1. Introduction Background 1.1 Chiltern District Council and South Bucks District Council are preparing a new joint local plan. The new local plan will replace the Chiltern Core Strategy (adopted November 2011) and the South Bucks Core Strategy (adopted February 2011). The Green Belt Assessment Part Two will form part of the evidence base for the joint local plan and will be taken into account alongside other evidence in making decisions about possible changes to Green Belt boundaries. 1.2 The starting point for the Part Two Assessment is the Buckinghamshire Green Belt Assessment Part One. The Part One Assessment was carried out by Arup on behalf of the Buckinghamshire authorities (Aylesbury Vale District Council, Chiltern District Council, South Bucks District Council, Wycombe District Council and Buckinghamshire County Council) to inform local plan preparation across the County. Part One was published in March 20161,2. 1.3 As set out in the Part One report, the Green Belt Assessment was to be undertaken in two phases. Part One was to assess, for the whole of the Green Belt in Buckinghamshire, the relative performance of strategic land parcels, termed 'General Areas', against the purposes of the Green Belt as defined in the National Planning Policy Framework3 (NPPF). In Part Two, the local planning authorities would consider the Part One findings in more detail to determine the appropriateness of any adjustments to Green Belt boundaries. In addition, Part Two considers other areas emerging through the local plan process. Green Belt Assessment Part One Conclusions 1.4 The Arup report for the Buckinghamshire Councils concludes that 'The Green Belt in Buckinghamshire has, since its original designation, played a crucial role in: preventing the outward sprawl of Greater , as well as other large built-up areas throughout Buckinghamshire; maintaining the county's settlement pattern; ensuring the continued openness of the countryside; and protecting the unique rural context of the county's historic towns. It is striking that, many years after its original designation, the Green Belt continues to perform these roles so strongly.' 1.5 Whilst the Part One report found that every General Area met the NPPF purposes to some extent, and the majority of the Buckinghamshire Green Belt performs an important role in terms of the NPPF purposes, there are a number of areas that perform more weakly and which warrant further consideration. Arup categorised these areas as follows4:  General Areas which score weakly overall against the NPPF purposes;  Whole General Areas or clusters of General Areas which, although medium or strongly scoring against the NPPF purposes, have particular characteristics or synergies with neighbouring weaker General Areas;

 Medium or strongly scoring General Areas where there is clear scope for sub-division to identify weakly performing 'sub areas' including the presence of boundary features which have the potential to be permanent and recognisable. 1.6 The Part One report identifies 8 'Recommended General Areas', all of which are in Chiltern and/or South Bucks Districts. The Part One report also identified 31 'Recommended Sub Areas' of which 23 are in Chiltern and/or South Bucks Districts5. The Part One report explains that the areas tend to be concentrated in the south and east of the county as a result of settlement growth and piecemeal development in rural areas which has fragmented the countryside, creating small, isolated areas of Green Belt which tend to make little contribution to the integrity of the wider Metropolitan Green Belt and contribute weakly to NPPF purposes. There are also areas of land which have suffered more substantial encroachment, harming the overall integrity of the Green Belt. Purpose and Objectives of the Part Two Assessment 1.7 The purpose of Part One of the Green Belt Assessment was to provide evidence of how different areas perform against the Green Belt purposes set out in national policy. The overall purpose of Part Two is to consider through more detailed assessment the appropriateness of any adjustments to the Green Belt boundary in respect of those areas identified in Part One, as well as proposals made in, or made in response to, the Chiltern and South Bucks Regulation 18 consultation document6 and Calls for Sites7. The assessment includes whether, in accordance with the NPPF, there may be exceptional circumstances that would justify the alteration of the Green Belt boundary through the new local plan for Chiltern and South Bucks Districts. 1.8 The more specific objectives of Part Two of the Green Belt Assessment are as follows: (i) For each area falling within the scope of the Assessment, to consider whether it would be possible to define a revised Green Belt boundary that is permanent and defensible in accordance with NPPF requirements; (ii) For each area of land where it is possible to identify a potential revised Green Belt boundary in accordance with NPPF requirements, to present the boundary on an Ordnance Survey map base. (iii) For each area of land where it is not possible to identify a revised Green Belt boundary in accordance with NPPF requirements, to provide a reasoned explanation. (iv) For each area of land where it is possible to identify a revised Green Belt boundary in accordance with NPPF requirements, to evaluate and score it against the NPPF Green Belt purposes and present clear and fully justified conclusions on its performance8. (v) For each area of land where it is possible to identify a revised Green Belt boundary in accordance with NPPF requirements, and which fails to perform a Green Belt purpose or performs weakly, to consider whether exceptional circumstances may

