraisal of each LDF Document. This Scoping Report was revised in 2008 and is being used to appraise all the LDF documents being produced.

The Local Development Scheme (LDS) shows a three-year programme for the preparation of the Council’s LDF documents and includes "consultation milestones" to set out likely dates for involvement stages in their preparation. The Council submitted its first LDS in March 2005. It was revised first in 2006 and then updated again in 2007. The assessment of document preparation is explained in a Gantt chart, a common way of showing tasks over time, (see Figure 1 below). This illustrates each document in terms of its actual preparation progress against the milestones set out in the Scheme. Documents are listed in the left hand column with their respective timetables to the right, tracking actual preparation progress against production milestones in the Scheme.

The process of preparing a LDF is one that had not been undertaken by Telford and Wrekin Council, or indeed any other authority before. Whilst the Council is aiming for an extensive and strongly driven LDF programme, slippage in LDF preparation is common up and down the country. Although the Telford and Wrekin Core Strategy has been completed on schedule, preparing a whole suite of documents to supersede the Wrekin Local Plan has proved an extremely challenging process and slippage has occurred.

Whilst the Telford and Wrekin Core Strategy was found to be "sound" at examination, many other local planning authorities have been found to have ‘unsound’ DPDs following independent examination. This has also led many other authorities to seek to withdraw documents submitted for examination or to review their programme for LDF preparation. Guidance in preparing subsequent documents is limited and, with Telford and Wrekin being one of the front-running authorities, good practice in plan preparation is only now beginning to emerge. Indeed, new national planning guidance continues to be put in place since the introduction of the LDF system.

It has therefore been necessary for the Council to allow further time for the collation of credible and robust evidence, seeking to ensure that DPDs are found ‘sound’ and as a result the timetable and key milestones for the preparation of Development Plan Documents set out in the 2007 LDS have not been met. A new LDS is proposed to be prepared in early 2009 following a review of LDF document preparation programmes.

As many Wrekin Local Plan policies have yet to be replaced by policies in LDF documents and are still relevant and up-to-date in other respects they have therefore been ‘saved’ for use within the Development Plan from September 2007. A schedule of ‘saved policies’ was approved by the Secretary of State on 7th September 2007.

The National Core Output Indicators are defined in the DCLG guidance published in July 2008, and are for regional and local planning authorities to report in their Annual Monitoring Reports.

The indicator definition expects gross internal floor space to be measured. This is the entire area inside the external walls of a building and includes corridors, lifts, plant rooms, mezzanines, services accommodation eg. toilets but excludes internal walls. It would be expensive and time consuming to do this for all individual sites. Also, internal wall configuration can be changed without planning permission and such change would not be picked up by monitoring processes. Therefore, all figures for this indicator BD1 plus BD2, BD3 and BD4 use gross external floor space (the building footprint) with a reduction of 3.75% which the DCLG Guidance on the indicators states is the percentage difference between gross external and gross internal floor space.

The individual site data that makes up this indicator is listed in Appendix 4.

This indicator gives the subset of the data in BD1 above, and summarises those sites that were on previously developed land (PDL). The individual sites can be identified in Appendix 4 by their code in the “Previous” column. .

Land available includes sites committed for employment uses in the Wrekin Local Plan, and additional sites for which planning permission has been granted for employment uses. Telford Town Centre is the area shown on the Core Strategy Proposals Map, and the edge of town centre area is within 300 metres of that boundary. The Borough row in the table above includes the residual of sites that do not intersect with those boundaries. The individual sites data listed in Appendix 6 also shows a distinction between other centres and edges of centre within the borough. Town centre uses are defined as Use Class Orders A1 Shops, A2 Financial & professional services, B1(a) offices other than UCO A2, and D2 Assembly & leisure.

Floor space is the gross external area as used in BD1 and BD2 above with the same reduction of 3.75% which the DCLG Guidance on the indicators states is the percentage difference between gross external and gross internal floor space. The standard planning application form does not collect net tradeable floor space of the gross internal floor space which the indicator definition requires. There are variations in the way that different retailers define their net tradeable floor space and also issues with the different store layouts and configurations that make this requirement problematic.

There are three plan period targets included in this indicator. The Local Development Framework Core Strategy runs from 2006 to 2016 and that target is 50% of the cumulative regional target set in the emerging West Midlands Regional Spatial Strategy (WMRSS) 2006 to 2026. The regional housing allocation in the existing WMRSS runs from 2001 to 2021 and is lower than the Phase Two Revision Preferred Option.

