1.0 Introduction and Background

1.1 This Consultation Statement has been prepared in accordance with The Neighbourhood Planning (General) Regulations 2012 (SI No. 637) Part 5 Paragraph 15 (2)1 which defines a “consultation statement” as a document which –

(a) contains details of the persons and bodies who were consulted about the proposed neighbourhood development plan;

(b) explains how they were consulted;

(c) summarises the main issues and concerns raised by the persons consulted; and

(d) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan.

1.2 Planning Practice Guidance provides further advice:

"A qualifying body should be inclusive and open in the preparation of its Neighbourhood Plan (or Order) and ensure that the wide community:

• Is kept fully informed of what is being proposed • Is able to make their views known throughout the process

1.3 Sprotbrough Neighbourhood Development Plan (NDP) has been prepared in response to the Localism Act 2011, which gives parish councils and other relevant bodies, new powers to prepare statutory Neighbourhood Plans to help guide development in their local areas. These powers give local people the opportunity to shape new development, as planning applications are determined in accordance with national planning policy and the local development plan, and neighbourhood plans form part of this Framework. Other new powers include Community Right to Build Orders whereby local communities have the ability to grant planning permission for new buildings.

1.4 The NDP has been prepared by a steering group of interested local residents and parish councillors on behalf of Sprotbrough and Parish Council.

1.5 The Parish Council approved the first proposed Neighbourhood Area at its meeting on 21st April 2016 and applied to MBC on 22nd April 2016 for the area to be designated. The Sprotbrough Neighbourhood Plan area was designated by Doncaster MBC in February 2016 but was later reviewed and Sprotbrough & Cusworth Parish Council requested a change to the existing boundary of the designated Neighbourhood Plan area on 2nd August 2018. The change to the Neighbourhood area boundary was consulted upon for six weeks by DMBC until 11th December 2018 and subsequently designated by DMBC. The designated neighbourhood area for the NDP is shown on Map 1.

1.6 The Neighbourhood Area is slightly smaller than area covered by the Parish Council. It comprises the southeast section of the DMBC Ward of Sprotbrough by using its north and south boundaries; extends the north eastern boundary to include all of Sprotbrough up to York Road; and includes an area from the A1 to the River Don, to create a western boundary. This equates to the area covered by the Wards of Danum, East, Park, Stonecross and Central within the administrative area of Parish Council.

2.0 Early Informal Consultation and Engagement Activity

2.1 The NDP Steering Group is named The Sprotbrough Neighbourhood Champions. This group has prepared the SNDP on behalf of the Parish Council. The group was set up in November 2015 and has held regular open meetings to oversee the NDP preparation process and the extensive community consultation and engagement processes. Progress on the Neighbourhood Plan is also periodically reported to the Parish Council as an agenda item and the minutes are available on the SNDP website.

2.2 An NDP website was set up in Spring 2016 (http://www.sprotbroughnc.co.uk/ ) and this has provided up to date information about progress on the NDP together with supporting evidence throughout the process. In addition, there are two Facebook sites which have been used periodically to provide relevant updates. Three community magazines were also used to promote and provide updates on the NDP's progress; the Sprotbrough Arrow, the Parish magazine and the Churches magazine.

2.3 Early on in the process (4th July 2016), the steering group produced a SWOT analysis which formed the basis of further consultation. This is set out below.

Household Questionnaire, Autumn 2016

2.4 A Household Questionnaire (see Appendix 1 for the Questionnaire Survey and Report) was delivered to all residents in Autumn 2016 and had a 22% return rate. A copy of the survey was hand delivered by members of the Sprotbrough Neighbourhood Champions to all residents and businesses within the Plan area (3165 households). The survey was also available on line. 6 Drop off points were provided across the Plan area and if anyone was physically unable to return the survey it could be collected by the group.

2.5 A total of 697 surveys were returned. Respondents were given 4 weeks to complete the survey and the deadline for reply was 15th November 2016. The survey was designed by the Sprotbrough Neighbourhood Champions (SNC) with input from a neighbourhood planning consultant and printed in full colour. The survey was structured around a set of closed questions but after each one, respondents were encouraged to add any other comments.

