Objective and policy context

Following on the successful two first editions of the TOUR OF CHINA carried out in 2012, and 2013 this year’s "Tour of China 2014" was another ambitious promotional journey across China organised as a joint project between the EU Member States, the Countries Associated to the Framework Programme and the Delegation of the European Union in Beijing. This year the Tour of China drew from lessons and experiences from the previous 2 years, allowing this year's event to be more strategic, more targeted and effective, so as to truly demonstrate the excellence of European research and the opportunities offered.

The objective of the third edition of the “Tour of China” was to further enlarge the scope of existing research and innovation cooperation between the European Union and China, to provide a more thematic focus of collaboration opportunities and to further strengthen EU China relations in a more strategic way. Overall, the goal was to further boost the visibility of research and innovation collaboration between Europe and China and to consolidate Europe's position as THE strong partner for China in regards to science and innovation cooperation.

Therefore the Chinese Academy of Sciences (CAS) was chosen as THE partner for the Tour of China 2014. CAS is not only one of the most important bilateral collaboration partners for EU Member States, but also the Chinese institution with the highest participations in the previous 7th EU Framework Programme (FP7). CAS enjoys an excellent public image and has a profound and significant track record of excellence in science, research and development in China.

The Tour also aimed to foster better knowledge and understanding of European policies and instruments for international research and innovation collaboration at national and European level, to develop new contacts, and to deepen and broaden fields of mutual interest. Thanks to the commitment and interest on both sides, the Tour of China 2014 contributed to the widening of existing cooperation and to the development of new synergies between Europe and China.

The Science Counsellor of , Professor Plinio Innocenzi, kindly volunteered to lead the taskforce specifically set up for the 2014 edition. The EU Delegation and EU Member States jointly collaborated on this third edition of the Tour which took place from May 6th 2014, until the Final Event on June 27th in Beijing.

Venues of the TOUR

Throughout the months of May and June 2014, the Tour showcased Europe’s wide array of research and innovation opportunities in 9 major research intensive Chinese cities – Kunming, Chengdu, Hefei, Shanghai, Suzhou, Xiamen, Shenzhen, Guangzhou, and Beijing – by reaching an audience of more than 700 Chinese researchers, scientists and innovation stakeholders. The Tour visited some of China's top CAS institutes covering scientific areas from urbanisation, zoology to nanotechnology and many more. Closing Event in Beijing

As a grand finale, the Tour's closing event was held on Friday June 27, 2014 at the Institute of Biophysics (IBP) of the Chinese Academy of Sciences (CAS). This provided an excellent opportunity for Chinese stakeholders to engage with European officials on research and innovation. Opening speeches were delivered by Prof. Zengqiang Yuan, Assistant Director of IBP followed by remarks by Prof. Cao Jinghua Deputy Director-General International Cooperation Office of CAS. The closing remarks of the Tour of China 2014 were delivered by Mr. Xing Jijun, Deputy Director General, CSTEC (MoST) and the final word of the Tour of China 2014 was given to Prof. Plinio Innocenzi on behalf of the Italian Embassy and as Chair of the Tour of China 2014.

Format of Events

The events were held in a "Seminar style", with the following elements, organised by the institute and the event coordinator (EU Member State, Associated Country or EU Delegation) as main contact points for each event:

 Welcome speech and presentation of the overall objectives of the "Research & Innovation awareness raising and information campaign in China", by the local authorities and the EU Delegation.  A very brief introductory presentation to the European Union (presented by the event coordinator)  Series of presentations of bilateral Research & Innovation cooperation programmes, by representatives of the EU Member States (in order according to the official EU country order protocol)  Presentation of Horizon 2020: The EU Framework Programme for Research and Innovation.  Presentation by Euraxess Links China Country representative  Q&A session allowing the audience to address specific questions to participants, and to engage in discussion.  Networking refreshments or lunch (cost dependent) provided the CAS host institute in most cases

In addition to the main seminar, the Tour of China included in most cases activities such as:

 A round-table meeting with Chinese representatives and key research personnel of the local CAS institutions and in some cases other local key universities and institutions. The participation to these meetings were limited in numbers but focused on key decision-making personnel capable of acting as multipliers of the information, i.e. directors, deans, key research personnel, heads of international cooperation office etc. These meetings included information and experience sharing in Europe-China cooperation projects.

