Mr YU Kwok-chun, GBS, JP

Mr YU is awarded GBM in recognition of his outstanding contributions to the community over the years. Mr YU devotes himself to promoting youth development and supporting youth education. He served on the Council/Court of The Polytechnic University (PolyU) to give strategic advice and steer to the University, and has also provided solid support to the campus expansion plans of PolyU and Hong Kong Baptist University. A successful and respectable entrepreneur in retail business, Mr YU has taken up important positions in various government advisory bodies and rendered insightful advice, particularly in furthering the development of small and medium-sized enterprises in Hong Kong. Mr YU is strongly committed to promoting cohesiveness among overseas Chinese, rallying their support for economic development under the Belt and Road Initiative and the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and enhancing their appreciation of Chinese culture.

Dr HUNG Chao-hong, Albert, GBS, JP

Dr HUNG is awarded GBM in recognition of his outstanding service to the community, in particular his significant contribution to the promotion and development of sports and culture in Hong Kong. Dr HUNG holds leading position in major local sports organisations. He has also been serving on the Organising Committee of the Hong Kong Special Administrative Region Delegation to National Games and National Winter Games and National Intercity Games (now renamed as National Youth Games) for many years, offering invaluable advice on event organisation and actively seeking sponsorship for these events. Dr HUNG has made dedicated effort to the promotion of major sports events in Hong Kong and the development of the “M” Mark events system. This has enhanced not only the market orientation and profitability of sports events, but also their local and international appeal. In addition, Dr HUNG is a staunch supporter of arts and culture, in particular Western classical music, through generous donations to bring prominent leading overseas orchestras to Hong Kong.

Mr LIAO is awarded GBS in recognition of his strong commitment to serve the community and his distinguished record of public service over the years. The Right Honourable the Lord WALKER of Gestingthorpe

Lord WALKER is awarded GBS in recognition of his dedicated and distinguished service as a Non-Permanent Judge from Another Common Law Jurisdiction of the Hong Kong Court of Final Appeal during the past 10 years. His contribution to Hong Kong is manifested by the many extremely important judgments he has written, particularly in the areas of tax, rating, probate, defamation and company law. The presence of a judge with Lord WALKER’s calibre has buttressed the reputation of Hong Kong’s Judiciary both in the local community and abroad.

The Most Reverend Dr is awarded GBS in recognition of his dedicated and exemplary service to the community. Under his steer and guidance, Hong Kong Sheng Kung Hui provides quality education and a broad range of social services through an extensive network of education institutions and social services institutions to meet the diverse needs of the local population. Held in high esteem by the local Christian community, the Most Reverend Dr Paul KWONG is also a recognised spiritual leader worldwide.

Mr TONG is awarded GBS in recognition of his long and distinguished public and community service, particularly his significant contributions in enhancing the status of Hong Kong as an international financial centre. Under his able leadership as Chairman, the Securities and Futures Commission made commendable achievements, recognised both locally and internationally, in strengthening Hong Kong’s capabilities in regulating the securities and futures market and reinforcing the development of the market. During his tenure as Chairman of the University Grants Committee and Chairman of the Hong Kong Sports Institute, Mr TONG helped drive the further development of the local tertiary education sector and the local sports sector with notable outcomes.

Professor LEONG is awarded GBS in recognition of his dedicated and distinguished contributions to public and community service, particularly in respect of public healthcare services in Hong Kong. Professor LEONG offers enthusiastic support to orthopaedics patients and their rehabilitation through his involvement in various charitable organisations. As Chairman of the since 2013, Professor LEONG demonstrates strong professionalism and visionary leadership in driving the development of our public hospital system to cope with the challenges in public healthcare service provision arising from an ageing population. In his capacities as President of The Open University of Hong Kong and Chairman of the Consultation Panel of the West Kowloon Cultural District Authority, Professor LEONG has made contributions to the community beyond public healthcare.

