In the beginning of the 127th meeting of SEAC, which was held on 06.08.2016 at 11:30 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, three cases were discussed under 'Miscellaneous' section. Eight applicants were requested to make their presentation before the committee. All the eight applicants appeared before the SEAC for technical presentation on their respective project proposal. Nine cases were placed for reconsideration.

SESSION I

A. Miscellaneous Section:­

1. Proposed Residential Complex “IDEAL ENCLAVE – II” by M/s. Ideal Real Estates Pvt. Ltd. at JL No. 2, Mouza – Gopalpur, PS – Airport, Rajarhat­Gopalpur Municipality Ward No. 5, Dist – 24 Parganas (N), Kolkata – 700 136, West Bengal. Activity: This is a proposal for construction of Residential Complex having 235 flats (5 blocks of B+G+10 storied buildings). Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance in the 98th meeting held on 04.02.2015 and forwarded the same to the SEIAA for consideration. SEAC received a letter from SEIAA on 29.04.2015 to conduct a field inspection and provide report to SEIAA. The committee inspected the project site on 29.04.2016 and forwarded the inspection report to SEIAA on 07.07.2015 for taking appropriate action. The SEIAA examined the order of the Hon’ble ACJM Court, Barrackpore and requested SEAC to appraise the case for environmental clearance. Name of the Environmental Consultant is M/s. Ghosh, Bose & associates Pvt. Ltd. The case was put up for reconsideration in the 127th SEAC meeting held on 06.08.2016. After detailed discussion, SEAC decided to refer the matter to the SEIAA.

2. Proposed 5 Star Hotel and serviced apartment “JW Marriott and Marriott Residences” by M/s. Fabworth Promoters Pvt. Ltd. at 4A, JBS Halden Avenue, Mouza – Bonchtola, Jl. No. – 4, E.M. Bye­ Pass, PO & PS – Tiljala, Kolkata – 700 105, West Bengal. Activity: This is a proposal for construction of a 3B+G+M1+M2+28 storied hotel cum service apartments having 298 rooms for hotel and 196 rooms for service apartments having 2 towers above Ground Level (3B+M1+M2+23 floors for hotel tower and 28th floor for service apartment respectively). Chronology of the event: The SEAC recommended the Environmental Clearance in the 125th SEAC meeting held on 25.06.2016 and forwarded the proposal to SEIAA on 20.07.2016. SEAC received a letter from SEIAA on 29.07.2016 to conduct a field inspection and provide report to SEIAA. The case was put up for information in the 127th SEAC meeting held on 06.08.2016. After detailed discussion the SEAC decided to conduct site inspection.

3. 16 nos. of projects who have not submitted required clarifications sought by SEAC long back.

After detailed discussion SEAC recommended for delisting.

SESSION II B. Note on Technical presentations

Industry Sector:­

1. ToR presentation for the proposed expansion of installation of 2x20 MT Induction Furnaces with Ladle Refining Furnace and 100000 MTPA Rolling Mills by M/s. Alaknanda Sponge Iron Ltd. at Vill – Gopalpur, PS – Kanksa, Mouza – Bamunara, Dist – Burdwan, West Bengal.

Activity:

This is a proposal for expansion of installation of 2x20 MT Induction Furnaces with Ladle Refining Furnace and 100000 MTPA Rolling Mills at Vill – Gopalpur, PS – Kanksa, Mouza – Bamunara, Dist ­ Burdwan.

Chronology of the event: The case was put up for consideration in the 127th SEAC meeting held on 06.08.2016. SEAC scrutinized the documents submitted & presented by the project proponent in the meeting. During the meeting, SEAC noted that, proposed project will be installed at the adjacent plot previously owned by another industry. After careful consideration and detailed discussion, SEAC recommended that project proponent should submit the following: 1. Land documents in favour of the project proponent including amalgamation of the proposed plot with the existing unit. 2. Green belt & rain water harvesting to be considered based on the amalgamated plot area.

2. ToR presentation for preparation for the proposed expansion of existing 45,000 TPA steel billets and 45,000 TPA TMT rods to 0.09 MTPA HD wires & 45,000 TPA TMT rods by M/s. Super Smelters Limited at Kanjilal Avenue, Tehsil – Durgapur, Dist – Burdwan, West Bengal.

