About the Institute

A forum for public and private decision makers The Institute’s goal of consensus building among regional leaders, both elected and nonelected, is fulfilled by its unique ability to gather decision makers around the table and act as a non-partisan catalyst for public policy discourse. The facilitation of dialogue among public officials and other community leaders guides the Institute’s programming and its deliverables, which examine and seek to address regional economic, social, and political issues within local, state, and national contexts.

Access to expertise and research The Institute provides regional elected officials and foundation, community, and business leaders with access to the many academic resources of the University of Pittsburgh and other area universities and strives to apply these resources to affect regional policy outcomes.

Student involvement The Institute enables University of Pittsburgh students to gain valuable insights into the political process as well as the challenges and rewards of public service. In 2015, the Institute strengthened its student programming with the launch of the Elise Hillman Civic Forum, an initiative designed to help bring young people and the community together to fuel progress in the Pittsburgh region while reflecting the generosity and humanity Elise Hillman displayed throughout her life.

Vision The Institute of Politics will be recognized as the region’s most effective partner in the development of enlightened public policy that promotes the vitality of Western to the benefit of individuals, institutions, and businesses.

Mission The Institute of Politics delivers timely information about the great issues affecting our region to elected officials and community leaders—and the public they serve—and provides a non-partisan forum where that knowledge and associated diverse viewpoints are discussed, digested, enriched, and applied to the goal of promoting an improved quality of life, government efficiency, and economic vitality in Western Pennsylvania.

Elected Officials Retreat Statement of Purpose The March 7, 1997 Institute of Politics Board of Fellows meeting produced a request that the University of Pittsburgh host a retreat for public officials from different levels of government in Western Pennsylvania. Its principal purpose is to provide an informal forum for the discussion of strategies to address regional issues. The meeting also aims to enhance professional relationships among the participants.

Retreat Overview Welcome to the 22nd annual Elected Officials Retreat! We are so pleased that you will be with us for “Democracy in America: Responding to Challenges and Change in Government, Society, and Work.”

Pitt’s Institute of Politics has been making distinctive contributions to the work of elected officials and other civic leaders in our home region for almost 30 years, principally by providing opportunities for the consideration of critically important policy issues in a nonpartisan forum. Our annual Elected Officials Retreat, cosponsored by the Office of the Chancellor, provides particularly rich opportunities for both substantive discussion and personal interaction in an off-the-record setting. The goal of the retreat is to encourage dialogue on critical regional issues and open the lines of communication among elected officials from different levels of government and other community leaders.

The framework for this year’s Retreat will be the landmark work Democracy in America by Alexis de Tocqueville. Written over 180 years ago, Democracy in America has long been considered one of the greatest books ever written about America, and it has surprising relevance and resonance today. Adam Cohen from the New York Times recently noted that the work is “both an appreciation for American democracy and a cautionary tale about its fragility.” This retreat will explore many of the principles that De Tocqueville – and many others, before and since – have believed are essential to the American concept of democracy, including work, the rule of law, and protection from the tyranny of the majority.

To open our program, we will revisit the topic of work, which always has been central to the successful pursuit of the American dream. Sree Ramaswamy, partner in the McKinsey Global Institute, will discuss the thought-provoking report that he co-authored, Can Manufacturing Make It In America?, as well as his even-more-recent paper, “Creating an Effective Workforce for the New Economy.” Our second speaker will be Carnegie Mellon’s former Provost Mark Kamlet, who will share his insightful perspectives on “automation, the future of work, and the new American dream.”

We will close the Thursday afternoon session with a presentation by Lilliana Mason from the University of Maryland. Her book, Uncivil Agreement: How Politics Became our Identity, released earlier this year, provides a psychological framework for considering the polarization that, while identified by many as a current problem in America, remains a puzzle in terms of its source and solution. After dinner, Pittsburgh-based author, journalist and national television commentator Salena Zito will continue this conversation through the lens of her recent book, The Great Revolt: Inside the Populist Coalition Reshaping American Politics, which has attracted national attention for its distinctive insights, gathered from extensive in-the-field interactions with American voters.

