The following is the Index of issued by the British Consulate in Batavia in 1919 and renewed periodically up till 1920. Currently, the original copy held by the Asia, Pacific and Africa Collections in the British Library (IOR/R/20/A/1409) is in an advanced state of decay. Hence, parts of the document are either missing or illegible. It is reproduced here in the hope that the contents of the document would not be lost to researchers. From 1915 to 1920, several typed memos with the names and short biographies of various Arab individuals based in the Malay Archipelago suspected of harbouring anti-British, pan- Islamic sentiments were continuously circulated amongst the Foreign Office in London and British colonial governments. The memos emanating from the British Consulate in Batavia were intended to warn other colonial officials in the British Empire about Arab Muslims based in the Netherlands Indies who were thought to have been influenced by German, Ottoman and later, Turkish propaganda during the First World War and its immediate aftermath. These memos culminated in the Index of Arabs which were circulated in its entirety amongst various agencies, including British Straits Settlements Government in Singapore, the British Consulate-General in Batavia as well as the Aden Protectorate. The Index was accompanied by a letter from British Consul-General in Batavia, W.N. Dunn, who supervised the creation of the Index. The Index features the names of 7 societies and 240 individuals arranged by alphabetical order. The aim of the British Consulate-General in Batavia in creating the Index was two-pronged: to identify pro-British Arabs who might be of service to colonial governments, as well as anti-British Arabs in order to deny them access to the ports of Singapore, British India and the Aden Protectorate.1 Although officially known as the ‘Index of Arabs,’ it was sometimes referred to as ‘Batavia List of Suspect Arabs,’ and more often as ‘List of Dangerous Arabs’ in British colonial correspondence. The main draft dated 27th September 1919 is reproduced here. Entries were continually added to the main list till the 1920 on slips of paper which were attached to this original document. At least three more separate short lists of Arabs supplemented the main Index.2 Each entry lists the full name of the individual, his current age, place of birth, current location, occupation and political allegiances with regards to Britain, Germany, Turkey and the two Sultans of Hadhramaut.3 Some entries also include the individual’s language capabilities, list of publications and travel history. Occasionally, a list of the individual’s coterie of friends and relations mentioned elsewhere in the Index was also noted.

I have the honour to transmit herewith copy of an index of Arabs in the Netherlands East Indies. The Index is of course not exhaustive but contains the names of most anti-British Arabs, and a few friendly Arabs. It has been arranged in the form of a card index in alphabetical order and the sheets can be cut up according or if found more convenient can be kept in the present form. A few societies and publications are mentioned in the Index. It is suggested that the second copy of the Index sent might be of use to the War office, N15. 1. Al Irsjad Society Established in Batavia about 1913. Alleged object: to spread Islamic Teachings Actual object: To struggle for equality with Saids (Highest class of Arabs who claim descent from the Prophet ) Carries out German and Turkish propaganda. Members consist of low class Arabs. Manggoesj being the leader under:- Manggoesj. Shaikh Oemar bin Yoesoef. Receives strong support from the German and Turkish General and also encouragement from local authorities. Branches and schools established in the following schools in Java:- Sourabaya, Cheribon, Tegal, Pekalongan, and Boeminjoe. Earnest endeavours to introduce [...] in the Straits Settlements and the Malay Peninsula. Very dangerous society.

2. Djamiat Alwiyin Wa-Ansarihim Name of an Arab society established in Sourabaya in July 1919. (Society of the descendants of the Prophet Mohamed and their supporters). Actively pro-British. Branch established in Batavia 29th August 1919.

3. Djamiat Geir Name of a Muslim Society majority of members being Arabs both of high and low subjects: to ameliorate the educational, moral and [...] status of the general Muslim community. Maintains schools under the Society’s name, one in Batavia the other in Buitenzorg. Pro-British and strong anti-Al-Irsjad.

4. Mohamadiah Society Founded in 1912, in Djocjakarta, Java. Alleged objects some of those of Tentera Kandjeng Nabi Moehamad. Connected with Central Java revolutionary movements and also those of the Al-Irsjad from whose active members it recently received liberal donations.

5. Oetoesan Islam (Messenger of Islam). A weekly paper in Sourabaya. Contents Religions and politics. Very strongly pro-German and pro-Turkish. Published by “Drukkerij Al-Hilal” meaning (the Crescent Press), of which the editor himself is the proprietor.

6. Swara Ra’jat Weekly organ in Sourabaya of the Indische Social Democratische Vereeniging.

7. Tentera Kandjeng Nabi Mohamad. Name of a society, which means “the army of the blessed Prophet Mohamad.” Established in Sourabaya in January 1918. Alleged objects: to protect the Islamic Religion. To preach the religion as widely as possible in the Dutch East Indies. To start active propaganda against Chrisian missionaries. The leader is Said Mohamad Saleh Shawashi. Individuals

Additional information - Said to have been present at private gatherings of Sarikat Islam and of Javanese Hadjis from Djokjakarta held as preliminary to a public meeting which took place at Pekalongan on August 6th 1920, for the purpose of protesting against the treatment of Turkey over the Khilafat question.

44. Al-Hashimi. Mohamed bin Osman. A native of Tunis and a French protégé. Is an able Arab journalist, who at one time did useful propaganda work for us in return for pay. Later, he became editor of Al-Irsjad’s jounal Assalam, which survived one issue only and contained articles directed against the British and the King of the Hedjaz. According to one authority he states that he had been forced to write the articles by Al-Irsjad leaders. Al-Hashimi has, however denied this to the H.M. Consul-General and accepted full responsibility for the articles; he has alleged that his dismissal from the post of editor was due to his writing them. Very probably, he was threatened or bribed by Al-Irsjad. Al-Irsjad to assume responsibility for the articles which are said to have displeased the moderates and to have forced the heads of Society to replace Assalam by another newspaper known as Al- Irsjad” under a news editor. Al Hashimi is now ostensibly a staunch supporter of Al-Irsjad, which he declares to be an innocent and political organisation. He is to be regarded as a venal personage who is ready to sell his pen to whichever side will pay him most for it.

In June 1920 is said to have held a meeting in his house at Buitenzorg, at which only member of the Abdat family were present is said that at this meeting it was resolved to send 24 men of the Abdat family to the Hadramaut in order to incite the Kathiris to make trouble with Sultan Ghalib.

(Revival Hall of Arabic Books). Abdul Aziz El Halaby was educated in Syria. He resides in Sourabaya; at first he stayed in the house of Roebaya bin Ambarak bin-Talib, but now lives in a pension. His address is c/o Post Restante, Sourabaya. Abdul Aziz El Halaby is reported in one quarter to be introducing seditious literature from Egypt. It is said that his chief client for this class of literature are Salim bin […] Nabahan of Sourabaya; Shaikh Mohamad bin Salim Godjan, Abdullah bin-Afif and Shaikh Hassan bin Salim Attamimi, all of Cheribon; also Awad Abdat (firm of Djaffar Abdat […] Semarang). On the other hand, it is only fair to state that Abdul Aziz El Halaby called H/M Consulate General of Batavia to deny connection with Al-Irsjad and to say that though he advertised in that Society’s journal this was done through ignorance. He produced a passport issued to him at Cairo and special letters from the Private Secretary to the High Commissioner in Egypt and from the Commandant of Police in Cairo requesting that facilities should be given to him for his journey.
