2. Utility Dept. • Jarvie a} Starting to look at options for the water plant upgrade as a result of WRWSC decision on Ph3 b) Continuous regeneration of filters in order to maintain acceptable iron and manganese levels.

a) Couple minor deficiencies contractor needs to complete on water plant upgrade b) Pickardville plant still supplying Pickardville line with no issues. Booster station has been offline ever since. c) Seven contractors using the Pickardville lagoon totaling 525 loads as of the end of Nov. d) Updated SOP's e) Did winter THM sample

• Busby a} No issues to report b) Received request for tap off of wrwsc line just north of Busby but may look at direct connection to distribution system. Possible 15 m3 per day consumption. c) Did winter THM sample

• Fawcett a) Will be starting discussions with AEP as a result of the Ph3 decision from the WRWSC b) Treatment system still producing quality water. c) Disconnected and drained water lines to old fireball.

• Pibroch a) No issues to report

• Dapp a) No issues to report b) Truck fill transactions for Nov was $455 c) Dapp gps'ing complete as well as Dapp/Pibroch line.

• Industrial Park a) No issues to report b) Waterline project is completed and distribution pumping system at municipal shop has been taken offline. c) Getting three quotes for running services to Cropmaxx development.

• Crosswind Landing a) No issues to report b) Did winter THM sample

• General a) Total of 15 One Call locate requests for November. b) Ryan finished the Level 1 training course and has written the certification exam. 6-8 weeks for results c) Starting to gps north infrastructure, south data is now on our avl map. d) All online reporting done to the end of November. e) Repaired sump (pump out) line at TVSH.

3. Agriculture Services Dept. • ASB: a} Beaver program was very busy; worked on many county infrastructures and private landowner requests. With the amount of rains from last fall and this spring/summer the demand for work is extremely high and we are doing our best to accommodate resident's requests and county infrastructure. Over 310 beaver have been harvested to date. Invoices for trapping have been sent. b} Working on year end reporting and budgets c} Finishing up the Seed Plant Inspect, as 20 seed samples must be collected inspected for weed seed and disease content, the Westlock Plant received a 99% grade on their new license. Our Westlock Plant is one of the top in Alberta, and one we should be proud of. d} Staffattended In-Service Training where many of the CEC credits are obtained for the licenses staffmust have. e} Attended the Northwest Reginal ASB Conference, 3 resolutions were presented and passed and will be going forward to the Provincial Conference. f} Worked on updating ASB Business Plan.

• Cemetery: a} Mark graves and communicate with Funeral Home b} Corresponding with survey companies to plot and survey the cemeteries. c} Update Cemetery registry

• Recreation: a} ASB staff finished the fall cleanup of Echo Lake and $10 campground

Page 4 of 6 • Waste Management/TransferSites a) General maintenance at each site b) Vimy herbicide collection shed was burnt down by vandals, replacement shed has been delivered. c) ASB staff continue to remove propane tanks and take to Regional Landfill for the final round for the year. Metal Crusher no longer able to take propane and vandals were throwing into chemical sheds and in the wood pile which is a safety hazard for our residents and staff. d) Reviewing metal crushers and preparing RFP for collection services e} Old landfill -leachate removal has begun along with the deep well injection, lab results provided to the environmental company accepting the leachate. f) Discuss agricultural plastic recycling with Regional Landfill Manager, reviewed presentation from Wheatland County and the program they offerto residents.

• Emergency Management a) Will be attending the Town of Westlock ESS meeting December 13th. works very closely with the Town, our mutual partner. b) Training has begun to train the 2nd in command Emergency Social Services Director.

DIRECTOR'S REPORT

a} Completed Transportation Safety Audit. Results indicate some updates to the County's current documentation and collection of information processes. Formal response from Alberta Transportation has not been received as of this report. b) Developing draft policy for cash in lieu of gravel requests. Will be bringing to an upcoming Council meeting. c} Developing draft policy for County gravelling program. Will be brining to an upcoming Council meeting. d) Completed road tour with the Manager of Transportation. Division 1, 3, 4, 5, and 7 divisions were toured. Generally speaking the roads are on good shape, no major concerns at this time. Ongoing maintenance of the roads required to address any minor wash boarding, icy sections, etc.

Page 5 of 6 e) Toured Tawatinaw Valley Ski Hill afterrecent break in and vandalism events. f) Interdepartmental meeting discussing the upcoming road ban season and signage within the County. g) Met with vendor regarding County road signs and discussed options to inventory and record all signs in the County and get information into the GIS program. h) 5 bridge funding applications completed and submitted to Alberta Transportation for the upcoming construction season. i} Met with multiple engineering firms regarding possibility of a road study project for 2018. j) Multiple senior management meetings. k) Multiple budget presentation meetings. I} Attended Westlock Regional Water Services Commission meeting. m) Conducted one on one meetings with department managers.
