Dated, Thiruvananthapuram, 16 th November, 2020 In exercise of the powers conferred by sub rule (1) of Rule 12 Kerala Panchayat Raj (Conduct of Election) Rules, 1995 and the Kerala Municipality (Conduct of Election) Rules,1995, and paragraph 5 of the Local Authorities Election Symbols (Reservations and Allotments) Order, 2017 State Election Commission hereby, elaborate the list of symbols, 2020 issued under Notification No. 278/2020/SEC dated 6th November, 2020 and published in the Kerala Gazette Extraordinary, No.2690 dated 6th November, 2020 in the following manner, namely :-

AMENDMENT

“*Ship-Allotted to Socialist Republican Party on priority basis” shall be inserted; (h) below the symbol and word “*Telephone- Allotted to Bharatiya Jana Shabdh (BJS) on priority basis” the symbol and words “*Tom Tom- Allotted to Anna Democratic Human Rights Movement Party of India on priority basis” shall be inserted; (i) below the symbol and word “*Umbrella- Allotted to Secular National Dravida Party(SNDP) on priority basis” the symbol and words “*Water Tap-Allotted to Communist Marxist Party (M.Ajeeb faction) on priority basis” shall be added; Office of the State Election Commission, V. Bhaskaran, Kerala, Thiruvananthapuram State Election Commissioner.

Explanatory Note

(This does not form part of the Notification, but is intended to indicate its general purport.) The Marxist Leninist Party of India (Red flag), Democratic Social Justice Party, Kerala Kamaraj Congress Party, Communist Marxist Party (M.V.Rajesh faction), Bharath Dharma Jana Sena Party, Bharathiya Sablok Party, Socialist Republican Party, Anna Democratic Human Rights Movement Party of India and Communist Marxist Party (M.Ajeeb faction) have applied for allotment of the symbols “Black Board”, “Camera”, “Cricket Bat”, “Inkpot & Pen”, “Pineapple”, “Pressure Cooker”, “Ship”, “Tom Tom” and “Water Tap” respectively for contesting elections to Local Self Government Institutions in Kerala. The other applicants, except Communist Marxist Party (M.V.Rajesh faction) and Communist Marxist Party, (M.Ajeeb faction) are registered unrecognized political parties as per Notification No: (1)F.No 56/93/LET/ECI/FUNC/PP/ PPS-1/2016/46, dated 11/09/2017, (2) F.No 56/370/2018/PPS-1/35, dated 14/08/2018, (3) F.No 56/66/LET/ECI/FUNC/PP/PPS- 1/2016/582, dated 28/05/2018, (4) F.No 56/204/2015/PPS-1, dated 21/04/2010, (5) F.No 56/2019/(IV)/PPS-III, dated 30/09/2020 vide Sl.No.2626,(ECI list dated 30/09/2020), (6) F.No 56/2019/PPS-III, dated 15/03/2019 vide Sl No.2072 (ECI list dated 15/03/2019), (7) F.No.56/241/2019/PPS-1/222 dated 16/07/2020 issued by the Election Commission of India. As regards of the Communist Marxist Party (M.V.Rajesh faction) and Communist Marxist Party (M.Ajeeb faction) the State Election Commission as per Proceedings No.B4/35598/2020/SEC, dated 02/11/2020 assigned symbols to the candidates of each of Political Parties as per rule 12 sub-rule (1A) of conduct of Election Rules, 1995. The above mentioned political parties are eligible to get preference in allotment of free symbols under Table IV, to independent candidates. Sub-rule (1) of rule 12 of the Conduct of Election Rules empowers the State Election Commission to publish a list of symbols and to elaborate or alter them for the purpose of assigning symbols to the contesting candidates by the Returning Officer. This Notification is intended to achieve the above object.
