January 2016 Governor Cuomo announces the LIRR Expansion Project

Scoping, Draft and Final Environmental Impact Statement (EIS) and numerous 2016 - 2017 meetings for communities provide input on project plans

Design-build contract with 3rd Track Constructors (3TC) December 2017 was approved by MTA Board

A Limited Notice to Proceed was issued for 3TC to officially commence Pre- January 2018 Construction and Early Start Work

September 2018 Project groundbreaking

A Notice to Proceed was issued for 3TC to officially commence substantial October 2018 construction work 9 Stakeholder Engagement to Date

The Project Team has undertaken an unprecedented level of community outreach. To date, hundreds of meetings have been held with elected officials, community leaders, homeowners, businesses, LIRR customers and other stakeholders. This input is being used to improve designs and minimize construction impacts.

. Access Impacts • Segments of Broadway and Railroad Avenue will be closed during construction • Implications for residents and businesses . Mitigation measures to alleviate congestion include the following: • Increase lane capacity • Signalize intersections and adjust timing of various signals • Install speed limit signs with variable message “Your Speed” on local through roads • Remove stop signs at specified locations • Remove parking on specified streets • Prohibit left turns onto Grand Boulevard during peak hours . 3TC will consult with communities to finalize these plans Urban Avenue Draft Detour Plan Environmental Controls

. Most intensive work planned for during the day, quieter activities at night . Nighttime and weekend work will occur . Examples of noise control measures: • Retrofit equipment (e.g., mufflers) • Noise blankets • Electric equipment • Advanced notification of noisy construction work Environmental Sampling