On Friday morning, we will be privileged to host both Michael Rich, President and CEO of the RAND Corporation, and Jennifer Kavanagh, Associate Director of RAND’s Strategy, Doctrine, and Resources Program. They are the coauthors of Truth Decay: An Initial Exploration of the Diminishing Role of Facts and Analysis in American Public Life. For those who have long been committed to decision-making grounded in evidence – a central tenet of the Institute of Politics – any such shift must be viewed as troubling.

Then, from his perspective as a centrist, former Pennsylvania Congressman Jason Altmire will offer thoughts on the critical topic addressed in his book, Dead Center: How Political Polarization Divided America and What We Can Do About It. Closing the program will be Ryan Clancy, the Chief Strategy Officer for “No Labels,” the nonprofit group whose work led to the creation of the Congressional Problem Solvers Caucus. Recently, the No Labels group launched a “Break the Gridlock” initiative that is challenging, through bipartisan legislation, the rules that enable Congressional leaders to unilaterally block the consideration of bills that likely would attract the support of a bipartisan majority.

We also are pleased to honor the winners of the 2018 Moe Coleman Awards, Laura Ellsworth from the Jones Day law firm, Saleem Ghubril from the Pittsburgh Promise, and Aradhna Oliphant from Leadership Pittsburgh. Each of these honorees has led a life committed to community service and has played a major role in improving the quality of life in this region. We look forward to highlighting their inspiring examples at various points throughout the program.

We at the Institute believe that our region has an important role to play in shaping the future of democracy here in Pennsylvania. We welcome, encourage, and look forward to your involvement in that conversation.

Coleman Award Winner Biographies

Laura Ellsworth Laura Ellsworth is Jones Day's first Partner-in-Charge of Global Community Service Initiatives, spearheading the Firm's rule of law initiatives around the world. In her litigation practice, she has handled landmark public nuisance cases, multijurisdictional product liability matters, the largest health care bankruptcy of its time, and nationwide qui tam cases. Laura's commercial litigation work repeatedly has been recognized in Best Lawyers in America, Chambers, and Super Lawyers, and she was named one of Pennsylvania's top female litigators by the Legal Intelligencer. She served on the Local Rules Advisory Committee for the United States District Court for the Western District of Pennsylvania and in 2013- 2014 was co-chair of the Federal Judicial Selection Committee for the Western District of Pennsylvania. She served as Partner-in-Charge of the Pittsburgh Office from 2003 to 2015.

Laura has been active in civic and community affairs, serving on the board and executive committee of the Allegheny Conference on Community Development and chair of the Greater Pittsburgh Chamber of Commerce, chair of the Youth Policy Council, vice-chair of the Three Rivers Workforce Investment Board, and past chair of the United Way Women's Leadership Council. She was named by Governor Rendell as one of the Top Businesswomen in Pennsylvania and was appointed by Governor Corbett to serve on the boards of the Pennsylvania State System for Higher Education, the Pennsylvania Council on Privatization and Innovation, and the Pennsylvania Council on the Arts. She served on the boards of Magee-Women’s Research Institute & Foundation (leading their $100 million global campaign), Imani Christian Academy, the Heinz History Center, F.N.B Corporation, Waynesburg University, The Duquesne Club, the McCune Foundation, and the University of Pittsburgh Institute of Politics. She previously served on the boards of the Pennsylvania Economy League, YMCA of Greater Pittsburgh, the Pittsburgh Zoo and PPG Aquarium, the Pittsburgh Public Theater, and Neighborhood Legal Services. She also served on many advisory boards, including A+ Schools and the Chatham Center for Women in Politics. Laura has taught law classes in inner-city schools and conducted two Lawyers Without Borders programs in Nairobi, Kenya, before lawyers, prosecutors, and judges.

