During these floods, the ground communication systems were generally disrupted and information on flood extent and damage through ground reporting services was not available for taking timely decisions. To address the situation and to ensure continuous provision of current and timely information to the concerned stakeholder’s and decision makers satellite remote sensing and GIS technologies were extensively utilized. SUPARCO in collaboration with FAO started generating data on daily basis on flood extent, damage to households, infrastructure and crops besides undertaking detailed Damage Need Assessment (DNA). This fast track supply of information made it possible to reach out to affected and displaced masses for supply of food, medical care, relief, rehabilitation and follow up programs. In the aftermath of floods, monitoring of flood recession and ponding of water in the affected areas on decadal basis was also carried out for several months. All of this work was published by SUPARCO-FAO jointly in three reports (Reports 1 to 3). -

Daily wagers faced much difficulties to meet their ends. In such a pandemic and lockdown situation poor people of the community cannot afford their basic needs of life. In this situation, the Community didn’t leave alone to the poor daily wagers and elderly people of their communities. SRSO through representatives of community institutions (CIs) and staff are responding COVID-19 emergency within its outreach areas through Community Savings, Ration and Vegetables Distribution, Linkages Development, Identification of deserving HHs, delivering awareness sessions on precautionary measures to fight COVID-19 and Registration of needy and poor families under the Govt. of Pakistan Ehsaas Emergency Cash Programme. Households and individuals are being supported with Cash, Ration and capitalizing LSO linkages for relief activities in their concerned areas. SRSO well trained human capital is engaged in Government relief activities through identification of deserving beneficiaries, distribution of ration bags, conducting awareness sessions on preventive measures to combat COVID-19 SRSO is also facilitating the Government of Sindh in the identification of deserving families and distribution of food items in most needy households. Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized PREFACE The report in hand is the Final (updated October 2006) of the Integrated Social & Environmental Assessment (ISEA) for proposed Water Sector Improvement Project (WSIP). This report encompasses the research, investigations, analysis and conclusions of a study carried out by M/s Osmani & Co. (Pvt.) Ltd., Consulting Engineers for the Institutional Reforms Consultant (IRC) of Sindh Irrigation & Drainage Authority (SIDA). The Proposed Water Sector Improvement Project (WSIP) Phase-I, being negotiated between Government of Sindh and the World Bank entails a number of interventions aimed at improving the water management and institutional reforms in the province of Sindh. The second largest province in Pakistan, Sindh has approx. 5.0 Million Ha of farm area irrigated through three barrages and 14 canals. The canal command areas of Sindh are planned to be converted into 14 Area Water Boards (AWBs) whereby the management, operations and maintenance would be carried out by elected bodies. Similarly the distributaries and watercourses are to be managed by Farmers Organizations (FOs) and Watercourse Associations (WCAs), respectively. The Project focuses on the three established Area Water Boards (AWBs) of Nara, Left Bank (Akram Wah & Phuleli Canal) & Ghotki Feeder. The major project interventions include the following targets:- • Improvement of 9 main canals (726 Km) and 37 branch canals (1,441 Km). This includes new lining of 50% length of the lined reach of Akram Wah. • Control of Direct Outlets • Replacement of APMs with agreed type of modules • Improvement of 173 distributaries and minor canals (1527 Km) including 145 Km of geomembrane lining and 112 Km of concrete lining in 3 AWBs. -

Observations on the Wildlife of Nara Wetland Complex, Tehsil Nara, District Khairpur, Sindh with Special Reference to the Waterbirds SYED ALI GHALIB, HAFEEZUR RAHMAN AND ABDUR RAZZAQ KHAN Zoological Survey Department, Govt. of Pakistan, Karachi Abstract.- The paper highlights the importance of the wetlands of Nara Wetland Complex (NWC) in District Khairpur, Sindh as a site containing representative, rare or unique wetland types, and as a site of international importance for conserving biodiversity and as a waterbird habitat. The area is thus a candidate Ramsar Site. It also gives the result of waterbird census on the important wetlands of the NWC during 2002 and 2004. Key words: Waterbirds, wetlands, Sindh, Pakistan. Financial and Economic Analysis and Business Evaluation Financial and Economic Analysis The purpose of the project is to improve transmission capacity by replacement of the existing transmission line with a high quality and low loss transmission line and to increase the number of the transmission lines. The benefit of the improvement of the transmission network is to contribute to the increase of power supply to the capital city area and to the improvement of the reliability of electricity supply. The objective for evaluation of the project is to analyse the possibility of implementation of improvement of the existing 220kV transmission line between Tarbela substation and Burhan substation (approximately 35 km). In addition to the improvement mentioned above, analysis of the possibility of implementation of the new construction of a branch transmission line (approximately 40 km) will also be conducted, which will be reviewed in the other report. The output of the implementation of the project, e.g. goods and services, is the transmission infrastructure to be improved by the project. The fundamental framework of the project is to be as follows; (1) Output: Increase of electricity supply by improvement of the transmission line (2) Outcome: Improvement of reliability on electricity supply and countermeasures against future expected insufficient transmission line capacity (3) Impact: Sustainable economic and social development Financial Analysis Financial analysis is to be carried out to evaluate the profitability of NTDCL as the implementation organization. The investment amount is to be estimated by the market price as the financial cost and at the same time the financial benefit given by the implementation of the project is also to be estimated by the market price. -

Environmental and Social Management Framework (ESMF) Draft Pakistan Hydro-Meteorological and DRM Services Project Pakistan Meteorological Department National Disaster Management Authority Pakistan Hydro-Meteorological and DRM Services Project Executive Summary Background Climate change is expected to have an adverse impact on Pakistan, as it ranks 7th on the climate risk index. It continues to be one of the most flood-prone countries in the South Asia Region (SAR); suffering US$18 billion in losses between 2005 and 2014 (US$10.5 billion from the 2010 floods alone), equivalent to around 6% of the federal budget. Hydromet hazards have been coupled with rapid population growth and uncontrolled urbanization, leading to a disproportionate and growing impact on the poor. To build on recent development gains, increase economic productivity, and improve climate resilience, it will be critical to improve the quality and accessibility of weather, water, and climate information services. Climate-resilient development requires stronger institutions and a higher level of observation, forecasting, and service delivery capacity; these could make a significant contribution to safety, security, and economic well-being. The Pakistan Hydro- Meteorological and DRM Services Project (PHDSP) expects to improve hydro- meteorological information and services, strengthen forecasting and early warning systems, and improve dissemination of meteorological and hydrological forecasts, warnings and advisory information to stakeholders and end-users and strengthen the existing disaster risk management (DRM) capacity and services of the National Disaster Management Authority (NDMA). Project Description The project has three main components and will be implemented over a period of five years. Component 1: Hydro-Meteorological and Climate Services The objective of this component is to improve the capability and thereby performance of the PMD to understand and make use of meteorological and hydrological information for decision making.
