1.0 Outcomes and Sustainability

2 1.1 The Cabinet meeting shortly will approve the 2011/12 Local Transport Plan (LTP) capital programme which included an allocation for highway works within each Assembly area. The indication is that this year the allocation will be £131,000.

1.2 Central Community Assembly will have devolved responsibility for spending their allocation in 2011/12.

1.3 This devolved budget to the Community Assemblies contributes to the Council’s principles as indicated in the Corporate Plan. In particular -  Residents and communities having voice and control over services and budgets  Protecting and enhancing the environment  Streets to be proud of  Public transport that is easier to use  Safer roads

2.0 Report Summary

2.1 To seek members recommendation on the prioritisation of schemes for more detailed feasibility (and costings) leading to possible construction in 2011/12 for larger1 projects. And to agree that for 2011/12 an allocation of £40,000 is set aside for smaller scheme works.

2.2 Note the completion of a variety of highway schemes constructed in 2010/11.

3.0 2010/11 Scheme progress

3.1 Lowfield School controlled crossing is now complete. The new zebra and London Road triangle pedestrian improvements are now completed.

3.2 Heavygate Road scheme is now complete.

3.3 Work to the signals at and Barber Road is now complete.

3.4 The new zebra on Whitehouse Lane had received objections to the associated Traffic Regulation Order (TRO). These objections have now been considered by Cabinet Highways and over-ruled; the works are now programmed to be on site now.

3.5 Minor works completed include:

4.0 Summary of larger Highways schemes approved to date within Central Community Assembly; and for preliminary design and possible construction 2011/12

4.1 The last Central CA business meeting (24th March 2011) agreed that the following larger schemes should be carried out in 2011/12: (a) a contribution to the major highway improvement proposal for Wisewood (£30,000) (b) public realm enhancements associated with a larger LTP scheme to provide controlled pedestrian crossing points at Fulwood Road/Crookes Road (£30,000) (c) provision of a 20mph speed limit zone on Winn Gardens and 20mph limit works to Hanover Estate (£10,000 - £12,000) (d) 20mph limit works in the Taptonville Road area and Harcourt Road/Harcourt Crescent (£20,000 - £28,000) (e) a contribution to enhancement works to public realm at Fulwood Road associated with the LTP funded scheme at Crookes Road signals (£30,000) (f) traffic management review for Central Walkley (£30,000 - £40,000) (g) improvement works to help pedestrians at the junction of Harcourt Road with Crookes Valley Road (£50,000 - £60,000) (h) an allocation of £40,000 for minor highways schemes (costing less than £10,000)

4 4.2 It is now clear that the level of funding allocated to the Assembly for the present financial year, will not be sufficient to allow all the above schemes to proceed. To try and bring the programme back in line with the finance available, it is suggested that the following changes to the works programme are agreed.

4.3 With the significant funding reduction to the LTP programme that has occurred, the major corridor scheme for Manchester Road which included controlled pedestrian crossing facilities to Fulwood Road/Crookes Road has been removed from the programme, and is not now likely to receive funding for a number of years. It is therefore suggested that the monies set aside for associated enhancements are used elsewhere. An assessment has been made as to whether the public realm works could be progressed independent of the pedestrian crossing improvements. This might be possible but the costs would be very high, as joint costs for the two elements of the scheme would not have to be borne solely by the public realm works.

4.4 It is suggested that for the central Walkley traffic management assessment scheme, this year’s work be confined to the review and consultation exercise, and so start to undertake specific works in the following financial year. This should reduce this budget item to below £20,000.

4.5 Officers expect the costs of the Harcourt Rd/Crookes Valley Rd junction re- modelling to be less than the present estimate.

4.6 Based on the above suggested changes, together with anticipated savings to the Harcourt Road junction, once the detailed design has been completed and fully costed, it may be possible to ensure that the remaining programme is completed within the present financial year, subject to confirmation of the funding levels available. It is proposed that the following schemes are now progressed to feasibility design and a Street Force detailed cost estimate. The Assembly will then be able to balance the detailed estimates against its allocated budget, to prioritise the schemes for construction in 2011/12.

5. Small Highways schemes for construction 2011/12

5.1 The information in this report is produced from the list of requests submitted by members of the public, and occasionally community groups and businesses, which outline their view of a particular problem on the highway, and their suggestion(s) as to what the solution could be. The latest (April 2011) ‘register of requests’ for small schemes is attached with this report. Outstanding small highways requests are estimated at over £114,000.

5.2 The assembly have previously agreed that £40,000 should be allocated for the construction of these small schemes. As with the larger Highways schemes, the

5 Assembly has previously made decisions on some of these requests, totalling £25,008.

5.2.1 Tactile paved crossings at Crookesmoor Road/Barber Road junction (£6,000).

5.2.2 Two Speed Indication Devices (‘Smiley SIDs’) for display around the Assembly area. They are currently displayed at Abbeydale Rd. These sites will include:

 Howard Rd, Walkley  Loxley Rd,  Walkley Bank Rd, Walkley  Oxford St, Crookesmoor  Lane (Percy St/Ball St)  Brocco Bank  Crookes Rd  Cemetery Rd

SIDs can be displayed together or singly. Members are invited to suggest further sites for SID locations. It is proposed to allocate £10,768 to upgrade the SIDs for solar power and installation and maintenance at eight sites in the Assembly area.

5.2.3 The Assembly have already agreed a request (with the consent of the Chair) to install four dropped kerbs on Loxley Rd as recent repairs by Street Force to the pavement had made Loxley Rd inaccessible to a resident who uses a wheelchair. It was confirmed that this was a priority, as she’d become a prisoner! The cost has been £1,240.