apply that would justify a change to the Green Belt boundary, presenting clear, comprehensive and fully justified conclusions. National Planning Policy 1.9 The NPPF confirms that the Government attaches great importance to Green Belts. The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open and the essential characteristics of Green Belts are their openness and degree of permanence. Paragraph 80 of the NPPF confirms that the five purposes of Green Belts are:  To check the unrestricted sprawl of large built-up areas;  To prevent neighbouring towns merging into one another;  To assist in safeguarding the countryside from encroachment;  To preserve the setting and special character of historic towns; and  To assist in urban regeneration, by encouraging the recycling of derelict and other land. 1.10 The NPPF also states (at paragraph 83) that once established, Green Belt boundaries should only be altered in exceptional circumstances through the preparation and review of the Local Plan, and that in defining boundaries local planning authorities must have regard to their intended permanence in the long-term. When drawing up or reviewing Green Belt boundaries local planning authorities should take account of the need to promote sustainable patterns of development (NPPF paragraph 84). The approach that local planning authorities should take when defining Green Belt boundaries is set out in paragraph 85 of the NPPF. Planning Practice Guidance 1.11 National Planning Practice Guidance reiterates the importance of the Green Belt and clarifies how Green Belt may affect the ability of an area to meet housing need. 'Do housing and economic needs override constraints on the use of land, such as Green Belt? The National Planning Policy Framework should be read as a whole: need alone is not the only factor to be considered when drawing up a Local Plan. The Framework is clear that local planning authorities should, through their Local Plans, meet objectively assessed needs unless any adverse impacts of doing so would significantly and demonstrably outweigh the benefits, when assessed against the policies in the Framework taken as a whole, or specific policies in the Framework indicate development should be restricted. Such policies include … land designated as Green Belt ….The Framework makes clear that, once established, Green Belt boundaries should only be altered in exceptional circumstances, through the preparation or review of the Local Plan.'9 'Do local planning authorities have to meet in full housing needs identified in needs assessments? Local authorities should prepare a Strategic Housing Market Assessment to assess their full housing needs. However, assessing need is just the first stage in developing a Local Plan. Once need has been assessed, the local planning authority should prepare a Strategic Housing Land Availability Assessment to establish realistic assumptions about the availability, suitability and the likely economic viability of land to meet the identified need for housing over the plan period, and in so doing take account of any constraints such as Green

Belt, which indicate that development should be restricted and which may restrain the ability of an authority to meet its need.'10 Critical Friend 1.12 The Part Two Assessment has been undertaken by the joint Planning Policy team for Chiltern and South Bucks District Councils. The Councils have appointed Arup to act as a critical friend for Part Two. Having prepared the Part One Assessment, Arup are uniquely placed to provide independent expert advice based on detailed knowledge of the two districts. Arup's on-going role is to help ensure objectivity in the Part Two Assessment and continuity between Parts One and Two. Arup's critical friend role comprises 4 tasks: (i) To review and comment on an early draft methodology for the Chiltern and South Bucks Green Belt Assessment Part Two. (ii) To review and comment on the draft methodology used by Aylesbury Vale District Council and Wycombe District Council for their Part Two Green Belt Assessments. (iii) To review and comment on the draft assessments of the following individual areas: all those where it is considered there may be an exceptional circumstances case that would justify a change to the Green Belt boundary; those areas where it is considered the evidence in respect of exceptional circumstances is particularly finely balanced; and, any other Recommended General Areas or Recommended Sub Areas identified in the Part One Assessment. (iv) To review and comment on this draft Part Two report. 1.13 The first two of the above tasks have been completed and the comments made by Arup are set out in Appendix 1 of this report. Appendix 1 also documents how Arup's comments have been reflected in the methodology set out in this draft Part Two report. Arup will review and comment on draft assessments (as set out in iii above) and this draft Part Two report (iv above) in parallel with the public consultation on the Green Belt Preferred Options. Arup's comments will be published as part of the final Part Two report. Report Structure 1.14 The remainder of this report is structured as follows:  Section 2 explains the scope of the Part Two Green Belt Assessment for Chiltern and South Bucks Districts  Section 3 explains the methodology that has been used in Part Two  Section 4 sets out the key findings  Section 5 outlines the next steps. 1.15 This Part Two report should be read in conjunction with the Buckinghamshire Green Belt Assessment (the Part One study by Arup for the Buckinghamshire Councils).