Activity:

This is a proposal for expansion of existing 45,000 TPA steel billets and 45,000 TPA TMT rods to 0.09 MTPA HD wires & 45,000 TPA TMT rods at Kanjilal Avenue, Tehsil – Durgapur, Dist – Burdwan, West Bengal.

Chronology of the event:

The case was put up for consideration in the 127th SEAC meeting held on 06.08.2016. After carefully considering the submission by the project proponent and presentation, SEAC recommended ToR (Annexure – A) for preparing draft EIA/EMP reports.

3. Proposed expansion of 2 new tanks of Ethanol and Bio­Diesel by M/s. Bharat Petroleum Corporation Ltd. at , Dist – 24 Parganas (South), West Bengal. Activity:

This is a proposal for expansion of 2 new tanks of Ethanol and Bio­Diesel project.

Chronology of the event:

The case was put up for consideration in the 127th SEAC meeting held on 06.08.2016. SEAC scrutinized the documents submitted and presentation by the project proponent in the meeting. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit Disaster Management Plan, On­site emergency preparedness plan including hazard and operability study (HAZOP)study, No objection from KoPT authority for the proposed expansion project.

Construction Sector:­

4. Final EIA / EMP presentation for the proposed Residential Complex & Hospital by M/s. Oriental Sales Agencies () Pvt. Ltd. at 2, Jessore Road, Ward No. 07, Mouza – Dumdum House, PS – Dumdum, Dist – 24 Parganas (North), under South Dumdum Municipality, West Bengal. Activity: This is a proposal for construction of a Residential Complex having 1196 flats (13 blocks of B+G+13 storied buildings, 13 blocks of G+13 storied buildings), Hospital (70 beds, 1 block of G+9 storied building), Club (2 blocks of G+1 storied buildings) and 2 nos. podium. Chronology of the event : The SEAC recommended Terms of Reference for the proposed project in the 121st meeting held on 16.04.2016. As per the recommendation of SEAC, ToR was issued on 06.05.2016. The project proponent submitted the final EIA/EMP report on 13.04.2016.

5. Proposed Residential Complex “AURUS” by M/s. PS Group Realty Ltd. at 48, Matheswartala, PO – Topsia, PS – Pragati Maidan, KMC Ward No. 58, Kolkata – 700 046, West Bengal. Activity:

This is a proposal for 2 Blocks of B+G+31 and B+G+26 storied Building. No. of flats is in Tower 1 – 74 nos. & Tower 2 – 63 nos. Total land area is 14924.849 sqm. and Total Built up area is 33227 sqm.

Chronology of the event :

Name of the Environmental Consultant is M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was put up for consideration in the 127th SEAC meeting held on 06.08.2016. SEAC recommended that the unit should provide land details regarding amalgamation of plots.

6. Proposed expansion of Hotel and Apartment Complex by M/s. Anik Industries Ltd. at Premises No. 30­1111, Plot No. BG­9, Action Area­1, New Town, Kolkata – 700156, West Bengal. Activity:

This is a proposal for expansion of Block A­ 1X (1B+G+M+8), Block B­ 1X(2B+G+M+12), Block C­ G+22, G+23 residential building. Total No. of flats is 337 for Block A & B, 320 nos. for Block C. Total land area is 15459.34 sqm. and total built up area is 71126.40 sqm. (Existing built up area is 53878.65 sqm.)

