During the past two legislative sessions, antique shop owners have successfully won exemptions to their inclusion in the Utah Pawnshop and Secondhand Merchandise transaction Information Act law. However, like a bad penny, new amendments to this law keep coming up.

Not content with the proposed ruination of Utah’s antiques industry, the Utah Legislature, now in its annual session, have this year placed their sights on the inclusion of Utah’s coin dealers in the Pawnshop and Secondhand Merchandise Transaction Information Act. Someone must have told them there might be a few extra coins rattling around their cash registers. Wouldn’t you think that this Republican dominated body would understand that new business fees, are TAX INCREASES. And, it gets even worse. What do you think they want these new taxes for? What else, a new layer of regulations on already struggling Utah small business. Hung with our own rope so to speak.

WHAT DO THEY WANT?

It seems some legislators think it would be a dandy idea to have Antiques, coin and vintage jewelry retailers pay up to thousands of dollars each year in increased taxes, spend countless unproductive hours compiling data, and provide the government with private information about who their customers are, and what their customers buy and sell. Big brother at his best.

WHY DO THEY WANT IT?

If you wonder what this is all about, try to think of it two ways. First, as the Pawnshop and Secondhand Merchandise advisory board, full employment act. This board, established a few years ago to overlook pawnshops, and their penchant to handle stolen merchandise, has never had the needed funding to fully operate. Apparently deemed unworthy of funding by the legislature, the committee hopes that by drawing unrelated businesses under the law, fresh revenues will enable this committee, along with its enforcement officer from the Dept. of Commerce, to have adequate funding to grow and expand. Second, as a high stakes game of legislative lobbying. It’s a little unseemly to have the same people who sit on the Pawnshop and Secondhand Merchandise advisory board (pawnshop owners), also involved in spending mountains of money through the Utah Pawnshop Association, to lobby representatives into carrying their bill to enact this nonsense. It is at best an incestuous relationship.

YOU COULD BE NEXT:

If you think that the people pushing this legislation are only after antiques, coin and jewelry dealers, we need to discuss a little land down in Florida. If your business deals in any used or secondhand merchandise, you are clearly in their sights. Consignment shops, thrift shops, secondhand stores, dealers of used tires, computers, electronic equipment, cameras……. you name it, you’re on their list. It appears the tactic is to bring in one group at a time, gradually expanding the law to cover more categories. Antiques and jewelry the last couple of years, coin shops this year, next year perhaps consignment and thrift shops. No business retailing used goods is safe from inclusion.

LET’S MAKE A DEAL:

A favorite tactic of these taxer/regulators seems to be, to inform a category of businesses that they are about to be included in the law, and if met with resistance, work out a sweetheart deal to bring them in without a confrontation. Exempting vintage jewelry dealers with fewer than 50 monthly transactions, indicating that others may only have to pay fees, and will not be part to the burdensome data base. Sheep to the slaughter. Can anyone not believe that at some point all businesses affected by the law will have to be treated equally.

THIS IS THE YEAR:

This is the year to let our legislative representatives know that this bill does not serve the public interest and that it places unwarranted taxes and regulations on already struggling small businesses. Right now, the Pawnshop and Secondhand Merchandise advisory board along with its legislative allies are drawing up this years amendments to the Pawnshop and Secondhand Merchandise Transaction Information Act. Busy deciding who will be in their sights this year. It is time for the effected and potentially effected businesses and their customers to let these people know that we will not only actively fight our inclusion in this law, but support an amendment stripping the laws application to any business other than pawnshops, which it was originally intended to police.

It’s my belief, that there are actually very few of our Representatives who would support this legislation if they realized how unfair and damaging it will be too many of Utah’s small businesses. If you agree that this bill would have damaging effects for your business, and its customers, please take a few minutes to contact your Legislative representative to let them know you oppose the inclusion on any new businesses in the Pawnshop and Secondhand Merchandise Transaction Information Act.

COLLECTING PRIMITIVES TIME WORN TREASURES

Times were simple in the 1800-1900's and families worked hard and with what little they had. They were also creative in using available materials to create useful things. It was a time when nothing was wasted.

The charm of primitives antiques is that convey a more simplistic lifestyle of a time gone by. With warm and muted colors and natural distressed wear, each piece has a story to tell. These primitive pieces represent a well used item or toy from someone's life that lived many years ago. Some primitives are just hand carved wood objects that serve no purpose other than as a novelty. Some are beautifully crafted pieces of well loved furni- ture, handmade tools or farm implements. Often collectors of primitives are also fasci- nated by folk art of the same period, and find the two collections compliment each other.

Your interest in Primitives may have begun from simply stepping into a shop or antique mall and finding a old, time worn piece that caught your eye and started an interest in items from the past. Many people these days decorate their entire homes to recapture that time-worn, comfortable look that reflects a simpler time.

The great thing about collecting Primitives is that perfection is not required, unlike many other types of antiques. Simple is the word when it comes to describing Primitives, second to "worn or distressed". In fact, the less perfect the piece the better. You may find yourself drawn to pieces with more distress lines and character, the appeal of chipped paint, and sur- faces worn smooth by years of use.

The world of Primitives is so extensive it is impossible to go into detail on all the wonderful Primitive pieces out there. Some collectors enjoy collecting and displaying crockery, quilts, toys, wool rugs, hand made tools, and dolls. Other people collect Americana primitives, old kitchenware items, pails, baskets, butter molds, washboards and hand painted boxes and chests.

Collectors, especially those new to primitives need to be a bit careful, and know what they are looking at. There are many reproductions of primitive pieces, which have been expertly distressed, and can easily fool the novice collector.

Whether you’re on vacation, just traveling through town, or a lo- cal making the rounds, no antiquing trip into Salt Lake City is complete without stopping at Honest Jon’s Historic Hills’ House Antiques Gallery. As soon as you pull up to the curb outside the Victorian mansion which houses this exceptional antiques shop, you suspect you might be in for a treat, and I promise you, you won’t be disappointed. Inside you’ll find Proprietor Jonathan Sweet, who has been plying his trade as an antiques dealer for more than 36 years, along with what is surely Utah’s finest collec- tion of nineteenth and early twentieth century American furniture and carefully selected antique smalls and collectibles.

Opening his first shop at Trolley Square in 1972, Jon later moved to Arrow Press Square, and in 1976 relocated into a storefront along Broadway (300 South), where he maintained his antiques business until 1983.

In 1977, Jon bought and spent several years remodeling the house, which would become home to his antiques business for the next 26 years. The home, listed on the Historic Register was built in 1877 by Utah Banker Louis Hills (from which the home retains its name), this stately home was later owned by the Bennett Family and in the 1920’s was bought by a Basque family who converted the home into a boarding house. For the next 50 years, the homes primary residents would be Basque sheepherders, and working men looking for a temporary place to live. By 1983, Jon had com- pleted remodeling the home, and that year opened Hills’ House antiques. To this day, this stately old house provides Salt Lake's most idyllic setting for an antiques shop.

For many years, Jon advertized his shop as “an antiques shop in- side a museum”. He wasn’t exaggerating. Every room in this old home is filled with fine antiques, many of which are museum quality. The only difference being, these pieces can be taken home to enrich our own lives.

As you walk through Hills’ House, you’re sure to notice the im- peccable condition of Jon’s merchandise. You can attribute this to two things. First, Jon believes in buying the best, and second is long time employee Jeff Medina. Jeff is responsible for taking care of any needed restoration and reconditioning, and it only takes a quick look around this fine shop to attest to his skills. Jeff also does restoration for collectors, and can be reached either at Hill’s House or at his own telephone, (801) 264-2422.
