Basic Assessment Report in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998), as amended, and the Environmental Impact Assessment Regulations, 2014 (Version 1)

Kindly note that:

1. This Basic Assessment Report is the standard report required by GDARD in terms of the EIA Regulations, 2014.

2. This application form is current as of 8 December 2014. It is the responsibility of the EAP to ascertain whether subsequent versions of the form have been published or produced by the competent authority.

3. A draft Basic Assessment Report must be submitted, for purposes of comments within a period of thirty (30) days, to all State Departments administering a law relating to a matter likely to be affected by the activity to be undertaken.

4. A draft Basic Assessment Report (1 hard copy and two CD’s) must be submitted, for purposes of comments within a period of thirty (30) days, to a Competent Authority empowered in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998), as amended to consider and decide on the application.

5. Five (5) copies (3 hard copies and 2 CDs-PDF) of the final report and attachments must be handed in at offices of the relevant competent authority, as detailed below.

6. The report must be typed within the spaces provided in the form. The size of the spaces provided is not necessarily indicative of the amount of information to be provided. The report is in the form of a table that can extend itself as each space is filled with typing.

7. Selected boxes must be indicated by a cross and, when the form is completed electronically, must also be highlighted.

8. An incomplete report may lead to an application for environmental authorisation being refused.

9. Any report that does not contain a titled and dated full colour large scale layout plan of the proposed activities including a coherent legend, overlain with the sensitivities found on site may lead to an application for environmental authorisation being refused.

10. The use of “not applicable” in the report must be done with circumspection because if it is used in respect of material information that is required by the competent authority for assessing the application, it may result in the application for environmental authorisation being refused.

11. No faxed or e-mailed reports will be accepted. Only hand delivered or posted applications will be accepted.

12. Unless protected by law, and clearly indicated as such, all information filled in on this application will become public information on receipt by the competent authority. The applicant/EAP must provide any interested and affected party with the information contained in this application on request, during any stage of the application process.

13. Although pre-application meeting with the Competent Authority is optional, applicants are advised to have these meetings prior to submission of application to seek guidance from the Competent Authority.

of biodiversity priority areas, including Critical Biodiversity Areas and Ecological Support Areas, with accompanying land-use planning and decision-making guidelines. The Bioregional Plan has been taken into account as part of this Environmental Impact Assessment.

3. ALTERNATIVES

Describe the proposal and alternatives that are considered in this application. Alternatives should include a consideration of all possible means by which the purpose and need of the proposed activity could be accomplished. The determination of whether the site or activity (including different processes etc.) or both is appropriate needs to be informed by the specific circumstances of the activity and its environment.

The no-go option must in all cases be included in the assessment phase as the baseline against which the impacts of the other alternatives are assessed. Do not include the no go option into the alternative table below.

Note: After receipt of this report the competent authority may also request the applicant to assess additional alternatives that could possibly accomplish the purpose and need of the proposed activity if it is clear that realistic alternatives have not been considered to a reasonable extent.

The road has unpaved sidewalks and it is assumed to have only one drainage structure/ culvert. The road levels vary from approximately 1528 m on the Katlehong side to 1527 m on the Vosloorus end.

Proposed Road The Vlakplaats Street should be upgraded to 4 lanes, 2 in either traffic direction. Each lane will be 3.2m wide. The lanes will be separated by a 1m wide median and there will be 1.5m wide sidewalks on either side of the road. Thus the total road width will be 16.8m. The proposed road will remain within the existing registered servitude. A series of culverts will be necessary under the road to allow for the 1:100 year flood to pass the roadway.

Proposed Culvert Design Based on preliminary calculations by SMEC South Africa (2017), approximately 21 culverts will be required to allow the 1:100 storm to pass freely beneath the road/ bridge. Box culverts will be required to adequately address the stormwater. A battery of culverts is proposed to be constructed as per Concept Report (Appendix I1) to allow for the 1:100 storm to pass freely beneath the

The report proposed 21 Box Culverts to be constructed. Final calculations needs to be done to confirm the size and amount of culverts required. The image below provide an example of the box culverts.