Participation

Audiences: In total, approximately 700 participants attended the seminars of the campaign in 2014. Participants were mainly academic researchers and university professors and also a range of Science and technology students, PhDs and Post-Doctoral Students. The participation of industry, in particular SMEs, was very much welcomed in order to give proper attention to the dimension and applications of innovation. The participation was also open to other institutions of the selected location.

The number of participants in the audiences increased from 600 in 2012 to around 800 in 2013, and slightly less in 2014 with participation numbering at 700. The reason for the lower number of participation in this year's tour is the due to the fact that at certain events, the host institute preferred to keep a lower number of participation with "higher-level" participants at their institute in order to stimulate more in depth discussion.

Organisation Responsibility of organizing the different events was taken by different EU Member States ("event coordinator") with the support of the EU Delegation, and the local host institute. The overall coordination of different clusters of the Tour was also organized by EU Member States. The EU Delegation only stepped in as "Event or Tour Coordinator" in the event were no EU Member States volunteered to do so.

In regards to Tour 1, organization for the event in Chengdu was taken by the French Embassy in Beijing and led by Ms. Liu Hui. The organization of the event in Kunming as well as the overall coordination of Tour 1 was taken by the EU Delegation. For Tour 2, the event in Hefei was organized by Mr. Tim Standbrook and Ms. Sophia Zhai of the British Consulate in Shanghai, the event in Shanghai by Ms. Agota Revesz from the Hungary Consulate in Shanghai and the event in Suzhou by Mr. Helmut Spitzl of the Embassy of Austria in Beijing. Overall coordination of Tour 2 was led by the EU Delegation. In regards to Tour 3 the overall coordination was given to the EU Delegation as well as the organization of the Xiamen event. The Shenzhen Event was organised by Ms. Hortenzia Hosszú of the Embassy of Hungary in Beijing and the event in Guangzhou was organized by Mr. Christophe Bonte and his team including Mr. Erwann Lompech on behalf of the French Consulate in Guangzhou. Finally the organization of the Closing Event of the Tour of China 2014 was led by Ms. Sandra Linkensenderova on behalf of the Embassy of the Czech Republic in Beijing.

Promotion on Weibo and e-flyers In order to reach the maximum audience in each city, various methods were used to ensure the widest possible participation. To begin with a Press Release was sent out prior to the beginning of the Tour of China. In addition, before each Tour event, online promotions on Weibo (a widely-used Chinese social media microblog platform- see image 1) were updated regularly to spread information about the event in different cities. The Science and Technology Section of the EU Delegation also prepared an e-flyer template (see image 2) and distributed it amongst our CAS host contact points, so that they could distribute them amongst their local contacts.

Cost-sharing

The cost of the campaign was shared in the following way:

 Each speaker covered his/her own travel and accommodation cost.  Participation in all events was free of charge.  For each tour event outside Beijing, the host institution provided the meeting room for the conference and in some cases lunch / dinner for the Counsellors, Local Authorities and participants in the event. Some lunches and dinners were also offered by the event coordinators.  In some cases the CAS host institute or EU Member State representative in the region provided airport pick-up and drop-off.  In regards to the closing ceremony: The Institute of Biophysics provided the venue; the EU delegation covered the cost of refreshments, as well as the closing Lunch following the event for Member State participants, and VIPS from CAS, MOST and for the organizer from the Institute of Biophysics.

Feedback

Following each Tour a message of thanks was sent to the local host institutes to express appreciation for their efforts in hosting and organizing each event. Messages of thanks were also sent to the CAS Headquarters and International Cooperation Bureau in gratitude of their cooperation and overall partnership with Tour of China 2014.

Lessons learnt

This year's Tour of China had nine stops, in four clusters (including the final event). Local CAS host institutes proved to be solid partners for the events of Tour of China. The task force for the 2014 Tour of China 2014 received very strong support from the International Cooperation Bureau of CAS

The first cluster was a very positive start of the "Tour of China" 2014 with excellent organisation and much interest and enthusiasm expressed from the participants.

The second and thirds clusters also proved to have been excellently organized and were smooth continuations from the previous clusters. Taking the lessons from Tour 1 it was strongly encouraged for European presentations to be either delivered in Chinese or to at least include a Chinese translation on the slides.

