Scope of the job Background Black Rod's Department is a significant part of the House of Lords Administration; providing front of house support to Members and the public. The Doorkeepers are part of the Black Rod’s department.

The Door keeping team play a key role in the day-to-day running of the House's sittings, including security aspects of the Chamber, Committees of the House of Lords and environs around the Chamber and Peers Entrance and are key for access control. Doorkeepers provide support services to Members, the Chamber and Committees and are a key interface with public and Visitors to the House.

The Deputy Principal Doorkeeper (Operational Planning) is a key part of the senior management team, assisting the Principal Doorkeeper who in turn leads a busy team of 22 who are fully committed to the professional day to day working of the House.

Throughout the year, the team are also key participants in ceremonial events and VIP duties such as State Opening, and State Visits and it is expected that the Principal Doorkeeper will lead their relevant sections with support from Deputies and senior members of the team.

In addition, each year the House will carry out exercises on emergency preparedness and procedures as well as relocation in case of emergencies, with the Door keeping team playing key roles in such scenarios.

Main objective The Deputy Principal Doorkeeper (Operational Planning) is responsible for supporting the Principal Doorkeeper and the team of 20 Doorkeepers who collectively ensure security and smooth operation of the Chamber, Committees of the House of Lords and environs around the Chamber and Peers Entrance and are key for access control.

On occasions this post will act on behalf of the Principal Doorkeeper.

As well as the day to day duties and management, the role also required leading on long term planning and technical delivery solutions

Main responsibilities Line management and budgetary responsibilities Management of business-critical support systems and with responsibility for supporting the long term sustainability and business improvement of door keeping operations.

Responsibility for

• long term planning and technical delivery of key operational aspects and enhancements of systems for both day to day business and issues as well as long term improvement projects within the

• Services for the House, the team’s role in major events within the Palace of Westminster

• Lead for technical and space planning input to Restoration and Renewal planning relating to the House of Lords Chamber (with a specific focus on technical requirements and roles and interface with other Parliamentary Departments).

Key supporting responsibility for the Principal Doorkeeper relating to management and running of the activities around the Chamber. including Doorkeeper management, tasking and performance, Peers booking in and the Management of Public and Peer Guest galleries, Specifically

• Deputising for the Principal Doorkeeper, when required, on the House security risk assessment panel evaluating the threat and risk to business of the House.

• When required, liaising with PMST and Strategic Estates with the Deputy Usher about works affecting the Chamber and surrounding area to manage and de-conflict competing priorities.

As well as the day to day duties and management, the role also requires leading on long term planning and technical delivery including the following areas

• ongoing major infrastructure projects potentially affecting areas relevant to the Chamber and environs, which could impact on the running of daily business as well as specifically matters in and around Peers carpark and Peers entrance • Management, maintenance and accounting for equipment used by the Doorkeepers, including all IT equipment across Black Rod’s Department. • Planning for significant one-off events within Westminster Hall including significant Events of State • Technical training provision and coordination for Door keeping team • Supporting the Principal Doorkeeper with planning and input in relevant works for Restoration and Renewal and decant. • Development of IT systems where needed to perform duties at the Door of the Chamber in accordance with the proceedings of the House. • Taking remedial steps to maintain an efficient and effective service that supports the running of the business of the House. • Ensuring a joined-up approach with the Deputy Principal Doorkeeper (Operations) for an appropriate through-life learning and professional development training within the Door keeping team. • Lead on continuous business improvement within the door keeping functions

Person specification The qualifications required for the post are: • Proven experience and ability to lead where appropriate, organise, manage, support and motivate staff in a pressurised complex organisational environment in a calm and effective manner.

• Work effectively within a team structure to deliver plans and projects in a timely, organised and efficient manner.

• Excellent interpersonal and communication skills, exercising tact, discretion and diplomacy with a diversity of people including Members, staff and visitors.

• Good recall of faces, names and plans.

• Proven and practical experience of decision making in a high profile environment with public access and interaction.

• An understanding of procedures of the House of Lords Chamber and Committees, and experience of their practical implications for the operation of the Chamber and Committees.

• Good IT skills, including MS Office (Outlook, Word and Excel).

• First Aid trained

Terms and conditions

Salary and allowances The post is paid in accordance with House of Lords grade HL6 (£31,150 starting salary per annum). Pay increases usually depend on performance as assessed in annual appraisals. Salary is paid monthly by credit transfer.

Probation There is a probationary period of nine months.

Term and hours The post is permanent and is for 41 hours per week (including break-time).

The Principal Doorkeeper is expected to work on all days when the House is sitting. Annual leave can usually only be taken when the House is not sitting