Status of this Report 1.16 The methodology in this Part Two report and the initial Part Two Green Belt Assessment have been published as drafts alongside Chiltern and South Bucks District Councils' Green Belt Preferred Options consultation document (October 2016). The Part Two report will be finalised after taking into account comments submitted in response to the public consultation. 2. Scope of the Green Belt Assessment Part Two 2.1 The Arup Part One Assessment includes a series of recommendations for further consideration in Part Two of the Green Belt Assessment, including consideration of whether 'exceptional circumstances' exist to justify any alteration to the Green Belt boundary. They are the areas of Green Belt which the Part One assessment concluded were the more weakly performing in terms of the NPPF purposes. All of the areas identified by Arup in Chiltern and South Bucks Districts have been taken forward in Part Two. 2.2 The scope of the Part Two assessment has been considerably widened to also include strategic options and areas of search involving Green Belt land that formed part of the Regulation 18 public consultation document, submissions made in response to previous (2015) Call for Sites public consultations and submissions made in response to the 2016 Regulation 18 public consultation on the Chiltern and South Bucks Local Plan. 2.3 A single composite list was compiled based on the above sources, with each area of land given a new unique reference number. Any areas of land that exactly duplicated another area already included in the composite list have been excluded from the assessment, but any areas of land that partly overlap another area (or areas) are included and have their own unique reference numbers. Each area of land has been assessed on a consistent basis using the same methodology. 2.4 The scope of Part Two comprises a total of 400 areas of land compiled from the following sources11:  Arup Part One Assessment Recommended General Areas (Reference number suffix 1)  Arup Part One Assessment Recommended Sub Areas (Reference number suffix 1)  Regulation 18 consultation strategic options (Reference number suffix 2)  Regulation 18 employment areas of search (Reference number suffix 3)  Call for Site submissions (Reference number suffix 4)  Regulation 18 consultation responses (Reference number suffix 4). 2.5 The areas of land are shown on Figure 1 and listed in Table 1. Figure 2 shows the whole of the Green Belt in Chiltern and South Bucks Districts. Appendix 3 comprises a series of maps of existing settlements showing the individual areas of land assessed in Part Two. Appendix 2 comprises an index to Appendix 3, showing the source for each area of land (listed in para. 2.4) and which map grid it falls within12.

