GILGIT-BALTISTAN The cost of losses suffered by Gilgit-Baltistan war against terrorism is approx 10 Million Dollars. 3 SINDH As per PPO Sindh report, there is no detail of financial help received by the Sindh Government in this regard. KHYBER PAKHTUNKHWA Rs. 108.02 Millions were paid to killed / injured persons in the terrorist incidents. BALOCHISTAN The amount paid to martyred and injured is as under:ê Martyred Amount paid 284 Rs. 304 Millions Injured Amount paid 382 Rs. 68 Millions (approx) Details can be perused at Annex-D. GILGIT-BALTISTAN The Government of Gilgit-Baltistan has received negligible amount with regard to war against terrorism. 9 (e) the number of the said cases the investigation of which have not been completed so far and the reasons not completing the investigation ? Senator A. Rehman Malik: City Circle consists of 02 Police Stations i.e. Kohsar & Aabpara. In these 02 Police Stations during the last five years, 51 cases of Murder, 90 cases of kidnapping and 04 cases of Dacoity were registered. The detail is given at Annexure-A. (b) During the last five years, 225 accused persons were arrested in these cases. (c) Challans of 71 cases were submitted in the Courts of competent jurisdiction. Whereas, 45 cases were cancelled and 14 cases were not traced. (d) Twenty one (21) cases have been decided by the Courts of competent jurisdiction. The detail of punishment awarded to the culprits is mentioned at Annexure-A. (e) Fifteen (15) cases are still pending investigation and reasons attributed for non completion of investigation are as under:ê Unknown accused persons. ñ Incomplete bio-data/addresses of the accused persons. ñ Non availability of the åForensic Laboratory / expert opinion; etc.

14 Number two. I am amazed to see that forty three kidnapping cases, the Ministry is saying that those have been cancelled, there is no provision in the law for the cancellation of case. Once a case of kidnapping or dacoity is registered and of course I understand that 780 (a) is also there, then two cases of murders cancelled. How can you cancel a case? Either it is challaned before the court and the court can discharge for the deficiency of the evidence or can acquit for want of evidence. There is no third provision in the law. The most amazing thing is, kindly come to the Sr. No. 1 in the last entry on Annex-A, starting from 2008 till 2013, now, when we are discussing on this question, only one question is decided by a court of competent jurisdiction and in this case FIR is registered and it is probably, though printing is not good, I am amusing since itãs my cityãs police station Aab Para, three persons were convicted. Rehman Malik: Since start of issuance of Computerized National Identity Card (CNIC) in Year 2001, NADRA has identified 14,922 cases where non-nationals succeeded in obtaining CNIC on the basis of fake documents, however all such CNICs have been cancelled. Syed Naveed Qamar: (a) The details of free and concessional air tickets as admissible to different categories of PIA employees are attached as Annexure-ä Aã. (b) There are numerous reservation classes under which, reservations for international and domestic tickets are done. Hence it is virtually impossible to assign a monetary value to these free and rebated tickets issued to employees, since the employees travelling on a flight on subject to load basis sublo basis are accepted on that flight at last moments before departure, when the normal reservation to that flight has already closed. (c) No such proposal is under consideration at the moment.

Syed Naveed Qamar: (i) Directorate of Airworthiness of CAA Pakistan is responsible for monitoring and checking the condition of Aeroplanes of Private and public sector airlines registered with CAA Pakistan.

47 (ii) All the aircraft of Private Airlines are having valid Certificate of Airworthiness (COA). The age of aircraft is within OEM specified limitations and their condition is as per specified requirements of CAA.

48 59. *Senator Begum Najma Hameed: Will the Minister for Defence be pleased to refer to the Senate starred question No. 55- A replied on 31st January, 2013 and state: (a) the date on which licenses were issued to Air Indus and Rayyan Air; and (b) whether the said airlines have commenced operations, if so, when and if not, its reasons? Syed Naveed Qamar: (a) M/s Indus was granted Regular Public Transport (RPT) Licence on 4th March, 2011. Permission to grant RPT licence to M/s Rayyan Air was issued on 29th November, 2012. They are in the process to complete the codal formalities of the CAA whereafter the licence will be finally issued. (b) M/s Air Indus is in the process to obtain Air Operators Certificate (AOC). On the other hand, M/s Rayyan Air is to meet the required formalities for issuance of Licence. Subsequent to which, they will obtain AOC to operate their Services on domestic routes. Their operations will commence once all the legal, codal and procedural formalities are completed by them. 60. *Senator Nuzhat Sadiq: Will the Minister for Defence be pleased to state: (a) whether it is a fact that free medical facilities are not provided to the parents of civilian employees of NESCOM, if so, the reasons thereof; and (b) whether there is any proposal under consideration of the Government to extend such facilities to the parent of the said employees, if so, when? 50 (c) Hajj fares are always fixed by the GoP. The fares are usually more than that of normal fare due to the reason that airline has to operate special flights for Hajj operation as per the requirements of Government of KSA and out of 04 legs, 02 legs always remain completely empty. (d) As stated above, Hajj fare always fixed by cabinet and normal fare of PIA from North & South to KSA are variable because of its revenue management system. Under the system in- vogue seats are divided into classes and each class has its own fare depending upon period in between booking time and particular event, season etc. Presently, the average fare of PIA flights to KSA (Jeddah) is Rs. 50000/- where as, during Hajj operation, 2012 following fare was fixed by GoP:ê Hajj fare North (Rs.) South (Rs.) 2012 85000/- 73000/- (e) MoD always conducts coordination meetings with the stakeholders after every Hajj operation in order to evaluate short comings and for future planning. The next operation is thereafter planned in the light of past experience so to provide full proof arrangements to Hajjis. 61. *Senator Col. (R) Syed Tahir Hussain Mashhadi: Will the Minister for Interior be pleased to state: (a) whether it is a fact that security staff and motorcades are being provided to the ex-Interior Ministers, if so, the details thereof; and (b) the amount being spent by the Government every month on provision of that facility to the Ex-Ministers for Interior?