ARMCO Culverts The ARMCO culverts works on the same principle as box culverts. The only change would be the capacity per cell and the economic feasibility. The ARMCO culverts rests on concrete footings. No calculations have been done to confirm the size and amount of ARMCO Culverts that will be required. The image below provide an illustration of ARMCO Culverts.

Figure 3-3: Typical Illustration of ARMCO Culverts 3 Alternative 2 Proposed Road Stormwater Management: Cast in-situ Refer to the proposal (No. 1 of this table). concrete structure Cast in-situ concrete structure The cast in-situ concrete structure is a type of bridge structure that will cross the watercourse. The runoff needs to be accommodated in openings below the bridge area. Concrete footings are constructed in the bed of the watercourse with columns or piers supporting the structure. An economic feasibility needs to be conducted before detailed calculations are made with regards to structure requirements.

DISCUSSION AND MOTIVATION FOR NOT PROVIDING ALTERNATIVES

“alternatives” in relation to a proposed activity, means different means of meeting the general purpose and requirements of the activity, which may include alternatives to - a) the property on which or location where it is proposed to undertake the activity. b) the type of activity to be undertaken. c) the design or layout of the activity. d) the technology to be used in the activity. e) the operational aspects of the activity. f) the option of not implementing the activity.

In terms of the definition for “alternatives” listed above, the below section provides a discussion and motivation for the exclusion of alternatives in relation to the proposed development.

a) The property on which or location where it is proposed to undertake the activity: The property or location where the upgrade activity is proposed is fixed, and the widening of the road is limited to the current registered road reserve.

b) The type of activities to be undertaken: The purpose of this project is to improve mobility of vehicles and to improve the capacity of the link road between Katlehong and Vosloorus, crossing the Natalspruit. Therefore no alternative activities have been considered by the applicant.

c) The design or layout of the activity: The conceptual design for Vlakplaats Street river crossing and applicable intersections was completed by SMEC. SMEC’s concept report included a flood line study completed by Aurecon.

d) The technology to be used in the activity: There is no “Technology” alternatives considered for the proposed development.

e) The operational aspects of the activity : The implied requirements for the operational aspects of the Vlakplaats Street shall require the upgrade of the Vlakplaats/Brickfield intersections. It is envisioned that the Vlakplaats/Brickfield intersections be upgraded parallel to the upgrade of the Vlakplaats Street.

f) The option of not implementing the activity: Also familiar as the do-nothing (“no go”) option. From a social perspective, the “no go” option is not a sustainable option as the proposed site is situated within an urban residential area surrounded by existing residential suburbs. By not developing the site, there will be limited socio-economic benefits and the strategies of the municipality (i.e. provision of infrastructure) will not materialise. YES NO If YES, specify and explain: Floodplain wetland A single freshwater resource was identified within the study area, specifically a floodplain wetland associated with the Natalspruit River. This freshwater resource was considered to be in a ‘seriously modified’ condition. The floodplain wetland associated with the Natalspruit River has been significantly impacted historically as a result of agricultural activities and more recently due to edge effects associated with urban development within the catchment. During the site assessment it was apparent that the hydrological processes and geomorphology have been altered as a result of earthworks, infilling and artificial drainage canals, whilst the vegetation community composition and structure has been significantly transformed from a reference state.

Summary of assessment of the portion of the floodplain wetland associated with the Natalspruit River within the study area. Present Ecological State (PES) PES Category E Impacts on the portion of the resource within the study area include altered hydraulic patterns as a result of increased runoff entering the resource, altered channel competency including sedimentation of the channel and the presence of artificial canals. Ponding on the north-eastern side of Vlakplaats Street is also apparent; this is attributed to poor design of the current road, earthworks and infilling in this vicinity, and may have resulted in the extent of the resource increasing in this vicinity. Vegetation has been significantly transformed from reference conditions as a result of historical agricultural activities and current disturbances relating to the rapid urbanisation of the catchment. Geomorphology has undergone moderate modification, including sedimentation, infilling and earthworks.

