RECOMMENDATION:

THAT Council receive Report # 18-84 titled "Council and Corporate Objectives Update" for information.

PURPOSE

The purpose of this report is to update Council on the status of those initiatives that have been identified as priorities for the organization to the end of 2018.

SUMMARY/BACKGROUND:

Through 2016-2018 Council has participated in annual strategic planning sessions which gives them an opportunity to discuss strategic priorities and ensure that City initiatives and work plans are in line with priorities. The 2016 -2018 strategic plan is built on three pillars:

Infrastructure - maintaining and improving the reliability of the city infrastructure

Economic Development - planning a vibrant community that will continue to grow and provide future opportunities for residents

Wellness - building a healthy community for all residents

Within the pillars, individual projects or objectives have been identified, either in the original plan or in the 2017 update. Substantial progress has been made on these projects and objectives to date and are represented below.

As shown in the tables above, the strategic priorities of Council and the operational objectives areas are not mutually exclusive. In fact, the two dovetail together to form the direction of Council and define the continual evolvement of the organization. It must be re-iterated that the City accomplishes not only priority objectives but also day to day operations at an exceptional level with a small dynamic team.

Proposal For City of Castlegar to Purchase DSTLOT 7171/3000 14th Avenue

Dear Mayor, Councillors and Planning Group,

My name is Ken Lebedoff and I was born and raised in the Castlegar area. When I attended Kinnaird Middle School in Grade 8, we were forced to run by the PE teacher behind the school past the "Waterline Wall' and across to the Fortis Gas line trail and back to the school. As much as I hated running, I was struck even at that age that the lands near the school was a very special place. It was that in mind when I came back from University, that my family and I were drawn to find a home near the trails of Kinnaird. So now as a 62 year old, I have lived on Southridge Drive for the the last 24 years and still continue to walk,run and more importantly socialize with all kinds of neighbours,friends and newcomers to the area. We all enjoy this property as it is, an undeveloped Natural Park.

Earlier this spring, a For Sale sign went up on DL: 7171, a 80 acre parcel where many trails between 14th Avenue and Southridge connect with the existing Kinnaird Park, the Cobra Climb and the land behind the Kinnaird Park Community Church. As a result, The Castlegar Wetland Group was quickly formed by local residents who in general are long time and daily users of the above property. This privately held land has been a jewel as a dog walking, rock climbing site, it is filled with biking and hiking trails as well as serving as natural playground for local children. It has been this way for decades. South Castlegar has grown and now more than ever requires access to nature for enjoyment of hiking trails right in our backyards. I believe the City has made a study in this area some 25 years ago and even then it was recommended that there be a lineal Park from the Kinnaird Park to the Kinnaird Bluffs. Yes, the City has Kinnaird Park but they are mostly Ball Fields, the Millennium Park is in North Castlegar, the Complex and Castlegar Rotary Skate Park, Kinsmen Park, Zinio Park, Brandson Park, and a few smaller parks are primarily picnic and playground areas but there is not a Nature Park where one can

21 simply walk in City Limits and hear quietness, see animals, meet new friends and neighbours to start your day. The Castlegar Wetland Group are proposing that this land be a Nature Park which is protected by means of long-term planning and use. This would mean preserving the land in its present state and well as preservation of wildlife habitat within our urban setting that will link people to each other, their community and their natural environment while fostering healthy active lifestyles. This would certainly uphold the City of Castlegar's tagline slogan "Do it outdoors. Life's an Adventure. Start a new one in Castlegar, BC." This unique property borders downstream of a wetland, is a natural wildlife corridor, and a source of feeding spots with Huckleberries and Saskatoon berries. Wildlife commonly seen and heard include coyotes, elk, deer, cougar, squirrels, black bear, resident (songbirds, waterfowl, bald eagle, hawks, etc )and migratory birds, frog species, garter snakes, dragonflies, of course the Yellow Tiger Snail.

DL: 71 71 is an 80 acre parcel of property that is designated as Urban Residential and is presently for sale for $350,000. The MLS#2429349 is advertised to potential buyers as a property that can be developed into building lots or single residential use. It also states it features Utilities: Cable, Natural Gas, Sewer, Telephone, Hydro and Water.

We are proposing that the City purchase Lot 7171 /3000 14th Avenue and zone this property as a Nature Park. This property is presently for sale and needs to be purchased now and protected from future development. This purchase would be consistent with the City's Community Plan to preserve our natural assets to provide citizens with easy access to nature. Similar action would then apply to DSTLOT 12358 which contains the Waterline Climbing wall. Both properties would complement each other to form a natural Park corridor.

As in the City of Castlegar Community Plan Environment, it states "The preservation and enhancement of the quality of the natural environment is a dominating issue in any community. As growth continues, it will be important to carefully integrate the natural and urban components to prevent a decline in the quality of the environment."