3. Methodology Relationship with the Draft Methodology for Buckinghamshire 3.1 This draft methodology has been developed specifically for the Chiltern and South Bucks Green Belt Assessment Part Two. This methodology takes as its starting point a draft methodology for Buckinghamshire published by Aylesbury Vale District Council and Wycombe District Council in July 2016. Aylesbury Vale District Council and Wycombe District Council have undertaken their Part Two Green Belt Assessments in advance of Chiltern and South Bucks in accordance with the draft methodology in July 2016. Based on critical friend input (see Appendix 1) Chiltern and South Bucks Councils consider that the approach set out in this October 2016 methodology provides a more robust basis for their Part Two Assessment and it has been used in preference to the July 2016 draft. Subject to any comments received on the Part Two methodology in response to the Chiltern and South Bucks Green Belt Preferred Options consultation, Chiltern and South Bucks Councils will be promoting their methodology as the final Buckinghamshire methodology. 3.2 For each area of land falling within the scope of Part Two, there are three stages to the Assessment. Stage One: Potential Boundary Assessment 3.3 Any potential alteration to the Green Belt must be based on a new permanent and defensible boundary that is capable of enduring beyond the plan period. The Part One Assessment used the following boundary features as the initial basis for the identification of the General Areas (or parcels):  Motorways  A & B roads  Railway lines  Rivers. 3.4 Given the diversity of local context in terms of urban and rural character across Buckinghamshire, the Part One Assessment also used the following additional durable boundary features, particularly in and around the non-Green Belt settlements:  Unclassified public roads and private roads  Smaller water features, including streams, canals and other water courses  Prominent physical features (eg. ridgelines)  Existing development with strongly established, regular or consistent boundaries  Protected woodland or hedgerows. 3.5 The same approach has been adopted in the Part Two Assessment. This did not preclude the use of professional judgement where only limited mitigation would be required to identify a readily recognisable boundary that is likely to be permanent. Further consideration may be given to the potential to create new Green Belt boundaries as part of the overall decision- making process for site allocations as part of the new local plan. 3.6 In a number of cases consideration of the potential for a revised Green Belt boundary consistent with NPPF criteria led to the area of land being re-defined or 'refined'. These refined areas have been given the suffix 'A' – see Appendix 2.

Stage Two: Green Belt Purpose Assessment 3.7 Assessment Pro Forma 3 & Pro Forma 4 both include a section relating to scoring against the NPPF Green Belt purposes. The whole of the Green Belt in Chiltern and South Bucks Districts was scored against the NPPF purposes by Arup in the Green Belt Assessment Part One. This was on the basis of Green Belt General Areas, with the whole of the Buckinghamshire Green Belt being divided into a number of General Areas and each General Area being scored using a consistent methodology. The Part Two Assessment has (with the exception of the Arup RGAs) considered areas of land smaller than the General Areas identified in Part One. It was therefore necessary to consider whether the purpose scores for the whole of a General Area from Part One should be adjusted for any sub-area being considered in Part Two: in other words, does the sub-area score differently when considered in isolation from the rest of the General Area in which it is located? There was no scope to review the Part One assessments for the whole of the General Area; the purpose of the scoring review was to consider any differentiation in terms of how the sub-area functions and fulfils the purposes of the Green Belt. 3.8 The Part One Assessment used one or more criteria to assess the performance of a General Area against each Green Belt purpose. Qualitative and quantitative measures were used and scores were attributed for each criterion, where 1 equalled 'criterion least fulfilled' and 5 equals 'criterion most fulfilled'. If a General Area was considered to have no contribution to a specific purpose, a score of zero was attributed. No weighting or aggregation of scores across the purposes was undertaken. Any General Area scoring strongly (4 or 5) against the criteria for one or more purpose was judged to be meeting the purposes strongly overall; a General Area fulfilling the criteria to a lesser extent (scores of 2 or below) across all purposes was deemed to be weaker Green Belt. A score of 3 was judged as meeting the Green Belt purpose when judged against that particularly criterion. 3.9 To ensure continuity with One, the Part Two Assessment adopted the same approach, assessing each area of land falling within the scope of Part Two against the NPPF purposes using the same criteria and scoring scale. Stage Three: Exceptional Circumstances Assessment 3.10 The NPPF states that 'Once established, Green Belt boundaries should only be altered in exceptional circumstances, through the preparation or review of the Local Plan'. This means that once a Green Belt has been established, something more than general planning concepts are required to justify an alteration; any revision of the Green Belt boundary must satisfy a stringent test for exceptional circumstances. However, there is no prescribed national definition or methodology for assessing whether exceptional circumstances exist or for demonstrating that they do (or not) exist. Ultimately it is an exercise of planning judgement as to whether exceptional circumstances necessitating revision have been demonstrated, with each case having to be judged on its individual facts, in terms of both the specifics of the area of land being considered and the wider strategic function of the Green Belt. 3.11 The approach to exceptional circumstances adopted in the Green Belt Assessment Part Two for Chiltern and South Bucks Districts is designed to reflect the duty to achieve sustainable development and other key objectives such as planning positively to meet development needs where possible. It is a balanced framework encompassing a range of local and wider, more strategic considerations. The framework is based on fit with:

 the emerging spatial strategy options for the new joint local plan for Chiltern and South Bucks (Table 2) – the assessment explains how altering the Green Belt boundary would fit with the spatial options, recording which option (or options) for which there would be a good fit and those for which there would be a poor fit (or no fit).  the Sustainability Appraisal Framework for the Chiltern and South Bucks Local Plan (Table 3); and  Green Belt criteria.