Dr CHEN Cheng-jen, Clement, SBS, JP

Dr CHEN is awarded GBS in recognition of his distinguished public and community service in Hong Kong. Over the years, he has been providing staunch support to the promotion of vocational and professional education and training in Hong Kong, especially for the industrial sector. Under his capable leadership, the Vocational Training Council has made remarkable developments, including the successful implementation of the Earn and Learn Scheme in various industries. Dr the Honourable LAM Ching-choi, BBS, JP

Dr LAM is awarded SBS in recognition of his meritorious public and community service, in particular his active involvement in promoting social cohesion and strong commitment to serving people in need. Combining his medical expertise and solid experience in welfare service administration, Dr LAM forges a closer interface between health care and welfare services. He is instrumental in the development of social capital in Hong Kong by fostering cross-sector collaboration among non-governmental organisations, corporates and professional groups. Displaying strong leadership and foresight while serving as Chairman of the Elderly Commission, Dr LAM tenders invaluable advice to the Government on various elderly issues, in particular the provision of long-term care services for the elderly.

Professor CHEUNG Yan-leung, Stephen, BBS, JP

Professor CHEUNG is awarded SBS in recognition of his dedicated and meritorious public and community service. Under Professor CHEUNG’s capable leadership as the inaugural Chairman, the Social Innovation and Entrepreneurship Development Fund Task Force has been widely acclaimed in the community for its pivotal role in shaping the ecosystem of social innovation and entrepreneurship in Hong Kong to better meet social needs. He made notable contributions to poverty alleviation through his membership of the Commission on Poverty. Professor CHEUNG is also committed to enhancing the quality of higher education, including teacher education, in Hong Kong. As President of The Hong Kong Institute of Education, he successfully steered the Institute to attain its university title and become The Education University of Hong Kong.

The Honourable Mr Justice CHUNG On-tak, Andrew

Mr Justice CHUNG is awarded SBS in recognition of his dedicated and meritorious service in the Judiciary and his total commitment to the rule of law. Currently the most senior judge in the Court of First Instance of the High Court, Mr Justice CHUNG has served the Judiciary for over 23 years. He has presided over many important cases spanning a broad spectrum of legal areas mainly in civil law, ranging from shipping and other commercial disputes to company law and defamation. He is well regarded by his colleagues in the Judiciary and is well respected by the legal profession.

Mr CHU King-yuen, BBS, MH, JP

With a lifelong devotion to the education profession, Mr CHU has been a recognised leader in the education sector in Tai Po District and the New Territories for decades. He founded the New Territories School Heads Association to promote professional development and communication. In collaboration with different sectors, Mr CHU also helps to foster social harmony in Tai Po through his close involvement in community service, including civic education campaigns, promotion of youth development and community participation in sports. Mr CHOW is awarded SBS in recognition of his long and significant contribution and dedicated commitment to public service, especially in the realm of arts and culture. A highly respected figure in the local arts community, Mr CHOW is closely involved in many arts and cultural organisations and advisory bodies. With a deep understanding of the ecology of the arts scenes in Hong Kong and elsewhere and their latest developments, Mr CHOW tenders wise counsel to the Government on arts and cultural matters, including the formulation of strategies to promote the long-term development of the arts and culture in Hong Kong.

The founder and director of various community organisations, Mr KAN has fostered community cohesion through an extensive neighbourhood network he has built. Mr KAN also rendered commendable support to the implementation of the Signature Project Scheme and the provision of barrier-free facilities in Wong Tai Sin.

Dr LI is awarded SBS in recognition of his meritorious contributions to charity and community service in Hong Kong. Under his capable leadership as the President, the New Home Association plays an active role in providing support services for new arrivals, ethnic minorities and other disadvantaged groups to facilitate their community integration. Committed to youth development, Dr LI makes commendable effort in organising exchange programmes for youth in Hong Kong to visit the Mainland and appreciate Chinese culture.