Chronology of the event :

Name of the Environmental Consultant is M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was placed for consideration in the 127th SEAC meeting held on 06.08.2016. SEAC scrutinized the documents and presentation made by the project proponent in the meeting. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Master plan of the proposed project should be provided in grid format with detailed landuse classification, infrastructural services etc. with proper area statement (clearly mentioning Total Paved Area, Semi paved area, Exclusive Tree Plantation Area, Parking Area etc.). The total paved area should not exceed 25% of land area . 2. Basis for higher value of water requirement for fixed population. 3. At least 2% of total project cost should be utilized for Corporate Social Responsibility(CSR) plan and CSR programme should be prepared based on the specific needs of the locality. Corporate Social Responsibility (CSR) Plan with specific programmes for the project influence area and financial commitment to be submitted. 4. Proposal for on­site compost plant for treatment of biodegradable fraction of MSW and earmarked the location of the compost plant in the conceptual plan. 5. Details of car parking calculation clearly showing open & covered car parking. 6. Provide details on the likely effects of the building activity in altering the micro­climatic conditions to be submitted as per the indicative guidelines for high rise buildings. 7. Proposed Residential Complex “Greenwood Nest” by M/s. Bengal Shrachi Housing Development Ltd. at RS/LR Dag No. 3085, Mouza – Ghuni, JL No. 23, Ps – New Town, Dist – 24 Parganas (North), West Bengal. Activity:

This is a proposal for construction of Residential buildings comprising of Block 1 & 2 – G+12 (2 nos. HIG), Block 3 – G+12 (1 no. HIG), Block 4 – G+12 (1 nos. MIG), Block 5 – G+12 (1 nos. MIG), Block 6 – G+4 (1 nos. LIG), Block 7 – G+4 (1 nos. LIG) and Block 8 – G+12 (1 nos. LIG) with total built up area 52945.02 sqm. Total land area is 18008.462 sqm. Total 504 nos. of dwelling units.

Chronology of the event :

The case was placed for consideration in the 127th SEAC meeting held on 06.08.2016. SEAC scrutinized the documents submitted by the project proponent in the meeting. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Character of land with supporting documents to be submitted. Water body if any should be clearly mentioned with supporting documents. 2. Fresh water requirement is not matching with permission obtained for abstraction of ground water. Necessary clarification in this regard to be submitted. 3. At least 2% of total project cost should be utilized for Corporate Social Responsibility(CSR) plan and CSR programme should be prepared based on the specific needs of the locality. Corporate Social Responsibility (CSR) Plan with specific programmes for the project influence area and financial commitment to be submitted. 4. Proposal for on­site compost plant for treatment of biodegradable fraction of MSW and earmarked the location of the compost plant in the conceptual plan. Provisions for ultimate disposal of MSW for the local body should be clearly mentioned. 5. Details of car parking calculation clearly showing open & covered car parking. 6. Provide details on the likely effects of the building activity in altering the micro­climatic conditions to be submitted as per the indicative guidelines for high rise buildings. 7. Proposal for at least 1% of total power requirement shall be met from solar power. 8. Existing trees within the site if any to be clearly mentioned. Permission from the competent author­ ity for felling of trees if any to be submitted. It has been decided that the case shall be further considered only after submission of the necessary docu­ ments.

Activity:

This is a proposal for construction of general hospital building having 2B+G+8 storied including service floor and total 400 nos of bed.

Chronology of the event :

The case was placed for consideration in the 127th SEAC meeting held on 06.08.2016. After carefully considering the submission by the project proponent and presentation, SEAC recommended stipulated conditions for environmental clearance for the proposed project.

C. Reconsideration Proposals :­ Nine reconsideration proposals were placed in the meeting.

Construction Sector :­

1. Proposed Residential cum Office Complex “NBCC Square” by M/s. National Buildings Construction Corporation Ltd. at Plot no­111F/2, Action area­III, New Town, Dist. – 24 Pgs(N), West Bengal. Activity: This is a proposal for construction of a Residential cum Office complex 2B+G+15 storied building. Chronology of the event: The SEAC recommended stipulated conditions of Environmental Clearance in the 88th SEAC meeting held on 28.06.2014. SEIAA considered the recommendations of SEAC and issued a letter on 19.08.2014 to the project proponent for consideration of following issues:­

Recommendations / Directions of the Authority issued on 19.08.2014 Response of the Proponent submitted on 13.04.2016 1) Plan for emergency preparedness and response including mitigation of environmental impacts in case of disaster such as fire. Reply submitted. 2) The microclimatic effect. 3) Information regarding plan for registration under green building / conformation to green building norms.

