1, Introduction of Cst. Emma Rutledge and Cst. Tyler Cullimore

Csts. Rutledge and Cullimore were introduced to the Board by Chief Brinton. Cst. Rutledge came to Oak Bay with just over 14 years of experience with the RCMP. She is interested in Community Services, with a particular interest in working with seniors. Cst. Cullimore also comes to Oak Bay from the RCMP, having served with the Ridge Meadows Detachment since April 2017. He was also a volunteer Reserve with Saanich Police and a volunteer firefighter. His particular interest is in traffic enforcement.

DEPARTMENT REPORTS:

2. Financial Report Chief Brinton presents the financial report for the first quarter. A question was asked about the Administration account being at 38%, rather than the 25% that would be expected for this time of year. Chief Brinton explained some benefits were front-end loaded such as the Employer Health Care Tax. A question was then asked about how the department budgets for retroactive pay for members covered under the collective agreement. Chief Brinton advised the Board that the District carries a contingency fund for this purpose.

MOVED and seconded: That the Statement of Expenditures for Quarter 1 2019 be received.

3. Overtime Report Chief Brinton presented the March Overtime report. Nothing that causes him concern at this point. Question asked about overtime and expenses for a high profile murder trial currently underway in Vancouver. Chief Brinton confirmed that there will be significant expenses incurred for travel expenses of all police witnesses. He has met with the District’s finance department to discuss these costs which can be absorbed by the operational budget for which there was a surplus last year. The Major Crime Reserve account can also be accessed.

4. Chief Constable’s Monthly Update The Chief’s 2019 Priorities were addressed in camera at the April 23 meeting. They are now being raised to the open meeting for approval, with reference to “in camera” being removed from the document and renamed “2019 Chief’s Priorities”.

5. Strategic Plan Update The Strategic Plan Update for Quarter 1 was presented by D/C Bernoties. New initiatives are still being added as they come up. The five-year plan is on-track, with most of the initiatives having been completed; others are ongoing or yet to be completed. Question from the Board as to metrics to measure success of the initiatives. DC Bernoties advises that there have been targets set in the initial plan which he will bring to the next meeting for information to the Board. A request for clarification came from the Board in relation to the Restorative Justice initiative. D/C Bernoties explained that there has been heightened awareness brought about in part by muster presentations by RJ in attempting to make more referrals to the program where appropriate.

6. WorkSafe BC

Correspondence received from Barb Desjarlais, Mayor of Esquimalt, on April 23, 2019 concerning delays and costs associated to sending members for WorkSafe assessments. Chief Brinton advises that he is not aware of any extra costs associated to travel for assessments for Oak Bay members. He and D/C Bernoties believe that all assessments for our members have so far been completed locally.

4. BCAPG AGM and Conference Update – Chair Murdoch

Roundtable discussion regarding the success of the Conference and AGM. Insightful and impactful. Good variety of topics, including trauma awareness, risk awareness. Lots of informal discussion regarding labour relations. Kevin Murdoch and Wendy Zink will be attending the ICD training in May 3-5.

We are responsible for setting the strategic direction and managing the administration of the OBPD. In this role, we routinely receive incredibly positive feedback about our Police Dept. Their genuine concern for our community, approachable style & willingness to ‘go the extra mile’ is unique in this modern era of policing. We’re also pleased they do this while maintaining the lowest ‘cost per capita’

of any municipal Police Department in British Columbia.*

We should all be very proud of our Police Dept. Their compassion- Strategic Plan ate, professional and patient approach to policing contributes to Oak Bay being such a special place. We consider it a privilege to be Community Input on the Oak Bay Police Board and we’re pleased with the valuable  653 respondents to our survey community input we received during our planning process.

While we can’t share all our initiatives, some of the strategies we’ll use include:  Increasing education on the need to lock cars  Working with the school & others on bike thefts  Undercover operations  Increasing bike patrols during the wee hours  Bait bike operations  Property Checks for those going out of town We recover many bicycles every year and ultimately donate them as they aren’t registered.
