As a firm believer in the importance of continually developing and maintaining relationships between the State and its tribal communities, I view the Indian Nations and Tribes Legislative Day as one of the best opportunities to do just that. As you join us for this annual event, I encourage you to freely interact with those who represent you. It is essential for each state legislator to be mindful of the thoughts and feelings of our constituents and communities. Only then can we achieve great things for our State.

As the President of the State Senate, let me formally welcome you to the Legislature. I truly hope that this event, which was occurred annually for more than a decade, will help further the goals and interests we share. As Speaker of the Arizona House of Representatives, I want to personally welcome you to the Arizona Legislature and the 15th Annual Indian Nations and Tribal Legislative Day. I am honored to participate in this event and want to thank each of you for the time, dedication and travel from all around our great State of Arizona to celebrate in this continued partnership.

Maintaining and strengthening the relationship between the State of Arizona with the tribes and the native people who reside and work here is imperative as we begin a New Year. Our state is facing one of the most difficult economic times during its history but I feel confident that as we enter this new legislative session together we will find solutions to many of the challenges facing us.

Again, welcome to the Arizona Legislature and thank you for all your hard work and the contributions you make to the economy of Arizona.

TRIBAL ENERGY WORKSHOP – GUEST SPEAKER BIOGRAPHIES

CHRISTOPHER DESCHENE AZ STATE REPRESENTATIVE, DISTRICT 2

Christopher Clark Deschene was born in Southern California. Before Chris was 1 year old, his parents left Southern California to raise their family on the Navajo Indian Reservation near Page, Arizona. There, Chris grew up to become a model straight‐A student, a varsity athlete, and a National Honor Society member. Because Chris worked tirelessly in high school, he obtained an appointment to the United States Naval Academy in 1989.

Chris went on to earn his law degree from in 2005 where he earned concurrently a Masters of Science Engineering in Mechanical Engineering with an emphasis in renewable and alternative energy development. After graduate school, Chris co‐founded the Law Office of Schaff & Clark Deschene, LLC to practice as a tribal energy attorney for tribes throughout the United States. With his law firm, Chris helps tribal communities develop much needed infrastructure and economies with their natural and energy resources. He now speaks nationally on tribal energy issues and helps shape nationally tribal policies that bring together tribal and non‐tribal partners.

In short, all his experiences have shaped his journey to this day. Because of his

commitment to his communities, Chris believes that he can best serve the interests and concerns for Northern Arizonans. He believes in strong leadership that is collaborative, informative, and accountable. Chris has a rich history of service and uniting varying interests to pursue common goals. He is no stranger to challenges and difficulties, and seeks to find balance in solving issues. This means working with Democrats and Republicans, rural and urban communities, and between friends and foes. Despite all of his success and experience, Chris is most proud of his family, his wife and his son.

SANDRA BEGAY‐CAMPBELL SANDIA NATIONAL LABORATORIES

Sandra Begay‐Campbell is a Principal Member of the Technical Staff at Sandia National Laboratories and is a former Regent (Trustee) for the University of New Mexico. Sandra leads Sandia’s technical efforts to assist Native American tribes with their renewable energy developments.

Sandra received a Bachelor of Science ‐ Civil Engineering degree from the University of New Mexico. She worked at Lawrence Livermore National Laboratories before she earned a Master of Science ‐ Structural Engineering degree from Stanford University. Sandra is a recent recipient of the American Indian Science and Engineering Society’s Life‐time Achievement Award; the University of New Mexico’s 2007 Zia Alumnus Award; the 2005 UNM School of Engineering Distinguished Alumnus Award and she received the Stanford University 2000 Multicultural Alumni of the Year Award. She was also selected as a recipient of the Governor's Award for Outstanding Women from the New Mexico Commission on the Status of Women. Sandra is recognized in a book profiling women engineers, “Changing Our World: True Stories of Women Engineers." Begay‐Campbell is included in the chapter "Women in Power", which describes her effort to provide electricity through solar panels and other alternative energy solutions to hundreds of remote tribal members on the Navajo Reservation. KRISTIN MAYES ARIZONA CORPORATION COMMISSION

Kristin Mayes, a Republican, was appointed to the Arizona Corporation Commission in 2003 by Governor Janet Napolitano. She won election to the post in 2004 and re‐ election in 2006. While at the Commission, Mayes has made renewable energy a priority, helping to author the state’s Renewable Energy Standard (RES), and has focused on energy efficiency, natural gas issues, and pipeline safety.

Prior to working at the Commission she served as Napolitano’s Communications Director, was a political reporter for the Arizona Republic and a general assignment reporter for the Phoenix Gazette. She holds a law degree from Arizona State University, a Master of Public Administration from Columbia University, and a Bachelor of Arts degree from Arizona State University.

Mayes was born and raised in Prescott, Arizona.