Laura's civic contributions have been recognized in the 2013 CCAC Educational Foundation Outstanding Lifetime Achievement Award, the 2013 ATHENA Award, the 2014 Pittsburgh Business Times BusinessWomen First Award, the 2014 Pennsylvania Diversity Council's Most Powerful & Influential Women Award, the 2016 Carlow University's Women of Spirit Award, the 2016 Legal Intelligencer's Lifetime Achievement Award, and named a 2017 Lawyer of the Year by Best Lawyers in America. In 2015, she was named #20 among the 50 Most Powerful People in Pittsburgh.

Saleem Ghubril Saleem Ghubril, Executive Director, The Pittsburgh Promise, is a passionate advocate for children and for the City of Pittsburgh. An ordained Presbyterian minister, he has devoted his life to serving the people of his community through outreach and education programs.

In 1985, Saleem founded The Pittsburgh Project, a community development organization that provides free home renovations to hundreds of vulnerable seniors each year. It also mentors, educates, and deploys thousands of youth in meaningful volunteer community service. Saleem led The Pittsburgh Project until 2008, when he assumed the leadership of The Pittsburgh Promise.

The Pittsburgh Promise works for a future where:

• all urban youth are equipped to reach post-secondary success, • all public schools serve all children excellently, • Pittsburgh is flourishing in all its neighborhoods, • and our workforce is widely diverse and highly skilled to advance a region that is good and just for all.

In the last 10 years, The Pittsburgh Promise has sent more than 8,100 urban youth to college and provided them with over $120 million in scholarships.

Saleem is the volunteer pastor of the Mosaic Community Church in Pittsburgh. He also serves on the boards of The Buhl Foundation, Vibrant Pittsburgh, and the World Affairs Council of Pittsburgh.

Aradhna Oliphant Aradhna Oliphant is President and CEO of Leadership Pittsburgh Inc. (LPI), the premiere resource for community leadership identification, connection and development in Southwestern Pennsylvania. LPI seeks to strengthen regional leadership through programs, partnerships and connections. During its 30- year history, Leadership Pittsburgh Inc. has produced over 2,400 informed and engaged leaders and linked them with opportunities to help serve our region.

Prior to joining LPI in December 2004, Aradhna served as the Program Officer of The Forbes Funds, a supporting organization of The Pittsburgh Foundation. There, she led the grant-making and sector- leadership activities of the Funds with a focus on enhancing the management capacity of human service and community development organizations. Aradhna was the Executive Director of The Children’s Festival Chorus (CFC) of Pittsburgh from 2000-2003. Before moving to Pittsburgh in 1999, Aradhna led an arts organization in Princeton, New Jersey, and taught as an adjunct professor of management and psychology at both Rider University and the College of New Jersey.

Deeply committed to community building, Aradhna is actively engaged with the academic, public policy, corporate and nonprofit sectors. She serves on numerous boards and advisory boards including the national Association of Leadership Programs, Chatham University, The Pittsburgh Parking Authority, and Thornburgh Forum at the University of Pittsburgh, among others. She was invited by Pennsylvania’s then Governor-Elect Tom Wolf to serve on the steering committee that oversaw the work of the transition teams, the Chancellor of University of Pittsburgh for The Chancellor’s Committee on City-County Effectiveness and Efficiency, and by the Allegheny Conference on the Pittsburgh 250 Commission. Aradhna is proud to be a member of the National Security Seminar of the U.S. Army War College. In 2015 she was appointed as a Commissioner for the County Government Review Commission that is constituted once every ten years to review Allegheny County’s structure and make recommendations. 2018 Elected Officials Retreat | 9

Aradhna serves as the President of International Women’s Forum of Pittsburgh and is a proud graduate of Leadership Pittsburgh XVIII – an experience that truly anchored her in the region. She was recognized as one of our region’s top “40 Under 40” in 2002, honored as a “Fast Tracker” by the Pittsburgh Business Times in 2005, received the top 25 Women in Business Award from the Pittsburgh Business Times in 2009, honored as a Woman of Distinction by the Girl Scouts of Western Pennsylvania in 2011, and by the Crohn’s and Colitis Foundation in 2013. In 2015 the Pittsburgh Magazine recognized Aradhna as one of the top 25 most influential people in the region and in 2018 The Pittsburgh Business Times gave her the Outstanding CEOs Award. Also in 2018 she was recognized for her entrepreneurial spirit in support of veterans by the Institute of Veterans and Military Families at Syracuse University. She was invited to deliver the Commencement address and has received honorary doctorates from two universities: Robert Morris University in 2016 and Waynesburg University in 2017. She has been featured in various print and online publications and her writing for the Pittsburgh Quarterly won the regional Golden Quill in 2009. In recognition of her unwavering commitment to community service the Institute of Politics at University of Pittsburgh awarded her the prestigious Moe Coleman award in 2018. Aradhna is a frequent guest speaker on leadership and regional issues including at a recent TEDxPittsburgh.

