Open Dutch Championship for the following classes: ILCA 7, ILCA 6 (Men and Women), , , 49erFX(open), Nacra15, , J22, SB20, , and .

Class event for: ILCA 4, , , RS-Feva and Etchell

Organizing authority: The Royal Netherlands Union (RNYU) in conjunction with RYC Hollandia and Tigsports.

1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 If there is a conflict between languages the English language will take precedence. 1.3 Only for the Open Dutch Championships: The ‘Rules for Championships Sailing, Windsurfing and Kiteboarding’ (available at reglement-voor-kampioenschappen-20191101-v5-docx.pdf (watersportverbond.nl) will apply 1.4 For SB20 only: The following rule will be changed in accordance with RRS 86.1(b) and 90.2(c): The Race Committee will use VHF radio for communication. Failure to make broadcasts or failure to hear the broadcast shall not constitute grounds for granting redress. This changes RRS 62.1. The Sailing Instructions will provide more details on the procedure. 1.5 [NP, DP] Protocols relating to COVID-19 may be published at any time and will state if they have the status of a rule.

2. Sailing Instructions The Sailing Instructions will be available on the event website on Monday October 4th , 2021. Other documents governing the event will be published with the Sailing Instructions. No hardcopy will be handed out.

3. Communications 3.1 The online official notice board is online only and located at www.allianzregatta.org. 3.2 Communications with Competitors and Coaches: The event may use WhatsApp groups for communications purposes as much as possible to help maintain social distancing. Links and QR code will be provided. 3.3 Briefings, team leader meetings and hearings may be conducted using an online video meeting application. 3.4 From the first warning signal until the end of the last race of the day, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats or when using equipment provided by the race committee.

4. ELIGIBILITY AND ENTRY 4.1 The regatta is open to all boats of the above-mentioned classes. Competitors in the ILCA 7 or ILCA 6 who reach the age of 35 or competitors in de Finn who reach the age of 40 during 2021 will compete also in the Master ranking 4.2 Competitors under 18 years of age shall provide a signed and completed parent (or guardian) consent and declaration form. The forms are available for download on the event website. 4.3 Eligible boats may enter by registration with the organizing authority at the website www.allianzregatta.org. The entry is only completed once payment of complete entry fee has been received. 4.4 Online entry for all classes is open from Monday August 16th and closes on Wednesday October 6th, 2021, 1800 (local time). 4.5 Competitors that have entered after Wednesday October 6th, 2021, shall only be accepted after written approval of the OA. 4.6 Competitors can request a cancellation of their entry by sending the OA an email to [email protected]. In case such request is made before Friday October 1st, 2021, 2400 (local time) and is accepted by the OA, the entry fee will be reimbursed after deduction of an administrative fee of €15.00. 4.7 Competitors are responsible for the correct information they provide in the entry form. It is strongly recommended that competitors check their entry information once published on the event website. Changes in the name, gender, sail number and/or national letters SHALL be made online.

5. FEES 5.1 Fees are stated in Euro and include any local taxes. Entries including payment received before Friday September 24th, 2021 2400 (local time) will qualify for the Early Entry fee. The entry fee is only payable online.

6. ADVERTISING AND IDENTIFICATION 6.1 Boats may be required to display bow numbers, competitors bibs and advertising chosen and supplied by the Organizing Authority. 6.2 They may also be required to display a yellow, blue or red sticker, respectively, on each side of their . The stickers will be provided by the Organizing Authority.

7. FORMAT 7.1 For each event the regatta will consist of a single Series.

8. SCHEDULE OF RACES AND EVENTS 8.1 The race office will be open on Thursday October 7th, 2021 from 1700 till 2100 and on racing days from 0800 on. 8.2 There will be no on-site registration. 8.3 Crew weighing for J22 and SB20 class will take place on Thursday October 7th, 2021 from 1800 till 2100 and on Friday October 8th from 0800 till 1000.