Ir TONG Ka-hung, Edwin, JP

Ir TONG is awarded SBS in recognition of his loyal and meritorious service to the Government and the Hong Kong community over the past 37 years. Ir TONG was the Director of Drainage Services before retirement. In this capacity, he made remarkable contributions in upgrading Hong Kong’s sewerage and drainage infrastructure to a world-class standard. He played a pivotal role in building sustainable drainage facilities and providing a better environment in Hong Kong through more extensive co-use of space, implementation of blue-green infrastructure as well as the adoption of a sponge city approach.

Professor CHAN is awarded SBS in recognition of his profound contributions to the medical and health sector. A world-renowned expert in gastroenterology and hepatology, Professor CHAN is also committed to serving the community through his involvement in the advisory and governing boards of numerous public bodies. His contributions to the review on the regulation of private healthcare facilities and public health programmes, the development of medical training programmes to meet the local healthcare manpower needs, the prevention and control of cancer, as well as the Government’s work in healthcare planning are particularly noteworthy.

Ms LAU Yin-hing, Connie, JP

Ms LAU is awarded SBS in recognition of her life-long commitment and exemplary service to the Hong Kong community. Ms LAU joined the Consumer Council in 1973 and championed for consumer welfare. Appointed as The Ombudsman in 2014, she led her office in advancing public interest and prompting improvements in public governance by redressing grievances against maladministration by the Government and public bodies impartially. Under her leadership, the Consumer Council and the Office of The Ombudsman advocated for legislative changes to enhance consumer protection and promote amicable conflict resolution. Through her efforts, Hong Kong earned the respect of fellow Ombudsmen.

Mr TANG Wai-kong, Leslie, JP

Mr TANG is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community, particularly in the promotion of statistical literacy in Hong Kong. Mr TANG is currently the Commissioner for Census and Statistics and has served in the Government for over 37 years. He displays leadership in securing wide recognition of the professionalism of the Census and Statistics Department both locally and internationally.

Mr SIU was the Director of Administration and Development of the Department of Justice before retirement. He has rendered meritorious service to the Government and the Hong Kong community over the past 37 years. Mr SIU has held a number of senior appointments during his career in the Administrative Service and made significant contributions, in particular, in the areas of communications and technology, government properties administration, and the administration and development of the Department of Justice. Ir CHUNG Kum-wah, Daniel, JP

Ir CHUNG is awarded SBS in recognition of his loyal and meritorious service to the Government and the Hong Kong community for 34 years. He was the Director of Highways before retirement. At the helm of Highways Department, Ir CHUNG professionally and competently steered the planning, design and implementation of several major highway and railway projects. The Guangzhou-Shenzhen-Hong Kong Express Rail Link (Hong Kong Section) and the Hong Kong-Zhuhai-Macao Bridge, including the Hong Kong Link Road and the Hong Kong Boundary Crossing Facilities, were commissioned in 2018 before his retirement.

Mr LAU Yip-shing, PDSM

Mr LAU is awarded SBS in recognition of his loyal and meritorious service to the Government and the Hong Kong community for over 34 years. Mr LAU was the Deputy Commissioner of Police before retirement. He served in a wide spectrum of posts both in Uniform Branch and Criminal Investigation during his career in the Force, and displayed a high level of commitment and energy at all times. Mr LAU is devoted to community service and has championed voluntary service in the Force since 2003.

Mr SING Hon-keung, BBS, MH

Mr SING is awarded SBS in recognition of his long and meritorious public and community services, particularly his commendable effort in fostering social harmony in the rural community in Hang Hau. Mr SING is adept at resolving differences in the rural neighbourhood and forging consensus among stakeholders on livelihood issues. His unstinting support to the implementation of Government initiatives and the work of Government departments at the district level has visibly contributed to the effectiveness of district administration.

Committed to raising the professional standard of beauty education, Ms CHENG has been offering constructive views on the development of quality training programmes for beauty practitioners in step with the changing needs of the industry. A leading figure in many major community and women organisations, Ms CHENG also contributes to the fostering of social harmony by giving solid support to various charitable causes and community services.

