Sam Sangster Chief Executive Officer, Western City and Aerotropolis Authority

Sam commenced with the Western City and Aerotropolis Authority as the inaugural Chief Executive Officer in December 2018.

Sam’s career spans both the public and private sectors, including significant roles with some of Australia’s largest ASX-listed companies and professional service firms. Sam has worked in the Victorian Government, delivering multi- billion dollar projects such as Melbourne’s Docklands in partnership with the private sector.

As Chief Executive Officer of Health Infrastructure NSW, Sam was responsible for steering the delivery of the largest portfolio of health capital works in Australia, spanning metro, regional and rural NSW. During the nearly 6 years of his tenure, Sam oversaw the growth of the portfolio from $3.2 billion in 2011-12 to $14.4 billion in 2018-19.

Christopher serves as Pro Chancellor of Western Sydney University and Chairs the WSU Board's External Affairs committee and Academy and recently retired from the boards of ANZ Stadium and Moorebank Intermodal Company.

Having served on dozens of government committee and taskforces over 25 years, Christopher was a member of the Federal/State steering committee that chose the Badgerys Creek Airport site and then he devised an advocacy campaign to secure Federal Cabinet support. He served on the NSW Ministerial

Transport & Planning Blueprint Panel that first recognised Parramatta as Sydney’s 2nd CBD and advises News Corp's 'Go West/Project Sydney' editorial campaign.

Christopher chaired the WestLine Partnership, which secured a light rail connection along the Olympic Corridor, and established the Western Sydney Rail Alliance, which secured $5+B to build north/south rail connections to Badgerys Creek. He was founding Convenor of the Parramatta Partnership Forum and the Committee for Liverpool, and now manages the Canterbury Bankstown Forum and Advance Blacktown civic leadership forums. He chairs the South West Sydney Local Health Advisory Board and served as an adviser to the Western Sydney Parklands.

He was raised in Dundas and educated at public schools in Western Sydney and, in 2014, was awarded Australian Honours to recognise his service to industry and the community.

Dr Andy Marks Assistant Vice-Chancellor, Strategy and Policy, Western Sydney University

As Assistant Vice-Chancellor (Strategy and Policy), Andy drives Western Sydney University’s collaborations with government, industry, corporates and the community. Andy is a co-founder of the University’s ‘LaunchPad’ business incubator. Established in 2015, with branches in Werrington and Parramatta (and coming to Liverpool), LaunchPad is focused on expanding innovation across Western Sydney via intensive support for Startups and existing tech- focussed SMEs. Prior to his current role, Andy was a senior researcher in the social services sector. He holds a PhD and first-class Honours in ‘politics and literature’ specialising in critically interpreting the representation of politics in contemporary culture and the media.

Elizabeth Mildwater Deputy Secretary – Urban Transport Division, Transport for NSW

The Urban Transport Division has the responsibility to integrate transport modes to deliver customer-centred services and infrastructure for the Sydney metropolitan area.

Prior to this role, Elizabeth held the position of Deputy Secretary of Customer Technology and Services and initially started in Transport for NSW (TfNSW) as the Deputy Secretary of People and Corporate Services.

Before joining TfNSW, Elizabeth was Director of Australian Programs for Save the Children Australia. There she led a diverse workforce of over 500 people across Australia.

She also spent five years at Transurban, as the Victorian Group General Manager with responsibility for the operations of CityLink in Melbourne.

Elizabeth has more than 25 years’ management experience across customer services, legal, company secretarial, compliance, risk, management, human resources and general operations.

She holds a degree in Law and Economics, a Masters of Contemporary Asian Analysis and has completed the Advanced Management Programme at Harvard Business School in the USA. She is also a member of the Australian Institute of Company Directors.

Elizabeth is passionate about harnessing employee engagement and new technologies to achieve new levels of customer service.