22 The Castlegar Parks and Trails Society Supports the protection of Trails and Rock Climbing Areas in the Southridge Area as it aligns to our consitution. Particularly, the Lands between Kjnnaird Park and Cone Hill Park and bordered by FortisBC Gaslines and the 14th Ave Water Main Right of ways. This area offers unique all season recreational opportunities currently not offered in any of the existing Parks \Vi thin the City of Castlegar. The CPTS also recognizes the ecological value of this area afforded by the Wetland and Open Forest Landscape.

To whom it may concern, I along with many Castlegar citizens have frequented these trails for 30+ years. On an almost daily basis I walk my dog here, frequently ride my mountain bike and in the past ran on these trails. Never is there an occasion that I encounter less than half a dozen people also enjoying their time in this beautiful green space so close to our homes. While other municipalities are trying to find areas to create green space that promote healthy lifestyles, we have this well known one already being used. It baffles me that council can’t see the benefit of obtaining this parcel of land; it effectively joins two neighbourhoods and encourages people to get out and move. I focused on the human benefits, but it is the wildlife that really should be considered here, many small animals and birds make their home in this area, rabbits, grouse, ducks, snakes & lizards are numerous. There are deer and elk, bears and coyotes. What a shame to take more of their habitat to build more housing. It’s not only locals we encounter here but visitors to the area that are wowed by our beautiful network of trails. Climbers are often utilizing the bluffs, often down here from out of town, this is a great place to promote tourism (as I think is already been done, & is working) And then there is the fantastic huckleberry picking (now the not so secret is out) I certainly hope you reconsider your role in utilizing this fantastic parcel of woodland, it is as special to the south end as Millennium park is to the north end.

It was the outdoor walking trails in “the People’s Park” on 14th Avenue that attracted my family to purchase a home at the top of Southridge Drive and move to Castlegar 2 years ago. Before even touring the house that was for sale we checked out the loop trail we had seen on google maps that went along the 14th Avenue waterline and returned along the gasline trail. Not only did we find a wetland area, but also magnificent cliffs for climbing, lots of wildlife tracks and a runoff creek. So much more than what we were finding in the neighbourhoods of Nelson.

While we walked we met many people who we asked to tell us their favorite things about life in Castlegar. Every one of them expressed how grateful they were to have these nature walking trails to use and the many ways they utilized them. Carbon-Free Commuting across town, Biking, Hiking, Evening Headlamp Snowshoe Adventures. There are flat trails and hilly trails – something for all levels of fitness & ages. Dog walking, jogging and something very unique to have right in a city – a cross country ski loop. Amazing Rock Climbing Cliffs – with more than 70 newly pegged routes and the Cobra Staircase Fitness Climb.

People proudly told us how the green network of city trails connected Grandview Heights & Kinnaird Bluffs to the summer outdoor concerts & the winter skating rinks and onto the waterfront trail in Twin Rivers or tobogganing at Cone Hill and the Merry Creek trail system . And people told us about how when there was a big blowdown a few year’s previous, volunteers just showed up with equipment from home and cleared or recut the trails.

Our path was leading us to “Start a new one in Castlegar” so we went online and looked through the City Official Community Plan to get a feel for the city vision and planning. We were impressed with the city tree policy and desire to expand bike paths to go green. What we found missing from the city bylaws is a protection of spring runoff creeks and their surrounding riparian zone and an anti-logging protection of trees on private land within urban neighbourhoods.

As residents we have come to know this property as is a truly natural park, brimming with wildlife – cougar, elk, bear, coyote and even rabbits on Easter Sunday. The wetlands and spring runoff creek have created many wildlife trails for the inhabitants – and a safe migratory trail for the grizzly bear as they pass through to their winter dens in the valley bottom. A network of green space across the city provides safe havens for both wildlife and residents as the city becomes more urbanized. Animals can retreat and not confront.

This property is heavily utilized and filled with diverse recreation opportunities requiring little to no taxpayer input once purchased - an extremely cost effective recreation model when compared to the expense of upkeeping a community complex or costly investment of creating waterfront trails along the Columbia river which is creating public outcry. There will only be public outcry here if the property becomes a no trespassing zone and the recreation is taken away. Garbage containers are not even present, yet the property is kept clean by the many citizens who use it.

We strongly support the efforts of the Castlegar Wetland Team and their proposal requesting that the city City zone DSTLOT 7171 and DSTLOT12358 as a Nature Park. In the City Official Community Plan section 17.1 Parks and Open Space Objectives reads: Protect the natural environment and important ecosystem locations by designating these areas as Parks and Open Space.

We also strongly support the team proposal requesting the City of Castlegar purchase this property as it is consistent with the City’s Official Community Plan. Section 17.2 Parks and Open Space Policies reads: Invest in new parks and open spaces and the maintenance of existing parks and open spaces and preserve our natural assets to provide citizens with easy access to nature.