Children's Consultation, September 2016

2.6 The SNC Group considered the adult questionnaire and decided it was not accessible for children and that there were too many questions. The Group decided to create a questionnaire for children aged between 9 and 11 years of age. This was because:

• Older children could access the adult questionnaire;

• Younger children may not fully understand the purpose of the questionnaire. A lot of young children tend to want to please an adult with their answers rather than having the confidence to express their own opinions particularly if they are unclear as to the purpose of the question or the content is unfamiliar to them.

2.7 The Group looked through the adult questionnaire selecting the 4 key elements that would be relevant to the children and that would interest them. These questions married with the adult questionnaire. They felt that 4 questions would be sufficient to keep the children’s interest.

2.8 The format for the questionnaire was child friendly questions with ‘tick box’ options for answers to ensure that all children, whatever their writing ability, could take part. The Group then considered child friendly and appropriate language for each question and for the introduction on sheet 1.

Question 1 asked about the child’s year group. We wanted the children to have ownership of the activity and to feel that they and their answers were valuable to us without divulging confidential information.

Questions 2 – 4 included space for children to add anything further that they thought relevant to the question.

Question 5 allowed opportunity for the children to express further ideas (either written or drawn so that all children could answer).

2.9 The Group wrote an introduction of the Neighbourhood plan for the head teacher of each school explaining how the children’s voice would be an important contribution to the plan and therefore to the future of the village. This included points also mentioned in the questionnaire for adults. 6 Sprotbrough NDP Consultation Statement, Summer 2020

2.10 Two Sprotbrough Neighbourhood Champion members went into Copley Junior School and Richmond Hill Primary school on 30th September 2016, leaving a copy of the introduction and a set of questionnaires. They gave the schools three weeks to complete the questionnaires leaving a date that we would call back for collection. They spoke to the school’s receptionists asking them to confirm with the head teacher that the children could take part. They also pointed out that this activity would fall within the ‘British Values’ element of the school curriculum.

2.11 Prior to collecting the completed questionnaires, we created a recording sheet to help collate the data. They made each school a certificate to show our appreciation for taking part. Data was transferred from each questionnaire on to the recording sheet. Totals and percentages were calculated for each response and free script responses were recorded. The responses from the children became an integral and invaluable part of the Sprotbrough Neighbourhood Plan.

2.12 The full report on the Children's Consultation is provided in Appendix 2.

2.13 In total, the Group worked with 65 Year 5 and 6 pupils (ages 9-11). The SNDP representatives met with the teachers to clarify the aims of the consultation and the questions were left with the school for the teachers to use. An explanation as to the reasons for the consultation was also given.

2.14 Teachers used the information to facilitate the completion of the questionnaires by the children. The exercise was undertaken during the same consultation period as the questionnaire which went to each household in Sprotbrough. The data from the two sessions was manually collated by the SNC group members and aggregated and set out in a report.

2.15 The responses to the Household Questionnaire and Children's Survey were considered carefully and used to inform the preparation of the First Draft Plan. The First Draft Plan focused on the key themes identified and included detailed supporting text and emerging draft planning policies.

3.0 Informal Consultation on the First Draft Plan

3.1 A first Draft NDP was published for informal public consultation from December 2018 to the end of March 2019.

3.2 The consultation period was initially from December 2018 to the end of January 2019 but it was then extended up to the end of March 2019, to encourage as many local stakeholders and residents as possible to comment.

3.3 The consultation process was publicised on the NDP website and Facebook (see Appendix 3), and promoted in the church magazine and local newsletter The Arrow. Copies of the Draft Plan and feedback form were provided at Sprotbrough Library and Goldsmith Centre.

3.4 Members of the Steering Group attended the Sprotbrough Library Coffee Morning and Cricket Club Christmas Market on Saturday 1st December 2018 - see photos below.

