Agenda Calne Without Parish Council Lansdowne Hall Derry Hill 19.30 Monday 13Th May 2019 Agenda Calne Without Parish Council Lansdowne Hall Derry Hill 19.30 Monday 13th May 2019 1 Apologies for Absence - Clerk 2 Annual Meeting - Chairman 2.1 Election of Chair 2.2 Election of Vice Chair 3 Public Speaking/ Correspondence – Clerk 3.1 Public Speaking 3.2 Correspondence 4 Declarations of Interest- All Declarations from Councillors of any disclosable pecuniary interest (Standing Orders 13b) or other interest (Standing Orders 13c) in respect of matters being considered by the Council. 5 Chairman Announcements - Chairman 6 Minutes of the 8th April 2019 - Clerk Recommendation: That the Council approve the Minutes of the meeting held on the 8th April 2019 as a true and fair reflection of the motions agreed by the Council and the discussions that took place and that these be signed by the Chairman as such. 7 Response to Actions from previous meeting - Clerk 7.1 Police warning of rogue traders and Nottingham knockers sent to Parish Magazines and put on website. 7.2 Declarations of interest- Dispensation The Clerk has sent notice of the dispensations granted to Cllr Jones and Lord Lansdowne to Wiltshire Council. 7.3 Goal Posts and Dog Waste bins for Cherhill View Clerk has informed the resident making the request that the Council decided to defer consideration until the management company has been formed. 7.4 Presentation by Richard Fitter Traffic in Villages The Chairman has arranged for Mr Fitter to make the presentation to the Parish Forum. 7.5 19/02401/FUL 100 Studley Hill Clerk advised Wiltshire Council and the applicant of the Parish Council’s support for the application. 7.6 Stage 3 Safety Audit A4 Studley The Clerk sent the information as amended to Wiltshire Council. 7.7 Stockley Community Speed Watch Clerk has submitted an Issue to Area Board requesting two traffic counts at two locations, Thistledowne, Stockley Lane and Candleford Cottage Broads Green to meet the Community Speed Watch requirements. 7.8 WW1 Community Copse: Yew Tree Clerk has advised the Community Copse Committee of the Parish Council’s approval of the funding for a Parish Yew Tree. 7.9 Lansdowne Hall Waste Bin Clerk has asked Idverde to add the bin to the Parish Council’s contract and advise when emptying will start. 7.10 Heddington and Stockley Amateur Dramatic Society Request for funding for storage container. The Clerk advised the Society that £1000 has been allocated to them by the Parish Council. 7.11 Financial Regulations The approved regulations have been posted on the website. 7.12 Landscaping at Cherhill View The Clerk reported the matter to Redrow with photos provided by Cllr A. Satchell. 8 Council Insurance 2019/2020 - Clerk Documents circulated. Recommendation: That the Parish Council approve the acceptance of the quote xxx from insurance and payment of £xxx.00 9 Accounts- Clerk 9.1 Cheques Recommendation: To approve the following cheques for payment: Cheque No.721 WALC £1023.23 Cheque No.722 Sarah Glen £644.98 Salary April 2019 Cheque No. 723 Heddington Amateur Dramatic Society £1000.00 grant for storage container, approved 8th April 2019. Cheque No.724 Insurance £xxx.xx Information Commissioners Office: Approval for the signing of a direct debit mandate for ICO to pay the annual fee of £40.00 (This will save £5 off the annual fee making it a payment of £35.00. 9.2 Balance and Expenditure Report circulated Recommendation: To approve the balance and expenditure report for the month ending 30th April 2019. 10 Requests for Funding 10.1 Horse Signs for Ratford – Cllr Baker and Jones Paper circulated. Recommendation: That the Parish Council bring the issue to the attention of Calne CATG and liaise with Bremhill Parish Council and Wiltshire Council over a solution. 10.2 Planting in Studley – Cllr Robbins Paper circulated Councillors to consider the request. 10.3 Benches at Tile Court Derry Hill – Clerk Paper circulated. Strategy Working Group No report. 15 Church Road Working Group Report to be circulated. Recommendations: 1.That the Parish Council approve the Church Road Working Groups amended plan for Waiting restrictions dated 25.4.2019 for referral to Calne Community Area Transport Group (CATG) with a request that the Issue be made a priority item. 2. That the Parish Council approve the funding of £1050, if CATG agrees to fund the scheme. (a 30% share of the estimated full cost £3500) That if funding is not available from CATG that the Parish Council will consider funding the full cost of the scheme to enable it to proceed as a priority item. 16 Other Matters - Councillors Councillors to raise matters not requiring a decision. Application contents: Form 1 Notice of Application for Modification Order Form 2 Copy of Notice of Application for Modification Order Form 3 Certificate of Service of Notice of Application - no landowners identified Extract from a Finance Act Map 1910 showing an uncoloured section between hereditaments 69 and 21 coincident with the application route. NB On the 6th March 2012 officers wrote to Mr Fenwick and gave permission for him to post notice of application on site. This was done on the 9th March 2012 and Mr Fenwick returned Form 3 confirming this and enclosed a photograph of the notice prominently displayed. Officers have subsequently found that the north eastern end of the claimed route is registered to Mr D Tyler of Home Farm (see para. 4.0 Land Ownership). However, Mr Tyler would have passed by the site notice and has been consulted at an early stage, it is therefore considered he has not been disadvantaged by this omission.

It represents a snapshot as at the date of publication, and is produced annually as required by the National Planning Policy Framework (NPPF) and accompanying Planning Practice Guidance (PPG). It represents an update from the previous Housing Land Supply Statement (September 2015) for the three HMAs in Wiltshire. This statement fully accords to the requirements and definitions of the NPPF and PPG as summarised below. Figure 1: The HMAs in Wiltshire1 1 Any development immediately adjacent to the urban area of Swindon but within Wiltshire’s administrative boundaries is not considered to contribute to the housing requirements of the North and West HMA.