Language: As a first step this year to address issues of language and understanding, the Science Counsellors delivered the presentations in English with a Chinese translation on the slides to ensure smooth reading and understanding for local participants. But one of the "lessons learnt" during the 2014 Tour is that spoken presentations are sometimes easier to understand for the audience when they are in Chinese. Therefore it could be envisaged for the following years that, for their respective presentations, the EU Science Counsellors introduce their countries, ask their Chinese assistants to present the funding schemes in Chinese language and answer questions after the presentations.

Content: It also became evident that the EU presentations should include some reference to ERASMUS+ for mobility of undergraduate/master students, since some were attending the seminars Unlike in previous Tours each seminar begun with a short presentation introducing the European Union which was greatly appreciated by the audience and set the scene to understand bring the following individual EU Member States presentations into an overall context. This proved to be very useful to increase general knowledge about the EU around China.

Visits: This year's Tour included visits to local facilities at different event stops. The opportunity to visit state-of-the-art facilities broadened also understanding from the EU side of China’s current S&T capabilities and the variety of CAS institutions across the country; it was stimulating to visit the hotspots of Chinese science and innovation and exchange ideas with their researchers and managers. The facilities as well as human resources in cities such as Suzhou or Hefei are outstanding, however the market is not yet saturated and therefore there is more demand for interaction with international actors and contacts.

Visibility: During the course of Tour 3, participating Member States discussed the idea of filming the presentations delivered at the different events, in order to post them on the website to achieve even further dissemination of the content.

Conclusion

This third edition of the European Research and Innovation Information Campaign, this time organized with CAS, proved to be an excellent continuation of the previous successful promotional campaigns. This third edition of the Tour of China was a consolidation of the foundation built by the first "testing" Tour in 2012 and the second tour in 2013. It fulfilled the goals by bringing awareness and visibility of the European countries to the S&T community in China, and this year especially amongst one of Europe's main collaboration partner for research – the Chinese Academy of Sciences. The campaign achieved the goal of enhancing the image of the EU as a strong research cooperation partner by showing the strength, unity and diversity of Europe. The "Tour" was also an excellent occasion to strengthen personal links between Science Counsellors from Member States, Associated Countries and the EU Delegation

Ensuring the strong political support of the Ministry of Science and Technology (MoST) and partnering with CAS was highly beneficial to the success of the Tour and promotion of research and cooperation opportunities with the EU. Thanks to the professional support of CAS and smooth logistical organisation the Tour can be considered a true success.

The Tour proved to be an excellent opportunity for local researchers, professors and other research and innovation related contacts to discover opportunities for collaboration with the EU. At the same time, Chinese CAS institutes have had a great opportunity to show their diversity and excellence of their research.

For the speakers from the EU side, it was an excellent opportunity to reach out to cities outside of Beijing (or Shanghai) to make new contacts and visit the different hotspots of Chinese research and innovation in order to increase the visibility of Europe's research and innovation opportunities.

Facilities in some cities (e.g. Suzhou, Hefei), proved to be outstanding, and showcased that there is fertile ground for international cooperation.

The Tour also proved to be mutually beneficial exercise where the two sides can learn from one another and provided networking opportunities, exchanges of ideas, opinions, and best practices on international collaboration experiences. There is much to learn on-the-spot about the state of Chinese research and international collaboration, the desire to work with Europe, the opportunities offered by both sides, how these can be consolidated, and also regarding how to tackle the different challenges along the way.

The EU Delegation would like to thank the Chinese Academy of Sciences as well as the local organizers who took care of us at any given time. We received a warm welcome in every city, which we deeply appreciated. The contacts that arose from the Tour will be nourished and built upon. We would also like to extend our gratitude to participating, organizing as well as coordinating Member States and Associated Country representatives.

Overall presentation of the "Tour of China"

The EU Delegation and the EU Member States' Embassies in Beijing working on Science and Technology cooperation with China are organizing the 2014 Edition of the Tour of China - “Research and Innovation Awareness Raising and Information Campaign”.

This is the 3rd edition of the promotional "Tour" across China, the goal of which is to introduce to Chinese stakeholders (researchers, PhD students, teachers, government representatives, business representatives, etc.) the European Research & Innovation programmes.

The Science Counsellor of Italy accepted to be head of this project taskforce for the 2014 edition. The EU Delegation and EU MS are working together now to make this third edition take place from the 6th May 2014 until the final event in Beijing, in June (date is to be yet confirmed).

