And why now? This dissertation will show that an extremely powerful and pervasive global phenomenon and ideology known as neoliberalism is at the core of the answers to these questions. As a result, understanding the Rise of Neoliberalism has become a passionate mission for me. Ferguson (2009) argues that a different approach to the study of neoliberalism is needed because the current scholarship is unsatisfactory; generating common pejorative and unsurprising conclusions like ‘it is bad for poor and working people therefore we must oppose it’. Neither Ferguson (2009) nor I disagree with this, but he asks why he should bother to read study after study coming to this same conclusion. This paper argues that the reason for this common conclusion is because of much of the scholarship on neoliberalism lacks causal and motivational connections between people and events that creates a holistic understanding. This prevents the creation of emergent ideas from the data. Without this holistic view, researchers arrive at conclusions in the same manners as those from scientific experiments that use rationality alone. Rudolph Otto (1923) from his book: The Idea of the Holy warns us about the error in our thinking that we have exhausted our means of investigating a phenomenon via rationality alone. To address these issues, this paper will employ a methodology that combines Heuristic Inquiry with Narrative Historiography. This unique combination will use the faith and passion I have as a means to search for a deeper understanding of neoliberalism and at the same time, prevent the error brought to light by Otto (1923). Heuristic Inquiry and Narrative Historiography as methodologies combine the rational and the non-rational in a usage I term transrationality. Howard (1991) tells us that the non-rational falls under narrative or storytelling as an approach to iv increasing human knowledge. It is important to point out that rational and non-rational thinking are not opposites but used in this study as a seamless means of thinking, as they both fall under the umbrella of reason and logic as a path to create a fuller understanding of a phenomenon. Building on and extending the thoughts of Marx (1973), Habermas (1968) and Schopenhauer (1909), this paper will attempt to show that the nature and power of capital, as understood by this researcher, is at the root of what has created neoliberalism and made it into such a dominant global phenomenon and ideology. I am fortunate and Blessed to know them. 1 Chapter One: Introduction What drove me to this study? From the Corporate World to the World of Education. I spent the majority of my adult life in the private sector in the banking industry as a senior operations manager of a large international bank. During my career, I established a reputation for managing high morale and high performing departments. As a result, managers north of me gave me significant freedom to run my department the way I wanted with negligible interference. A good percentage of my staff, especially those who worked nights, were African American single mothers. Part of my management style was to have an open door policy where employees on all levels would feel free to come into my office and speak to me about anything in their personal lives. Time and time again, I would listen to many of these women tell me about the concerns they had for their children’s performance in school; often with tears in their eyes. I learned to keep a box of tissues nearby. The connection between their performance on the job and their kids' education became clear. I had to do something that would kill two birds with one stone; help them and their children, thereby helping the department. I went to my boss with an idea that he not only liked, but enthusiastically endorsed and supported. The idea was a new program I coined ‘Saturdays-One-On-One’. It was composed of volunteer managers and supervisors who donated their Saturdays to come in to tutor and mentor

But it is not a creed in the sense that my faith in it does not rest on evidence and that I am not ready to modify it on presentation of new evidence. On the contrary, it is quite tentative. It may serve as a challenge to others and as raw material to help them work out a better product.

    General Equilibrium Theory and Welfare Economics: Theory vs. Praxis The development of economic thought after World War II has been nothing short of protean in character, yet it can be traced, at least in part, by following a number of lines resulting from attempts to flesh-out, resolve, or simply come to terms with general equilibrium theory. As you might recall from subunit 4.1.2, general equilibrium theory came about in the latter half of the 19th century explicitly in the form of Leon Walras’s 1874 work, Elements of Pure Economics, and subsequently with the addition of graphical representation in his 1892 paper “Geometrical Theory of the Determination of Prices”: It follows from the nature of the [supply and demand] curves, that we shall obtain the provisional current price of (B) by raising it in case of a surplus of effective demand over effective supply, and lowering it, on the contrary, in case of a surplus of effective supply over effective demand.     Interactions between business cycles, financial cycles and 1 monetary policy: stylised facts Sanvi Avouyi-Dovi and Julien Matheron2 Introduction The spectacular rise in asset prices up to 2000 in most developed countries has attracted a great deal of attention and reopened the debate over whether these prices should be targeted in monetary policy strategies. Some observers see asset price developments, in particular those of stock prices, as being inconsistent with developments in economic fundamentals, ie a speculative bubble. This interpretation carries with it a range of serious consequences arising from the bursting of this bubble: scarcity of financing opportunities, a general decline in investment, a fall in output, and finally a protracted contraction in real activity. Other observers believe that stock prices are likely to have an impact on goods and services prices and thus affect economic activity and inflation. These theories are currently at the centre of the debate on whether asset prices should be taken into account in the conduct of monetary policy, ie as a target or as an instrument.3 However, the empirical link between asset prices and economic activity on the one hand, and the relationship between economic activity and interest rates or between stock prices and interest rates on the other, are not established facts. This study therefore sets out to identify a number of stylised facts that characterise this link, using a statistical analysis of these data (economic activity indicators, stock prices and interest rates). More specifically, we study the co-movements between stock market indices, real activity and interest rates over the business cycle.

It is therefore useful to regularly reflect on whether we are doing it well and how we might do it better. I agree with many of the substantive points raised in the articles, although I think that the current crop of textbooks (including my own) do a better job than Schmidt and Wight sometimes give them credit for. Rather than quibble with details, however, let me lay out five of the main lessons that I emphasize as Iteachthismaterial: (1) Efficiency is a useful lens through which to view outcomes. Understanding market success and market failure is a central feature of my course, especially in the microeconomics half. Adam Smith’s invisible hand is best understood as the proposition that the equilibrium of supply and demand maximizes the sum of producer and consumer surplus. The market failures that arise from externalities or monopoly power are best understood as the departure of the unregulated outcome from the surplus-maximizing allocation of resources. (2) Efficiency is not the only goal of policy.Whenintroducingthenotionofefficiency,Imakeclear that policymakers have other objectives as well. In chapter 1 of my text (Mankiw 2015, 12),I wrote, “Even when the invisible hand yields efficient outcomes, it can nonetheless leave sizable disparities in economic well-being. … The invisible hand does not ensure that everyone has suf- ficient food, decent clothing, and adequate healthcare.

    4 Betting on People The Olin Foundation’s support for law and eco- nomics was part of a larger success in public-policy philanthropy. The foundation wanted to build up an alternative intellectual infrastructure that could compete with entrenched academic and media elites at generating new ideas for the governance of American society. “What we desperately need in America today is a powerful counterintelligentsia,” wrote longtime Olin president William Simon in his 1978 bestselling book, A Time for Truth. He wanted 50 to bolster thinkers dedicated to “individual liberty...meritocracy...and the free market.... Such an intelligentsia exists, and an audience awaits its views.” Just about every aspect of the Olin Foundation’s philanthropy involved meeting that long-term goal. It was a monumental challenge. Though much of the funder’s grantmaking focused on scholars at col- leges and universities, today left-wing orthodoxies are even more dom- inant on campuses than when the foundation first started to address this problem in the 1970s. Can we consider Olin to have succeeded in fostering fresh thinking that translates into altered public policies? First, it’s important to note that Olin had a few savvy allies in its cause. The earliest efforts in this area were made by the William Volker Fund way back in the 1940s. In 1947, the Volker Fund agreed to help a group of 17 economists fly from the United States to Switzerland for the first meeting of the Mont Pelerin Society, an organization of libertarian economists founded by Friedrich Hayek to promote free markets and refute socialism.