Ecoservice Provision Intermediate Despite the significantly decreased ecological integrity, functioning remains at an intermediate level, particularly in terms of eco-services such as flood attenuation, sediment trapping, toxicant assimilation, erosion control and streamflow regulation. However, it should be noted that the relatively high scores obtained for nutrient and toxicant assimilation, sediment trapping and flood attenuation are due in part to the increased opportunity (due to urbanisation) to perform these functions, and is not necessarily a reflection of the capacity to do so. Socio- cultural service provision is deemed to be moderately low to low, largely as a result of the urban environment surrounding the resource, thus reducing the opportunity to provide services such as water for human use, tourism and recreation, and biodiversity maintenance.

Ecological Importance and Sensitivity (EIS) EIS Category: Moderately important Whilst the ecological integrity of the resource has been greatly reduced, the resource is nevertheless deemed to be moderately ecologically important from a hydro-functional point of view, i.e. the provisioning of services such as flood attenuation, streamflow regulation and assimilation of nutrients and toxicants. For this reason, it may be considered sensitive to changes in low flow / dry season patterns, although it is unlikely to be sensitive to changes in flood peaks or further decreased water quality.

Recommended Ecological Category (REC) REC Category: D Further degradation of the freshwater resource as a result of the proposed activities should not be permitted, and mitigation measures should be implemented throughout all phases of the proposed road upgrade in order to minimise the risk of further negative impacts on the resource, and wherever possible, to improve the conditions of the portion of the resource which will be affected. For example, during rehabilitation of affected areas following construction, the area of upstream ponding in the vicinity of the existing bridge can be rectified, thus contributing to improved streamflow and overall functionality of the resource.

Watercourse Characteristics Hydraulic regime The hydraulic regime of the resource has been significantly altered both at the assessment site and throughout its reach as a result of historical and current modifiers, including altered flow patterns as a result of infrastructure such as weirs and bridge crossings within the active channel, significantly increased water inputs and stormwater velocity resulting from extensive hardening of the catchment, impoundments, altered channel capacity due to accumulation of sediment, artificial canals within the floodplain and ponding as a result of historical earthworks, infilling, and blockages caused by debris and solid wastes transported from upstream areas causing blockages and impeding flow.

Water quality Whilst testing of detailed water quality parameters did not take place since this was not within the scope of this investigation, it can be surmised that due to the odour of sewage, the presence of suspended solids and solid wastes such as litter within the channel and the grey colour of the water, the water has likely been moderately to significantly impaired by pollutants, and most likely will not meet acceptable standards for potable water.

Geomorphology and sediment balance The primary modifier of the watercourse in terms of geomorphology is altered topography as a result of historical earthworks, including the excavation of artificial canals, thus influencing hydraulic patterns. Increased sediment loads entering the resource are also anticipated due to the extent and proximity of ongoing developments adjacent to the resource (both at the assessment site and within the catchment) and this additional sediment may either contribute to streambed scouring, or be deposited within the floodplain where flow is impeded, resulting in blockages and/or altered channel capacity. Such increased sediment loads are likely to influence vegetation composition as discussed below.