Slight change in the format of the Tour was agreed on: this year's "Tour of China" is organised in partnership with the Chinese Academy of Sciences (CAS), one of the EU's key partners for collaborative research. It includes visits to some of most famous CAS institutes across China with stops in Xiamen, Shenzhen, Guangzhou, Chengdu, Kunming, Shanghai, Hefei, Suzhou, and concluding in Beijing. For each city, a MS is in charge of coordinating the organization of the seminars and visits (see Annex).

Building on the success of the 2012 and 2013 editions, the TOUR OF CHINA 2014 will highlight collaboration opportunities offered by the EU Member States and Associated Countries and Horizon 2020 as well as EURAXESS Links China.

The objective is to enlarge the scope of existing Research & Innovation cooperation between China and the European Union, open avenues for new EU-China collaboration and strengthen bilateral relations, and make new contacts among the local research researchers. Overall, it is hoped that the campaign will help boost visibility of European Research and Innovation collaboration with China and position Europe as THE strong partner for China in these fields.

The Tour of China 2014 consists in a series of seminars and visits to present the opportunities offered by Europe to Chinese researchers and innovators to work on Research & Innovation projects with European partners through funding instruments made available by the EU Member States and the European Commission, including mobility schemes.

On this occasion, Beijing-based EU Science & Technology Counsellors or Attaches posted across China visit together top Chinese cities in terms of Research and Innovation. They spend one to two days in each city to visit research institutions and universities, engage with local authorities and spread information on their collaborative Research & Innovation programmes through seminars and presentations followed by Q&A sessions.

With the Horizon 2020 international cooperation strategy moving from a project level cooperation to a programme level approach there is a potential to work with China as an equal partner and to develop EU-China R&I cooperation which is substantial, balanced and based on shared definition of strategic objectives and content of activities.

In Horizon 2020 there is no more automatic funding for participants from China (and other BRIC countries), therefore alternative funding instruments will need to be considered by the Chinese side, for instance through their national or provincial / municipal programmes or through the budgets of universities, academies and research centres (public and private, including companies).

In each targeted city chosen by the EU MS and the EU Delegation, a workshop is organised by one of the EU MS or the EU DEL ("event coordinator") together with local Authorities. The workshop consists of a short opening session presenting Europe, followed by presentations from the EU MS represented, the EU DEL / S&T Section and EURAXESS Links China, and concluded by a Q/A session. It is a half-day workshop preceded or followed by a lunch / dinner with local Authorities and a "social event" with participants when possible.

In order to save time, we decided to cluster cities where events are organised. The first one (Chengdu, Kunming) is the subject of this mission report.

Stop 1: Chengdu (6 May 2014)

France (Ms LIU Hui, French Embassy Beijing) coordinated the preparation of the event. It was organised with / at the Institute of Mountain Hazards and Environment, Chinese Academy of Sciences.

The event started with the welcome note of the vice-president of the CAS Chengdu Branch ZHAO Yongtao, followed by an opening speech of the French General Consul, Mr Olivier VAYSSET. Consecutive interpreting was organized in order to make participants’ understanding smoother. LIU Hui, the French Embassy coordinator, introduced firstly a short presentation on European Union in Chinese – basic facts on the entity as well as its S&T basics.

As regards our presentations, several member states prepared their presentations on research and innovation structure and opportunities: First the Czech Republic (Mr Ladislav GRANER, Head of Czech Trade in Chengdu), France (LIU Hui, French Embassy), Austria (Birgit MURR, Science Counsellor Austrian Embassy), Finland (Jarmo HEINONEN, Head of Tekes Office, Shanghai), and the UK (Lina XIE, S&T British Embassy Beijing). I presented Horizon 2020 and the last presentation was carried out by Andrea Strelcova, EURAXESS Links China. All the PPTs are posted on our website.

The presentations were followed by a Q/A session with the audience of about 100 people. Afterwards we had lunch with senior personnel from the CAS institutes in Chengdu. It was also very worth noting that, thanks to the efforts of the organisers participants were from a few CAS institutes and companies in Chengdu. After the lunch and coffee, a second part of the info day took place, with presentations by representatives of local institutions: Institute of Mountain Hazards and Environment (IMHE), Chengdu Institute of Biology, Chengdu Information Technology Institute, Chengdu Organic Chemicals Co. Ltd, Chengdu Documentation and Information Centre. After the presentations, we were taken to a tour around the premises: we visited a laboratory of the IMHE where researchers simulate landslides and mountain dangers, and at the end of our day, were taken to an exhibition which documents the history of the IMHE institutes as well as mountain science in China.