The Housing Trajectory reported in the next Section and in the National Core Output Indicator H2 below use the higher Phase Two Revision allocation running from 2006 to 2026.

The trajectory can be used as a tool for taking forward and realising the Borough’s growth ambitions and for planning the delivery of associated infrastructure. It supports the plan, monitor and manage approach to housing delivery by monitoring both past and anticipated completions across a period of time. If past completions show a shortfall against requirements they can be used to demonstrate that future completions will make up this shortfall. They also look forwards and can help indicate at an early stage whether any steps need to be taken to ensure planned requirements are met. The trajectory also provides a means of further exploring and understanding the various components of past and future housing supply, so that risks to the delivery of housing can be easily identified and mitigated against. The red MONITOR line shows how many dwellings above or below the RSS planned rate the plan strategy is at any point in time. This is calculated by adding up completions over time and comparing it to the planned rate.

The key measure is therefore the remaining annual requirement, which is shown by the orange MANAGE line. This represents the annual number of completions needed to meet the RSS allocation total, taking into account any shortfalls or surpluses from both previous and future years. In other words, it represents the numbers of completions needed to be on track at any point in time. The value of this line is that it allows assessment of whether past shortfalls or surpluses will be addressed through future trends in supply, or whether there is any need for action to allow delivery of the RSS allocation.

The monitor line on the graph is below 0 and falling, showing that the strategy is under-delivering relative to its requirement. The trajectory shows that delivery will need to be bolstered by the allocation of sites to deliver the “Unassigned” portion as shown on the trajectory from 2011/12 when it is expected that a Land Allocations DPD will be reflected on the ground. Developing that level of “Allocations” would return the monitor curve to zero by 2026.

In line with guidance on the National Core Output Indicator H2 the trajectory does not show an annualised average, but is a meaningful reflection of how housing is expected to come forward over the remaining plan period. The projected housing completion figures in the three years to 2020/11 are low allowing for current market conditions. The Interim Report of the Financial Services Authority to the Treasury on Mortgage Finance indicates that these conditions are likely to prevail until then. The trajectory then shows the shortfall being made up to the extent of 13,000 dwellings by 2016 and delivery to 2026 to meet the RSS Phase 2 Preferred Option by 2026. The council is working on an Integrated Housing Project in order to establish a Local Delivery Vehicle.

The housing trajectory will be developed to illustrate the anticipated contribution from all individual sites, including outstanding planning permissions, the strategic sites and Area Action Plans, along with those for New Growth Point, and separate out sources of unallocated completions where appropriate.

6 THE STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT

A Strategic Housing Land Availability Assessment (SHLAA) has been carried out to create an evidence base of assessed sites indicating their potential use for housing, and to identify deliverable sites for a 5 to 15 year timescale. The SHLAA has provided the core outputs listed in figure 1 and followed the process listed in figure 2 of the Practice Guidance published in July 2007.

The SHLAA assessment will be used as input to the Land Allocations Development Plan Document (LA DPD). Updating the SHLAA evidence base will be a regular annual process. It will account for take up and completion of sites and changes to the status of sites which will be reported in future Annual Monitoring Reports (AMRs). The council management response will then be directed to maintaining a five year supply. This process will be reported with updated housing trajectories.

National Indicator 159 provides for a forward look in terms of there being enough deliverable sites to meet planned housing provision over a 5 year period. For this Annual Monitoring Report the 5 year period is from April 2009 to March 2014.

The RSS preferred option requirement is for Telford and Wrekin to develop 26,500 homes in the plan period to 2026. This amounts to a constant 1,325 dwellings per annum.

The chart above includes sites that have planning permission (outline or a full permission that has not been implemented), the three strategic sites underway at Ketley, Lawley and Lightmoor, and brownfield SHLAA sites. It shows that Telford and Wrekin 5 year supply capacity exceeds the WMRSS Preferred Option target for 5 years starting 2009/10. The 5 year supply requirement for the next reporting period 2009/14 is 133.8%.

There is a small trend based allowance of 46 dwellings per year on unallocated sites coming forward as windfalls on sites less than 0.1 hectares in the Telford built up area as explained in the SHLAA.