Mr LAI Ming, Leon, BBS, MH

Mr LAI is awarded SBS in recognition of his remarkable contribution to the Community Chest of Hong Kong (the Chest) in the past 25 years through his involvement in committee work and championing the Chest’s mission. Mr LAI lends his celebrity power to the Chest by advocating for the underprivileged helped by the Chest’s funded services. He makes regular appearances at key fund-raising events to appeal for donations and frequently visits social welfare agencies to meet beneficiaries. His dedication to the Chest is mirrored in his contributions to public service, notably through being a spokesman for the Entertainment Expo Hong Kong from 2016 to 2018 and his participation in the promotional footage for the Hong Kong Mortgage Corporation Annuity Plan in 2018.

Mr YAN Huichang, Hubert, BBS

Mr YAN is awarded SBS in recognition of his meritorious contribution and dedicated commitment to the development of arts and culture, especially Chinese orchestral music in Hong Kong, over the years. Mr YAN has been the Artistic Director of the Hong Kong Chinese Orchestra (HKCO) since June 1997 and was conferred the title of Principal Conductor for Life by HKCO in 2017. Under his leadership, HKCO commissioned new Chinese symphonic pieces and initiated successful collaboration with other arts disciplines. Mr YAN has not only led the HKCO to achieve many milestones in Chinese music, but also put the Orchestra among the best Chinese orchestras in the world.

Dr NG is awarded SBS in recognition of his dedicated and meritorious contributions to the Eastern District and the Hong Kong community. With his thorough understanding of various industries, Dr NG has served in many public positions over the years, and offered highly constructive advice to the Government on diverse labour-related issues to improve labour welfare for the benefit of workers. Collaborating in close partnership with community organisations in the Eastern District, Dr NG has also contributed to the nurturing of social harmony at the district level.

Ir Professor CHAN is awarded SBS in recognition of his long and meritorious public and community service, particularly his remarkable contribution to the promotion of innovative green transport technologies and tertiary education in Hong Kong. Ir Professor CHAN has made tireless effort in pursuing the opening up of science and technology funding of the Central Government to support local research and development work and the cross-boundary remittance of project funding. These initiatives are instrumental to the development of Hong Kong as an international innovation and technology hub. Ir Professor CHAN also actively promotes the continuous development of the engineering profession locally.

Mr CHU is awarded SBS in recognition of his meritorious public service, particularly his profound contributions in fostering closer business ties between Hong Kong and international organisations and trading partners as well as raising Hong Kong’s profile both regionally and internationally. Mr HUI Chun-wai

Mr HUI, a Police Constable, is awarded MBS in recognition of his tremendous courage, selflessness, commitment to duty, professionalism and gallantry of an extremely high order. Mr HUI displayed a distinguished act of bravery in a marine rescue operation in Tsam Chuk Wan, Sai Kung on 16 September 2018 when Super Typhoon Mangkhut was at its closest to Hong Kong. The incident occurred at some 200 metres off Tsam Chuk Wan where a pleasure craft was sinking and four men on board had fallen into the sea, struggling to stay afloat. The situation was desperate as it was raining very hard with waves of five to six metres high and the four men were exhausted. The sea was filled with debris as well as other vessels which had broken from their moorings and gone adrift. Despite the tricky sea and strong onshore gusts, Mr HUI, without hesitation, climbed down the rescue net and jumped into the turbulent and debris-laden waters close to the injured men and managed to rescue one of the victims, whose leg was fractured.

