Samantha Dixon (Chair, GT360), Cllr. Liam Robinson (Chair, Merseytravel and GT360) Cllr. Patrick Heesom (Flintshire) attended as a guest of Mark Isherwood. Annual Report Cross Party Group for North Wales 15th February 2019 2 Summary of issues discussed: Ken Skates gave a presentation on the rail priorities of the Welsh Government with regard to North Wales including the improvements to be sought from the new Wales and Borderlands Rail Franchise. Growth Track 360 presented on their campaigns to improve rail connectivity for North Wales and the Mersey Dee geography including a Crewe Hub for HS2 and work with Transport for the North (TfN) on defining improvements for a Wales and West Corridor within TfN’s strategic plans. There were updates on the North Wales Growth Bid and the opportunities to develop the North Wales economy from the Chair of the APPG, the Welsh Government Cabinet Secretary for Economy and Transport and Business Leaders. Meeting 3. Meeting date: 13th July 2018 –Briefing from the North Wales Enterprise Zones (EZs) and the North Wales Mersey Dee Business Council (Location of the meeting in the Optic Glyndwr, St. Asaph) Attendees: Assembly Members: Llyr Gruffydd AM (in the Chair), Mark Isherwood AM, representatives of Llyr Gruffydd AM and Ann Jones AM (Jason McLellan) and Stephen Jones (WLGA) Councillor Leaders: Mark Pritchard (Wrexham), Gareth Jones (Conwy) and Julian Thompson Hill (Denbighshire) Speakers: Ashley Rogers (North Wales Mersey Dee Business Council), David Jones OBE (CBI/DEZ), Professor Sian Hope (Snowdonia and Anglesey EZs Summary of issues discussed: The meeting discussed the opportunities for growth of the private sector in North Wales and policy interventions to support that goal. The meeting included briefings on the work of the Deeside, Anglesey and Snowdonia Enterprise Zones. Meeting 4. Meeting date: 17th October 2018 –Improving Transport in North Wales (Location of the meeting: Ruthin, North Wales) Attendees: Llyr Gruffydd AM (In the Chair), Mark Isherwood AM, Sian Gwenllian AM, Darren Millar AM (Part), Eluned Morgan AM (part), Brett John (Office of Llyr Gruffydd AM), Tim Peppin and Stephen Jones (WLGA) Speakers: Dewi Rowlands, Welsh Government, Simon Lander, Transport for Wales and Iwan Prys Jones, North Wales Economic Ambition Board. Annual Report Cross Party Group for North Wales 15th February 2019 4 Summary of issues discussed: The meeting discussed the national policy context for improving transport in North Wales through a briefing from the Welsh Government along with updates from delivery bodies like Transport for Wales and the Local Authorities represented by the North Wales Economic Ambition Board. The topics covered included policy, investment and delivery issues related to buses, rail and roads. Meeting 5. Meeting date: 30th November 2018, Cross Border Economic Opportunities Attendees: Llyr Gruffydd AM (in the Chair), Mark Isherwood AM, representative of Michelle Brown AM (Chrissie Gee) and Stephen Jones (WLGA), Councillor Marc Jones (Wrexham) and Mabon ap Gwynfor, Office of Llyr Gruffydd AM Speakers: Iwan Trefor Jones (North Wales Economic Ambition Board), Charlie Seward (Mersey Dee Alliance), Emma Wynne (Mersey Dee Alliance) Summary of issues discussed: The meeting heard from the North Wales Economic Ambition Board and the Mersey Dee Alliance on cross-border opportunities for economic growth for North Wales from developing closer economic links with North West England, Ireland and Mid-Wales Meeting 6 AGM, 15th February 2019 (Location, Optic Glyndwr, St. Asaph) Attendees Llyr Gruffydd AM, Daren Millar AM, Ann Jones AM, Jason McLellan (Office of Ann Jones AM), Representative of the Office of Rhun ap Iorwerth AM and Stephen Jones (Secretary) Speakers: Councillor Aaron Shotton (Chair of the North Wales Economic Ambition Board (NWEAB) ) and Iwan Trefor Jones, (Lead Director NWEAB) Summary of issues discussed The meeting re-elected the officers of the Group (who served in 2018/19) and received an update on the North Wales Growth Bid from Cllr.     Welsh Parliament Petitions Committee Petition P-05-886 Stop the Red Route (A55/A494 corridor) March 2021 This report summarises the Petitions Committee’s consideration of a petition against the further development of proposals for a new road in north east Wales. It includes several recommendations made by the Committee. The petition 1. Petition P-05-886 Stop the Red Route (A55/A494 corridor) was submitted in the name of Linda Scott in June 2019 having received a total of 1,409 signatures, consisting of 1,275 collected online and 134 on paper. Petition Text: We call on the National Assembly of Wales to urge the Welsh Government to withdraw its support for the "Red Route" (A55/A494/A548 Deeside Corridor Improvement) on the grounds that: 1) The construction of the new road through ancient woodland, and across agricultural land, contradicts Planning Policy Wales and the Well-being of Future Generations Act. 2) The recently published plans for a new A494 Dee Bridge, widening of the A494 and other improvements will deliver the Deeside traffic improvements without the need for the ‘Red Route’. 3) The costs used to justify the choice of the “Red Route” failed to account for necessary upgrade of the Flintshire Bridge. It also does not include the addition www.senedd.wales Petition P-05-886 Stop the Red Route (A55/A494 corridor) of crawler lane at a major congestion point on the A55, the hill out of Northop towards Holywell. Congestion at these points will be made worse by the construction of the Red Route. The underestimate of the costs used imply that the proposed road cannot be considered value for money.

