I. BACKGROUND:

Saug River is geographically located northeast of , Davao del Norte. It is a meandering river that emanates from the slopes of Olagusan, Municipality of Laak and portion of Municipality of Monkayo both of Comval Province. The river being carried down slopes passing through the barangays of San Isidro, Camansa, Buan, Saug of Asuncion, Davao del Norte and Macgum, Sto. Niño of New Corella, Davao del Norte and Sagayen, Buclad, Kabaywa, Doña Andrea, Silangan, Mahayahay of Asuncion, Davao del Norte. The river drains at the Libuganon-

Tagum Rivers at Brgy. Pagsabangan, Tagum City. Major tributaries are Magdao River, Sang River, Macgum River and Limbaan River at the downstream portion.

The river is used for irrigation of the ricefields in the plain areas of Asuncion and major banana plantations of New Corella. It is also used domestically for washing of clothes, primary contact recreation such as bathing, swimming and occasional fishing. Portion of Saug River is adopted by Lapanday Foods Corporation.

Lapanday Foods Corporation has among the most modern, efficient, and productive banana and pineapple plantations in the country. Most operations are aligned with ISO 9002 HACCP practices. It has also embarked on a small pittaya production project with Japan as the initial market.

In Davao del Norte, Lapanday has 15 banana farms spread out in New Corella, Sto. Tomas, , Tagum and , while in the south, 4 farms are located in Guihing, Padada and Malalag. There is a plantation each in , South Cotabato and North Cotabato, the last being the home of highland bananas. These farms, covering a total of 6,000 hectares, are among the highest yielding in the country at 20M boxes annually and are equipped with well-designed farm facilities, such as irrigation and drainage systems, aerial tractors, and cableway systems.

II. RESPONSIBILITIES

LGU-Brgy. Macgum shall:

1. Lead in the site preparation and ensure right of way for those who will participate in the tree planting activities ; 2. Commit to participate in tree planting and ensure survival of trees planted; 3. Participate in all activities for the protection, conservation and development of the river.

Lapanday Foods Corporation shall:

1. Lead in the conduct of river clean-up activities during Earth Day Celebration, Environment Month and other international event celebrations; 2. Assist DENR XI in the conduct of ground delineation and identification of plantable area within the easement of the river; 3. Participate in tree planting and ensure survival of trees planted; 4. Provide tree guards, quality of seedlings used for tree planting; 5. Participate in all activities for the protection , conservation and development of the river; and 6. Prepare a monitoring report of the project.

EMB shall:

1. Provide technical expertise to all participating members in rehabilitating, protecting, conserving and managing the river; 2. Conduct seminars and assist in the preparation of IEC materials on RA 9003, RA 9275 and other related laws; 3. Commit to participate in the tree planting activities; 4. Participate in all activities for the protection , conservation and development of the river. 2