Habitat and biota Disturbances relating to historical agricultural activities as well as the steady urbanisation of the catchment have resulted in the clearing of vegetation, and proliferation of alien and invasive floral species. Whilst the assessment was conducted towards the end of the dry winter season and therefore not all floral species present could be identified, disturbances such as informal fires, grazing of domestic livestock (in particular sheep and goats) and extensive disposal of solid wastes within the floodplain areas was apparent. Furthermore, the active channel of the resource is dominated by Phragmites australis and Typha capensis , both indigenous species which may become invasive particularly where excess nutrients and/or sediment is available (Bromilow, 2010). It is therefore surmised, based on these observations, that the vegetation community has undergone significant transformation and that no floral Species of Conservation Concern (SCC) are likely to occur within the wetland areas. Nevertheless, the remaining vegetation, particularly that within the active channel, is deemed likely to contribute

In addition, the extensive reed beds may provide some refugia for less sensitive faunal species, predominantly avifaunal species commonly associated with waterbodies such as Passer spp. (weaver species). However, due to the degree of disturbances

9. SOCIO-ECONOMIC CONTEXT

Describe the existing social and economic characteristics of the area and the community condition as baseline information to assess the potential social, economic and community impacts.

VOLSOORUS Vosloorus is located in Ekurhuleni, within the province of Gauteng. The total individuals that reside in the area are 163 216. People The population of Vosloorus is made up of 99.3% Black Africans, 0.3% Coloureds, and 0.2% Indian / Asians, 0.1% Whites and other groups make up 0.1% of the population. Sex and Age Distribution The area has a medium to high birth rate, males and females aged 0-4 make up (5.2%) of the population, males and females between 20 -29 make up the highest percentage of the population (11.6% and 11.4%). From ages 35-39 the population decreases, from age 55-59+ there are more surviving females in the population than males. Languages isiZulu is the predominant language spoken in Vosloorus (46.8%) followed by Sesotho (18%) and (IsiXhosa (8.2%). Highest Education Level The majority of the population, 37,6% has a matric qualification and 2.9% has never received any form of schooling. Income Status The majority of the population, 16, 9% has no income and the minority of the population (0.1%) income exceeds R 2, 457 601.00

KATLEHONG Katlehong means “place of success” and was established in 1945. The total individuals that reside in the area are 407 294. People The population of Vosloorus is made up of 98.4% Black Africans, 0.5% Coloureds, and 0.8% Indian / Asians, 0.1% Whites and other groups make up 0.3% of the population. Sex and Age Distribution The area has a medium to high birth rate, males and females aged 0-4 make up (5.2%) of the population, males between 25 -29 make up the highest percentage of the population (6.6%). From ages 35-39 the population decreases, from age 55-59+ there are more surviving females in the population than males. Languages isiZulu is the predominant language spoken in Katlehong (37.1%) followed by Sesotho (22.4%) and (IsiXhosa (13.1%). Highest Education Level The majority of the population, 43.5% has some secondary schooling and 4.3% has never received any form of schooling. Income Status The majority of the population, 20.7% average household income is between R 19 601 – R 38 200.00. The minority of the population (0.4%) income is between R 614,001 – R 2, 457 601.00.

10. CULTURAL/HISTORICAL FEATURES

38. (1) Subject to the provisions of subsections (7), (8) and (9), any person who intends to undertake a development categorised as-

(a) the construction of a road, wall, powerline, pipeline, canal or other similar form of linear development or barrier exceeding 300m in length;

(b) the construction of a bridge or similar structure exceeding 50m in length;

(c) any development or other activity which will change the character of a site-

(i) exceeding 5 000 m2 in extent; or

(ii) involving three or more existing erven or subdivisions thereof; or

(iii) involving three or more erven or divisions thereof which have been consolidated within the past five years; or

(iv) the costs of which will exceed a sum set in terms of regulations by SAHRA or a provincial heritage resources

authority;

(d) the re-zoning of a site exceeding 10 000 m2 in extent; or

(e) any other category of development provided for in regulations by SAHRA or a provincial heritage resources authority, must at the very earliest stages of initiating such a development, notify the responsible heritage resources authority and furnish it with details regarding the location, nature and extent of the proposed development.