3.6 Around 22 representations were received and these, together with the Steering Group's responses and details about how the Plan has been revised in response to the comments, are provided in the published response tables published on the NDP website. In addition detailed comments were provided by DMBC in relation to local heritage and the Draft NDP has been amended to incorporate these suggested changes.

3.7 The full reports on the consultation responses and how these were used to inform changes to the Draft Plan are provided in Appendix 3.

3.8 The various extensive informal public consultation processes have ensured that all residents have not only been kept informed about the process but have had the opportunity to influence the extent and scope of the Plan.

4.0 Informal Consultation on Locally Valued (Undesignated) Heritage Assets

4.1 The Steering Group identified, in consultation with DMBC and local residents and landowners, a list of non-designated built heritage assets which are local interest and value.

4.2 During the preparation of the local list, landowners and property owners were consulted informally by letter and email and comments were invited. Copies of the correspondence are provided in Appendix 4.

5.0 Regulation 14 Public Consultation - Monday 4th November 2019 to 5pm Friday 31st January 2020

5.1 The public consultation on the Sprotbrough Draft Neighbourhood Plan was carried out in accordance with The Neighbourhood Planning (General) Regulations 2012 (SI No. 637) Part 5 Pre-submission consultation and publicity, paragraph 14. This states that:

Before submitting a plan proposal to the local planning authority, a qualifying body must—

(a) publicise, in a manner that is likely to bring it to the attention of people who live, work or carry on business in the neighbourhood area:

(i) details of the proposals for a neighbourhood development plan;

(ii) details of where and when the proposals for a neighbourhood development plan may be inspected;

(iii) details of how to make representations; and

(iv) the date by which those representations must be received, being not less than 6 weeks from the date on which the draft proposal is first publicised;

(b) consult any consultation body referred to in paragraph 1 of Schedule 1 whose interests the qualifying body considers may be affected by the proposals for a neighbourhood development plan; and

(c) send a copy of the proposals for a neighbourhood development plan to the local planning authority.

5.2 The Sprotbrough Draft NDP was published for at least 6 weeks formal public consultation (Regulation 14) from Monday 4th November 2019 to 5pm Friday 31st January 2020. The minimum 6-week consultation period was extended to over 12 weeks to allow time for the Christmas break period in the middle.

5.3 The notification, Draft NDP and supporting documents and evidence were published on the Parish Council website: http://www.sc-pc.co.uk/ with links to the various web pages. The public consultation was also publicised on the Sprotbrough Neighbourhood Champions' website http://www.sprotbroughnc.co.uk/ . Doncaster MBC also publicised the consultation on the Sprotbrough NDP web pages. Screenshots are provided in Appendix 5.

5.4 A printed version of the Draft Neighbourhood Plan could be viewed at Sprotbrough Library, the Parish Council Office at the Goldsmith Centre or via both the Parish Council website www.sc-pc.co.uk and Sprotbrough Neighbourhood Champions website www.sprotbroughnc.co.uk.

5.5 Response forms were provided at the above locations and on the websites to download, complete and return. A copy is provided in Appendix 5.

5.6 Comments were invited in writing to the Parish Council (Sprotbrough and Cusworth Parish Council, Sprotbrough Road, Sprotbrough, Doncaster DN5 8BP) or sent by email to [email protected] by Friday 31st January 2020. 11 Sprotbrough NDP Consultation Statement, Summer 2020

5.7 The list of consultation bodies (see Appendix 5) was kindly provided by Doncaster MBC and is included in Appendix 5, together with the formal letter / email which was sent out by the Parish Clerk. Other individuals, local organisations and businesses were also contacted by email.

5.8 The responses received together with consideration of those responses and subsequent changes to the plan are set out in Appendix 5.

Sprotbrough Neighbourhood Development Plan

This is a summary of the First Draft of the Sprotbrough Neighbourhood Development Plan (NDP) which is published for informal public consultation until Thursday 31st January 2019.