Name of Environmental Consultant is M/s. Perfact Enviro Solutions Pvt. Ltd. The case was put up for consideration in the 127th SEAC meeting held on 06.08.2016. After careful consideration of the documents submitted by the unit, SEAC recommended Environmental Clearance for the proposed project.

Activity: This was a proposal for construction of a residential cum commercial complex comprising of 215 flats (4 residential blocks – B+G+12). Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance in the 104th meeting held on 06.06.2015. The proponent submitted the copy of the sanctioned building plans on 22.07.2016. Name of the Environmental Consultant is M/s. Envirotech East Pvt. Ltd. The case was put up for reconsideration in the 127th SEAC meeting held on 06.08.2016. After careful consideration of the documents submitted by the unit, SEAC recommended Environmental Clearance for the proposed project.

3. Proposed Residential Complex by M/s. Tivoli Park Apartments Pvt. Ltd. at 225B, A. J. C. Bose Road, KMC Ward No. 69, Borough VIII, Kolkata – 700 019, West Bengal.

Activity: This is a proposal for construction of the residential Complex having block 1A:G+27, Block 1B: B+G+28 & block 1C: B+G+28 storied. Total nos. of flats: 181 nos. Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance in the 115th meeting held on 28.12.2015. The proponent submitted the copy of the sanctioned building plans on 22.07.2016. Name of the Environmental Consultant is M/s. Ultratech Environmental Consultancy & Laboratory. The case was put up for reconsideration in the 127th SEAC meeting held on 06.08.2016. After careful consideration of the documents submitted by the unit, SEAC recommended Environmental Clearance for the proposed project.

4. Proposed expansion of IT & ITES Office “ECOCENTRE” by M/s. Ambuja Realty Development Limited at Plot No. 4, Block­EM, Sector­V, Kolkata – 700091, Dist. – 24 Parganas (North), West Bengal. Activity: This is a proposal for vertical expansion of an IT & ITES office “ECOCENTRE” having 1 block of B+G+19 storied to B+G+21 storied having green building rating. Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance in the 80th meeting held on 18.01.2014. The proponent submitted the copy of the sanctioned building plans on 29.07.2016.

5. Proposed Residential & Commercial Complex by M/s. P. S. Villa Pvt. Ltd. & Others at holding no. 45/08/Block­P, Mouza­Kaikhali, JL no­5 & Mouza­Mondal Ghanti, JL no­6, Ward no­26 & 27 under Rajarhat Gopalpur Municipality, PS­Baguihati, Dist­24 Pgs (North), West Bengal. Activity: This is a proposal for construction of a residential and commercial complex. Chronology of the event: The Committee recommended Environmental Clearance in the 70th SEAC meeting held on 30.08.2012. The SEIAA noted that the project proponent has started construction before issue of environmental clearance and legal action has been intimated. The SEIAA examined the order of the Hon’ble ACJM Court, Barrackkpore and requested SEAC to appraise the case for environmental clearance. The committee inspected the project site on 29.04.2016. The proposal was considered by the SEAC in the 123rd meeting held on 30.05.2016 and the committee made the following recommendations in the 123rd SEAC meeting and subsequent response submitted on 26.07.2016 from the unit is given below :­

Sylvan Estate Developers at 169, Bandra (North) Main Road, Kholsakata, Jl. No. – 9 & 10, Mouza – Bandra & Sultanpur, PS – Dum Dum, PO – Italgacha, North Dum Dum Municipality Ward No. – 28, Kolkata – 700051. Activity: This is a proposal for construction of Residential Complex “ Kendria Vihar ­Phase II” of Central Government Employees Welfare Housing Association (CGEWHO). Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 40th meeting held on 22.01.2010. As per the records, the SEAC has observed that the project proponent has already started construction activity for the above project without prior environmental clearance. The SEAC recommended to forward this case to SEIAA for taking necessary action in terms of Office Memorandum vide No. J­11013/41/2006­IA.II(I) dated 12.12.2012 of MoEF. The SEIAA examined the order of the Hon’ble ACJM Court, Barrackkpore and requested SEAC to appraise the case for environmental clearance. The committee inspected the project site on 29.04.2016. The proposal was considered by the SEAC in the 123rd meeting held on 30.05.2016 and the committee made the following recommendations in the 123rd SEAC meeting and subsequent response submitted on 26.07.2016 from the unit is given below :­