If uncertain, the Department may request that specialist input be provided to establish whether there is such a feature(s) present on or close to the site. Briefly explain the findings of the specialist if one was already appointed: CULTURAL HERITAGE IMPACT ASSESSMENT J A van Schalkwyk, the heritage consultant who conducted the Phase 1 Cultural Heritage Impact Assessment, stated in the report (refer to Appendix G) that no sites, features or objects of cultural heritage significance were identified in the study area. Should any archaeological sites, graves, features or objects of cultural heritage significance are exposed during development activities, the proposed mitigation measures stipulated in the Environmental Management Programme (EMPr) must be implemented. Refer to Appendix H for the EMPr.

PALEONTOLOGICAL IMPACT ASSESSMENT According to the SAHRS paleosensitivity map, the area is red which means there is a high probability of fossils occurring in the area. Professor Marion Bamford, the palaeontologist who conducted the paleontological impact assessment, stated in the report (refer to Appendix G) that it is unlikely that any fossils occur in the surface areas of the proposed project as these areas have already been highly disturbed by agricultural and urban activities. Furthermore no fossils have been recorded from this area. Nonetheless rocks of this type and age are potentially fossiliferous, as indicated in the SAHRIS Palaeosensitivity map. Should any fossils be exposed during development activities, the proposed mitigation measures stipulated in the Environmental Management Programme (EMPr) must be implemented. Refer to Appendix H for the EMPr.

1. WASTE, EFFLUENT, AND EMISSION MANAGEMENT

Solid waste management

Will the activity produce solid construction waste during the construction/initiation YES NO phase? Spoil material will consists of excess spoil material from soil excavation and trenching activities. Spoil material will be reused where possible (as backfill or erosion mitigation works) while excess spoil will need to be disposed of off-site. Spoil material will be hauled with tipper trucks to a pre-determined spoil site identified on the site layout plan. Construction waste will comprise mainly of vegetation, construction material and general waste from site personnel (including packets, plastic, rubble, off-cut building materials, etc.). Construction waste must be kept in bins within the construction site camp and be collected and disposed of on a weekly basis at the nearest landfill site. Hazardous Waste: Waste will comprise mainly of spent canisters for paint, solvents, oil, diesel and adhesives. The safe disposal will be the responsibility of the respective contractor and shall be disposed of at a suitably licensed landfill site or recycled as required. Certificates of safe disposal must be obtained and records must be kept on site. WASTE MANAGEMENT REQUIREMENTS • The contractor should consider alternatives that will eliminate, reduce, reuse and recycle waste during construction operations. • The construction managers/supervisors/foremen should ensure that waste in their area of responsibility is sorted or separated between general and hazardous waste to manage each waste category in a manner that leads to good housekeeping and reduces disposal costs. • The managers/supervisors/foremen should ensure that reusable waste, recyclable waste and waste to be disposed will be stored in designated waste bins and/or storage facilities. • The construction manager should ensure that only permitted or licensed off-site waste disposal facilities are used for the final disposal of waste. • All waste management records (i.e. waste manifests, certificate of issue and safe disposal) should be kept by the appointed superintendent responsible of the waste management contractors. The records must be kept for reporting and audit purposes.

2. IMPACTS THAT MAY RESULT FROM THE CONSTRUCTION AND OPERATIONAL PHASE

Briefly describe the methodology utilised in the rating of significance of impacts

The method used for assessing risks/impacts is outlined below.

The first stage of the risk/impact assessment is the identification of environmental activities, aspects and impacts. This is supported by the identification of receptors and resources, which allows for an understanding of the impact pathway and an assessment of the sensitivity to change. The definitions used in the impact assessment are presented below.