Stop 2 – Kunming (7 May 2014)

The next day’s event in Kunming was organized with the support of the Kunming Institute of Zoology of CAS. The format was similar to the event in Chengdu, albeit on behalf of the member states, the participation was somewhat less numerous - only France and Finland took part.

After the welcome speech by the Institute’s President WANG Qingli, LIU Hui again had a short presentation as an introduction to the European Union in Chinese. Afterwards, she presented France research and innovation landscape. Afterwards, Finland’s presentation was carried by Jarmo HEINONEN. Next presentations followed - by me and Andrea Strelcova from Euraxess Links China followed, with the same PPT as in Chengdu. Questions were asked after the presentations mainly on Horizon 2020.

The fact that the number of the participants was not so high (about thirty) was compensated by the fact they all were senior members of staff from various CAS institutes and higher education institutions in Kunming – Kunming Institute of Zoology, Kunming Institute of Botany, Yunnan University, Yunnan Agricultural University, Yunnan Observatories, Yunnan Academy of Biodiversity in Southwest Forestry University. Representative of each of them gave a short presentation on their facilities, main research fields, objectives and international partners. They all expressed the wish to intensify the research collaboration with Europe – the issue of how to bring in more European researchers to Yunnan was widely discussed.

Before the departure to the airport, we were given a short guided tour around a museum of the institute - the Kunming Natural History of Zoology.

Conclusions:  Very positive start of the "Tour of China" 2014  Excellent organisation and a lot of interest from the participants  Next stops of the "Tour of China" 2014: Hefei, Shanghai and Suzhou, 21 – 23 May  Lessons learnt: o EU MS and EC presentations might be more 'attractive' and easier to understand if delivered in Chinese. Therefore the Science Counsellors should attend, say a few introductory words, answer questions but could let their Chinese assistants present the funding schemes in Chinese language. o Some PPTs of some EU MS do not still include translation in Chinese (it was agreed that on each slide each line in a slide in EN is followed by its translation in CN) o Our PPT should include some reference to ERASMUS+ for mobility of undergraduate students (some are attending our seminars)

Cluster 2: Hefei, Shanghai, Suzhou, 21 -23 May 2014

Stop 1: Hefei (21 May 2014)

The UK (Mr Tim STANDBROOK, Science and Innovation Counsellor at the British Consulate General in Shanghai, and his local colleagues Cathy XU and Sophia ZHAI) coordinated the overall preparation of the event. The day was organised with / at the University of Science and Technology in Hefei.

The University of Science and Technology is located in Hefei, the capital of Anhui province. The USTC is one of top Chinese universities. It is under direct management of CAS. It was founded in 1958 in Beijing, but moved to Hefei during the Cultural Revolution. It is one of the hot spots of Science and Technology in China, with a focus on physic and nuclear science.

We received a warm welcome, with a number of relevant stakeholders in the audience. The event started with the welcome note of the vice-president of the University of Science and Technology CHEN Chusheng. Afterwards, Mr Tim Standbrook from the British Consulate introduced firstly a short presentation on European Union, containing basic facts about the entity as well as S&T strengths, as a brief introduction to the event.

As regards our presentations, several member states prepared their presentations on research and innovation structure and opportunities: France (Mr Valentin ROGER, S&T Attaché at the French Consulate, Shanghai), the Netherlands (Sam LINSEN, S&T Officer, Dutch Consulate, Shanghai), Austria (Helmut SPITZL, S&T Attaché, Austrian Embassy), and the UK (Tim Standbrook, Science and Innovation Counsellor at British Consulate Shanghai). I presented Horizon 2020 and the last presentation was carried out by Andrea Strelcova, EURAXESS Links China. All the PPTs are posted on our website.

The presentations were followed by a Q/A session with a large audience of about 150 people. Afterwards we had lunch with senior personnel from the USTC. During the lunch, we had a further chance to exchange opinions with the Vice-president of the University and other senior research personnel. During the afternoon part of the info day, we were given the opportunity to have a tour around two national laboratories of CAS. First, we visited the Hefei National Synchrotron Radiation Laboratory at the West Campus of the University. It is currently under reconstruction though, and will be again fully operational in autumn. Second, we were shown around the National Laboratory for Physical Science at the Microscale, at the East Campus of the university (there are four campuses around the city of 7 million inhabitants)

Before our departure, the university organized a meeting with local key personnel various research institutes and faculties. Some of them already boast a strong experience in research and innovation with the European Union through FP7 and collaboration in the ITER project in nuclear fusion.