3.12 Reflecting the need to consider whether exceptional circumstances exist in terms of area specifics and at the strategic level based on wider factors, the Green Belt criteria for the Part Two Assessment includes consideration of performance against Green Belt purposes but also a wider consideration of potential harm to the Green Belt in terms of strategic integrity and the broader purpose of the wider Green Belt as identified in the Part One Assessment. 3.13 Although the NPPF states that Green Belt boundaries can only be altered in exceptional circumstances through the preparation and review of the local plan, it is important that the local plan process deals with any boundary anomalies and considers whether there is a need to create new boundaries that will endure for the long-term as a result of, for example, the comprehensive redevelopment of Major Developed Sites in the Green Belt in accordance with existing local plan policies. Assessment Pro Forma 1 includes consideration of whether there is any justification for a change to Green Belt boundaries where there is no or very limited development potential within the RGAs and RSAs defined by Arup. 3.14 An important aspect of the assessment process is its iterative nature and the need to understand the wider strategic context. As individual assessments were completed, conclusions in respect of particular areas of Green Belt were checked against assessment conclusions for other areas of Green Belt to consider matters such as whether the scoring or

the conclusions in respect of exceptional circumstances in one area would affect conclusions in surrounding areas. Figure 3 summarises the assessment process in diagrammatic form. 3.15 The Part Two Assessment considers whether or not exceptional circumstances may exist and not whether they definitively do exist. A definitive conclusion on the question of exceptional circumstances cannot be drawn until the findings from the Green Belt Part Two Assessment have been considered alongside other elements of the evidence base (eg. the HELAA [Housing and Economic Land Availability Assessment] and consideration of wider constraints) as part of the local plan options appraisal process. That is the point at which consideration is given to the question of whether potential harm to the Green Belt is outweighed by exceptional circumstances. The conclusions of the Green Belt Assessment Part Two have also to be re-checked against the conclusions of the options appraisal process. Part Two Assessment Pro Forma 3.16 Each of the areas of land falling within the scope of the Part Two Assessment has been assessed using one of four pro forma. Blank versions of the pro forma are included in this document as Appendix 4. 3.17 Pro forma 1: Relates to areas that the Green Belt Assessment Part One recommended should be considered further (the Recommended General Areas [RGAs] and Recommended Sub Areas [RSAs]) but where there is no or very limited development potential within the RGA/RSA areas defined by Arup. The limited number of cases in which Pro Forma 1 has been used are all instances which the area being considered is an existing built area, has an implemented planning permission for substantial built development, or comprises public open space. Stage 2 (the Green Belt Purpose Assessment) does not apply. This is because it is considered that the Part One Assessment provides sufficient information on performance against Green Belt purposes in these cases. Pro Forma 1 has been used in the following cases:  Botley (Ref 1.0214) – A Green Belt settlement with a particularly urban character.  Tatling End (Ref 1.17) – A Green Belt settlement described in the Part One Assessment as an area of significant encroachment with an inherently semi-urban character.  Denham (Ref. 1.18) – A Green Belt settlement described in the Part One Assessment as quite densely built-up with an inherently semi-urban character.  Land north of Iver including Pinewood Studios (Ref. 1.19) – The land with planning permission for expansion of Iver Studios. Development is under construction.  Taplow Riverside Area (Ref. 1.23) – The Green Belt settlement of Taplow Riverside which has a high proportion of built form and the Mill Lane Major Developed Site in the Green Belt which has planning permission for demolition of existing buildings and structures and construction of 141 dwellings, 40 senior living apartments etc. Development is under construction.  Burnham (Ref. 1.24) – An urban park.

