11-42 a.m. 4. Felicitations by the Chair The Chairman felicitated the scientists, engineers and technicians, for the successful flight test of the Re-usable Launch Vehicle-Technology Demonstrator (RLV-TD), ’s first winged body aerospace vehicle operating in hypersonic flight regime, on the 23rd of May, 2016 and successful launch of 20 satellites together including India’s earth observation Cartosat-2 series satellite using PSLV-C34, on the 22nd of June, 2016 from the Satish Dhawan Space Centre in Sriharikota in Andhra Pradesh.

References by the Chair (i) Reference to the victims of natural calamities in various parts of the country The Chairman made a reference to the natural calamities of cloudbursts, landslides, lightening strikes and flashfloods in the States of Uttarakhand, Madhya Pradesh, Assam, , Arunachal Pradesh, Uttar Pradesh, Bihar, Himachal Pradesh and some other parts of the country, in which around 80 persons have lost their lives, several others were injured, displaced and rendered homeless and houses, property, infrastructure and livestock were damaged. (ii) Reference to the recent terror attacks in Turkey, Afghanistan, Iraq, Bangladesh, Saudi Arabia and France The Chairman made a reference to the horrifying terror attacks in the form of gunfights and bomb explosions in Istanbul, suicide bomber attacks in Kabul and in Karada in Central Baghdad, terror attacks in Dhaka, in Jeddah, Qatif, the holy city of Madinah and in Nice, in the months of June and July, 2016, in which several persons were killed and others were maimed and injured. The House observed silence, all Members standing, as a mark of respect to the memory of those, who lost their lives in these tragedies.

11-48 a.m. 6. Proclamation under Article 356 of the Constitution Shri Kiren Rijiju, Minister of State in the Ministry of Home Affairs, laid on the Table, a copy (in English and Hindi) of the Proclamation [G.S.R. No. 499 (E)], issued by the President, under clause (2) of article 356 of the Constitution, on the 11th of May, 2016, revoking the Proclamation issued by him on the 27th of March, 2016, in relation to the State of Uttarakhand.

(b) The Dentists (Amendment) Ordinance, 2016 (No.5 of 2016), promulgated by the President on the 24th of May, 2016. (c) The Enemy Property (Amendment and Validation) Third Ordinance, 2016 (No.6 of 2016), promulgated by the President on the 31st of May, 2016. 11-50 a.m. 8. ƒ13. Recommendations of the Business Advisory Committee The Deputy Chairman announced the recommendations made by the Business Advisory Committee in its meeting held on the 18th July, 2016.

∗14. Resignation by Member The Deputy Chairman made the following announcement in the House:— “I have to inform Members that the Hon’ble Chairman had received a letter, dated the 18th of July, 2016 from Shri Navjot Singh Sidhu, a Nominated Member, resigning his seat in the Rajya Sabha. The Hon’ble Chairman has accepted his resignation with effect from the 18th of July, 2016.” 5-44 p.m. 15. Government Bill — Passed The Regional Centre for Biotechnology Bill, 2016, as passed by Lok Sabha. Dr. Harsh Vardhan, Minister of Science and Technology and Minister of Earth Sciences, moved motion for consideration of the Bill. The following Members took part in the discussion:—

The motion for consideration of the Bill was adopted. Clause 2 to 46 were adopted. Clause 1, the Enacting Formula, the Preamble and the Title were adopted.

6-17 p.m. The motion moved by Dr. Harsh Vardhan that the Bill be passed was adopted and the Bill was passed.

6-18 p.m. 16. Special Mention Dr. V. Maitreyan raised a matter regarding need to protect the rights of lower riparian state of Tamil Nadu in the matter of Pallar river water.

(Due to gross disorderly conduct in violation of the rules and etiquette of Rajya Sabha by the following Members, who entered the ‘Well’ of the House, shouted slogans and persistently and willfully obstructed the proceedings of the House, the Chair adjourned the House at 12-03 p.m.:–– 1.
