This schedule contains the infrastructure requirements for Falmouth and Penryn as well as the requirements for the rest of the Falmouth and Penryn Community Network Area. Local Plan The Local Plan seeks to build on the maritime and educational assets in Falmouth and Penryn to attract investment and boost economic growth in the area. It seeks to enable the delivery of a significant number of homes to help underpin this ambition and to address the need for affordable homes and student accommodation. It also seeks to address housing need in smaller settlements and support their services and facilities.

The Local Plan key objectives for the Falmouth and Penryn CNA:

2,800 homes in Falmouth and Penryn 600 homes elsewhere in the CNA, to meet local needs.

Development should:

• Manage the location and distribution of housing growth and the delivery of an appropriate mix of housing – includes addressing issues associated with affordable housing and student accommodation. • Encourage employment opportunities, particularly in relation to the universities, Falmouth Docks / Port of Falmouth and tourism. • Maintain Falmouth as a strategic shopping centre and provide opportunities for new retail development. The town centre environment should be enhanced. • Improve community services and facilities to overcome current shortfalls within the existing community and to meet further demand resulting from growth. • Consider the location of sports and leisure facilities, harnessing the full potential of the waterfront and its opportunities for employment, leisure and tourism. • Ensure that transport infrastructure, including essential car parking and sustainable transport modes, is adequate to support growth. This includes tackling issues of congestion such as at key junctions on the approach to the towns at Treluswell, Treliever and Kernick Roundabouts, as well as improving accessibility to local services and facilities. • Provide a strategic framework to balance economic development, maritime industries, access to the coast and protection of the environment within the towns and the rest of the community network area.

Town Framework The Falmouth and Penryn Framework document was prepared by the Council to help inform and guide future development at Falmouth and Penryn. Costs The schedule identifies costs of the infrastructure projects where they are known. In many cases however the project costs are not known or are subject to change and caution is needed in regarding these costs. The total known costs of projects in the Falmouth and Penryn CNA schedule are shown below however, these come with a health warning as they are only temporary totals.

The total known cost (many costs unknown at this time and some costs shared with other areas) for delivering the infrastructure projects in the area is:- £113,629,060.00

Funding As with costs, the information on funding as shown in the schedule needs to be considered with caution, as new information on funding sources and figures emerges regularly. Funding for infrastructure in the Falmouth and Penryn CNA could come from a number of sources including: ERDF Growth Programme, Council, Homes and Communities Agency, Flood and Coastal Resilience Partnership Funding, the New Homes Bonus, Cornwall Community Infrastructure Levy and the Regional Growth Fund.
