Opening Remarks

The Chairman welcomed all to the 7th meeting of the Working Group on Ethnic Affairs (“WG”). He said that the WG meeting was open to the public and would be audio recorded. The agenda, papers and minutes of the meeting would be uploaded to the website of the Yau Tsim Mong District Council (“YTMDC”). He then reported that Mr Chris IP, Mr Benny YEUNG and Ms Mimi CHEUNG were absent due to other commitments.

Item 1: Report of the Activities Held by the Working Group in 2018-2019

2. The Chairman invited Ms Kase WU, Liaison Officer (South) 2 of the Yau Tsim Mong District Office (“YTMDO”) to report on the activities held by the WG in 2018-2019. .

3. Ms Kase WU reported activities held by the WG in 2018-2019 with a PowerPoint ----- presentation (Annex 1). She reported on Yau Tsim Mong Ethnic Harbour Cruise and Yau Tsim Mong Ethnic Cultural Show, then invited Ms FU Yim-ting to report on co-organizing activities.

4. A WG Member said that the activities held in last year had been very successful, while there was still room to optimize. For one thing, the Yau Tsim Mong (“YTM”) District Ethnic Cultural Show could be cut short. For another, the masters of ceremonies should host the activities bilingually. Members said that those participating in the activities were mostly Nepalese, and hoped that other ethnic leaders can encourage different ethnic minorities to participate.

5. There being no further comments, the Chairman ended the discussion on this item.

Item 2: Discussion on the Proposed Activities for 2019-2020

6. Ms Kase WU briefly introduced the proposed activities for 2019-2020 with a ----- PowerPoint presentation (Annex 2). She said that the YTMDO had suggested that the WG continue to co-organise recreational activities (e.g. sea cruises) with the YTMDO in the coming year. Besides, she suggested inviting non-governmental organisations that specialize in servicing ethnic minorities in the district to co-organise practical and service-based activities (e.g. luncheon symposia, career exploration workshops/visits and

- 2 - Chinese language classes for students) with the WG to expand the target group of the activities.

(Ms FU Yim-ting submitted a declaration of interest form concerning YTMDC-funded activities.) (Mr Andy YU left the meeting at 4:38 p.m.)

7. A WG Member said that he supported the activities proposed by the YTMDO but was concerned about the District Council Election to be held in November this year. He worried about the feasibility of holding the activities in time, and suggested concluding them by August or September, which would be ideal.

8. Ms Kase WU said will invite the said non-governmental organisations to submit co-organizing activities proposal, if any proposal is received, their representatives will be invited to introduce the contents of and proposals for co-organising the activities at the next meeting. There was no objection.

9. After discussion, it was agreed that the proposed activities and budget at Annex 2 would be held in 2019-2020. Name of the activities are as follow:

i) YTM District Ethnic Minorities’ Harbour Cruise ii) YTM District Ethnic Minorities’ Luncheon Symposium iii) Career Exploration Workshop/Visit iv) Chinese Learning with Fun Classes

Item 3: Progress Report on Signature Project Scheme (Yau Tsim Mong District) Yau Tsim Mong Multicultural Activity Centre (YTMDC WGEA Paper No. 1/2019)

11. The Chairman welcomed Miss Katherine PONG, Assistant District Officer (Yau Tsim Mong) (1).

12. Miss Katherine PONG introduced Paper No. 1/2019 with a PowerPoint presentation ----- (Annex 3).

13. A WG Member asked whether only ethnic minority households had been visited during the activity.

14. Miss Katherine PONG said that other than ethnic minority households, local households had also been visited.

15. There being no further comments, the Chairman ended the discussion on this item.

Item 4: Any Other Business

16. A WG Member said that the WG used government funds to organise activities, so it should be responsible for ensuring proper use of the funds.