Stop 2 – Shanghai (22 May 2014)

The next day’s event in Shanghai was organized with the support of the local branch of CAS. The format was similar to the event in Hefei, with more Member States taking part.

Hungary, mainly Ms Ágota REVESZ, took charge of the overall coordination of the event.

After the welcome speech by the Shanghai Branch of CAS Vice-President, Hungarian Consul General Mr Pal SCHMIDT delivered a short presentation as an introduction to the European Union. Afterwards, several member states followed: Czech Republic (Mr Aleš ČERVINKA, Czech Trade, Shanghai), Denmark (Rasmus BJORNO, Innovation Denmark), France (Valentin ROGER, S&T Attaché, Shanghai), Italy (Plinio INNOCENZI, S&T Counsellor, Italian Embassy), Hungary (Ms Ágota REVESZ, Consul for Culture and Education, Consulate General of Hungary), the Netherlands (Mr Sam LINSEN, S&T Officer, Dutch Consulate), Austria (Mr Helmut SPITZL, S&T Attaché, Austrian Embassy) Finland (Jarmo HEINONEN, Head of Tekes Office, Shanghai). The number of the participants was not as high as in Hefei; the event attracted about 50 people. In the afternoon, the local organizers gave us a tour around state-of-the-art facilities in Shanghai. We were taken to the Zhangjiang Hi-tech Park (at the CAS Shanghai Pudong Science and Technology Park) to visit three of the most advanced research institutions of CAS in Shanghai. Firstly, we visited the Shanghai Synchrotron Radiation Facility (similar lab as in Hefei, albeit bigger, seemingly more modernised and in full working condition). The synchrotron was opened in 2009, and currently has seven operational beamlines.

Secondly, we were taken to the Shanghai Advanced Research Institute (SARI), and were given a short presentation on their facilities, main research fields, objectives and international partners, by the deputy director of the International Cooperation of SARI, Mr LIU Jianzhou.

The last stop of the afternoon was Shanghai Institute of Materia Medica, where we learned about the work in health, and with Prof. YE Yang, Deputy DG, engaged in a lively discussion of how to bring in more European researchers to China and facilitate researchers’ lives and entry condition also from Europe to China and the other way around.

Stop 3 – Suzhou (23 May 2014)

The next day’s event in Suzhou was organized with the support of SINANO (Suzhou Institute of Nanotech and Nano-Bionics). The format was similar to the event in Hefei and Shanghai, with a numerous participation of Member States.

This time, the overall coordination of the event was in the hands of Austria, represented by Mr Helmut SPITZ.

After the welcome speech by the SINANO Vice-Director, Prof. CHEN Liwei, we heard a short presentation as an introduction to the European Union by the Austrian representative. Afterwards, several member states’ presentation followed: France (Valentin Roger, S&T Attaché, Shanghai), the Netherlands (Mr Sam LINSEN, S&T Officer, Dutch Consulate), Finland (Jarmo HEINONEN, Head of Tekes Office, Shanghai) and Austria (Mr Helmut SPITZL, S&T Attaché, Austrian Embassy). Next presentations followed - by me and Andrea Strelcova from Euraxess Links China followed, with the same PPT as in Hefei and Shanghai.

The event attracted about 50 participants from SINANO. In the afternoon, the local organizers gave us a tour around the Suzhou Industrial Park to introduce the state-of-the-art facilities at the outskirts of Suzhou. Invested by Singaporean government in the 1990’s, the SIP is an important spot for nanotechnologies. It is home to about 700,000 people and spreads around 288 ha.

Apart from the facilities of SINANO Institute itself, which we were shown around in the morning, we also got the chance to visit BioBay, a high-tech incubator for start-up companies in life sciences. We were greeted by Mr Michael YIN, a representative of the local S&T committee of SIP. The conversation revolved around the introduction of BioBay, their facilities for companies, their established international cooperation channels, and their openness to foreign companies.

