Home-grown Libra Group Limited (“Libra”) (and together with its subsidiaries, the “Group”) is principally engaged in the business of providing integrated mechanical and electrical engineering (“M&E”) services as a sub-contractor, in- cluding the contracting and installation of air-conditioning and mechanical ventilation (“ACMV”) systems, fi re alarms and fi re protection systems, electrical systems and sanitary and plumbing systems as well as the manufacturing and sale of ACMV ducts and the trading of ACMV related products.

Our Group’s business can be categorised into two (2) segments as follows:

• M&E services, including the contracting and installation of ACMV systems, fi re alarms and fi re protection systems, electrical systems and sanitary and plumbing systems (“M&E Services”); and • Manufacturing and sale of ACMV ducts and trading of ACMV related products (“Manufacturing”).

M & E Services

Our Group, through its subsidiary, Kin Xin Engineering Pte. Ltd. (“Kin Xin Engineering”) has been in the business of installing ACMV insulation in since 1997. Since 2005, Kin Xin Engineering expanded its business to include additional M&E activities, specialising in the supply and installation of ACMV systems, fi re alarms and fi re protection systems, electrical systems as well as sanitary and plumbing systems for residential, commercial, industrial and in- stitutional buildings and laboratories in Singapore.Singapore. The establishment of the company can be traced back to the incorporation of Kin Xin Engineering on 6 December 1997. Mr. Chu Sau Ben initial set up the business as the installation of ACMV ducting insulation in Singapore.

By tapping into his extensive experience in the air conditioning and mechanical ventila- tion business, Mr. Chu was able to identify a strong market demand for the potential for growth of the business of supplying and installation of ACMV ductwork. Consequently, Kin Xin Engineering expanded its business in this direction and it has progressively undertaken projects of increasing scale and value for both public and private sectors customers over the years.

In tandem with the development and expansion of Kin Xin Engineering also began to develop its ACMV ducts fabrication capability in response of the increasing number of projects which involved ACMV ducting systems. Mr. Chu identifi ed the synergy in the fabrication of ACMV ducts and the supply and installation of these ducts to our customers. Libra Engineering was thus incorporated on 17 October 2005, to undertake the fabrication component of our business. Since its incorporation, the main business of Libra Engineering, the company is able to actualize the synergy identifi ed by Mr. Chu whereby the company is able to engage in supply, fabrication and installation of ACMV to our customers.

In 2007, in its bid to offer a wider range of services to its customers, our company, through Kin Xin Engineering, began to offer the services of supplying and installation of fi re alarms and fi re protection systems, as well as sanitary and plumbing systems. Kin Xin Engineering was awarded its fi rst contract to supply and install the electrical system and fi re alarm system for upgrading of Block 724 Hawker Centre. Kin Xin Engineering was also supplied and installed the Mechanical Ventilation System for the same project.

In 2008/2009, in order to provide more comprehensive one-stop services to our customers, Libra Engineering started trading air-conditioning and mechanical ventilation related accessories including grilles, fl exible ducts, sealants and gaskets for all type of projects.

In 2013, Dr. Zhang Jian was appointed as Managing Director of Kin Xin Engineering. This year also saw the further strengthening of the management team of Kin Xin Engineering and expanded its scale of business. Within 2013, Kin Xin Engineering successfully tendered for and awarded a few projects to supply and install M&E installations at Ministry of National Development and Temasek Polytechnic.

In the span of less than 16 years, we have grown from a small ACMV ductwork insulation company to one who is capable to offer integrated supply and installation M&E system, fabrication and sale of ACMV ducts and accessories. Under the leadership of Mr. Chu, our staff strength grew from 5 in 1997 to 195 till to date.

With our established track record, we have also managed to secure projects of larger contract values in recent years. Our projects reference is attached in the project listing.

Currently we are a BCA registered company of ME01 (Air-Conditioning, Refrigeration & Ventilation Works) Grade L5, ME05 (Electrical Engineering) Grade L4, ME06 (Fire Prevention & Protection System) Grade L1, ME12 (Plumbing & Sanitary Works) Grade L2, ME15 (Integrated Building Services) Grade L5 and bizSAFE STAR.

In addition, we have achieved ISO 9001:2008 for Design, Supply, Installation, Testing and Commissioning of Mechanical and Electrical Services on 1st April 2010.