• An activity is a distinct process or task undertaken by an organization for which a responsibility can be assigned. Activities also include facilities or infrastructure that is possessed by an organization. • An environmental aspect is an ‘element of an organizations activities, products and services which can interact with the environment. The interaction of an aspect with the environment may result in an impact. • Environmental risks/impacts are the consequences of these aspects on environmental resources or receptors of particular value or sensitivity, for example, disturbance due to noise and health effects due to poorer air quality. In the case where the impact is on human health or wellbeing, this should be stated. Similarly, where the receptor is not anthropogenic, then it should, where possible, be stipulated what the receptor is. • Receptors can comprise, but are not limited to, people or human-made systems, such as local residents, communities and social infrastructure, as well as components of the biophysical environment such as wetlands, flora and riverine systems. • Resources include components of the biophysical environment. • Frequency of activity refers to how often the proposed activity will take place. • Frequency of impact refers to the frequency with which a stressor (aspect) will impact on the receptor. • Severity refers to the degree of change to the receptor status in terms of the reversibility of the impact; sensitivity of receptor to stressor; duration of impact (increasing or decreasing with time); controversy potential and precedent setting; threat to environmental and health standards.

• Spatial extent refers to the geographical scale of the impact. • Duration refers to the length of time over which the stressor will cause a change in the resource or receptor.

The significance of the impact is then assessed by rating each variable numerically according to the defined criteria. Refer to Table 2-1-.2-7. The purpose of the rating is to develop a clear understanding of influences and processes associated with each impact. The severity, extent and duration of the impact together comprise the consequence of the impact and when summed can obtain a maximum value of 15. The frequency of the activity and the frequency of the impact together comprise the likelihood of the impact occurring and can obtain a maximum value of 10. The values for likelihood and consequence of the impact are then read off a significance rating matrix and are used to determine the extent of mitigation necessary.

The assessment of significance is undertaken twice. Initially, significance is based on only natural and existing mitigation measures (including built-in engineering designs). The subsequent assessment takes into account the recommended management measures required to mitigate the impacts. Measures such as demolishing infrastructure, and reinstatement and rehabilitation of land, are considered post-mitigation.

The model outcome of the impacts was then assessed in terms of impact certainty and consideration of available information. The Precautionary Principle is applied in line with South Africa’s National Environmental Management Act, 1997 (Act No. 108 of 1997) in instances of uncertainty or lack of information, by increasing assigned ratings or adjusting final model outcomes. In certain instances, where a variable or outcome requires rational adjustment due to model limitations, the model outcomes have been adjusted.

4. CUMULATIVE IMPACTS

Describe potential impacts that, on their own may not be significant, but is significant when added to the impact of other activities or existing impacts in the environment. Substantiate response:

Freshwater Resources and Threatened Terrestrial Ecosystem The proposed road upgrade is located within a rapidly developing Peri-urban area, in which numerous developments are likely to occur. Whilst details of specific developments were not available at the time of the assessment, it can be reasonably assumed that such developments will include the construction of new roads and/or the upgrades of existing roads, further residential developments and the provision of related infrastructure (e.g. sewer outfall networks) as well as retail developments and small-scale industry. Aspects pertaining to these types of activities in the area include (but are not limited to): • Site clearing, removal of vegetation, compaction and disturbance of soils in the vicinity of the freshwater resources; • Changes to biodiversity maintenance, streamflow regulation capabilities, sediment balance etc. of the freshwater resource; • Increased impermeable surfaces in the catchment, leading to increased volumes and velocity of surface water entering the freshwater resource; and • Erosion, canalisation, increased runoff and sedimentation of the resource and further proliferation of alien floral species as a result of the above. • Further loss of floral and faunal habitat • Permanent loss of and altered floral and faunal species diversity. • Continued alien floral invasion. The proposed upgrade of the existing Vlakplaats Road is considered likely to contribute to cumulative impacts as described above, on the floodplain wetland associated with the Natalspruit River, although the extent and severity of these cumulative impacts can be significantly reduced by the implementation of the mitigation measures stipulated in this report. It is further recommended that where feasible, relevant stakeholders, such as Ward Councillors, local residents, property developers, relevant department(s) of the applicable local municipality, provincial authorities (e.g. GDARD) and if necessary, national authorities (e.g. DWS) be engaged with as part of an integrated catchment management approach in order to achieve the Resource Quality Objectives for the catchment.