The Welsh Government recognises the incredibly difficult and uncertain circumstances currently being experienced by businesses and individuals. We are absolutely committed to providing the support and assurance the business community needs. Our £200m Lockdown Business Fund includes a now £25 million discretionary grant fund element provided to local authorities to support the likes of sole traders - some of which are taxi drivers. Alternatively, if taxi drivers have a small business rateable property they could access the NDR based lockdown grants. The NDR grants element of our Lockdown Business Fund closed at 5pm on 20 November but the £25 million discretionary grant fund element of the Fund remains open: https://businesswales.gov.wales/coronavirus-advice/lockdown-business-fund Our packages have been designed to be affordable within the available funding and we had to take difficult decisions on the eligibility criteria. The measures we have taken are in addition to those provided by the UK Government, making the support package in Wales the most comprehensive and generous in the UK. We will also go on pressing the UK Government to be responsive and responsible in terms of supporting those who continue to fall through the gaps, who have yet to receive the support that is absolutely required in order to ensure that their enterprises can survive this pandemic.

RTPI Cymru represents the RTPI in Wales, with 1,300 members. The RTPI develops and shapes policy affecting the built environment, works to raise professional standards and supports members through continuous education, training and development. For us to be an effective and sustainable profession, we must be genuinely representative of the society in which we work. The traditional route to becoming a Chartered Town Planner is via university. However we know that this route can be prohibitive to some in society. In England we launched a Degree level Chartered Town Planning Apprenticeship in 2019, which includes an RTPI accredited qualification and professional membership on completion. We currently have over 240 apprentices on the programme.

This week has been busy, both in terms of our work to support members and of course all the developments in the Tory Leadership race. This week we attended the Cardiff University’s Wales Governance Centre Brexit and Devolution event. The event marked the two-year anniversary of the publication ‘Brexit and Devolution’ and it was an opportunity for the Institute for Government, Counsel General and Brexit Minister Jeremy Miles, and a panel of industry professionals to discuss how Brexit has and will change the context of Wales’ devolution within the larger UK context. In this event the Minster warned that a chaotic no deal Brexit threatens the future of the UK. We also attended the Welsh Government’s Health Social Services Brexit Communications meeting. During the meeting there was a discussion around how the communication cascade system that was introduced as part of the no- deal planning can be improved to better facilitate the spread of information to front line professionals and the public, especially when no-deal planning is reactivated. The Brexit Communications Plan will also be examined and updated to better reflect the current context and how things have changed since earlier in the year. We spent two days at Confed19, the annual NHS Confederation’s conference, in Manchester – which was a hit all round! There were lots of great speakers and the opportunity to meet with individuals doing great work across the Confederation and the NHS as a whole system.