5.2.4 An additional traffic signal on Langsett Rd/junction with Forbes Rd has been previously agreed. The cost for this is estimated at £3,000.

5.2.5 The Assembly had previously agreed to carry out re-modelling works at the junction of Rd/Renton St (the old Wards’ brewery site). This work has not been designed in time to be carried out in 2010/11 and so has slipped into the highways schemes for 2011/12 (£4,000).

5.3 Cycling schemes

No cycling schemes were supported in 2010/11. Due to the number of requests received from cyclists, or about cycling safety, we have requested road safety to provide a map of all accidents involving cyclists in the Central Assembly area. This should help to guide a prioritisation of requests – like the recent proposals along the Walkley Active Travel Corridor, and could form the basis of a dialogue with local cycling groups.

5.4 Verge protection – Dykes Lane

No verge protection schemes were supported in 2010/11. The suggestion that Dykes Lane verge protection be included in the Pennine Wisewood programme was rejected as the investment was targeted purely on the streets of the estate that gave rise to the VAT shelter funding; there is insufficient funding to do all that is needed on Wisewood and any further diminution would be problematic.

6 Bearing in mind the investment that the Assembly has made in developing the 20 mph zone in Wisewood alongside the Pennine Streetscene programme, the Assembly could consider asking colleagues from Transport & Highways to work alongside staff from the Assembly team and residents on Dykes Lane to explore the variety of local issues – protection of the grass verges, need for off road parking, existing road width, traffic flows and speeds – and to report back to the Assembly in spring 2012 with a view to a local scheme for construction via LTP funding in 2012/13.

5.5 Hanover estate/Ecclesall Rd entrance

The Ecclesall Rd entrance to Hanover estate is owned by a private individual who has recently fenced off (some of) the entrance to the estate. It is suggested that any scheme by delayed until the current matters are resolved.

5.6 Traffic Regulation orders

Of the 12 Traffic Regulation Orders received within the Assembly area, two might be particularly relevant for members as they have been requested by local businesses. A large part of the estimated £3,000 cost of any TRO is the advert; this can be reduced if proposed TROs are advertised in batches.  Lancaster St (A&CT)  Burton St (Barkers)

5.7 Box junctions – Inner Ring Road, Alma St, Corporation St, Russell St

It is important to make sure that the problem raised isn't a fault with the operation of the traffic signals, or even a misunderstanding of the new Puffin style crossings. With regard to yellow boxes, Urban Traffic Control (UTC) has made recent adjustments to the signal timings at peak times at the junctions around Bridgehouses and Corporation Street, to reduce some of the congestion in the area, or at least better manage the queues. The Assembly should be advised of these recent changes and therefore might want to review their request in response to these changes, especially in the clockwise direction of the Inner Ring Road. UTC are hoping to do further timing reviews in the near future, subject to resources.

5.8 Napier St/Summerfield St

There have been 14 accidents at the Napier Street/Summerfield Street. It might be beneficial to investigate the provision of a small scheme including some minor resurfacing to enable new give way line markings to be provided at the junction and possible more visible Give Way Signage.

5.9 Blake Street

The removal of the guardrails on Blake Street has been referred to the “Sign Off” initiative. However, the first report of items on the Sign-Off were submitted on 8th March. The list did not have Blake Street on it. But even if it had got it on the list, it was unlikely to have been actioned for two reasons. First, it is not pedestrian guardrail it is a handrail; handrails were not covered by the Cabinet report. Secondly, there is an outstanding Assembly 'small' scheme request that wants the existing handrail taking down and replacing at the back of footway. It would be

7 difficult to consider the handrail redundant. Indeed, in this instance, it is suggested that the rail is helpful/essential to pedestrians. The cost of replacing the handrail to the rear of the footway would place this proposal into the large scheme budget, it is therefore suggested that this proposal is placed on the large scheme list for consideration in future years.

5.10 Upperthorpe precinct

2011/12 funds for parking permit zones are about half the initial figure for 2010/11, so currently no funds are allocated for Upperthorpe. An officer in the Transport & Highways team is about to pick up the baton for project management of schemes in Hillsborough, as well as the Hillsborough and Upperthorpe PP schemes. There is a current request to explore the scope for an "Invest to Save" bid for the two PP schemes but with no guarantees. This would not cover any further LTP work at the precinct. Such work could only be supported as a request for Assembly funds.

5.11 Members are advised either to:

6. Mitigation of Risk

The risks relating to the allocation and implementation of the devolved Highways budget have been considered by the Central Community Assembly Team on advice from Transport & Highways service. These risks will be regularly reviewed and monitored by the relevant officers and reported to the Community Assembly. The main risk is that there will be insufficient funds to support the construction of all the prioritised schemes in 2011/12. It is therefore proposed that further reports be considered at future Central CA meetings in 2011 to approve which schemes – with more precise estimates – will be constructed in 2011/12, taken into account existing approvals and agreements.

7. Financial Implications

The proposals for the spend will utilise the devolved Highways budget for 2011/12.

8. Legal Implications

The Council, as the highways authority for Sheffield, has the powers under Part V of the Highways Act 1980 to implement the improvements requested in this report.

This funding is allocated from the Local Transport Plan budget and as such all projects using this funding will need to comply with the aims and objectives of the Local Transport Plan.

All schemes funded through the Local Transport Plan are designed to improve access for pedestrians.