The outstanding planning permissions have been assumed to build out slowly with a phasing and build out rate that allows for the current market conditions. The strategic sites have a phasing and build out based on data provided by the developers. SHLAA sites are also assumed to come forward slowly.

The SHLAA report is available on the council web site. Submission of new sites or modifications to the assessment of sites can be made between 2nd January and 16th February 2009 using the form available on the SHLAA page on the council web site. Any additions or modifications received after that time will be included in the SHLAA when they have been reported each year in the subsequent AMR. This will become the usual annual updating cycle.

An updated 5 Year Supply will be published in April 2009. Allocations in the Land Allocations DPD will be used to update the 5 year supply calculation when the document is adopted.

7 KEY FINDINGS

The timetable and milestones for the preparation of documents set out in the Local Development Scheme have not been met.

It is still too early to make links between LDF policy and trends in the indicators. Telford & Wrekin has been set a target of completing at least 53% of its residential development on previously developed land (PDL). This year 78% was on PDL, which, as in most years since 2001, is well above target.

The English Partnership (EP) strategic development sites at Lawley and East Ketley started during the last reporting year, and the second phase of Lightmoor is underway. The phasing and build out rates of these sites has been slowed by current housing market conditions which have been allowed for in the housing trajectory and calculation of 5 year supply.

Affordable housing completions still remain significantly below the need identified in the Housing Needs Study. The Housing Needs Study has been updated by a Housing Market Assessment.

8 GLOSSARY

Adopted Proposals Will illustrate on a base map all the policies contained in Development Plan Documents, Map together with any “saved” polices. Must be revised as each new Development Plan Document is adopted. Allocated Site Sites which are generally well defined and where there is an implied presumption in favour of their being developed during the Plan period. Annual Monitoring Will measure progress in implementing the Local Development Scheme and Report (AMR) performance of policies against targets in Development Plan Documents. Will indicate what action an authority needs to take if it is not on track or policies need to be revised or replaced. Biodiversity Summarises the phrase biological diversity - the variety of life around us (mammals, birds, reptiles, amphibians, fish, invertebrates, plants, fungi, and other micro-organisms). Community Strategy Wide ranging strategy aiming to improve the social, environmental and economic well being of the area, focussing on the needs, aspirations and priorities of local communities. Should co-ordinate the actions of public, private, voluntary and community sectors. Local Development Frameworks should provide spatial expression to those elements of the Community Strategy which relate to land use and development.

Core Strategy Sets out the key elements of the planning framework for the area, including a long term spatial vision, the spatial objectives, and the strategic policies to deliver that vision. In the case of County Councils, the Core Strategy only relates to minerals and waste development. All other Development Plan Documents in the Local Development Framework (LDF) must be in conformity with the Core Strategy. Development Plan The Development Plan for an area will comprise the Regional Spatial Strategy and the Development Plan Documents contained in the Local Development Framework. In two tier areas, the documents comprising both the district council LDF and the County Council LDF all form part of the Development Plan. Decisions on planning applications for development or use of land should be made in accordance with the provisions of the development plan unless material considerations indicate otherwise.

