(A) Minimum standard. (a) Selection―well-selected; carefully discriminated according to the difference in kind, fully stretched, properly sorted out, with grit removed, and no tangle of defective growth included. (b) Size-finishedlength must be uniformly 3.3 Shaku for Rishiri-kombu, 3.5 shaku for Mitsuishi-kombu, Ma-kombu or Yayan-kombu and 2.8 shaku for Hosome-kombu, with the exception of the case where bundles are made smaller in compliance with an order. (c) Color―with characteristic color and lustre, free from mildew; provided, however, that the inclusion of pieces coated with whitish powder, worm-damaged or those red- dish in color is permissible to a slight extent, if such pieces in their outward appear- ance are not very objectionable. (d) Drying―in good condition. (e) Smell and taste―inherent flavor retained. (f) Impurities―no impurities included.

(B) Conditions of packing. (a) Inside packing―to be wrapped up in Kraft-paper or imitation paper weighing 20 or 30 kin (using three sheets one over another in the case of 20 kin paper and two sheets in that of 30 kin paper) or other material not less effectivein protecting the contents However, in case a straw-mat is used in outside packing, inside packing may be dis- pensed with.

(b) Outside packing―to be packed in wooden cases (as per standard given in the attached list) or in new sacks of good quality gunny or Hessian cloth, and bound up with hemp rope (new and of yellow or Manila hemp) ; provided that, in the case of shipments to Asiatic destinations, straw mats of good quality are available for packing, on condition that they wrap up the contents and are rope-bound securely, so as not to allow the end of the contents visible from outside. Those made of Naga-kombu, Atsuba-kombu, Kukinaga-kombu, Tororo-kombu or JNekoashi- kombu. (A) Minimum standard. (13) Canned, Bottled and Potted Goods. The part of "(2) Packing requirements" shall be amended as follows: "(2) Packing'requirements. In the case of wooden boxes. (a) Inside packing―cardboard (3 oz. or more) must be inserted at top, bottom and half- way between them in the case of cans of a size No. 1 Tsuna, No. 2 Tsuna and No. 3" Tsuna or of a size No. 1 Crab, and in the case of cans of a size No. 2 crab, at inside partitions in addition to top, bottom and halfway between them. In the case of anchor cap bottles No. 2 or 3, corrugated cardboard must be inserted at top, bottom and also along four sides of the box as well as along four sides of each partition of the frame. (b) Outside packing―Timber other than Japanese ceder must be used. Thickness of board: End-planks must not less than 6 bu; and sides, top and bottom not less than 4 bu. End-planks must be single boards, but in some cases, two boards jointed together are available. But in case of jointing, boards must be perfectly jointed so as to leave no opening between them, with wave-shaped tacks of 3 bu with 4 "crests" or double-pointed nails of 5 bu or more. Two boards jointed together are available for sides and top. The method of jointing is the same as in the case of end-planks. Bottom must be made of two boards jointed together, as a general rule, but it may be made of three boards jointed together. The method of jointing is the same as in the case of end- planks. ■* Nails: Nails must be 1.4 sun or,longer, as a general rule; provided that those as longer 1.2 sun may be available for a box weighing not more than 25 kilograms. Band iron or wire: Band iron must be of a size not less than 0.4x 19 millimeters (No. 28) and the joint is to be as deep as 5 centimeters or more. Wire, No. 14 or 15, must be used and, as a general rule, boxes are to be fastened with wire at places one quarter of its length distant from both ends. In the case of carton boxes or special veneer board boxes, (a) Inside packing―to prevent the movement of cans, spaces produced by inside and outside flaps must be filled up with boards at both top and bottom of the box.

― 22 ― When cans are packed in two or more levels, cardboard not less, than three ounces or other materials no less strong must be inserted between two levels. In the case of bottles, frames made of material no less excellent than that needed for boxes must be used, so as to fix the bottles securely, leaving proper spaces in between. These spaces must be filled up with wood-wool to prevent the move-

.1 ment of bottles. M (b) Outside packing―materials to be used must be of |a pressure-resistance of not less than 275 pounds/square inch by the Mullen tester. Flat iron wire of not less than two millimeters wide must be used to sew up seams of boxes at an interval of not more than 1.5 inches. Upper and lower flaps at the top of a box must be agglutinated with sodium water glass or other materials not less effective. Joints of flaps must be sealed with paper tape of five centimeters wide, which is to be securely affixed thereto with both ends turning on the other sides at least five centimeters long. The bottom of the box must be stitched with flat iron wire of not less than two millimeters wide. The box must be bound with iron band of not less than millimeters wide at points one quarter of its length distant from both ends and the joints must be fastened with iron souls. However, for special veneer boxes, wire may be used in place of band iron."