Born and raised in India, Aradhna holds an MBA from Rutgers University and an MA in Psychology from Bhopal University. Her family resides in the Pittsburgh neighborhood of Squirrel Hill.

Speaker Biographies

Jason Altmire Former Congressman Jason Altmire literally wrote the book on breaking through polarization in Washington, D.C. During his three terms in the United States House of Representatives (2007-2013), Altmire was a bipartisan centrist known for working with both sides of the aisle, which led to an extraordinary record of legislative success. He spoke on the House floor more than 200 times, had 29 of his legislative initiatives signed into law, went five and a half years without missing a single vote, and introduced a bipartisan bill that gained the most cosponsors of any congressional bill in American history. He also made international news by leading a rescue mission to Haiti following the devastating 2010 earthquake.

A business leader and nationally recognized expert on health care, Altmire has worked as a senior executive for large companies in both the hospital and health insurance industry. He has also been an adjunct professor at George Washington University, focusing on politics and policy. He earned a Master’s degree in Health Administration from George Washington University, and a Bachelor’s degree in Political Science from State University.

His critically acclaimed book, “Dead Center: How Political Polarization Divided America and What We Can Do About It,” discusses the causes and solutions to our nation’s epidemic of partisanship and polarization. The book received widespread media coverage and was featured in segments on Morning Joe, Fox and Friends, Meet the Press Daily, C-SPAN Washington Journal, and Bloomberg News, just to name a few.

Throughout his career, Altmire has been an active member of his community. He has served on more than two dozen boards and civic organizations from the local to the national level. He currently serves on the Board of Trustees of , and as the Co-Chair of the National Commission on Political Civility and Effective Governance.

Ryan Clancy Ryan Clancy is chief strategist for No Labels. He is a senior communications strategist with over 15 years of experience crafting messages at the highest levels of business, government and philanthropy. He has helped some of the world’s most respected leaders and organizations tell their story: writing keynote speeches for the Vice President of the United States, the U.S Commerce Secretary and the U.S. Ambassador to China; co-writing a book for an international pop superstar; developing narratives and content strategies for Fortune 500 companies and investor pitches for start-up companies and entrepreneurs; and advising political reform groups on all facets of communications strategy.

Patrick Gallagher As the University of Pittsburgh’s 18th chancellor, Patrick Gallagher directs one of the nation’s premier public institutions for higher education and research. In this role, Gallagher oversees a community of more than 34,000 students at 16 undergraduate and graduate schools across five distinct campuses. He

also supports the work of more than 13,000 faculty and staff members who are committed to advancing the University’s legacy of academic excellence, community service and research innovation.

Under his leadership, Pitt has strengthened its status as one of the nation’s premier public institutions for higher education and research, including being named the top public university in the Northeast by the Wall Street Journal and Times Higher Education.

Prior to his installation at Pitt, Gallagher spent more than two decades in public service. In 2009, President appointed him to direct the National Institute of Standards and Technology. While in this role, Gallagher also served as acting deputy secretary of commerce before leaving for Pitt in the summer of 2014.

Today, Gallagher serves as the chair of Internet2 and is active on a number of boards and forums, including the NCAA Division I Presidential Forum, the Allegheny Conference on Community Development and the United Way of Southwestern Pennsylvania. He has also completed terms on a wide range of community boards and committees, including President Obama’s 12-person Commission on Enhancing National Cybersecurity in 2016.