Conclusions:  Excellent continuation of the "Tour of China" 2014, in Hefei and also in China’s most developed regions of Shanghai and Suzhou,  Excellent organisation and a lot of interest from the participants  Also very interesting for us to visit the hotspots of Chinese science and innovation  Next stops of the "Tour of China" 2014: Xiamen, Guangzhou and Shenzhen, 23 - 25 June

Cluster 3: Xiamen, Shenzhen, Guangzhou, 23 -25 June 2014

Stop 1: Xiamen (23 June 2014)

The EU Delegation ST&E section coordinated the overall preparation of the event. The day was organised with / at the CAS Institute of Urban Environment (IUE), located in Xiamen, Fujian Province.

The day started with the presentations given by the European delegates. Were present in Xiamen the following Member States: France (Mr. Erwann Lompech, Science Attaché at the French Consulate, Guangzhou), the Netherlands (Mr. David Pho, S&T Attaché, Dutch Embassy), Austria (Mr. Helmut Spitzl, S&T Attaché, Austrian Embassy), Italy (Mr. Plinio Innocenzi, S&T Counsellor, Italian Embassy), Malta (Mr. Etienne Micallef, First Secretary, Embassy of the Republic of Malta), the UK (Mrs. Ming Liu, Head of Science and Innovation Team British Consulate General, Guangzhou). I presented Horizon 2020 and the last presentation was carried out by Mr. Jacques de Soyres, EURAXESS Links China.

After lunch, we were given the opportunity to have a tour around several laboratories within the institute working on fouling-resistant membranes and on bio-electric water treatment respectively.

Following the visit of the labs, we had a further chance to exchange opinions with Principal Investigators of the institute during a round-table meeting during which the opportunities offered for international collaborations both at the Member States and at the European Union (in particular through H2020) levels were emphasized. The Chinese side expressed a great interest in the existing seed programmes funding establishment of first contacts between European and Chinese researchers to explore potential for new partnerships. In this perspective, the EURAXESS initiative and its services and activities in China helping and supporting those new collaborations also draw a lot of interest from Chinese interlocutors. An invitation to European researchers to attend a workshop organised at the institute next October was already handed by on of the PI’s present at the meeting.

Stop 2 – Shenzhen (24 June 2014)

The next day’s event in Shenzhen was organized by Mrs. Hortenzia Hosszú, S&T First Secretary, Embassy of Hungary, in collaboration with the CAS Shenzhen Institute of Advanced Technology (SIAT) which hosted the seminar and the side meetings.

The event started with a meeting with senior personnel from SIAT as well as from the Shenzhen S&T Commission, represented by its deputy-director Mrs. Ye Ying, and representatives of Shenzhen University.

After the welcome speech by Mr. Lv Jiancheng, deputy director of SIAT, Mr. Bi Yalei, director assistant and director of the Department of Business Development, gave a brief presentation of SIAT.

SIAT is a joint institute under CAS, the Shenzhen municipality and the Hong Kong Chinese University. SIAT’s main component divisions include the Shenzhen Institute of Advanced Integration Technology (SIIT), the Institute of Biomedical and Health Engineering (IBHE), the Institute of Advanced Computing and Digital Engineering (IACDE), the Institute of Biomedicine and Biotechnology (IBB) and the Guangzhou Institute of Advanced Technology (GIAT), as well as the National Engineering Laboratory of Biomedical Informatics and Healthcare and the National Engineering Laboratory of High-density Integrated Circuit Packaging Technology. It is also home to five key labs and platforms at the provincial level and 18 key labs and platforms at the municipal level. SIAT’s staff has dramatically increased from five in March 2006 to over 1,200 in June 2013, as well as more than 800 students. Its annual budget increase by around 40% in average year on year, and has reached 6 Billion RMB (tbc) in 2013. It has a national significance and has established partnerships with more than 500 firms. Mr. Bi mentioned the fact that around 50 foreign and visiting professors were currently active at SIAT. Mr. Lv stressed the fact that the institute enjoys many contacts and collaborations with US researchers, while the relation with Europe is so far limited to officials and administrative representatives more than actual researchers and research institutions.