Mr YEUNG, a Senior Police Constable, is awarded MBS in recognition of his tremendous courage, selflessness, commitment to duty, professionalism and gallantry of an extremely high order. Mr YEUNG displayed a distinguished act of gallantry in a marine rescue operation in Tsam Chuk Wan, Sai Kung on 16 September 2018 when Super Typhoon Mangkhut was at its closest to Hong Kong. Mr LEE, a Senior Police Constable, is awarded MBB in recognition of his great courage, professionalism and selflessness in a highly hazardous environment. Mr LEE displayed an act of gallantry in a marine rescue operation in Tsam Chuk Wan, Sai Kung on 16 September 2018 when Super Typhoon Mangkhut was at its closest to Hong Kong. The incident occurred at some 200 metres off Tsam Chuk Wan where a pleasure craft was sinking and four men on board had fallen into the sea and were struggling to stay afloat. The situation was desperate as it was raining very hard with waves of five to six metres high and the four men were exhausted. The sea was filled with debris as well as other vessels which had broken from their moorings and gone adrift. The sea was tricky with strong onshore gusts. Despite all these dangers, Mr LEE bravely took up the role as coxswain of the police launch which was tasked with the rescue attempt. With Mr LEE’s excellent concentration power and navigation skills, all four victims were rescued successfully.

Mr WOO, a Station Sergeant, is awarded MBB in recognition of his great courage, professionalism and selflessness in a highly hazardous environment. Mr WOO displayed an act of gallantry in a marine rescue operation in Tsam Chuk Wan, Sai Kung on 16 September 2018 when Super Typhoon Mangkhut was at its closest to Hong Kong. The incident occurred at some 200 metres off Tsam Chuk Wan where a pleasure craft was sinking and four men on board had fallen into the sea and were struggling to stay afloat The situation was desperate as it was raining very hard with waves of five to six metres high and the four men were exhausted. The sea was filled with debris as well as other vessels which had broken from their moorings and gone adrift. The sea was tricky with strong onshore gusts. Despite all these dangers, Mr WOO, who was one of the officers-in-charge of the rescue team, led his team members on the slippery deck surface to haul the victims from the rocking sea at the risk of falling overboard. All four victims were successfully rescued.

Mr CHEUNG, a Fireman, is awarded MBB in recognition of his great courage, professionalism and selflessness in a highly hazardous environment. Mr CHEUNG displayed an act of gallantry in a marine rescue operation to save two men who were stranded on a small boat drifting at sea near Tai Mong Tsai Road, Sai Kung when Hong Kong was battered by Super Typhoon Mangkhut on 16 September 2018. The operation was carried out in total darkness under adverse meteorological and maritime conditions. As the second diver of the rescue team, Mr CHEUNG followed the leading diver and swam out to the storm-tossed waters to save the victims. Each of the moves ahead could be an unforeseeable danger. The rescuers had to struggle through the roaring sea with damaged vessels, unknown submerged obstacles and abundant floating debris, and they were slammed by waves up to three metres high. To avoid strangling by the obstacles in water and enhance mobility, the divers adopted the “untethered rescue swimmer mode”. They swam out to the small boat without their Self-contained Underwater Breathing Apparatus, at extraordinary personal risk when carrying out the rescue. One of the victims, when being located, was suffering from hypothermia and the leading diver needed to take care of this victim on the boat. Mr CHEUNG towed the other victim ashore on his own before returning to the boat to rescue the remaining victim with the leading diver. Mr CHEUNG and the leading diver eventually rescued both victims successfully.

The situation was desperate as it was raining very hard with waves of five to six metres high and the four men were exhausted. Despite all these dangers, Mr KWOK, who was the officer-in-charge of the quick response team and on the slippery deck surface at risk of falling overboard, led his team to take the three men swiftly to the cabin as soon as they were rescued, soothed them and provided them with first-aid treatment. Mr KWOK also helped haul one of the men from the sea up to the deck by a rope.

Mr CHUM displayed an act of gallantry in a marine rescue operation in Tsam Chuk Wan, Sai Kung on 16 September 2018 when Super Typhoon Mangkhut was at its closest to Hong Kong. The incident occurred at some 200 metres off Tsam Chuk Wan where a pleasure craft was sinking and four men on board had fallen into the sea and were struggling to stay afloat. The situation was desperate as it was raining very hard with waves of five to six metres high and the four men were exhausted.
