Contact: [email protected] Cameron as Prime Minister: The Intra-Executive Politics of Britain’s Coalition Government Mark Bennister Lecturer in Politics, Canterbury Christ Church University Email: [email protected] Richard Heffernan Reader in Government, The Open University Email: [email protected] Abstract Forming a coalition involves compromise, so a prime minister heading up a coalition government, even one as predominant a party leader as Cameron, should not be as powerful as a prime minister leading a single party government. Cameron has still to work with and through ministers from his own party, but has also to work with and through Liberal Democrat ministers; not least the Liberal Democrat leader Nick Clegg. The relationship between the prime minister and his deputy is unchartered territory for recent academic study of the British prime minister. This article explores how Cameron and Clegg operate within both Whitehall and Westminster: the cabinet arrangements; the prime minister’s patronage, advisory resources and more informal mechanisms. -

India - The Netherlands Virtual Summit Friday, April 9, 2021 Joint Statement on India-The Netherlands Virtual Summit - Towards a Strategic Partnership on Water Shri Narendra Modi, Prime Minister of the Republic of India, and H.E. Mr. Mark Rutte, Prime Minister of the Netherlands, co-chaired a Virtual Summit between India and the Netherlands on April 9, 2021. 2. The two Prime Ministers recalled their previous meetings in 2015, 2017 and 2018 as well as the successful visit of the King and the Queen of the Netherlands to India in 2019 and welcomed the steadfast development of bilateral relations that are underpinned by the shared values of democracy, rule of law, pluralism, equality, freedom of speech and respect for human rights and the historic bonds of friendship between the two countries. They held an in- depth exchange of views on further deepening the bilateral relationship in wide-ranging areas of cooperation including trade and economy, water management and agriculture sector, smart cities and urban mobility, science & technology cooperation, public health & health care and space. 3. In the context of new geopolitical and geoeconomic realities, they also shared views on regional and global issues of mutual interest including post-Covid economic recovery, climate change and the Indo-Pacific. They reiterated their strong commitment to a rules- based multilateral order for ensuring international peace, stability and prosperity. Fight against COVID-19 Pandemic 4. The two leaders commended the selfless contribution of healthcare workers and other frontline staff across the globe in the fight against the pandemic. Both leaders reiterated their commitment to ensure equitable and affordable access to Covid19 vaccines to all countries and agreed to cooperate in this regard. -

Cabinet is the highest policy making organ of government and is therefore responsible for policy development and its successful implementation. Cabinet collectively, and Ministers individually, have a primary duty to ensure that government policy best serves the public interest. This Cabinet Handbook outlines the principles by which Cabinet operates. It also sets out the procedures laid down to facilitate Cabinet’s realization of its central role of determining government policy and supporting ministers in meeting their individual and collective responsibilities, facilitating coordinated and strategic policy development. In the recent past, my government has made major contributions in the documentation and improvement of processes and procedures that support decision making at all levels of government. In conformity to our principle of transforming government processes and achieving greater transparency, and effectiveness in our management of policy; my government has focused its attention on introducing best practices in the processes and procedures that support decision making at all levels of Government. This Cabinet Handbook is primarily intended for Cabinet Ministers and Ministers of State. However, it must be read by all officers that are in various ways associated with the policy process, so that they are guided to make a better contribution to Cabinet's efficient functioning. The Secretary to Cabinet and the Cabinet Secretariat are available to offer advice and assistance. -

Sir Mark Sedwill, Acting Cabinet Secretary and National Security Adviser 5 October 2018, Institute for Government The Public Chairs’ Forum welcomed Sir Mark Sedwill, Acting Cabinet Secretary and National Security Adviser to discuss the current priorities within government and to give members the opportunity to raise any issues of relevance to Arms’-Length Bodies. Sir Mark opened the seminar by emphasising how pleased he was to engage with the Forum and passed on best wishes from Sir Jeremy Heywood. EU exit continues to be the priority in Government. Sir Mark explained that there remains a good chance of a deal being secured, and one which is in the interests of the EU both in terms of goods and services as well as global security. Sir Mark acknowledged the parliamentary challenges ahead. Once the Meaningful Vote is passed, Parliament will have to introduce the EU Withdrawal Agreement Bill swiftly to ensure Royal Assent by 29 March 2019; the next six months are likely to be intense. The next challenge will be how the UK negotiates the implementation phase and future relationship. The pages within the ‘political declaration’ document will need to be transposed into lengthy legal text, and the timetable will be further affected by the European elections in June and the appointment of a new Commission, which would not be in place until the autumn 2019. In the event that a deal is not secured, Sir Mark anticipated that Europe and the UK would be able to establish a good relationship against the wider backdrop of global uncertainty. He touched on US/China relations, challenges with Russia and the ongoing terrorist threat. -

By almost any measure, since the immediate aftermath of the June 16, 2016 Brexit referendum, the British government has been in a state of chaos. The turmoil began with then- Prime Minister David Cameron’s resignation on June 17 and succession by Theresa May within days of the vote. Subsequently, May’s decision to call a snap election in 2017 and the resulting loss of the Conservatives’ parliamentary majority cast doubt on her leadership and further stirred up dissension in her party’s ranks. Perhaps more telling, and the subject of this paper, is the unprecedented number of ministers1—from both senior and junior ranks—that quit the May government over Brexit-related policy disagreements2. Between June 12, 2017 and April 3, 2019, the government witnessed 45 resignations, with high-profile secretaries of state and departmental ministers stepping down to return to the backbenches. Of these, 34 members of her government, including 9 serving in the Cabinet, departed over issues with some aspect of Brexit, ranging from dissatisfaction with the Prime Minister’s Withdrawal Agreement, to disagreements about the proper role of Parliament, to questions about the legitimacy of the entire Brexit process. All told, Theresa May lost more ministers, and at a more rapid pace, than any other prime minister in modern times. -

I found the response helpful, particularly your confirmation that civil servants must seek permission before accepting any outside employment which might affect their work either directly or indirectly as set out in the Civil Service Management Code; and applying the principles set out in government’s Business Appointment Rules. The Cabinet Secretary, in his letter to the Public Administration and Constitutional Affairs Committee, also helpfully summarised the process around managing conflicts of interest and identified several areas of improvement. I support much of this work. However, the lack of transparency remains a significant concern here. Mr Crothers was advised that he could take up an outside role whilst he remained in office - in line with the process set out in your letter and by the Cabinet Secretary1. Yet, neither the appointment, nor the process for managing conflicts was transparent. This means there was no publicly available information to demonstrate: ● if potential conflicts were considered and if any action was taken to mitigate any potential risks to the integrity of government; nor ● why an application to ACOBA was not considered necessary. The critical question is whether the government will introduce the transparency necessary to provide assurance around this process: 1 And therefore in line with the Civil Service Management Code; and applying the principles set out in government’s Business Appointment Rules and the Civil Service Code. -