Gallagher holds a PhD in physics from the University of Pittsburgh and a bachelor’s degree in physics and philosophy from Benedictine College in Kansas.

Mark Kamlet Mark Kamlet is University Professor of Economics and Provost Emeritus. He served as Carnegie Mellon University’s provost (chief academic officer) and executive vice president from 2000 to 2014. Prior to that he was Dean of the Heinz College for seven years. During his time as provost, CMU’s technology commercialization operations (which reported to him) were significantly revamped; two academic departments were created (Machine Learning and Biomedical Engineering); and the university established campuses and academic presences in Doha, Qatar; Kigali, Rwanda; Adelaide, Australia; Lisbon, Portugal; Silicon Valley; Los Angeles; and Washington DC. He earned a B.S. from Stanford in mathematics and an M.S. in mathematical statistics, as well as an M.A., and a Ph.D. in economics from University of California at Berkeley.

Jennifer Kavanagh Jennifer Kavanagh is a political scientist at the RAND Corporation and associate director of the Strategy, Doctrine, and Resources Program in the RAND Arroyo Center. Her research focuses on U.S. political institutions and public opinion and their implications for U.S. foreign and domestic policy. She also studies defense strategy and planning, military force posture, and U.S. military interventions. Her recent book, co-authored with RAND’s CEO Michael Rich, defines “Truth Decay” as the diminishing reliance on facts and data in U.S. political and civil discourse and describes its causes and consequences. Kavanagh is also a faculty member at the Pardee RAND Graduate School and has taught research methods courses as an adjunct professor at Georgetown and American University. While completing her Ph.D., she was a Department of Homeland Security fellow and completed a research internship at Lawrence Livermore National Lab.

Kavanagh graduated from Harvard University with a BA in government and a minor in the Russian language. She completed her Ph.D. in political science and public policy at University of Michigan. Her dissertation, "The Dynamics of Protracted Terror Campaigns: Domestic Politics, Terrorist Violence, Counterterror Responses" was named the best dissertation in the public policy subfield in 2010 by the American Political Science Association.

Lilliana Mason Lilliana Mason is assistant professor of Government and Politics at the University of Maryland, College Park, and author of Uncivil Agreement: How Politics Became Our Identity (University of Chicago Press).

She received her PhD in Political Psychology from Stony Brook University and her BA in Politics from Princeton University. Her research on partisan identity, partisan bias, social sorting, and American social polarization has been published in journals such as American Political Science Review, American Journal of Political Science, Public Opinion Quarterly, and Political Behavior, and featured in media outlets including the New York Times, , CNN, and National Public Radio.

Mason received the 2017 Emerging Scholar Award from the Political Organizations and Parties Section of the American Political Science Association (APSA). Her work has been supported by the National Science Foundation and the UMD Dean’s Research Initiative.

Mark Nordenberg Mark A. Nordenberg joined the faculty of the University of Pittsburgh School of Law in 1977. He quickly built a reputation as an outstanding teacher, and was the initial recipient of the School’s Excellence in Teaching Award and one of the first faculty members to receive the University-wide Chancellor's Distinguished Teaching Award. His area of academic specialty is civil litigation, and he has served as a member of both the U.S. Advisory Committee on Civil Rules and the Pennsylvania Supreme Court's Civil Procedural Rules Committee. He holds the special faculty rank of Distinguished Service Professor of Law.

Early in his career, Nordenberg served the University as Dean of the School of Law and as Interim Provost. In 1995, he was elected Interim Chancellor by the University's Board of Trustees, and in 1996, following a national search, he was elected Chancellor. He served in that role until 2014, and under his leadership, the University achieved new levels of quality and impact on virtually every front. Undergraduate applications and the academic credentials of enrolled students soared; faculty and students regularly received the highest forms of national and international recognition; Pitt consistently ranked among the top U.S. universities in federal research awards; and the University successfully completed a $2 billion capital campaign.