8.4 The following classes will race together in one fleet: • Finn class: Finn and Finn Master class • ILCA class: ILCA 7 and ILCA 7 Masters • ILCA 6 class: ILCA 6 Men, ILCA 6 Women and ILCA 6 Masters 8.5 On Monday October 4th, 2021 the Draft Schedule of Races will be published at the web site www.allianzregatta.org 8.6 On Friday October 8th, 2021 no first warning signal will be made before 1100 (Saturday October 9th for RS Feva). 8.7 No warning signal will be made after 1600 on the last day of the regatta. 8.8 A online meeting for all class representatives is scheduled for 1930 on Thursday October 7th.

9. EQUIPMENT INSPECTION 9.1 For classes where the Class Rules require a valid measurement certificate for racing, measurement certificates may be checked during the event. 9.2 During the regatta any boat and its equipment may be subject to inspection at any time. 9.3 Classes can organize measurement or equipment inspection. This will be announced in the Sailing Instructions.

10. VENUE 10.1 The race office is located at the following address: Regatta Center Medemblik, Vooroever 3, 1671 SG Medemblik, The Netherlands. 10.2 Addendum A shows the location of the regatta harbour. 10.3 Addendum B shows the approximate location of the racing areas. Races will be as close to the harbour entrance as possible

11. COURSES 11.1 The courses to be sailed will be Olympic Trapezoid, or Upwind Downwind, or variations on these courses.

12. PENALTY SYSTEM 12.1 Appendix P of the Racing Rules of Sailing (RRS) will apply. 12.2 For the Yngling, Star, Soling, J22, SB20, Etchell, 49er, 49erFX, 29er, Nacra15, RS Feva, and Dart18 classes RRS44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One- Turn Penalty. 12.3 In RRS 44.2 insert after the first sentence: “However, if Mark1a is set, a boat may take a penalty from an incident in the zone around Mark 1 or on the leg between Mark 1 and Mark 1a, as soon as possible after leaving the zone around Mark 1a.

13. SCORING 13.1 Four races are required to be completed to constitute a series. 13.2 When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. When eleven or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

13.3 Only for Contender: When nine races have been completed, a boat’s series score will be the total of her race score excluding her two worst scores.

14. [DP] SUPPORT PERSONS VESSELS 14.1 Support person vessels shall conspicuously display a flag or the three national sail letters with a minimum height of 200 mm of the country they represent.

15. [DP] BERTHING Boats shall be kept in their assigned places in the boat park and regatta harbour.

16. DP] HAUL-OUT RESTRICTIONS 16.1 Keel boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

17. [DP] DIVING EQUIPMENT AND PLASTIC POOLS 17.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the event.

18. RISK STATEMENT 18.1 Competitors participate in the regatta entirely at their own risk. See rule 3, Decision to Race. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 18.2 They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 18.3 They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; 18.4 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 18.5 By participating in any race, they are satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate; 18.6 The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; 18.7 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. 18.8 The Organizing Authority will accept no liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

19. INSURANCE 19.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.500.000 per event or the equivalent.

20. PRIZES 20.1 Medals will be awarded to the top 3 boats in each event. 20.2 Only for the Open Dutch Championships: The RNWA supplies for the winning boat or team a blue pennant and a medal for every member of the crew of the first three boats or crews ( there will be no extra medals available for changes in the crew during the event).

21. DATA PROTECTION, MEDIA, CAMERA’S AND ELENTRONIC EQUIPMENT 21.1 By participating in the Allianz Regatta competitors automatically grant to the Organizing Authority and their sponsors, the right in perpetuity to make use and show, from time to time at their discretion, any (motion) pictures and live, taped or filmed video and other reproductions of the athlete during the period of the competition without compensation. 21.2 By participating in the Allianz Regatta competitors accept to receive event information from the Organizing Authority. 21.3 Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organizing Authority. 21.4 The top three competitors as well as the individual race winners may be required to attend a media press conference/moment each day. 21.5 Competitors may be required to be interviewed at the regatta for editorial and commercial purposes on behalf of the Organizing Authority.