ARVIN TRUJILLO NAVAJO DIVISION OF NATURAL RESOURCES

Mr. Arvin Trujillo is the current Executive Director for the Navajo Nation’s Division of Natural Resources. He has held this Presidential appointed position since March 1999. The Division of Natural Resources includes eleven departments with over 550 employees. The departments include the Navajo Agriculture Department, the Abandoned Mined Lands / Uranium Mine Tailings Remediation Agency, the Navajo Archaeology Department, the Navajo Forestry Department, the Fish & Wildlife Department, the Historic Preservation Department, the Navajo Land Department, the Minerals Department, the Park & Recreation Department, the Department of Resource Enforcement, and the Department of Water Resources. As the head of the

Division of Natural Resources, Mr. Trujillo oversees the operation, management, and supervision of the Division. The Division has the lead in all natural resource management and preservation efforts including energy development. From February 2002 through June 2002, Mr. Trujillo was also the interim Chief of Staff for President Kelsey Begaye. In this capacity, Mr. Trujillo assisted the President and the Vice‐President in managing the Executive Branch of the Navajo Nation. In 2009, President Joe Shirley, Jr. also named Mr. Trujillo as the point of contact for the implementation of the American Recovery and Reinvestment Act (ARRA) on the Navajo Nation.

Mr. Trujillo is an enrolled member of the Navajo Nation. He did his undergraduate studies at Oral Roberts University majoring in bio‐chemistry and his graduate studies at the Pennsylvania State University majoring in mineral processing and mining.

Before joining the Navajo Nation in 1999, Mr. Trujillo was employed as a mining engineer at BHP‐Billiton in Farmington, NM. He was employed in different capacities at all three mines within the New Mexico Operation, which included the Navajo Mine, the San Juan Mine, and the LaPlata Mine. While working for BHP‐Billiton, Mr. Trujillo was an Executive on Loan to the American Indian Science and Engineering Society (AISES) as its interim Executive Director from March 1998 to June 1998, until a permanent Director was put in place. Mr. Trujillo also worked for Mobil Coal’s Caballo Rojo Mine in Gillette, WY as a mining engineer. TRIBAL ENERGY WORKSHOP – GUEST SPEAKER BIOGRAPHIES

MICHAEL CONNOLLY MISKWISH HIGH PASS ENERGY INC.

Michael Connolly Miskwish has worked for 19 years in management/consulting on environmental, energy and economic development projects. Prior experience includes 12 years of manufacturing/industrial engineering and management in the aerospace industry. He holds a Bachelor of Science in Manufacturing Engineering from National University and is an Adjunct Professor at San Diego State University. He has two published books and many published papers on environmental economics, natural resources, energy and Kumeyaay history. He has worked on the national policy level in the fields of energy, environment and economic development. He has served a total of 17 years in elected office to the Campo Kumeyaay Nation where he currently consults on renewable energy development.

TRACEY LEBEAU SONNENSCHEIN NATH & ROSENTHAL

Tracey LeBeau is Senior Managing Director, Energy & Regulated Industries Practice at Sonnenschein Nath & Rosenthal, LLP. Tracey's unique energy investment and development experience provides her with the skills to advise clients on a wide range of issues related to energy, including wind and solar development, oil and gas exploration, midstream projects, conventional electric generation and electric transmission. She frequently manages project development activities for energy projects and is experienced at development agreement and site control negotiations, permitting advisory, due diligence, identification of equity or other investor partners, transmission interconnection advisory, and project structuring and regulatory work for institutional investment and government clients.

Before joining the Sonnenschein, Ms. LeBeau co‐founded Red Mountain Energy Partners, and remains a founding Partner. Red Mountain Energy Partners is a successful energy technical consultancy firm which provides technical analysis for renewable projects, utilities, and energy, efficiency and conservation. Prior to founding Red Mountain, she was vice president of Innovation Investments, a private equity firm where she originated and managed development of large‐scale wind projects. With respect to conventional energy development, Ms. LeBeau previously served as Vice President for midstream gas and renewable development companies Earth Energy Environment, LLC (E3) and E3 Canada Corporation. Prior to that, she was a Director at Kansas Pipeline Company and a Director for American Energy Solutions, Inc., a national electricity and gas marketing firm.

Incorporating the fingering systems he knew from the open‐holed silver flute, clarinet and tenor saxophone. Redhouse has created a chromatic fingering method for the Native flute. Native Peoples music critic J. Poet writes (Jan/Feb 2007)...Claude Debussy's "Claire de Lune" is played on the Native Flute with a stunning display of virtuosity." Jazz legend and New Age pioneer, Paul Horn, says, "Vince is one of the great Native American flutists of our time."

Redhouse has dedicated his life to teaching Native American children on Reservations this method because of the benefits that music education delivers while bringing the Native flute back to its people.