Chancellor Emeritus Nordenberg has received many important honors. Among them, he has been named Pittsburgh’s Person of the Year by Pittsburgh Magazine and a History Maker by the Senator John Heinz History Center. To celebrate the remarkable progress achieved during his first decade as Chancellor, trustees, alumni leaders and other friends contributed $2.5 million to endow a chair in his name. In 2012, he was again honored when the Pitt Board of Trustees announced the naming of the

Mark A. Nordenberg residence hall and the creation of an endowed scholarship fund, already supported by more than $5 million in private donations, also bearing his name.

Nordenberg is a past Chair of both the Pittsburgh Council on Higher Education and the Pennsylvania Association of Colleges and Universities and served on the executive committee of the Association of American Universities. Nordenberg is an honors graduate of North Allegheny High School, Thiel College and the University of Wisconsin Law School. Reflecting his role as a leader in higher education, he has been awarded honorary degrees by Carnegie Mellon University, the Community College of Allegheny County, Duquesne University, LaRoche College and Thiel College, as well as the University of Pittsburgh.

Chancellor Emeritus Nordenberg now serves as Chair of the University’s Institute of Politics. For nearly thirty years, the Institute has provided a non-partisan forum for the consideration of policy issues of importance to the region by elected officials and other civic leaders. Among other topics, recent initiatives have addressed the changing face of poverty, the opioid addiction epidemic, incarceration policies and practices, and the plight of financially distressed municipalities.

Sree Ramaswamy Sree Ramaswamy is a Partner at the McKinsey Global Institute (MGI), McKinsey’s business and economics research arm. He leads research on the economics of digitization and the economics of multinational corporations. He is responsible for shaping MGI’s research initiatives, leading research on trends in competition, technology, and global forces influencing multinationals.

Sree is also a co-leader of MGI’s research on North America, and has authored reports and articles on the ongoing digital transformation of the US economy, on new investment opportunities, on opportunities and challenges for the NAFTA region, and the role of US multinational firms in the global economy. Sree is a frequent speaker at conferences, policymaker, business, and media roundtables, and media briefings on topics related to his core research and to MGI’s broader themes around global forces, technology, trade and investment, and the global and US economic outlook. His research is frequently cited in the Economist, Financial Times, Harvard Business Review, and Wall Street Journal among other publications.

Prior to joining McKinsey, Sree spent a decade in the US telecom and aerospace sector. He worked in regulatory affairs and engineering research for broadband satellite networks and holds three patents. He has an MBA and Master’s and Bachelor’s degrees in engineering and telecommunications. Sree is based in Washington, DC.

Michael D. Rich Michael D. Rich is president and chief executive officer of the RAND Corporation, a nonprofit, nonpartisan research organization that helps improve policy and decision making through research and analysis. For more than 40 years, Rich has helped RAND become a leading source of expertise, analysis, and evidence-based ideas in an increasingly complex and polarized policymaking environment. 14 | University of Pittsburgh Institute of Politics

Rich began his career at RAND as a summer intern in 1975, joining the organization full-time the following year as a researcher focused on U.S. national security issues. He has served in a variety of senior leadership positions at RAND and was instrumental in the creation of the RAND National Defense Research Institute, a federally funded research and development center that provides research and analysis to the Office of the Secretary of Defense, the Joint Staff, the Unified Commands, the Navy, the Marine Corps, the defense agencies, and the Intelligence Community. He also helped lead RAND's diversification and expansion into international markets—including the establishment of RAND Europe, the RAND Qatar Policy Institute, and RAND Australia.

Since becoming president and CEO in 2011, Rich has focused on extending the impact of RAND's work— challenging the organization to broaden its legacy of innovation and helping decision makers stay ahead of the curve on the issues that matter most. A champion of RAND’s commitment to help improve the quality of decision making, Rich co-authored a 2018 report titled Truth Decay that examines how the diminishing role of facts and analysis in American public life has caused an erosion of civil discourse and political paralysis, among other problems.

Throughout his career, Rich has also been an enthusiastic supporter of the Pardee RAND Graduate School, the world's largest Ph.D. program in policy analysis, where he has taught and advised graduate students and chaired numerous committees.

