Bergman CLASS OF 2020 AWARDEES First Decade Award First presented in 1968, the First Decade Award was established to recognize two individuals for early professional achievement by graduates of the 10th anniversary class. Criteria appropriate to selection shall include the difficulty of accomplishment; quality, creativity, and distinctiveness of performance; recognition by professional peers; and lasting contribution to the world of ideas and affairs. Gilles Ouedraogo ’10 Having received his master’s from the University of Minnesota in public affairs, Gilles is currently a Monitoring Officer for the Great Green Wall Accelerator at the United Nations Convention to Combat Desertification (UNCCD), managing data streams for countries in the Sahel region of Africa attempting to stop the Sahara desert from advancing. He lives in Bonn, Germany. Amber Hanson Glaeser ’10 Working toward her MPPA from Northwestern University, Amber is the director for public policy at Minnesota Farm Bureau. She leads the public policy team representing nearly 30,000 Minnesota farming families at the state and federal levels. Silver and Golden Anniversary Awards The Anniversary Award recognizes one graduate from the silver anniversary year and one from the golden anniversary year for outstanding and exceptional career achievement. Elisabeth Potts Dellon ’95 Elisabeth is professor of pediatrics at the University of North Carolina at Chapel Hill, where her practice includes pediatric pulmonology and pediatric palliative care, and she is involved in clinical care, research, education, and program administration. She is a graduate of the University of Minnesota Medical School with a residency at Harvard in a combined program in internal medicine and pediatrics, followed by a fellowship in pediatric pulmonology from the University of North Carolina at Chapel Hill. Dennis Lofgren ’70 Dennis is a former producer, writer, and director for both documentary and reality television shows. His documentaries covered wide-ranging topics, such as death and dying (Can’t It Be Anyone Else?/ABC), child sexual abuse (Beyond The Secret/HBO), and reality competitions (Survivor/CBS). Distinguished Alumni Citation (continued on next page) The Distinguished Alumni Citation celebrates outstanding and exceptional career achievement of graduates of the College. Criteria appropriate to selection shall include the difficulty of accomplishment; quality, creativity, and distinctiveness of performance; recognition by peers; and lasting contribution to the world of ideas and affairs. Humanitarian achievements may also be weighed. Cathy Carlson ’76 Currently the chair of the Department of Veterinary Clinical Sciences at the College of Veterinary Medicine, University of Minnesota, Cathy was recently awarded an honorary doctorate from the Swedish University of Agricultural Sciences in October 2018. CLASS OF 2020 AWARDEES Ardena Flippin ’68 Holding a medical degree from the University of Minnesota and an MBA from the University of Chicago Executive program, Ardena spent most of her career as the senior attending emergency medicine physician for Cook County Bureau of Health Services. She currently has her own business called FlippinonHealth.com, where she develops health and wellness programs for small- and medium-sized businesses. Heidi Kennedy Manning ’90 Heidi holds a PhD in physics and is the dean of the College of Arts and Sciences at Misericordia University in Dallas, Pennsylvania. She was a visiting research scientist at NASA’s Goddard Space Flight Center in 2006 and again in 2012–13. Arlene Waxlax Sonday ’54 A long-time educator, Arlene is the author of the widely used Sonday System, a comprehensive line of materials designed to help educators provide multisensory reading instruction to students from pre-K through 8th grade reading levels. She has also served as vice president of the International Dyslexia Association and trained more than 40,000 teachers to increase student achievement. Greater Gustavus Award The Greater Gustavus Award is the highest award given by the Gustavus Alumni Association. It is awarded to those “who by deed, have notably advanced and aided Gustavus Adolphus College.” The Gustavus Faculty During the spring semester of 2020, with the situation in flux due to the COVID-19 pandemic, the College’s faculty transitioned to online teaching with only two weeks of preparation to allow students to complete their courses away from campus, doing so with the agility of expert teachers and a careful attention to student needs. Thanks to their commitment, students remained on track in their degree programs and members of the Class of 2020 earned their diplomas. Put simply: the faculty saved the 2019–2020 academic year. Hedin Editor, MLHP ------- ※------- (2016) 1 FOREWORD The Office of Attorney General of Minnesota is established by the constitution; its duties are set by the legislature; and its occupant is chosen by the voters. 1 The first question any historian of the office confronts is this: why is the attorney general elected and not appointed by the governor? Those searching for answers to this question will look in vain in the debates of the 1857 constitutional convention. That record is barren because there was a popular assumption that officers of the executive and legislative branches of the new state government would be elected. This expectation was so deeply and widely held that it was not even debated by the delegates. An oblique reference to this sentiment was uttered by Lafayette Emmett, a member of the Democratic wing of the convention, during a debate on whether the judges should be elected: I think that the great principle of an elective Judiciary will meet the hearty concurrence of the people of this State, and it will be entirely unsafe to go before any people in this enlightened age with a Constitution which denies them the right to elect all the officers by whom they are to be governed. 2 Contemporary editorialists were more direct and strident. When the convention convened in St. Paul in July 1857, the Minnesota Republican endorsed an elected judiciary and opposed placing appointment power in the chief executive: The less we have of executive patronage the better.

    Minnesota’s Scandinavian Political Legacy by Klas Bergman In 1892, Minnesota politics changed, for good. In that break-through year, Norwegian-born, Knute Nelson was elected governor of Minnesota, launching a new era with immigrants and their descendants from the five Nordic countries in leadership positions, forming a new political elite that has reshaped the state’s politics. The political story of the Scandinavian immigrants in Minnesota is unique. No other state can show a similar political involvement, although there are examples of Scandinavian political leaders in other states. “Outside of the Nordic countries, no other part of the world has been so influenced by Scandinavian activities and ambitions as Minnesota,” Uppsala University professor Sten Carlsson once wrote.1 Their imprint has made Minnesota the most Scandinavian of all the states, including in politics. These Scandinavian, or Nordic, immigrants from Denmark, Finland, Iceland, Norway, and Sweden created a remarkable Scandinavian political legacy that has shaped Minnesota politics in a profound way and made it different from other states, while also influencing American politics beyond Minnesota. Since 1892, the Scandinavians and their descendants have been at the forefront of every phase of Minnesota’s political history. All but five of Minnesota’s twenty-six governors during the following 100 years have been Scandinavians—mostly Swedes and Norwegians, but also a Finland-Swede and a Dane, representing all political parties, although most of them— twelve—were Republicans.
