Minutes of the Planning Committee held on 10th April 2019 Held at the Civic Centre, King Street, Enderby (Commencing at the conclusion of the Council Meeting)

The Clerk, Ms. S. Hansford and Mrs. S. Stearn, Deputy Clerk, were also in attendance.

P/184/18 Attendance and Apologies

Apologies for absence were received from Councillors J. Bartlett, D. Castleman, J. Eaton, D. Heys, J. Jones, J. O’Sullivan and District Councillor F.G.H Jackson.

P/185/18 Minutes of the last meeting held on 27th March 2019

RESOLVED: The Minutes of the last meeting held on the 27th March 2019 were approved and signed as a correct record.

P/186/18 Declarations of Interest by Members

None.

P/187/18 To Receive and Approve Requests for Dispensations from Members on matters in which they have a Disclosable Pecuniary Interest

No requests for Dispensations were received.

P/188/18 To Consider Planning Applications

The report on Planning Applications, circulated to Members, were considered (see attached).

RESOLVED: That the planning applications as detailed in the Schedule attached to, and forming part of these Minutes, be dealt with in accordance with the comments made by Members at the meeting.

P/189/18 To Receive Planning Decisions

RESOLVED: That the planning decisions of District Council on applications determined since the date of the last meeting be noted.

P/190/18 To Consider Council’s ‘Call for Sites’ Invitation to Suggest Sites for Potential Development.

To support the review of the adopted Blaby District Local Plan, Blaby District Council is inviting developers, landowners and other interested parties to inform the Council of any land that they would like to be considered for potential development. Sites can be submitted for consideration for: Housing sites of all types and sizes; employment; retail, leisure and /or community uses and mixed use schemes. Suggestions will be accepted between Monday 25th March and Tuesday 7th May 2019.

P/191/18 To Consider Highway Issues – Enderby Village (Updates if any)

a) Townsend Road One-Way Scheme

On enquiry, it was confirmed that the Townsend Road One-Way Scheme is due to be implemented at the end of May/beginning of June.

P/192/18 Correspondence

a) Blaby District Council: Fosse Villages Neighbourhood Plan – Public Consultation

Sapcote Parish Council, as qualifying body on behalf of the ten parishes known as the Fosse Villages (comprising the parishes of , Croft, , , , , , , Thurlaston, and Parva), has submitted the “Fosse Villages Neighbourhood Plan” to Blaby District Council for Examination in accordance with the neighbourhood planning regulations.

The policies in the Fosse Village Neighbourhood Plan primarily seek to address the design of new development, protection and enhancement of green spaces, and protection of heritage assets and community services and facilities.

In accordance with the relevant legislation, Blaby District Council is now conducting a public consultation on the Plan taking place between Tuesday 2 April 2019 and Tuesday 21 May 2019. The plan and key supporting documents can be viewed here: https://www.blaby.gov.uk/planning- and-building/guidance-and-policies/neighbourhood-planning/.

Representations on the plan can be made via email to [email protected]. Comments must be received no later than the end of the day on Tuesday 21 May 2019.

b) County Council: Temporary Traffic Regulation Order: Road known as from A5199 Welford Road to Mowsley Lane, Welford Road & Leicester Road, Knaptoft

Leicestershire County Council Highways has agreed to a Temporary Traffic Regulation Order at the above location. A road closure is required on the 15th April 2019 for 3 weeks. Leicester Road at the junction with Welford Road will be closed for the duration of the works, all other roads will be closed between 09:00-15:00 hours. The proposed diversion route includes A5460 (Enderby), Lubbesthorpe Way and A563 Soar Valley Way. The Temporary Traffic Regulation Order will be implemented for public safety for Leicestershire County Council to facilitate carriageway resurfacing.

c) Sinclair Dalby Limited: Proposed Base Station Installation at Headquarters, Narborough Road South, St. Johns, Enderby

As part of Telefónica’s continued network improvement program, there is a specific requirement for an upgrade at the above location to provide up to date coverage to the area.

Description of Development: The removal and replacement of 3 antennas and the installation of ancillary equipment.

The site is an existing shared Telecoms site and the replacement antennas are needed to provide up to date coverage to the area. The replacement antennas are a similar size to the existing and the upgrade will have a minimal impact on the appearance of the mast or of the area. The Local Planning Authority mast register, where available, and our records of other potential sites have already been reviewed, the policies in the Development Plan have been taken into account and the planning history of the site has been examined.

All Vodafone and Telefónica installations are designed to be fully compliant with the public exposure guidelines established by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). These guidelines have the support of UK Government, the European Union and they also have the formal backing of the World Health Organisation. Comments on the proposal are invited by 14th April 2019.