Rich serves on the governing boards and advisory committees of many policy and service organizations, including the Council for Aid to Education, the International Institute for Strategic Studies, the Los Angeles World Affairs Council, WISE & Healthy Aging, the Everychild Foundation, Santa Monica–UCLA Medical Center and Orthopaedic Hospital, and the UCLA Foundation. He is also a member of the U.S. Defense Science Board, the Council on Foreign Relations, and the California Bar.

Rich received his B.A. from the University of California, Berkeley, and his J.D. from the University of California, Los Angeles.

Salena Zito Salena Zito has held a long, successful career as a national political reporter. Born and bred in Pittsburgh, she worked for the Pittsburgh Tribune-Review for 11 years. She has interviewed every U.S. president and vice president since 1992, as well as top leaders in Washington, D.C., including secretaries of state, speakers of the House and U.S. Central Command generals. Her passion, though, is interviewing thousands of people across the country. She reaches the Everyman and Everywoman through the lost art of shoe-leather journalism, having traveled along the back roads of 49 states.

Salena joined the New York Post in September 2016. She acts as a CNN political analyst, and a staff reporter and columnist for the Washington Examiner.

She rarely misses Sunday dinner with her overly loud Italian Scots-Irish family. She is the mother of two adult children, a grandmother, an avid cyclist and hiker, a baseball fan and a U.S. history geek.

Program Criteria and Strategies The Institute of Politics committees and staff use the following criteria to develop publications and forums relating to key regional policy issues.

The Criteria • The two primary criteria for Institute programs are that they are planned, developed, and implemented with the involvement of elected officials and that there are policy outcomes. • A unique role of the Institute of Politics is to serve as a non-partisan catalyst to bring together elected officials from different levels of government, community and civic leaders, foundation, business and labor executives, and other stakeholders to freely discuss the critical policy issues facing our region. Thus, the Institute will conduct its business in a politically non-partisan environment where open, inclusive, candid, civil discourse is both promoted and valued. • The signature programming strategy of the Institute will continue to be to serve as a catalyst for regional policymaking. Unless otherwise determined by its governing structure, Institute sessions will be regional, intergovernmental, interdisciplinary, non-partisan, and off the record. • Effective policy discussions and desirable outcomes are dependent on an informed exchange of ideas rooted in up-to-date information that measures the region’s performance against best practices. To that end, policy committees will utilize available sources of regional data to inform their deliberations. • To ensure that Institute programs and publications meet the approval of its governing structure—Board of Fellows, Executive Committee, and Policy Committees—Institute strategies will be generated and fulfilled through this internal governing structure and the Institute staff. • The Institute hopes to achieve policy outcomes in the forms of public policy education, public discussion and dialogue, dissemination of publications, and dissemination of regional information to inform state and national policy development. All programs will be individually evaluated; an overall evaluation will be conducted periodically.

The Strategies • Educational Forums: In the form of seminars, conferences, retreats, and programs on substantive regional issues for elected officials and civic, community, and business leaders. • Federal, State, and Local Government Policy Sessions: Small-scale data-driven forums on policy issues facing the region. • Development of Policy Guidance Documents: A committee may determine that it makes good sense to research, produce and disseminate a policy guidance paper to inform the development of an education forum, a policy session, or pending legislation. • Task Forces and Subcommittees: Policy committees may determine that it is appropriate to meet on an ongoing basis to develop and refine particular policy issues relative to their committee prior to pursuing other Institute strategies.

• Continuing Briefing Sessions: These may be held in the case of a need to resolve specific issues arising from the Institute’s seminars. They may include committee members and other key stakeholders. • Programs for the General Public • Student Programming: To stimulate student interest and knowledge about elected officials and the region’s issues. • Publications: o Annual Report – Annual publication that summarizes the recent activities of the Institute. o Case Study – Through access to world-class academic resources, including archival collections and utilization of editorial boards, provides cutting-edge, research-based analyses of regional public-policy issues through the use of specific state and regional cases. o Policy and Research Reports – A comprehensive evaluation of a critical issue facing Southwestern Pennsylvania that includes federal, state, and regional data and research.