26 This is a golden opportunity for the City to control the destiny of “the People’s Park” and market it’s diverse recreation opportunities to attract future investors – and it is a small investment that provides greenspace for the neighbourhoods on the south end of the city. It is our understanding that this is an estate sale. By possibly naming the park after the family that has allowed Castlegar citizen’s to freely utilize these nature trails until now, a reasonable price can be achieved.

RECOMMENDATION: That council authorise staff to proceed to RFP, for the replacement of the 1994 Volvo Fire Engine which turns 25 years old in September 2019.

PURPOSE: Continue to maintain and meet requirements for the Fire Insurance Grading and Fire Underwriters Survey for fire apparatus in the City of Castlegar and to meet the manufacturing time frame by issuing a purchase order in January 2019.

SUMMARY/BACKGROUND: The last Fire Underwriters Survey (FUS) required the City of Castlegar to be able to achieve a combined 3000 IGPM for all First and Second Line out Pumper/Engines. This requirement was met with a 1987 Ford Andersen Pumper (1050 IGPM), a 1994 Volvo Andersen Pumper (1050 IGPM) and a 2004 Spartan Pumper (1050 IGPM). In April of 2017, the 1987 Ford Andersen Pumper was replaced with a new Rosenbauer Platform/Pumper, rated for 1750 IGPM.

Since the last survey, the City has expanded considerably with the community of Blueberry and the airport lands. At the same time that Blueberry became part of the City, the City entered into a contract with the ROCK to provide fire protection to the lands south of Blueberry which includes the community of Fairview. In addition, subdivision developments such as Emerald Green, Twin Rivers and Grandview, along with numerous new commercial buildings and structures such as the Fortis Operations Centre, were added.

FUS defines the City of Castlegar as a medium sized city. (See attached supporting FUS documentation table 1 page 2 of 6). In September of 2019, the current Volvo Engine #2, will turn 25 years old and will not factor into the Fire Underwriters Insurance grading requirements. In addition, the current Spartan Engine #1 will be 16 years old, and will be designated as a 2nd line apparatus with grading. With the 2017 platform/pumper rating of 1750 IGPM and the Spartan Engine #1 rating of 1050 IGPM, this gives the City a total of 2800 IGPM. Based on the existing FUS requirements of 3000 IGPM, replacement of the 1994 Volvo Engine is needed.

With the procurement of a new Rescue/Pumper in 2019, the City will be able to exceed the existing FUS requirements. We will be specifying the replacement apparatus with a pumping

capacity of 1250 IGPM. The combined pumping capacity of the Rosenbauer Platform/Pumper (1750 IGPM), the Spartan Engine #1 (1050 IGPM) and the new Rescue/Engine (1250 IGPM), the total pumping capacity will be 4050 IGPM in September 2019.

In addition, by replacing the current Engine #2 with a multipurpose response apparatus, we will also address the replacement of our current 1999 Ford F-450 Rescue/Squad unit, as the new unit will be capable of vehicle extrication and highway rescue operations. The new unit will also complement our current 1988 Amertek airport Rapid Intervention Vehicle (Red 2) for the West Kootenay Regional Airport as it will be spec'd with pump and roll capabilities.

ALTERNATIVES: As per FUS requirements "If replacement does not occur, fire insurance grading recognition may be revoked for the specific fire apparatus which may adversely affect the fire insurance grades" to the City of Castlegar and its business community and residents. Staff have also investigated the possibility of collaborating with the ROCK area J and the Ootischenia fire protection area to see if there are synergies that can be realized with apparatus in their current inventory, however, they are in the same position as Castlegar in that their Engine is also timing out in 2019. A fire protection contract could be considered similar to what is in place for the ROCK area of Fairview to help assist in apparatus replacement.

IMPLICATIONS: To meet Fire Underwriters Survey requirements with respect to fire apparatus.

Civic Works crews are busy with sidewalk cleaning, Sunfest cleanup, Civic Works Operations Chamber of Commerce flower pot installations, fertilizing/aerating all Update parks, boulevard repairs from winter plow damage, plugged catch basin clearing, lazy sewer line flushing, water meter investigations and general operations and maintenance. Painting of all downtown Revite lights is complete, currently completing painting of Millennium Pathway lights under budget. The CPR crossing at 32nd Street and the one behind the Community Complex were replaced and paved last week.

2 Work on this project has been steady. The City sent out a media Columbia Avenue release on June 1, 2018 advising the public that left turning between 15th Complete Streets Project Street to 13th Street off of Columbia Avenue has been opened up now Update that the road grinding has been completed in that area. Telus & Shaw Cable are currently completing line work at the 17th Street railway crossing so that CP Rail can complete their railway improvements.

These services are currently being advertised in the local media, the City’s website and social media pages.
