Powered by TCPDF (www.tcpdf.org) Roquetas de Mar - Arrival Cities Integrated Action Plan - Executive Summary (English) 1. EXISTING PROBLEMS AND CITY ANALYSIS In the last decade, it can be observed that immigration has massively grown. Record-breaking numbers of migrants are moving across international borders, fleeing conflict, persecution, poverty and other life- threatening situations. It is also due to labour and skill shortages and demographic changes, which makes make people to seek better opportunities elsewhere. The large displacement of populations has broader implications for the social, economic and political landscape. But society must be prepared to be welcoming, instead of stablishing discrimination and prejudices. Each country’s Governments need to deal with it, managing diversity and facilitating integration for these collectives. In the case of Roquetas de Mar, a municipality in the province of Almeria within the Andalucia region of Spain, its population has significantly grown since 1990s. This is due to the so call “Plastic Sea”, the most important intensive agricultural environment on the planet, whose human structures can be observed from space. The city has in agriculture and tourism its main economic engines, concentrating with its 22 km of coast a third of the hotel supply of the province. Its population has multiplied by 2.5 in the last 20 years thanks mainly to the massive arrival of immigrants, coming from a large part of Eastern Europe and the Southern Mediterranean, alluvial population that has radically changed the composition of a city in that 104 nationalities coexist, and that it is the eleventh youngest in Andalusia, with an average age of 35.5 years.

Entire Towns are illegal in Almanzora – and in the courts El Mundo, M. Cabrera, Almeria 20th November 2009 Original in Spanish here Agents for the Service for the Protection of the Environment (Seprona) and of the Judicial Police of the Guardia Civil under the Almerian command have in recent years handled dozens of sworn statements on illegal constructions in the municipality of Arboleas and other towns in Almanzora, especially Zurgena and Albox, following complaints in most cases by individual citizens. Among the complaints investigated is the one made in October 2006 by Ecologists in Action ( Almeria ), which reported the existence of hundreds of illegally built houses in seven districts of Arboleas, ruled by the socialist mayor Angel Garcia, and projects to build another 6,000. Among the most serious cases, environmentalists referred to the nucleus of Los Carrascos, which in that year had reached the same population as the town of Albox , and reported that further moves were being made to build more illegal houses to again double that number. The sworn statement at the time was directed to both the the Environmental Prosecutor and the Court in Huércal-Overa. The Civil Guard officers who attended the Almanzora valley to investigate complaints attested to the existence of "whole villages built on greenfield sites’, which were, of course, mentioned in the subsequent statements. Most complaints were filed around 2005 but have continued to drip feed up to this year, and for the most part the illegality of the construction has been confirmed - no secret in a region, where according to estimates of the Junta de Andalusia there are more than 5,000 homes built outside the law.

It is segmented in several faults that have been active between the Upper Tortonian and present day. Data from drill cores in the Palomares area have permitted us to define the geometry and location of sedimentary depocentres related with the PFZ. These data show an eastward displacement between the Upper Tortonian to Messinian and the Pliocene–Quaternary sedimentary depocentres, towards the presently active Arteal fault, which bounds the western mountain front of Sierra Almagrera, showing that deformation along this fault zone has migrated towards the east, from the Palomares segment, with its main activity during the Upper Tortonian and Messinian, towards the Arteal fault, active during the Pliocene and Quaternary.

It becomes the province with the largest gross rate of emigration of Spain. The paper analyzes this phenomenon with the objective to contribute to the literature on external and internal migrations in Spain. The source used are population censuses and 1888’s corrections census of Almeria, source not studied until today. We have obtained a database of 5,297 migrants. The source allows us to analyze the profile of migrant and family groups, social, economic, political and physical factors and the role of networks migration. We present a new empirical evidence, causes and characteristics of migration in late 19th century in Spain. Keywords: Migrations, 19th Century, Almería.