The NDP has been prepared by a dedicated group of local residents (the Sprotbrough Neighbourhood Champions) on behalf of Sprotbrough and Cusworth Parish Council. After several more stages of public consultation and an examination by an independent examiner, the NDP will be subjected to a local referendum and local voters will be able to decide if the plan should be used to help determine future planning applications in the area.

The Draft Plan includes local planning policies to guide development in Sprotbrough up to 2032 - the same time frame as that for the new emerging Local Plan for Doncaster. The NDP has been prepared building on the results of a Household and Schools Survey, previous public consultations and the local knowledge and research of the Sprotbrough Neighbourhood Champions. The Draft NDP has a Vision and 9 Objectives and sets out 12 draft planning policies:

· Policy S9 Supporting Homeworking

· Policy S10 Wildlife

· Policy S11 Protecting Local Landscape Character

· Policy S12 Improving Accessibility

These planning policies seek to protect the distinctive local character of Sprotbrough, identifying those built heritage assets we value and promoting high quality and sensitive design in new development. The NDP policies protect important scenic views and the natural environment including wildlife and landscape character. Housing related policies guide and inform back-land development and promote a suitable mix of housing. Community and recreation facilities are identified and protected and several new green areas are also identified for protection as Local Green Spaces. The significance of local shops is recognised and there are policies to support suitable economic development and proposals linked to home working.

Notification of Formal Public Consultation on the Sprotbrough Draft Neighbourhood Development Plan (Regulation 14 Town and Country Planning, England, Neighbourhood Planning (General) Regulations 2012 (as amended))

I am writing to advise you that the Sprotbrough Draft Neighbourhood Development Plan (NDP) has now been published for formal consultation by Sprotbrough and Cusworth Parish Council and we are trying to raise awareness of it to as many Sprotbrough residents as possible. As a result, I would be grateful if you will share this information with your group members, family, friends and neighbours.

The Draft Neighbourhood Development Plan has been prepared by a neighbourhood plan steering group of interested residents and representatives of local organisations on behalf of the Parish Council ("Sprotbrough Neighbourhood Champions"), building on extensive informal public consultation and engagement undertaken since 2015. This has included a questionnaire to every household, consultation on Issues and Options and then the publication of the emerging First Draft Plan for consultation between the 1st December 2018 and the 31st March 2019.

The formal consultation period will run from Friday 1st November 2019 until 5pm on Friday 31st January 2020 The Draft Neighbourhood Plan and other supporting documents can be viewed and downloaded from the Neighbourhood Plan website: www.sprotbroughnc.co.uk or the Parish Council’s website: www.sc- pc.co.uk.

A hard copy of the Neighbourhood Plan can be viewed in Sprotbrough Library and the Goldsmith Centre during normal opening times. In addition, members of the Planning group will be in attendance at local public events and galas held in Sprotbrough throughout this period when copies of the Plan will be made available.

A Response Form is provided for comments which can be downloaded from the websites above or hard copies are available at Sprotbrough Library and Parish Council offices. Please submit all comments on the Sprotbrough Draft Neighbourhood Development Plan by 5pm on Friday 31st January 2020.

Following the public consultation process on the Draft Neighbourhood Development Plan, the Plan will be amended and submitted to Doncaster Metropolitan Borough Council together with supporting 84 Sprotbrough NDP Consultation Statement, Summer 2020

documentation, including a Basic Conditions Statement demonstrating how the NDP meets the required Basic Conditions, and a Consultation Statement setting out who has been consulted, how the consultation has been undertaken and how the representations received have informed the revised Plan.

Doncaster MBC then re-consult, before the Plan is subjected to an Examination by an independent Examiner. If the Examiner is satisfied that, subject to any recommended changes, the NDP meets the required Basic Conditions, then the amended Plan will be subjected to a local Referendum. If there is a Yes vote, then the NDP will be made (adopted) by Doncaster MBC and used to help determine planning applications in the Plan area. When we submit the plan, personal information, including your name, address and email may be shared with Doncaster MBC to enable them to discharge their legal duties in relation to publicising and consulting on the submission version of the Plan and for organising the examination in accordance with the Neighbourhood Planning (General) Regulations.
