International Translation Day, also known as Saint Jerome’s Day, is celebrated each September 30th. Around the world, in countless languages, linguists will be honoring their professions with conferences and events. Kent State Establishes Doctoral Program in Translation

With the establishment of its Ph.D. program in translation, Kent State University has become the first university in the U.S. to offer a comprehensive bachelor-through- doctorate program in translation studies. The program builds upon Kent State’s undergraduate and master’s-level programs in language translation. Classes officially began in September 2007.

The new Ph.D. program, offered by the Department of Modern and Classical Language Studies in the College of Arts and Sciences and administered by the university’s Institute for Applied Linguistics, is designed to help meet the increased demand for professional translators in areas such as international business, industry, and national security.

Kent State’s doctoral program in translation offers students two areas of specialization: translation studies; and language informatics (i.e., research in computer-assisted translation, computer-assisted terminology, multilingual documents, and software internationalization). The doctorate program is not limited to languages offered in the M.A. program.

At the 28th annual conference of the National Association for Judiciary Interpreters and Translators (NAJIT, www.najit.com) in May 2007, the authors discussed this trend and described some existing policies. Many of the examples and references made in this article were collected from the audience during that presentation.

What is the Consortium for State Court Interpreter Certification? Founded as a result of research1 conducted by the National Center for State Courts between 1992 and 1995, the Consortium is a multi-state part- nership dedicated to developing court interpreter proficiency tests, making tests available to member states, and regulating the administration and use of those tests. Consortium resources achieve economies of scale across jurisdictional and organizational boundaries by sharing ideas, theories, resources, and manuals. The Consortium addresses resource shortages by defining and imple- menting standards for identifying qualified interpreters that can be fol- lowed by all member states. Without standards, state courts risk employing unqualified interpreters, leaving equal access to justice by linguistic minori- ties an unfulfilled obligation. These voluminous files con- tain multi-language translations of software strings used in localized MS products, such as Windows, Word, Excel, PowerPoint, Outlook, etc. These glossaries used to be available at no charge at ftp://ftp.microsoft.com/ developr/msdn /NewUp/Glossary. I say used to, because if you go to that FTP site now, you will find the following notice:

To provide users with more up-to- date terminology, Microsoft has replaced the glossary content that was previously posted to this site with a more concise document (CSV formatted) that is easier to use. Microsoft has consolidated and moved the data from the FTP site to the Microsoft download center in an effort to significantly increase reliability and accessibility for users.

This new CSV file contains over 14,000 English terms plus the trans- lations of the terms for up to 45 dif- ferent languages. U.S. Department of Defense Announces The Language Corps

The U.S. Department of Defense (DoD) will implement a pilot language corps over the next three years to address the country’s need for profes- sionals with language skills. The Language Corps, formerly the Civilian Linguist Reserve Corps, will be an entirely volunteer civilian organiza- tion managed by the DoD for the federal sector, and will include no fewer than 1,000 members drawn from all fields.

Members can choose to belong to a dedicated pool or a national pool of lin- guists. The national pool will consist of a large national database of individ- uals with certified language skills who may be activated for federal service during times of war, national emergency, or other national needs. A smaller dedicated pool will consist of individuals with contractual arrangements with dedicated federal sponsors who have agreed to perform specific duties and serve a specific number of days per year.