After this first introductory meeting, more staff from SIAT came to listen to the presentations given by the European Delegates. Around 50 people listened to presentations given by France (Mr. Christophe Bonte, Science Attache, French Consulate in Guangzhou), the Netherlands (Mr. Jan Reint Smit, S&T Counsellor, Dutch Embassy), Austria (Mr. Helmut Spitzl, S&T Attaché, Austrian Embassy), Italy (Mr. Plinio Innocenzi, S&T Counsellor, Italian Embassy), Malta (Mr. Etienne Micallef, First Secretary, Embassy of the Republic of Malta), Hungary (Mrs. Hortenzia Hosszú, S&T First Secretary, Embassy of

Hungary). I presented Horizon 2020 and the last presentation was given by Mr. Jacques de Soyres, EURAXESS Links China. A short presentation as an introduction to the European Union was first given by the Hungarian representative.

Mr. Bi Yalei expressed interest in the possibility, in the framework of EURAXESS activities, to organize events gathering European and Chinese researchers together to explore collaboration opportunities and suggested to hold such meetings in Shenzhen in the future, for example at the occasion of the annual Shenzhen Science Fair which brings together thousands of research and innovation stakeholders from different countries every year in Autumn.

The Q&A session was cut short and all the participants proceeded to the lunch venue for a quick lunch during which European delegates could exchange casually with staff of SIAT.

The lunch was followed by a presentation of the Beijing Genomics Institute, established in 1999 in Beijing and which headquarters’ have been relocated to Shenzhen in 2007 as the first citizen- managed, non-profit research institution in China. BGI is now a world leader in genomics and is active worldwide, including in Europe. After this presentation, the European Delegates were brought to various labs within SIAT, showcasing the impressive equipment available to researchers at the institute, as well as some of the key projects carried out within SIAT.

The discussion held at SIAT was very friendly and oriented towards practical ways of collaboration. SIAT appears, be it by its size, the scope of its financial and human resources, the high level of its research or its apparent openness to international exchanges and to industry, as a potentially interesting institutional contact point and partner to promote Europe and develop EU-China R&I cooperation in the strategic Pearl River Delta region and south of China.

Stop 3 – Guangzhou (25 June 2014)

The next day’s event in Guangzhou was organized by the S&T office of the French Consulate in Guangzhou with the support of the Guangzhou Institute of Geochemistry, Chinese Academy of Sciences (GIGCAS).

The info day started with a presentation of GIGCAS given to the European delegates by GIGCAS deputy director Dr. ZHANG Gan. GIGCAS has 250 staff, including 180 researchers. However, counting in the PhD candidates and students, around 1000 people are active on the campus of the institute. The institute is mainly active in resources and solid earth sciences, as well as in environmental sciences. It has 4 departments, including 2 national state key laboratories (one on organic geochemistry and one on isotope geochemistry), and 2 CAS key laboratories (working on mineralogy and metallurgy, as well as on sea geology and environment).

The institute features top-notch equipment. In 2014, total investment on instrument reached around 30 million euros. In 2013 the institute’s research budget was 18 million euro (100k euro/per cap of research staff).

GIGCAS has around 400 papers published every year, and has developed international collaborations with various partners around the world. Partnerships with Europe have increased over the past years, thanks to contact established by Chinese researchers and PIs during previous study stays in Europe. Countries part of recent active collaborations with GIGCAS include: the Czech Republic, France, Germany, the Netherlands, Norway, Spain, Sweden, Switzerland and the UK.

After this very clear introduction, the European delegates were taken on a short tour of GIGCAS and its laboratories and were shown some of the most significant instruments acquired by the institute, including for example a 3 million euros mass spectrometer recently bought from French producing company COMECA.

Once the visit completed, the actual info session started in front of an audience of around 100 researchers from GIGCAS as well as from other institutes and universities based in Guangzhou.

I presented Horizon 2020 and the last presentation was given by Mr. Jacques de Soyres for EURAXESS Links China. The presentations were followed by a Q&A session and a networking buffet lunch offered by the French Consulate in Guangzhou S&T service.

Conclusions:  Excellent continuation of the "Tour of China" 2014, in Xiamen as well as in the very active, financially strong and relatively more internationalized Pearl River Delta region (Shenzhen and Guangzhou).  Excellent organisation and a lot of interest from the participants  The CAS institutes in Guangzhou and Shenzhen appeared to benefit from a strong support (including financial support) from the local authorities allowing them to pursue ambitious development objectives (both in terms of research equipment and human resources)  The opportunity in Shenzhen to organize events gathering European and Chinese researchers together to explore collaboration opportunities on the occasion of the annual Shenzhen Science Fair which brings together thousands of research and innovation stakeholders from different countries every year, should be sized to promote Horizon 2020 to a large audience.