7. Proposed Housing Complex “Moments 101” by M/s. PS Vinayak Complex LLP at Mouza­ , JL no­20, Mouza­Daulatpur, JL no­79, P.S­Bishnupur, P.O­Pailan hat, under Kulerdari GP, Dist­24 Pgs(S). Activity: This is a proposal for construction of residential complex having 13 blocks of G+9 storied & 1 block of MLCP & Club of G+9 storied. Total nos. of flat­968 nos.

Chronology of the event: The unit presented their proposal before SEAC on 121st SEAC meeting held on 16.04.2016. The SEAC, West Bengal, made the following recommendations in the 121st SEAC meeting and subsequent response submitted on 14.06.2016 from the unit is given below :­

Recommendations / Directions of the Committee dated 03.05.2016 Response of the Proponent dated 14.06.2016 1) Project cost of the project and specific budget allocation for CSR to be submitted. 2) Authenticated land documents regarding size of the water body to be submitted. 3) Facilities available with the local panchayet for disposal of MSW to be provided. Submitted reply. 4) Detailed proposal for generation of solar power at least 1% of the total power requirement. 5) Specific details of soft area and open car parking area to be provided. 6) Developmental agreement between the project proponent and owners of the land to be submitted along with mutation documents.

The SEAC considered the submission of the project proponent dated 14.06.2016 in the 125th SEAC meeting held on 25.06.2015 and recommended that the project proponent should submit the authenticated land documents regarding size of the waterbody.

The project proponent submitted their reply on 19.07.2016.

Name of the Environmental Consultant is M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was placed for reconsideration in the 127th SEAC meeting held on 06.08.2016. After careful consideration of the documents submitted by the unit, SEAC recommended stipulated conditions for environmental clearance for the proposed project.

8. Proposed expansion of Day care and oncology building and alterations of service block and new meditation centre by M/s. Apollo Gleneagles Hospital Ltd. at 58, Canal Circular Road, Kolkata­700 054. Activity: The existing hospital buildings consist of G+M+5 storied main building, G+4 storied oncology building, G+4 storied day care building, G+2 storied Administration Block & G storied laundry block. Existing hospital has 510 nos. of beds & after expansion additional 240 nos. of beds will be provided. Chronology of the event: The unit presented their proposal before SEAC on 125th SEAC meeting held on 25.06.2016. The SEAC, West Bengal, requested the project proponent to submit the list of Isotopes used vis­à­vis AERB approved procedures for disposal of Radioactive Wastes. The project proponent submitted their reply on 27.06.2016.

The reply dated 27.06.2016 of the project proponent was considered by the SEAC in the 126th meeting held on 15.07.2016 and the committee noted that building permit for the proposed expansion project has already been issued by the concerned Municipal authority in the year 2013. Therefore the committee recommended that the project proponent should submit the present status of the proposed expansion project along with area statement clearly mentioning exclusive tree plantation area, total paved area etc. The project proponent submitted the area statement on 25.07.2016. Name of the Environmental Consultant is M/s. SGS India Pvt. Ltd. The case was put up for reconsideration in the 127th SEAC meeting held on 06.08.2016. After careful consideration of the documents submitted by the unit, SEAC recommended Environmental Clearance for the proposed project.

9. Proposed Eye Hospital and Nursing School & College by M/s. Belle Vue Clinic at Plot No. IIF/9 in AA­IIF, Mouza – Chakpachuria, GP – Patharghata under NKDA, New Town, West Bengal. Activity: This is a proposal for construction of Eye Hospital Building of B+G+ Service Floor+8 storied building and Nursing School & College of B+G+15 storied. Total Land Area is 8093.59 sqm. and Total Built Up area is 23680.63 sqm. Chronology of the event: The project proponent presented their proposal in the 125th SEAC meeting held on 25.06.2016. The SEAC, West Bengal, made the following recommendations in the 125th SEAC meeting and subsequent response submitted on 01.08.2016 from the unit is given below :­