3.18 Pro Forma 2: Relates to the remaining RGAs that the Green Belt Assessment Part One recommended should be considered further. Stage 2 (the Part Two Purpose Assessment) does not apply. 3.19 Pro Forma 3: Relates to the remaining RSAs that the Green Belt Assessment Part One recommended should be considered further. 3.20 Pro Forma 4: Relates to the remaining areas of land that fall within the scope of the Green Belt Assessment Part Two, ie. all those areas of land that have come forward other than as a result of being recommended for further consideration in the Part One Assessment.

4. Summary of Findings 4.1 Each of the 400 areas of land falling within the scope of the Part Two Green Belt Assessment was considered using the three stage methodology set out in Section 3 of this report. The detailed assessments are set out in individual pro forma which comprise Appendix 5 of this report15. Stage 1: Potential Boundary Assessment 4.2 In each case the first step considered whether there is the potential to define a revised Green Belt boundary that would be permanent and defensible and capable of enduring beyond the local plan period in accordance with NPPF requirements. 4.3 For 79 of the areas of land assessed, it is considered that it would be possible to identify a potential revised boundary that would meet NPPF requirements. This includes areas where it is considered that a revised Green Belt boundary consistent with NPPF requirements could potentially be created by re-defining or refining the boundary of the area of land being assessed. 25 areas were refined, creating 29 areas for further assessment. The refined areas are listed in Table 4 and shown on Figure 4. 4.4 All of those areas where it is considered that a revised NPPF compliant boundary could potentially be created were considered further in Stage 2 (and if appropriate Stage 3) of the Part Two Assessment. The areas are shown on Figure 5a. The potential revised boundaries are shown in more detail on an Ordnance Survey map base in the relevant assessment pro forma. 4.5 For the remaining areas of land, the Part Two Stage 1 assessments conclude that it would not possible to define a revised boundary that would meet NPPF requirements. These areas were not considered further in the Part Two Assessment. They are shown on Figure 5b and listed in Table 5.

4.6 79 areas of land progressed to Stage 2 of the Part Two Assessment. In each case it is possible to define a potential revised NPPF compliant Green Belt boundary. Each area of land was assessed and scored against the Green Belt purposes set out in the NPPF. 4.7 Of the areas assessed in Stage 2, 39 were judged to be performing no Green Belt purpose or performed weakly against one or more Green Belt purpose. These areas (shown on Figure 6a) were taken forward to Stage 3 of the Green Belt Assessment. 4.8 The remaining 40 areas considered in Stage 2 scored more strongly against one or more Green Belt purpose. These areas were not considered further in the Part Two Assessment. They are shown on Figure 6b and listed in Table 6.

5. Next Steps

5.1 The Green Belt Assessment Part Two has been prepared to inform preparation of a new joint local plan for Chiltern and South Bucks Districts. The Assessment has taken as its starting point the NPPF and National Planning Practice Guidance which attach great importance to Green Belts. Reflecting national policy, the Assessment has considered:  the potential to create new and defensible Green Belt boundaries that would be capable of enduring beyond the plan period;  performance against the NPPF's Green Belt purposes; and,  whether exceptional circumstances may exist that would justify an alteration to the Green Belt boundary through the new local plan for Chiltern and South Bucks Districts. 5.2 The Assessment also considers the wider Green Belt objectives where relevant and as set out in NPPF Paragraph 81. 5.3 The Part Two Assessment does not draw definitive conclusions on the question of exceptional circumstances; that is not one of its objectives. The Assessment does however consider whether exceptional circumstances may exist that would justify a change to the Green Belt and explains where and why this is considered to be the case. The Part Two Assessment has been used alongside other evidence relating to a whole range of factors relevant to the local plan in the Green Belt Development Options Appraisal to arrive at Chiltern and South Bucks District Councils' Green Belt Preferred Options. 5.4 The Part Two Assessment has been published as a draft for comments alongside the Preferred Option consultation document. Comments are invited on the methodology that has been used and on the assessments of individual areas of land. The Green Belt Assessment Part Two will be finalised after taking into account comments submitted in response to the public consultation.
