SEMI-ANNUAL SOCIAL SAFEGUARD MONITORING REPORT

1 INTRODUCTION AND PROJECT BACKGROUND The Madhya Pradesh state has a road network of about 127,000 km, of which about 4,700 km are national highways, 11,000 km are state highways, and 20,000 km are Major District Road (MDR). Rural roads make up the balance of the road network. The Government of Madhya Pradesh (GoMP) has been using a combination of budgetary, Public-Private Partnership and ADB financing, to improve road network in Madhya Pradesh (MP). The project will complement the past and ongoing efforts under previously ADB funded road sector projects in the State of MP. MDRs form the key linkage between rural, peri-urban and urban areas. MDR), have not been specifically targeted for improvement resulting in overall poor road network connectivity. GoMP has now proposed to improve the MDRs through the Madhya Pradesh District Road II Sector Project (MPDRIISP) financed by ADB. The Project will improve transport connectivity in the state by rehabilitating and upgrading MDRs hereby providing reliable road transport services in the state. The Project constitutes (i) rehabilitating and upgrading about 1468.245 km1 of MDRs; (ii) improving road maintenance and asset management; and (iii) developing an efficient accident response system. MPRDC specifically, targeting MDRs to form key linkage between rural, semi- urban and urban areas and complete state road connectivity. The project has identified, 57 stretches of existing MDRs with total length of about 1468.245 km under 25 packages for widening and reconstruction. 2 BRIEF DESCRIPTION OF SUB-PROJECTS The proposed project for widening and reconstruction of MDRs from single lane/ intermediate lane/ two lane carriageway to intermediate/ two lane carriageway, the Madhya Pradesh Road Development Corporation (MPRDC), GoMP, aimed at improving the MDRs to provide reliable road transport services in the state. MPRDC has selected 57 subproject road stretches under 25 packages (package- 1 {-1} has 5 contracts, package-2 {} has 7 contracts and package- 3 {} has 13 contracts) with total length of 1468.245 km. All the 25 packages are scattered across the state in the districts of the Guna, Shivpuri, Ashok Nagar, Vidisha, , Dewas, , Sagar, Chhattarpur, Seoni, , Chindwara, Rewa, , , , Umaria and . The details of all concerned sub-projects are as under in Table-1.

3 PROJECTS CATEGORIZATION The project has been categorised as category ‘B’ for involuntary resettlement (IR) and Category ‘C’ for Indigenous People (IP) as per ADB’s Safeguard Policy Statement (SPS), 2009. The subprojects do not involve any land acquisition or involuntary resettlement impact on titled/ non-titled people except for Package-11. The construction of Package-11 envisages the temporary resettlement (livelihood) impact on nine households and the resettlement plan (RP) has been disclosed on ADB website. While for remaining subprojects, the three social due diligence reports (DDR) confirming no resettlement impacts and availability of required right of way for construction of the subprojects have been prepared and disclosed on ADB website. 4 RESETTLEMENT IMPACTS IN THE SUB-PROJECTS During the reporting period, the subprojects did not cause any land acquisition and involuntary resettlement (permanent/ temporary) impacts on structures or livelihood. The MPRDC officials along with the consultants has conducted ground verification and site visits to all the subprojects and confirmed that the project does not cause any land acquisition and involuntary resettlement. All subproject roads construction works are being undertaken within the available RoW. The contractors have been instructed to construct the road without affecting any titled, non-titled, built-up, private/public property/ house boundary etc. and the contractors to provide adequate access to avoid any disruption of their livelihoods, if any. During the site visits, It has been verified that 189 hand pumps are likely to get affected and would require shifting. The summary of socio-economic and resettlement impacts is provided in Table-4.

5 SOCIAL SAFEGUARD ACTIVITIES DURING THE REPORTING PERIOD 5.1 Implementation of social safeguards: In order to identify any resettlement impacts, during the project implementations, EA and the consultants have carried out several site visits and consultations with the people in the subproject areas during the reporting period. The implementation of the concerned subproject does not cause any land acquisition, resettlement of structures and livelihood impact during the reporting period. The public consultation will be continued throughout the project implementation period to ensure that no social/ resettlement issues remain unaddressed. 5.2 Verification of Community Structures – Community Property Resources Impact on community property resources (CPR) is critical from the point of view of community. In terms of CPRs, only hand pumps are likely to be affected and the list provided in the Bill of Quantity (BOQ) has been verified on ground in accordance with the detailed design. As per the verification, 189 hand pumps (Package 1- 68, Package 2- 78, Package 3- 43) are likely to be impacted. The contract package-wise list of affected hand pumps is provided in the Table-5. The provision of shifting of hand pumps have been incorporated in the civil contract and the hand pumps will be relocated in consultation with the community and sarpanch of the concerned village. During this reporting period no hand pumps are shifted/ relocated.

6 CONSULTATION WITH THE STAKEHOLDERS The public consultation/ meetings were organized with the local communities including construction workers as well as women about the importance of the project for their betterment. In the meetings people were made aware about widening proposal, social issues, redress of grievances, if any, advantages of the project and documented their suggestion regarding project. 7 GRIEVANCE REDRESS MECHANISM Grievances Redress Mechanism of the subprojects is an integral part of agreed Resettlement Framework (RF). RF requires the constitution of forming of a Grievance Redress Committee (GRC) at the State as well as PIU levels to deal with the disputes, complaints, receiving suggestions and facilitate timely implementation of the sub-project. GRC has been constituted in two levels. The state level GRC at MPRDC, Bhopal and Divisional Level / PIU level GRC has been constituted vide no 21415 dated 31st March 2017. The order copies are attached as Annexure-2. A complaint register has been maintained at each division and also in the contractor’s camp for recording of complaints of local public and other stakeholders. During the reporting period, no any grievances were received from any of the community. During public consultation, most of the people told that they are not having any grievances against the subproject and project did not caused any impact on their private land, properties, structure and livelihood during this reporting period. 8 INSTITUTIONAL ARRANGEMENT The Executing Agency (EA) for the project is GoMP through MPRDC. MPRDC is wholly owned by GoMP. A Chief Engineer at MPRDC headquarter has been designated as person in charge for project implementation. MPRDC has appointed a social safeguard expert (SSE) for implementation and monitoring of social safeguard requirements. The SSE at MPRDC headquarters, reports to the Chief Engineer, is responsible for ensuring compliance with social safeguards of project roads. The SSE is supported by three R&R cum Social Development Specialists from each construction supervision consultants (CSC) on an intermittent basis. MPRDC has twelve divisional offices (Bhopal, Jabalpur, Sagar, Gwalior, Chambal, Ujjain, Indore, Sidhi, Shahdol, Narmadapuram, Seoni and Rewa) acting as Project Implementation Units (PIU) and each is headed by a

Divisional Manager (Tech.) who is of the rank of executive engineer and is responsible for overall implementation in the field. At PIUs, one officer of the rank of assistant engineer has been given the additional charge of safeguards. R&R cum Social Development Specialists of CSCs have been mobilized during the reporting period. The details of inputs provided by the experts are given in table below.

10 CONCLUSIONS MPRDC confirms that the subprojects, during the reporting period did not cause any impacts on land, resettlement (temporary/ permanent, partial/full) impacts on structures and livelihood of titled as well as non-titled households. All road construction works were undertaken within the available RoW. The contractors have been clearly instructed to construct the road without affecting any boundary/ fencing of built up property. In event of any conflict, the contractors were advised to get such incidents to the knowledge of supervision consultant and the local MPRDC office well in advance to find out alternate solutions.
