Surrey County Council (SCC) welcomes the opportunity to submit evidence for this inquiry on the evolution of English devolution. We are encouraged that the Government recognises the importance of devolution for strengthening local economies and facilitating a better quality of life for residents. We see this as an opportunity to inform debate ahead of the Government’s publication of the Devolution and Recovery White Paper. We would also be willing to provide oral evidence to the Committee. Key messages 2. Surrey has a huge amount of potential and can play a leading role in the economic recovery from Covid-19. To do this, English local government needs strengthening with more certainty around the freedoms, flexibilities and funding that can be used to implement the right policies for local circumstances. This would increase the chances of a stronger and sustained economic recovery, safeguarding services for local residents and successfully levelling up the country. 3. Local authorities provide crucial local leadership to address the challenges and opportunities they face, so they can improve the lives of residents and the places they live in. They have the depth of insight into and experience of their places and communities. This is crucial as we continue to respond to the pandemic with our partners, and residents have depended on our services to support them through the Covid-19 crisis. 4. Devolution also has the potential to rejuvenate local democracy in England. Disillusionment with the democratic system is translating into poor turnout at local elections. -

Tandridge Local Plan consultation Please write in now! Tandridge Council’s new Local Plan c laims 9,400 more houses are needed. The Council has identified sites for more than 1,500 around Smallfield and Burstow, mostly on Green Belt land How will the Plan affect you? The Local Plan sets the policy for future housing development in Tandridge District for the next 20 years. Once it is agreed, all planning applications will be decided in line with it, so it’s important to make your views known now. Although at this time there are no designated sites for major development in Horne listed on the local plan there are a significant amount of sites in the surrounding villages, notably, Smallfield, Lingfield and Felbridge. The Plan claims that 470 houses are needed every year, almost 4 times the current requirement. The increase has been assessed by a leading specialist consultant looking at population, demographics, migration and household size trends over the next 20 years. This scale of building would put intolerable and unsustainable pressure on infrastructure such as schools, health services, roads, rail services and parking which are already struggling to cope with the existing demand. What can you do? If you want to meet our local needs, protect the local environment, protect local infrastructure from being swamped by overdevelopment and achieve a reasonable and proportionate outcome for Tandridge....