5. ENVIRONMENTAL IMPACT STATEMENT

Taking the assessment of potential impacts into account, please provide an environmental impact statement that sums up the impact that the proposal and its alternatives may have on the environment after the management and mitigation of impacts have been taken into account with specific reference to types of impact, duration of impacts, likelihood of potential impacts actually occurring and the significance of impacts.

These impacts have been rated by the specialist as medium-high. Provided that all the suggested mitigations are implemented, the proposed development impact should have a low - medium impact on freshwater resources.

Heritage and Cultural Resources The potential impacts on heritage and cultural resources have been rated by the specialist as very low. Provided that all the suggested mitigations are implemented, the potential impacts should remain very low.

Palaeontological Resources The potential impacts on paleontological resources, as a result of the proposed development have been identified as damage to paleontological resources that may potentially occur in the top few meters below ground. National Framework – The National Development Plan 2030 (NDP) The NDP notes amongst others that infrastructure is not just essential for a faster growing economy and higher employment. It also promotes inclusive growth, providing citizens with the means to improve their own lives and boost their incomes. Public transport infrastructure and systems are infrastructure investments that should be prioritised according to the NDP. Gauteng Conservation Plan (C-Plan) The Gauteng C-Plan was developed to serve as a primary decision support tool for the biodiversity component of the EIA process 1. The GIS software tool was utilized to determine if the proposed

development area falls within areas of conservation concern. The proposed development falls within a Critically Endangered Ecosystem and a Critical Biodiversity Area which have been largely transformed by urbanisation. Gauteng Provincial Environmental Management Framework (EMF), 2015 The proposed development area falls within Zone 1, an Urban Development Zone and Zone 2: High Control Zone (within the urban development zone). Zone 1, an Urban Development Zone The intention with Zone 1 is to streamline urban development activities in it and to promote development infill, densification and concentration of urban development within the urban development zones as defined in the Gauteng Spatial Development Framework (GSDF), in order to establish a more effective and efficient city region that will minimise urban sprawl into rural areas. Ekurhuleni Metropolitan Municipality Environmental Management Framework According to the EMF, the proposed development falls within hydrological, geotechnical and ecological constraint zones. Hence, essential engineering services such as a road can only be considered after an environmental impact assessment and geotechnical investigations. 2 This Basic Assessment for environmental authorisation is being undertaken for the proposed development in order to assess environmental impacts and provide adequate mitigation for the development. Should the proposed development be authorised, a geotechnical investigation will be carried out by a specialist prior to construction. Ekurhuleni Metropolitan Municipality Integrated Development Plan The IDP notes that roads and stormwater services are not part of basic services, but essential for township establishment, improving mobility and accessibility as well as integration in EMM. Roads and stormwater projects are also critical to the informal settlements re-blocking and formalisation programmes. Ekurhuleni Biodiversity and Open Space Strategy (EBOSS), 2009 Poor stormwater management impacts negatively on watercourses. A problem common to areas of the EMM is that only a few of the stormwater control systems include retention ponds and pollution control traps. The impact of run-off water, including stormwater from the proposed development must be carefully considered or addressed with all storm water management plans. The Ekurhuleni Bioregional Plan, 2014 Protection of intact natural habitat (especially wetlands, floodplains and intact riparian habitat) is extremely important for reducing the magnitude of flood events as these areas play an important role in regulating hydrological processes such as storm runoff. The Ekurhuleni Bioregional Plan states that if infrastructure are proposed, the following guidelines should be implemented. • Infrastructure developments should be limited to existing developed / degraded footprints, if present; • The installation of infrastructure in CBAs is not desirable and should only be considered if all alternative alignment and design options have been assessed and found to be non-viable. Under such conditions, at least a Basic Assessment should be undertaken, and if approved, a comprehensive Environmental Management Plan must be developed and best-practice restoration efforts strictly implemented; • Ecological Specialist to conduct the ecological assessment; • A Construction & Operational Environmental Management Plan should be compiled and implemented.