Development Plan The spatial planning documents contained in the Local Development Framework which Document (DPD) the local planning authority must prepare. They are part of the Development Plan and include: • Core Strategy • Site specific allocations • Area Action Plans (if required) • Adopted Proposals Map • Generic Development Control Policies Environmental Impact A process whereby information about the environmental impact of a project is collected, Assessment assessed and taken into account in reaching a decision on whether the project should proceed. Carried out before certain types of planning applications can be determined. Examination All Development Plan Documents will be subject to independent examination before a Planning Inspector. The Inspector’s role is to consider the document as a whole and to determine its soundness. In doing so the Inspector will consider all representations made and any changes which have been suggested. Following the examination, the Inspector will produce a report which will be binding on the local authority. Issues and This is a stage of the Development Plan Document preparation process where the Alternative Options community engagement is sought on an informal basis from interested organisations in order to inform the identification of key issues and the preferred options for addressing them. Local Development The portfolio of Local Development Documents, which together will provide the Framework (LDF) framework to deliver the spatial planning strategy for the area. The Local Development Scheme and the Annual Monitoring Report are also part of the Local Development Framework. Local Development Describes the Local Development Documents which the authority intends to prepare and Scheme (LDS) the timetable for their preparation. Local Plan Under the previous development planning system, these contained detailed policies and proposals for the use of land, including site specific allocations and development control criteria. Local Plans will be replaced by new Development Plan Documents, but can be “saved” for three years. Local Strategic A body of local authorities and regional and public bodies with the business, voluntary Partnership and community sectors to promote working together to improve performance. Minerals Local Plan This is a plan, prepared by a Mineral Planning Authority which contains policies and proposals to control mineral working. Minerals Local Plans will be replaced under the new planning system by Development Plan Documents for minerals. MUA Major Urban Area, defined in Chapter 4 of RPG11: Regional Spatial Strategy for the West Midlands (ODPM 2004) Plan Area The geographical area over which the Plan’s policies apply. Planning and The legislation that introduced the new development planning system, which at the local Compulsory level is based on Local Development Frameworks. The Act commenced in September Purchase Act 2004 2004. Preferred Options This is a stage of the Development Plan Document preparation process where the preferred options for addressing key issues are published for public consultation during a 6 week period. Regional Spatial Prepared by the Regional Planning Body, this provides the regional spatial framework Strategy (RSS) and policies to inform the preparation of Local Development Frameworks, Local Transport Plans and other strategies and programmes having a bearing on the use of land. Will form part of the development plan for each local authority area. Saved Policies Under transitional arrangements, the policies of existing adopted development plans are “saved” for three years from the date of commencement of the Act. Old style development plans adopted after commencement will be saved for three years from their adoption. Site Specific Allocations in a Development Plan Document of defined areas of land for particular or Allocations mixed uses or developments. Policies in the document will identify any specific requirements for individual sites. Spatial Planning The Government is seeking to promote greater integration between the various strategies produced by local authorities and other organisations and the land use planning system. The spatial approach towards planning goes beyond the grant or refusal of planning permission and will involve a wider range of policies than has normally been included in development plans. Statement of Statement of the local authority’s proposed standards and approach to involving the local Community community and stakeholders in the preparation, alteration and review of all Local Involvement (SCI) Development Documents and development control decisions. The statement is subject to independent examination. Strategic The European SEA Directive requires a formal environmental assessment of certain Environmental plans and programmes which are likely to have significant effects on the environment, Assessment (SEA) including those in the field of planning and land use. Local authorities are advised to take an integrated approach towards Sustainability Appraisal and Strategic Environmental Assessment to avoid unnecessary duplication and confusion. Together they will play an important part in testing the soundness of Local Development Documents, ensuring that they contribute towards sustainable development. Structure Plan Under the previous system, these contained broad land use and transport policies establishing the main principles and priorities for future development in two-tier county areas. Local Plans had to be in conformity with the Structure Plan. Will be replaced by the Regional Spatial Strategy but are “saved” for three years.

Submission This is a stage of the Development Plan Document preparation process where the document is ‘submitted’ to the Secretary of State for independent examination. The document is also published for public consultation during a period of six weeks. Supplementary Can be prepared by local authorities to provide additional guidance to elaborate upon Planning Document the policies of a Development Plan Document. They are not subject to independent (SPD) examination and will not form part of the development plan for the area. However, Supplementary Planning Documents included in the Local Development Framework will be material considerations having significant weight in making decisions on planning applications. Sustainable Widely defined as: “development which meets the needs of the present without Development compromising the ability of future generations to meet their own needs.” Sustainable Sustainable communities meet the diverse needs of existing and future residents, Communities contribute to a high quality of life and provide opportunity and choice. They achieve this in ways that make effective use of natural resources, enhance the environment, promote social cohesion and inclusion, and strengthen economic prosperity. Sustainability All Local Development Documents will be subject to Sustainability Appraisal. The Appraisal (SA) process is designed to inform decision making by providing information on the social, economic and environmental implications of policies and proposals. Sustainability Appraisal and Strategic Environmental Assessment are integral aspects of Local Development Framework production. Sustainable Resource A policy approach which focuses on finding ways to: make efficient use of material Management resources and energy; minimise waste and the recover value from waste materials; and protect and enhance natural resources. Sustainable Resource Management recognises the links between these different types of resources and can deliver multiple benefits by developing solutions where the enhancement of one resource can have a positive impact on another. Waste Local Plan This is a plan, prepared by a Waste Planning Authority which contains policies and proposals to control waste management development. Waste Local Plans will be replaced under the new planning system by Development Plan Documents for waste.
