CONSTRUCTION on the GRAND PARKWAY WALL REPLACEMENT PROJECT

If you are a resident whose property backs up to the white concrete wall along Hwy 99, you may have noticed that the wall is being replaced due to age and deterioration. The existing wall will be replaced in phases, and letters are being mailed to homes just prior to the start of work in their neighborhood. WHO¶S RESPONSIBLE?

Generally speaking, the Association is responsible for repairs and maintenance of elements that are shared by all the residents of the community, which are referred to as ³common-areas´. Residents are individually responsible for repairs and maintenance of their own homes and private property, all the way to the street. However, there are some exceptions to these general rules of thumb:

1. 6LGHZDONV The will repair a damaged sidewalk in front of a home that runs parallel to the street, and residents can report sidewalk concerns to 3-1-1 or send an email to [email protected]. However, the City will not clean the sidewalks; homeowners are responsible for cleaning all concrete/hardscape areas around their home.

2. 0DLOER[HV The United States Postal Service is responsible for cluster-unit mailbox maintenance and replacement, as well as distribution of the mailbox keys. Visit the Grants Lake Post Office location at 3130 Grants Lake Blvd.

3. *DWHGFRPPXQLW\FRPPRQDUHDV Referred to as ³exclusive-use common areas´ or ³limited-use common areas´, these are the common areas within a gated community that are only accessible to the residents living within that gated community. The residents of gated communities pay an additional yearly assessment for the Association to maintain the common areas inside their gates.

The Association is responsible for the Association Office and The Club, as well as over 450 acres of parks, trails, , swimming pools, and other recreational facilities, etc. If you see something that needs attention, please let us know by sending an email to [email protected]. Include as much detail as possible including the specific location and even pho- tos if you have them. With enough information, our maintenance team will be able to address the issue promptly.

NTRCA BOARD MEETING WRAP-UP

The following is a summary of the NTRCA Annual Meeting held on July 15, 2019. Minutes of the meeting are available on the www.newterritory.org website. x The Board approved the minutes of the June 17, 2019 Board Meeting. x The Board approved and adopted the 2019 Capital Reserve Studies for the four gated communities. x The Board approved the Landscape Committee¶s recommendation to use of $50,000 of the 2019 budgeted allocation for landscape improvements to make enhancements to several neighborhood entrances. x The Board approved staff to pull forward $300,000 of 2020 capital reserve funds to complete the community-wide re- taining wall conversion project with vendor Hoggatt LP. x The Board approved items relating to the 2020 budget process. x The Board approved two re-appointments and one new appointment to the Nominations Committee. x The Board approved one re-appointment and one new appointment to the Tree Maintenance Advisory Committee. x The Board approved the renewal of a 10-year contract with First Colony Swim Team.

Board Meetings are held on the third Monday of each month at 7:00pm at The Club, and all residents are welcome. Residents may address the Board during the Homeowner¶s Segment of the Agenda, regarding any matters re- lated to Association business. Residents who wish to speak must sign in at the meeting, and present the meet- ing organizer with a completed Speaker Request Form, which is available on the meeting sign-in table. The Board of Directors has guided the organization into a stable financial position with a fully-funded Capital Reserve fund. In addition, the Board has set aside 4 months of NTRCA operating expenses into an emergency fund. This fund would allow operations such as landscaping, lake maintenance and other maintenance-related functions to con- tinue if a natural disaster were to hit New Territory and limit our normal revenues OLNH+XUULFDQH+DUYH\ DOPRVWFUHDWHG . This is sometimes referred to as a VXUSOXV but is actually a contingency fund. Running our balance sheets showing this surplus is an intentional strategy toward New Territory·s financial stability, in much the same way a household sets aside a ´rainy-day fundµfor a family emergency, just on a larger scale. Responsible money management is a priority for our Board and Staff, and resi- dents are encouraged to attend monthly Board Meetings to learn more about the finan- cial operations of the Association. New Territory receives its police protection from the Sugar Land Po- lice Departmentµs patrol officers assigned to Beat 5, which includes The Lakes, Meadow Lakes, New Territory, Telfair and Telfair at Ava- lon. What does a Neighborhood Representative do? Neighborhood Reps generally attend a monthly Rep Meetings, and they are strongly encouraged to attend Board meet- ings as well. Their main job is communication with their neighbors! Reps share information with, and speak on behalf of, residents in their neighborhood. Reps advise the Board of Directors and assist in making informed decisions based on the needs of their neighborhoods. Reps vote on behalf of homeowners in their respective neighborhoods at the Board of Directors elections. And finally, Reps familiarize themselves with Association staff and responsibilities so that they¶re able to refer residents appropriately when concerns arise.

Why should I become a Neighborhood Representative? Neighborhood Reps work for the betterment and general improvement of their community. Serving in this volunteer ca- pacity gives that neighborhood a chance to have their voices heard, and to have an impact on decisions affecting their neighborhood and the community as a whole. It¶s a wonderful opportunity to get to know your neighbors and to help en- hance the quality of life in New Territory.
